The 11th Forum on “Theory and Practice of Ruling Party Building” Successfully Held in Nanchang

On June 14, the 11th Forum on “Theory and Practice of Ruling Party Building,” co-hosted by the Academy of Marxism of the Chinese Academy of Social Sciences, Jiangxi Normal University, and the University of the Chinese Academy of Sciences, was held in Nanchang, Jiangxi Province. Luo Wendong, Secretary of the Party Committee of the Academy of Marxism of the Chinese Academy of Social Sciences; Zhu Xiaoli, Secretary of the Party Committee of Jiangxi Normal University; Wang Tingda, former head of the Discipline Inspection Group of the Central Commission for Discipline Inspection stationed at the Chinese Academy of Sciences; and Xu Jing, member of the Party Leadership Group and Vice Chairman of the Jiangxi Federation of Social Sciences, attended the opening ceremony. The opening ceremony was presided over by Zhou Lisheng, member of the Standing Committee of the Party Committee and Vice President of Jiangxi Normal University. Experts, scholars, and representatives of teachers and students from universities, Party schools, and research institutes across the country, as well as representatives from media units including journals, newspapers, and websites such as *Marxist Studies*, *Party Documents*, *Marxism and Reality*, *Socialist Studies*, *World Socialist Studies*, *Exploration*, *Theoretical Exploration*, and *Journal of Jiangxi Normal University (Philosophy and Social Sciences Edition)*, gathered together to conduct discussions and exchanges around the theme of “Research on the Spirit of the Eight-Point Regulations of the Central Committee and the Building of the Party’s Work Style.” [1]1 The Eight-Point Regulations: A set of rules on austerity, work style, and anti-corruption issued by the CPC Central Committee in December 2012, shortly after the 18th National Congress, aimed at curbing extravagance and bureaucracy among Party officials.

6月14日，由中国社会科学院马克思主义研究院、江西师范大学、中国科学院大学联合主办的第十一届“执政党建设理论与实践”论坛在江西南昌举行。中国社会科学院马克思主义研究院党委书记罗文东，江西师范大学党委书记朱小理，中央纪委驻中国科学院纪检组原组长王庭大，江西省社科联党组成员、副主席许璟等出席开幕式。开幕式由江西师范大学党委常委、副校长周利生主持。来自全国高校、党校、科研院所的专家学者和师生代表，以及《马克思主义研究》《党的文献》《马克思主义与现实》《社会主义研究》《世界社会主义研究》《探索》《理论探索》《江西师范大学学报（哲学社会科学版）》等期刊、报纸、网站媒体单位的代表齐聚一堂，围绕“中央八项规定精神与党的作风建设研究”这一主题进行研讨交流。

In his address, Luo Wendong reviewed the course the “Theory and Practice of Ruling Party Building” Forum has traversed over the eleven years since its inception, emphasizing that it has erected an effective communication bridge for academic circles to exchange with each other and to advance theoretical innovation in Party building in the New Era. He stated that, at a time when the entire Party is carrying out study and education on thoroughly implementing the spirit of the Eight-Point Regulations of the Central Committee, this forum’s special seminar on “Research on the Spirit of the Eight-Point Regulations of the Central Committee and the Building of the Party’s Work Style” will help the academic and theoretical circles deeply study and research General Secretary Xi Jinping’s important expositions on strengthening the building of the Party’s work style, and is of great significance for studying and implementing General Secretary Xi Jinping’s important thoughts on Party building.

罗文东在致辞中回顾了“执政党建设理论与实践”论坛创办十一年来走过的历程，强调其为学界相互交流、推进新时代党的建设理论创新架起了有效沟通桥梁。他表示，在全党开展深入贯彻中央八项规定精神学习教育之际，本届论坛专题研讨“中央八项规定精神与党的作风建设研究”，有助于学术理论界深入学习研究习近平总书记关于加强党的作风建设的重要论述，对学习贯彻习近平总书记关于党的建设的重要思想具有十分重要的意义。

In his address, Zhu Xiaoli extended a warm welcome to the leaders, experts, and scholars attending the forum. He pointed out that it is necessary to strengthen systematic research on General Secretary Xi Jinping’s important expositions on strengthening the building of the Party’s work style, to strengthen theoretical research on the effectiveness and experience of thoroughly implementing the spirit of the Eight-Point Regulations of the Central Committee since the 18th National Congress of the CPC, and to strengthen systematic research on the historical experience of work style building of the century-old Party. [2]2 The 18th National Congress of the CPC: Held in November 2012, it marked the beginning of the Xi Jinping era and launched the anti-corruption campaign It is essential to fully recognize the important significance of carrying out study and education on thoroughly implementing the spirit of the Eight-Point Regulations of the Central Committee, to persistently implement the spirit of the Eight-Point Regulations of the Central Committee, and to earnestly ensure that the various tasks of study and education are implemented and produce results.

朱小理在致辞中对参加论坛的各位领导、专家学者表示热烈欢迎。他指出，要加强习近平总书记关于加强党的作风建设的重要论述的体系化研究，加强党的十八大以来深入贯彻中央八项规定精神成效和经验的学理化研究，加强对百年大党作风建设历史经验的系统化研究。要充分认识开展深入贯彻中央八项规定精神学习教育的重要意义，锲而不舍落实中央八项规定精神，切实抓好学习教育各项任务落地见效。

In his address and keynote report, Wang Tingda pointed out that the building of the Party’s work style is always on the way, and it is necessary to persistently and unremittingly strengthen the building of the Party’s work style. He pointed out that the Party’s work style is the Party’s image; it is necessary to strengthen the building of the Party’s work style, to establish and maintain the Party’s good image in the hearts of the people; the Party’s work style is related to the support or opposition of the people; it is necessary to continuously strengthen the building of the Party’s work style, so that the Party wins the people’s hearts and always receives the support and endorsement of the people; the building of the Party’s work style is related to the life or death of the Party, and to the success or failure of the Party’s cause.

王庭大在致辞和主题报告中指出，党的作风建设永远在路上，要锲而不舍持之以恒地加强党的作风建设。他指出，党的作风就是党的形象，要加强党的作风建设，树立和保持党在人民群众心中的良好形象；党的作风关系人心向背，要持续加强党的作风建设，使党赢得民心、始终得到人民群众的拥护和支持；党的作风建设关系党的生死存亡，关系党的事业兴衰成败。

In his address, Xu Jing pointed out that Jiangxi is a red-earth holy land filled with red memories, which has contributed experiences and practices such as “the good work style of Soviet area cadres” in the history of the CPC’s work style building. [3] Holding the 11th “Theory and Practice of Ruling Party Building” Forum in Jiangxi is of great significance. He stated that it is necessary to profoundly comprehend General Secretary Xi Jinping’s important expositions on strengthening the building of the Party’s work style, to thoroughly implement the spirit of the Eight-Point Regulations of the Central Committee, and to strengthen the building of the Party’s work style in the New Era.

许璟在致辞中指出，江西是一片充满红色记忆的红土圣地，在中国共产党作风建设史上贡献了“苏区干部好作风”等经验和做法，在江西召开第十一届“执政党建设理论与实践”论坛意义重大。他表示，要深刻领会习近平总书记关于加强党的作风建设的重要论述，深入贯彻中央八项规定精神、加强新时代党的作风建设。

At this forum, a total of 14 experts delivered keynote speeches at the plenary session, conducting in-depth discussions around “Research on the Spirit of the Eight-Point Regulations of the Central Committee and the Building of the Party’s Work Style.” Gu Zhaoming, former Deputy Secretary-General of the Standing Committee of the Shanxi Provincial People’s Congress and second-level professor at Shanxi University of Finance and Economics; Qiu Xiaoyun, former Vice President and professor of Gannan Normal University; and Jia Baoyu, Deputy Secretary of the Party Committee of the School of Marxism at the University of the Chinese Academy of Sciences, respectively presided over and provided commentary.

本次论坛共有14位专家作大会主题发言，围绕“中央八项规定精神与党的作风建设研究”展开深入研讨。山西省人大常委会原副秘书长、山西财经大学二级教授顾昭明，赣南师范大学原副校长、教授邱小云，中国科学院大学马克思主义学院副书记贾宝余分别主持并点评。

In the first session of keynote speeches, Deng Chundong, former Secretary of the Party Committee, Dean, and professor of the Academy of Marxism of the Chinese Academy of Social Sciences; Liu Jianhui, former Deputy Director of Education and professor of the Central Party School of the CPC; Liu Jingbei, former Vice President and professor of the China Executive Leadership Academy Pudong; Liu Honglin, Distinguished Professor of Fudan University, Dean of the Institute of Party History and Party Building, and Director of the Research Center for Intra-Party Regulations; and Ding Junping, professor of the School of Marxism at Wuhan University, respectively delivered keynote speeches on topics including “Fully Recognizing the Strategic Significance of the Building of the Party’s Work Style,” “From the Eight-Point Regulations to the Spirit of the Eight-Point Regulations — Understanding that the Building of the Party’s Work Style is Always on the Way,” “The Creative Development of General Secretary Xi Jinping’s Important Expositions on Strengthening the Building of the Party’s Work Style,” “On the Enforcement of Intra-Party Regulations — Taking the Implementation of the Spirit of the Eight-Point Regulations as an Example,” and “The Connotation and Essence of the Spirit of the Eight-Point Regulations of the Central Committee.”

In the second session of keynote speeches, Professor Song Jin of East China Normal University; Zang Xiuling, Director and professor of the Institute of Political Parties at Shandong University; Wang Gang, Dean and professor of the School of Marxism at Nanjing Normal University; Tang Huangfeng, professor of the School of CPC History and Party Building at Renmin University of China; and Wu Huaiyou, professor of the School of Marxism at Jiangxi Normal University, respectively delivered keynote speeches on topics including “The Cognitive Logic of the Spirit of the Eight-Point Regulations,” “Chen Yun’s Thought on the Building of the Party’s Work Style and Its Contemporary Enlightenment,” “Xi Jinping’s Theoretical Character of Strengthening the Building of the Party’s Work Style,” “Theoretical and Practical Innovations in the Building of the Party’s Work Style in the New Era,” and “Methods and Paths for the CPC to Strive for International Discourse Power in the New Era.” [4]

在第二场主题发言中，华东师范大学教授宋进，山东大学政党研究所所长、教授臧秀玲，南京师范大学马克思主义学院院长、教授王刚，中国人民大学中共党史党建学院教授唐皇凤，江西师范大学马克思主义学院教授吴怀友分别围绕“八项规定精神的认识逻辑”“陈云党的作风建设思想及其当代启示”“习近平关于加强党的作风建设的理论品格”“新时代党的作风建设的理论与实践创新”“新时代中国共产党争取国际话语权的方法路径”等，作主题发言。

In the third session of keynote speeches, Yue Kui, Dean and professor of the School of Marxism at Huazhong University of Science and Technology; Wang Shiyi, second-level professor of the Party School of the Jiangsu Provincial Committee of the CPC (Jiangsu Administration Institute) and Distinguished Professor of Yangzhou University; Liu Haifei, Associate Researcher of the Academy of Marxism of the Chinese Academy of Social Sciences and Lead Professor of the University of the Chinese Academy of Social Sciences; and Cao Kaihua, professor of the School of Marxism at Jiangxi Normal University, respectively delivered keynote speeches on topics including “The Exploration and Enlightenment of the Building of the Party’s Work Style at the Eighth National Congress of the CPC,” “The Structural Elements, Realistic Obstructions, and Practical Paths for Perfecting the Institutional Normative System of the Party’s Self-Revolution — Taking City J as an Example,” “Several Perspectives on Fully Understanding the Role, Value, and Position of Work Style Building,” and “The Logical Path of the Historical Development of the Revolutionary Spirit of the CPC.” [5]

在第三场主题发言中，华中科技大学马克思主义学院院长、教授岳奎，中共江苏省委党校（江苏行政学院）二级教授、扬州大学特聘教授王世谊，中国社会科学院马克思主义研究院副研究员、中国社会科学院大学主讲教授刘海飞，江西师范大学马克思主义学院教授曹开华分别围绕“中共八大关于党的作风建设的探索及启示”“完善党的自我革命制度规范体系的结构要素、现实梗阻与实践路径——以Ｊ市为例”“充分理解作风建设作用价值地位的几个视角”“中国共产党革命精神历史发展的逻辑理路”等，作主题发言。

This forum set up a total of four sub-forums and one youth forum. Scholars conducted in-depth discussions around four topics: “Research on the Eight-Point Regulations and the Building of the Party’s Work Style,” “Research on Simultaneous Investigation and Punishment of Work Style and Corruption,” “Research on Perfecting the Comprehensive and Strict Governance of the Party System,” and “Research on General Secretary Xi Jinping’s Important Thought on the Party’s Self-Revolution.”

本次论坛共设四个分论坛和一个青年论坛，学者们围绕“八项规定与党的作风建设研究”“风腐同查同治研究”“健全全面从严治党体系研究”“习近平总书记关于党的自我革命的重要思想研究”等四个议题展开深入研讨。

The closing ceremony of the forum was successively presided over by Wang Yuxin, Deputy Dean of the School of Marxism at Jiangxi Normal University, and Xiao Huaping, Secretary of the Party Committee of the School of Marxism at Jiangxi Normal University. First, representatives from each sub-forum reported and presented the results of their respective discussions.

论坛闭幕式由江西师范大学马克思主义学院副院长王钰鑫、江西师范大学马克思主义学院党委书记肖华平先后主持。首先，各分论坛代表发言汇报各自讨论成果。

Next, Liu Zhichang, Researcher and Director of the Basic Strategy Research Office of the Academy of Marxism of the Chinese Academy of Social Sciences, and You Lin, Executive Dean of the School of Marxism at Jiangxi Normal University, successively delivered concluding summary speeches for the forum.

接着，中国社会科学院马克思主义研究院基本方略研究室主任刘志昌研究员、江西师范大学马克思主义学院执行院长尤琳先后作论坛总结发言。
