The Academy of Marxism Holds a Symposium for Retired Cadres on Studying and Implementing the Spirit of the Third Plenary Session of the 20th Central Committee

On September 27, 2024, the Retired Cadres Party Branch of the Academy of Marxism held a symposium on studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee. Party Secretary Luo Wendong conveyed at the meeting the spirit of the September 17 summary meeting on Party discipline learning and education held by the Chinese Academy of Social Sciences, explained the "three measures" introduced by the Party Leadership Group to implement the responsibility system for discipline construction work, and the retired cadres present signed the "Letter of Commitment to Strictly Observe Discipline for Staff of the Academy of Marxism, Chinese Academy of Social Sciences." Thirteen retired cadres attended the meeting and shared their experiences and insights on studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the CPC.

2024年9月27 日，马克思主义研究院离退休干部党支部召开学习贯彻二十届三中全会精神座谈会。党委书记罗文东在会上传达了9月17日社科院党纪学习教育总结会议精神，讲解了院党组推出的落实纪律建设工作责任制的“三项举措”，参会的离退休干部签订了《中国社会科学院马克思主义研究院工作人员严守纪律承诺书》。离退休干部13人参会，就学习贯彻党的二十届三中全会精神谈了心得体会。

Luo Wendong pointed out that this symposium for retired cadres on studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee is of great significance. Party discipline learning and education is the first centralized learning and education in the history of our Party with Party discipline as its theme. All Party cadres and members, including retired cadres, in accordance with the unified deployment of the Party Central Committee, have deeply studied Xi Jinping's important expositions on comprehensively strengthening Party discipline construction, earnestly studied the newly revised "Regulations of the Communist Party of China on Disciplinary Punishment," deepened the implementation of the Party Leadership Group's "three consensuses," actively carried out the "three actions," and strictly implemented the "three measures," greatly enhancing the consciousness of learning discipline, understanding discipline, and observing discipline. The successful convening of the Third Plenary Session of the 20th Central Committee and the adoption of the "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-Path Modernization" is a milestone in the history of our Party. Retired Party cadres and members earnestly studying and implementing the spirit of the plenary session reflects a high level of Party spirit and political awareness.

罗文东指出，这次离退休干部学习贯彻党的二十届三中全会精神座谈会具有重要意义。党纪学习教育是我党历史上首次开展以党纪为主题的集中性学习教育。全院党员干部包括离退休干部，按照党中央统一部署，深入学习习近平关于全面加强党的纪律建设的重要论述，认真学习新修订的《中国共产党纪律处分条例》，深化落实院党组“三项共识”，积极开展“三项行动”，严格执行“三项举措”，极大提高了学纪知纪守纪的自觉性。党的二十届三中全会胜利召开通过《中共中央关于进一步全面深化改革、推进中国式现代化的决定》，是我党历史上的一个里程碑，离退休党员干部认真学习贯彻全会精神，体现了很高的党性修养和政治觉悟。

Luan Wenlian, Secretary of the Retired Cadres Party Branch, reported on the spirit of the guidance report given by Zhang Yi, President of the Academy of Chinese-Path Modernization, at the special report meeting for retired Party branch secretaries on studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee, held by the Academy's Retired Cadres Bureau, as well as the situation of the seminar on "Taking Economic System Reform as the Driving Force" organized by the Retired Cadres Bureau and the Senior Experts Association.

离退休干部党支部书记栾文莲通报了院离退休干部局举办的离退休党支部书记学习贯彻二十届三中全会精神专题报告会上，中国式现代化研究院院长张翼所做辅导报告的精神，离退休干部局和老专家协会举办的“以经济体制改革为牵引”研讨会的情况。

At the symposium, everyone freely discussed their learning experiences regarding the spirit of the Third Plenary Session of the 20th Central Committee. Researcher Liu Shuchun shared her insights on studying General Secretary Xi Jinping's explanation of the "Decision," believing that reform has been consistent throughout. The Third Plenary Session of the 11th Central Committee opened a new period of reform and opening up; the Third Plenary Session of the 18th Central Committee proposed comprehensively deepening reform, breaking through the barriers of solidified interests, with reform entering the deep-water zone; the Third Plenary Session of the 20th Central Committee bears the important historical task of further comprehensively deepening reform and promoting Chinese-path modernization. Researcher Shang Wei believes that the "Decision" is of great significance for comprehensively deepening reform and promoting Chinese-path modernization, especially the importance of advancing the modernization of the national security system and governance capacity; national security is an important guarantee for the steady and long-term progress of Chinese-path modernization. Researcher Luan Wenlian, combining the "Decision"'s important expositions on focusing on building a high-level socialist market economy system, promoting high-level opening up, strengthening national security under open conditions, and adhering to promoting reform through opening up, explained how our country should respond to the current continuous expansion of the U.S. government debt. Researcher Wang Shijin believes that the "Decision"'s proposal to promote three "better adaptations"—between relations of production and productive forces, between the superstructure and the economic base, and between national governance and social development—makes a principled contribution to historical materialism, deepening the Party's understanding of the laws of human social development, the laws of Communist Party governance, and the laws of socialist construction. The state of social development determines national governance, while national governance has a huge counteractive effect on social development; therefore, national governance must better adapt to social development.

座谈会上大家围绕党的二十届三中全会精神畅谈学习体会。刘淑春研究员谈学习习近平总书记对《决定》作的说明的体会，认为改革一以贯之。党的十一届三中全会开启了改革开放新时期；十八届三中全会提出全面深化改革，突破利益固化的藩篱，改革涉入深水区；二十届三中全会担负着进一步全面深化改革、推进中国式现代化的重要历史任务。尚伟研究员认为，《决定》对全面深化改革推进中国式现代化具有重大意义，特别是推进国家安全体系和治理能力现代化非常重要，国家安全是中国式现代化行稳致远的重要保障。栾文莲研究员结合《决定》提出的聚焦构建高水平社会主义市场经济体制，推进高水平对外开放，强化开放条件下的国家安全，坚持以开放促改革等重要论述，对当前美国政府债务持续扩张我国如何应对作了阐释。汪世锦研究员认为，《决定》提出推动生产关系和生产力、上层建筑和经济基础、国家治理和社会发展三个“更好相适应”对历史唯物主义作出了原理性贡献，深化了党对人类社会发展规律、共产党执政规律、社会主义建设规律的认识，社会发展状况决定国家治理，而国家治理对社会发展具有巨大反作用，因而国家治理必须更好适应社会发展。

Every veteran comrade present actively spoke, conducting comparative research on the role of market factors in economic development, and offering opinions and suggestions on strengthening confidence in the theory, firming up the Marxist stance, enhancing national security awareness, and improving and strengthening Party work. The comrades present believed that this symposium was very fruitful, both in receiving Party discipline education and in deeply understanding the spirit of the Third Plenary Session of the 20th Central Committee, broadening their horizons, inspiring reflection on the country's economic and social development, as well as issues closely related to the people's interests that require further deepening of reform, and offering suggestions for national development.

与会的每一位老同志都积极发言，对市场要素在经济发展中的作用进行比较研究，对增强理论自信，坚定马克思主义立场，提高国家安全意识，加强改进党的工作提出意见和建议。与会同志认为，此次座谈会非常有收获，既受到党纪教育，又深入领会党的二十届三中全会精神，开阔了视野，启发思考国家经济社会发展，以及与人民利益密切相关的、需要进一步深化改革的问题，为国家发展建言献策。
