The Fourth Inspection Team of the Party Leadership Group Holds a Mobilization Meeting for Its Inspection of the Party Committee of the Institute of Marxism

In accordance with the unified deployment of the Party Leadership Group of the Chinese Academy of Social Sciences regarding internal inspections, the Fourth Inspection Team of the Party Leadership Group has been stationed at the Party Committee of the Institute of Marxism, officially launching a special inspection of academic societies and journal management. On the morning of October 22, 2025, the mobilization meeting for the inspection of the Party Committee of the Institute of Marxism by the Fourth Inspection Team of the Party Leadership Group was convened. Entrusted by the Leading Group for Inspection Work of the Party Leadership Group, Comrade Ke Wenjun, Director of the Personnel and Education Bureau, Executive Vice President of the Party School of the Party Leadership Group, and member of the Leading Group for Inspection Work of the Party Leadership Group, conveyed the spirit of the 2025 Internal Inspection Mobilization and Deployment Meeting of the Party Leadership Group. Comrade Zhang Lei, Head of the Fourth Inspection Team of the Party Leadership Group, reported on the inspection tasks and work arrangements and put forward requirements for carrying out the inspection work. Comrade Luo Wendong, Secretary of the Party Committee of the Institute of Marxism, presided over the meeting and delivered a statement on behalf of the Party Committee of the Institute of Marxism.

根据中国社会科学院党组关于内部巡视统一部署，院党组第四巡视组进驻马克思主义研究院党委，正式启动学术社团与期刊管理专项巡视工作。2025年10月22日上午，院党组第四巡视组巡视马克思主义研究院党委进驻动员会召开。受院党组巡视工作领导小组委托，人事教育局局长、院党校常务副校长，院党组巡视工作领导小组成员柯文俊同志传达了院党组2025年度内部巡视动员部署会会议精神。院党组第四巡视组组长张蕾同志通报了巡视任务和工作安排，并对做好巡视工作提出要求。马克思主义研究院党委书记罗文东同志主持会议并代表马研院党委作表态发言。

Comrade Ke Wenjun conveyed the spirit of the speech delivered by Comrade Gao Xiang, President and Party Leadership Group Secretary, and Head of the Leading Group for Inspection Work of the Party Leadership Group, at the mobilization and deployment meeting. He pointed out that it is necessary to earnestly implement the spirit of General Secretary Xi Jinping’s important speeches on inspection work. Internal inspection work must adhere to centering on the core and serving the overall situation, adhere to a problem-oriented approach and a strict tone, adhere to a systematic perspective and give full play to comprehensive oversight, and adhere to seeking truth from facts and acting in accordance with regulations, discipline, and law. It is necessary to accurately grasp the focus of oversight. Through internal inspections, efforts should be made to strengthen oversight of the inspected Party organization’s implementation of the “Two Upholds,”[1]1 The Two Upholds: Upholding the core position of General Secretary Xi Jinping in the Party Central Committee and the Party as a whole, strengthen oversight of the implementation of rectifications from central inspections, strengthen oversight of the “top leader,”[2] and strengthen oversight of key areas and critical links. The special inspection should gain an in-depth understanding of integrity risks and corruption issues in academic societies, non-entity research centers, and journal manuscript publication. The inspected Party organization must fully recognize the authority and seriousness of the inspection, actively support and cooperate with the inspection work, earnestly assume the main responsibility for inspection rectification, coordinate the advancement of central inspection rectification and internal inspection rectification, and achieve the goals of promoting rectification, construction, and governance through inspections.

柯文俊同志传达了院长、党组书记，院党组巡视工作领导小组组长高翔同志在动员部署会上的讲话精神。他指出，要认真贯彻落实习近平总书记关于巡视工作的重要讲话精神，内部巡视工作要坚持围绕中心、服务大局，坚持问题导向、严的基调，坚持系统观念、发挥综合监督作用，坚持实事求是、依规依纪依法。要准确把握监督重点，通过内部巡视着力加强对被巡视党组织践行“两个维护”情况的监督，着力加强对中央巡视整改落实情况的监督，着力加强对“一把手”的监督，着力加强对重点领域和关键环节的监督。专项巡视要深入了解学术社团和非实体研究中心、期刊发稿等方面存在的廉洁风险和腐败问题。被巡视党组织要充分认识巡视的权威性、严肃性，积极支持配合巡视工作，切实扛起巡视整改主体责任，统筹推进中央巡视整改和内部巡视整改，做到以巡促改、以巡促建、以巡促治。

Comrade Zhang Lei emphasized that this special inspection mainly focuses on implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee,[3] and the major decisions and deployments of the Party Central Committee. It benchmarks against General Secretary Xi

张蕾同志强调，本次专项巡视主要围绕贯彻落实习近平新时代中国特色社会主义思想、党的二十大和二十届二中、三中全会精神、党中央重大决策部署，对照习近平总书记重要讲话、重要指示批示和致我院贺信精神，对照党章党规党纪，对照院党组提出的“三项共识”“三项承诺”“三项举措”和重要工作部署，对照被巡视党组织职能责任，紧盯权力和责任，聚焦“四个落实”开展政治监督，深入了解加强党对学术社团的领导情况、推动学术社团高质量发展情况、防范化解学术社团廉洁风险情况、加强党对学术期刊的领导情况，深入查找学术社团和期刊管理存在的重点问题和突出问题，深入揭示背后的责任问题、腐败问题。同时，将落实意识形态工作责任制情况专项检查纳入本次巡视。巡视组将通过听取汇报、开展个别谈话、受理信访、调阅资料、进行民主测评等方式广泛听取意见，深入了解情况。张蕾同志还介绍了巡视组的工作职责和纪律要求，并代表第四巡视组作出工作承诺。

Comrade Luo Wendong stated that the Party Committee of the Academy of Marxism must earnestly elevate its political stance, resolutely implement the inspection work deployment of the Party Leadership Group, and effectively ensure the smooth progress of the inspection work. Regarding the issues and suggestions pointed out by the inspection team, we will, based on the actual situation, formulate rectification measures, consolidate rectification responsibilities, combine this special inspection rectification with the continued consolidation and deepening of the central inspection rectification, and with promoting the high-quality development of all work of the Academy of Marxism, comprehensively sort out problems, deeply analyze causes, implement rectification measures, and take concrete actions to practice the "Two Upholds," [1]1 The Two Upholds: Upholding the core position of General Secretary Xi Jinping in the Party Central Committee and the Party as a whole, implement the new "Three Threes" [2] political building requirements of our academy, achieving immediate correction upon knowledge, drawing inferences from one instance, comprehensive rectification, and persistent efforts, to carry out work with higher standards and more concrete measures, and promote the high-quality development of all undertakings of the Academy of Marxism.

罗文东同志表示，马研院党委要切实提高政治站位，坚决贯彻院党组巡视工作部署，切实保障巡视工作顺利开展。对于巡视组指出的问题和建议，我们将根据实际情况，制定整改措施，压实整改责任，把本次专项巡视整改与持续巩固深化中央巡视整改结合起来，与推动马研院各项工作高质量发展结合起来，全面梳理问题、深入剖析原因，落实整改措施，以实际行动践行“两个维护”，贯彻我院“三个三”政治建设新要求，做到即知即改、举一反三，全面整改、久久为功，以更高标准、更实举措开展工作，推动马研院各项事业高质量发展。

Also attending this meeting were Comrade Wang Ying, Deputy Head of the Fourth Inspection Team of the Party Leadership Group, and all its members, as well as members of the leadership team of the Academy of Marxism, deputy bureau-level cadres, members of the Discipline Inspection Committee, cadres at the department level and above, and relevant staff from academic societies and journals. After the meeting, the Fourth Inspection Team of the Party Leadership Group organized the attending personnel of the Academy of Marxism to conduct a democratic evaluation.
