Retired Party Branch of the Academy of Marxism Holds Symposium on Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th Central Committee of the CPC

On 5 November 2025, twelve retired Party-member cadres from the Academy of Marxism came to the Academy to listen to a propaganda report on studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the CPC, delivered by Gao Xiang, a member of the Central Propaganda Group and Secretary of the Party Leadership Group and President of the Chinese Academy of Social Sciences, to the entire staff of the Academy. After the report, the retired Party branch organized the veteran comrades to hold discussions and exchanges. Luo Wendong, Secretary of the Party Committee of the Academy of Marxism, expressed his regards to the veteran comrades who had come to the Academy to listen to the report and participate in the branch’s discussions and exchanges, and put forward three suggestions: first, he hoped that everyone would continue to concern themselves with major national affairs and care about the country’s development; second, persist in Marxist theoretical research, follow the Party, and offer suggestions and proposals for national development; third, at the year-end summary of work, listen to the opinions and suggestions of veteran cadres.

2025年11月5日，马克思主义研究院离退休党员干部12人来到院里聆听中央宣讲团成员,中国社科院院长、党组书记高翔为全院干部职工作的学习贯彻党的二十届四中全会精神宣讲报告。报告结束后，离退休党支部组织老同志进行研讨交流。马克思主义研究院党委书记罗文东对老同志们赶到院里听报告、参加支部研讨交流表示慰问，并提出三点建议：一是希望大家继续关心国家大事，关心国家的发展；二是坚持马克思主义理论研究，跟党走，为国家发展建言献策；三是年底总结工作，听取老干部意见建议。

The veteran comrades unanimously agreed that the Party’s proposal for the “15th Five-Year Plan” [1]1 The “15th Five-Year Plan” (2026–2030) is China’s next five-year plan for national economic and social development, proposed at the Fourth Plenary Session of the 20th Central Committee of the CPC in 2025. is the fundamental basis and programmatic document for the country’s formulation of relevant policies over the next five years, possessing important epochal significance and far-reaching historical significance. Zhang Zuying, a former leader of the Academy of Marxism, highly praised President Gao Xiang’s report, believing that the report helps us accurately grasp and deeply understand the spirit of the Fourth Plenary Session of the 20th Central Committee of the CPC, and strengthens our confidence and determination to achieve the main goals for economic and social development during the “15th Five-Year Plan” period proposed by the Plenary Session.

老干部们一致认为，党的“十五五”规划建议是今后五年国家制定有关政策的根本依据和纲领性文件，具有重要的时代意义和深远的历史意义。马研院老领导张祖英高度评价高翔院长的报告，认为报告有助于我们准确把握、深刻领会党的二十届四中全会精神，增强我们对实现全会提出的“十五五”时期经济社会发展主要目标的信心和决心。

Branch Secretary Luan Wenlian stated in her remarks that the Fourth Plenary Session of the 20th Central Committee of the CPC pointed out that during the “15th Five-Year Plan” period, it is necessary to “ensure decisive progress in basically realizing socialist modernization.” [2]2 This phrase is a direct quotation from the communiqué of the Fourth Plenary Session of the 20th Central Committee of the CPC. On the new journey of building a strong country and realizing national rejuvenation, through the efforts of three five-year plans — the “14th Five-Year Plan,” the “15th Five-Year Plan,” and the “16th Five-Year Plan” — the goal is to basically realize socialist modernization by 2035, achieving the first step of the “two-step” strategic arrangement. [3]3 The “two-step” strategic arrangement refers to the plan to basically realize socialist modernization by 2035 (first step) and to build China into a great modern socialist country by the middle of the 21st century (second step). At this critical juncture in the historical process, the Party Central Committee has clearly put forward the goal requirement of “ensuring decisive progress in basically realizing socialist modernization,” which centrally demonstrates our Party’s firm determination to continuously promote the deepening development of Chinese-path modernization. In the critical period of the “15th Five-Year Plan,” which serves as a link between the past and the future, relying on the scientific formulation and successive implementation of five-year plans is an important political advantage of socialism with Chinese characteristics; it is necessary to comprehensively deepen reform, complementing the economic and social development plan to ensure decisive progress in basically realizing socialist modernization; Party leadership is the fundamental guarantee for ensuring the basic realization of socialist modernization.

支部书记栾文莲发言认为，党的二十届四中全会指出，“十五五”时期要“确保基本实现社会主义现代化取得决定性进展”。在强国建设、民族复兴新征程上，通过“十四五”“十五五”“十六五”3个五年的努力，到2035年基本实现社会主义现代化，实现“两步走”战略安排的第一步。在这一历史进程的关键节点，党中央明确提出“确保基本实现社会主义现代化取得决定性进展”这一目标要求，集中展现了我们党持续推动中国式现代化建设向纵深发展的坚定决心。在“十五五”承前启后的关键时期，依靠科学制定和接续实施五年规划，是中国特色社会主义的重要政治优势；要全面深化改革，与经济社会发展规划相辅相成确保基本实现社会主义现代化取得决定性进展；党的领导是确保基本实现社会主义现代化的根本保证。

Branch committee member Wang Shijin stated in his remarks that the Plenary Session pointed out that the “15th Five-Year Plan” period is a critical period for consolidating the foundation and making comprehensive efforts to basically realize socialist modernization. We must recognize that during this period, China’s development environment faces profound and complex changes, with strategic opportunities and risks and challenges coexisting, and uncertain and unpredictable factors increasing, but overall, opportunities still outweigh challenges. China’s economic foundation is stable, with many advantages, strong resilience, and great potential; the advantages of the socialist system with Chinese characteristics, the advantages of the ultra-large-scale market, the advantages of the complete industrial system, and the advantages of abundant human resources are even more evident. We firmly believe that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, a new situation in Chinese-path modernization construction will certainly be created, and new chapters will be written in the two miracles of rapid economic development and long-term social stability. [4]4 The “two miracles” refer to China’s rapid economic development and long-term social stability since reform and opening up. Chen Dong believes that the “15th Five-Year Plan” proposal emphasizes continuing to deepen market economy construction, leveraging the role of a unified national market, establishing a modern economic system, and emphasizing scientific and technological self-reliance and self-strengthening, which has important guiding significance for economic and social development.

支部委员汪世锦发言说，全会指出，“十五五”时期是基本实现社会主义现代化夯实基础、全面发力的关键时期。我们必须看到，这一时期我国发展环境面临深刻复杂变化，战略机遇和风险挑战并存、不确定难预料因素增多，但总体看仍然是机遇大于挑战。我国经济基础稳、优势多、韧性强、潜能大，中国特色社会主义制度优势、超大规模市场优势、完整产业体系优势、丰富人才资源优势更加彰显。我们坚信，在以习近平同志为核心的党中央坚强领导下，一定会开创中国式现代化建设新局面，续写经济快速发展和社会长期稳定两大奇迹新篇章。陈东认为，“十五五”规划建议强调持续深化市场经济建设，发挥统一大市场的作用，建立现代经济体系，强调科技自立自强，对经济社会发展有重要指导意义。

The issue of anti-corruption is a matter of great concern to everyone. Everyone unanimously agreed that the Party Central Committee’s determination to combat corruption is firm, and the intensity of anti-corruption efforts is also very strong. Li Ruiqin said that our Party’s determination for comprehensive and strict governance of the Party is firm, strengthening the institutional design for anti-corruption, plugging loopholes, and eradicating the soil that breeds corruption, so that people do not want to be corrupt, dare not be corrupt, and especially cannot be corrupt.

反腐败问题是大家比较关心的问题，大家一致认为，党中央反腐败的决心是坚定的，反腐的力度也是很大的。李瑞琴说，我们党全面从严治党的决心是坚定的，加强反腐败的制度设计、补漏洞，杜绝腐败滋生的土壤，使其不想腐、不敢腐，尤其是不能腐。

Livelihood issues are also a topic of great concern to everyone. Zhao Zhikui has conducted in-depth research in communities in Shenzhen and Chongqing, and believes that communities have a wide scope of involvement, and that community Party building using grid-based management is very effective in enhancing government credibility.

民生问题也是大家非常关注的话题，赵智奎曾深入深圳和重庆社区调研，认为社区涉及面广，社区党建运用网格化管理，提高政府公信力很有作用。

Veteran comrades are also very concerned about social development and security issues. Shang Wei believes that since General Secretary Xi Jinping proposed the holistic view of national security, [5]5 The holistic view of national security (总体国家安全观) is a comprehensive national security framework proposed by Xi Jinping in 2014, covering political, economic, military, cultural, social, and other dimensions of security. China has coordinated development and security, and the construction of a Peaceful China has achieved remarkable results. The “15th Five-Year Plan” places the defense of political security in the first place, which is very important and concerns the country’s development and long-term stability. Everyone is also very interested in the development of artificial intelligence, believing that AI can assist economic development and develop new quality productive forces. At the same time, they are also worried that AI might be used by people with ulterior motives to do bad things that harm others and society, and hope that the state will introduce relevant policies to constrain such bad behavior, so that intelligence is oriented toward goodness and assists social development.

对社会发展和安全问题，老同志们也很关注。尚伟认为习近平总书记提出总体国家安全观以来，我国统筹发展和安全，平安中国建设卓有成效。“十五五”规划把捍卫政治安全摆在首位，这是非常重要的，事关国家的发展和长治久安。对人工智能的发展大家也非常感兴趣，认为人工智能可以助力经济发展，发展新质生产力。同时，也担心人工智能被别有用心的坏人利用来做损害他人和社会的坏事，希望国家出台相关政策来约束这样的不良行为，使智能向善，助力社会发展。

In summary, the atmosphere of everyone’s discussions and exchanges was enthusiastic. Everyone is full of confidence in realizing the “15th Five-Year Plan” and full of expectation that our Party will more strongly lead the people across the country to live a good life and realize the great rejuvenation of the Chinese nation.

总之，大家研讨交流的场面热烈，对实现“十五五”规划充满信心，对我们党更加坚强地带领全国人民过上好日子、实现中华民族伟大复兴充满期待。
