CASS Bureau of Retired Cadres Evaluates the 2025 Annual Work on Retired Cadres of the Institute of Marxism

On the afternoon of February 2, 2026, Bureau Chief Guo Jianhong of the Bureau of Retired Cadres of the Chinese Academy of Social Sciences (CASS) led a team to the Institute of Marxism to evaluate the 2025 annual work on retired cadres. Luo Wendong, Party Secretary of the Institute of Marxism, presided over the evaluation symposium. At the symposium, Chen Zhigang, Deputy Secretary of the Discipline Inspection Commission and Vice President of the Institute of Marxism, reported on the work situation concerning the implementation of opinions from relevant units regarding ideological issues involving veteran comrades; Luan Wenlian, Secretary of the Party Branch of Retired Cadres of the Institute of Marxism, reported on the work situation of the retired cadres Party branch; Lyu Zhicheng, Deputy Director of the General Office of the Institute of Marxism, reported on the work situation of retired cadres; the evaluation team of the Bureau of Retired Cadres commented on the work, answered policy questions, inquired about the situation, and issued work reminders; Bureau Chief Guo Jianhong of the Bureau of Retired Cadres delivered a speech and put forward work requirements; Luo Wendong made concluding remarks.

2026年2月2日下午,社科院离退休干部局郭建宏局长带队到马研院考核2025年度老干部工作。马研院党委书记罗文东主持考核座谈会。在座谈会上，马研院纪委书记、副院长陈志刚汇报落实有关单位反馈涉及老同志意识形态问题意见的工作情况；马研院离退休干部党支部书记栾文莲汇报离退休党支部工作开展情况；马研院办公室副主任吕志成汇报离退休干部工作开展情况；离退休干部局考核小组点评工作、政策解答、询问情况,进行工作提示；离退休干部局局长郭建宏讲话，提出工作要求；罗文东做总结发言。

Comrades from the Institute of Marxism carefully reviewed the work done in recent years, especially in 2025, regarding the ideology and safety of veteran comrades; organized collective study, national conditions research, online study and discussion, and other activities for veteran Party members and retired cadres; cared for veteran comrades, maintained close ties with them, and conveyed the care and concern of the Party Leadership Group of the Institute to every retired cadre, among other tasks.

马研院的同志认真回顾近年来尤其是2025年在老同志意识形态及安全方面所做工作；组织老党员老干部进行集体学习，国情调研，网上学习讨论等活动；关心老同志，密切联系老同志，把院党组对老同志的关心关爱传达到每一位老干部等。

Comrades from the Bureau of Retired Cadres who attended the meeting affirmed the results achieved in the work on retired cadres of the Institute of Marxism and put forward work requirements. Comrade Guo Jianhong pointed out: The Institute of Marxism has done effective work, with the Party committee attaching importance to it, and the work of retired cadres and the branch being solid and concrete. He emphasized the new pattern and new requirements for work on retired cadres, namely the "four-in-one" structure: Party building is the foundation, service guarantee is the basis, playing a role is the key, and self-construction is the guarantee. Doing a good job in Party building among retired cadres is the fundamental requirement for doing a good job in work on retired cadres, and the leadership of ideological and political work must be raised to a new height. CASS attaches great importance to work on retired cadres, proposing that management and service be given equal weight, and that management and generous care be given equal weight, a new requirement for the work pattern where both must be strengthened. The Party branch construction must be grasped well and its role brought into play; it must revolve around the central work of scientific research and bring into play the role of retired veteran comrades in passing on experience, providing guidance, and helping younger colleagues in scientific research.

离退休干部局的与会同志肯定马研院老干部工作取得的成效，并提出工作要求。郭建宏同志指出：马研院做了富有成效的工作，党委重视，老干部和支部工作扎实具体。他强调老干部工作新格局和新要求，即四位一体：党建是根本，服务保障是基础，发挥作用是关键，自身建设是保证。做好离退休干部党建是做好老干部工作的根本要求，要把思想政治工作引领提到一个新高度。社科院对老干部工作非常重视，提出管理和服务并重，管理与厚爱并重，两者都要硬的工作格局新要求。党支部建设要抓好、发挥好作用，要围绕科研中心工作，发挥离退休老同志的科研传帮带作用。

Director Li Di said that from the institute leadership to the retired cadres branch and staff, the Institute of Marxism has worked with dedication and affection, combining guidance and persuasion with blocking measures. He also issued work reminders, emphasizing that the top priority is political discipline and the responsibility for ideological security; the construction of an information management platform for retired cadres must be strengthened, using "informatization to drive refinement and standardization" (一化带两化); work must be strengthened with elderly care institutions that have ties with CASS, combining and mutually promoting socialized elderly care.

李菂处长说，马研院从院领导到老干部支部、工作人员，用心用情做工作，疏堵结合做工作。他还做了工作提醒，强调重中之重是政治纪律，意识形态安全责任；要加强离退休干部信息管理平台建设，“一化带两化”，即以信息化带精细化规范化；要加强与社科院有联系的养老机构的工作，相互结合共同促进社会化养老。

Secretary Luo Wendong, in his concluding remarks, expressed heartfelt gratitude to Bureau Chief Guo Jianhong and his team from the Bureau of Retired Cadres for coming to the Institute of Marxism for evaluation and guidance, stating that this serves as both encouragement and a spur for the Institute of Marxism to further improve its work on retired cadres. He also put forward relevant suggestions on issues such as the institutional construction of work on retired cadres, guarantees of human and material resources, maintaining close ties with veteran comrades, and the self-organization, service, and management of veteran comrades themselves.

罗文东书记在总结发言中对离退休干部局郭建宏局长一行来马研院考核指导表示衷心感谢，这对马研院进一步做好老干部工作是激励和鞭策。他还就老干部工作的制度建设，人力物力保障，密切与老同志的联系，老同志自身组织服务和管理等问题，提了相关建议。
