Building a Comprehensive and Multi-Level System for Cultivating a Culture of Clean Governance

Clean governance prospers a nation; corruption destroys its enterprises. A culture of clean governance is an important foundation and solid guarantee for upright officials, clean government, transparent politics, and a wholesome society, and it concerns the will of the people and the long-term stability of the state. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to building a culture of clean governance, incorporating it into the strategic layout of comprehensive and strict governance of the Party. General Secretary Xi Jinping has repeatedly stressed the need to “strengthen the construction of a culture of clean governance in the New Era” and to “nourish the body and mind with the culture of clean governance.” In 2022, the General Office of the CPC Central Committee issued the “Opinions on Strengthening the Construction of a Culture of Clean Governance in the New Era,” providing important guidance for building such a culture. The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection further clarified the need to intensify efforts to transform people through culture and educate people through culture, formulating a three-year action plan (2025–2027) for building a culture of clean governance in the New Era, and promoting the entry of the culture of clean governance into all walks of life and every household. The construction of a culture of clean governance is a systematic project that nurtures thought and shapes social atmosphere; it cannot be accomplished in a single day or by one person’s effort alone. It requires sustained, long-term effort and unity of purpose to build a cultivation system with comprehensive coverage, multi-level penetration, and broad-dimensional radiation.

廉洁兴邦，贪腐毁业。廉洁文化是干部清正、政府清廉、政治清明、社会清朗的重要基础和坚实保障，关乎人心向背和国家长治久安。党的十八大以来，以习近平同志为核心的党中央高度重视廉洁文化建设，将廉洁文化建设纳入全面从严治党战略布局。习近平总书记多次强调，要“加强新时代廉洁文化建设”，“用廉洁文化滋养身心”。2022年中共中央办公厅印发《关于加强新时代廉洁文化建设的意见》，为廉洁文化建设提供了重要指引。二十届中央纪委四次全会进一步明确，要加大以文化人、以文育人力度，制定新时代廉洁文化建设三年行动计划（2025—2027年），推动廉洁文化走进各行各业、千家万户。廉洁文化建设是一项涵育思想、塑造风气的系统工程，非一日之计、一己之力可成，需久久为功、众志成城，构建起全方位覆盖、多层次渗透、广维度辐射的培育体系。

1. Implementing Categorized Guidance

“深处种菱浅种稻，不深不浅种荷花。”不同社会群体受其身份、经历、环境等影响，对廉洁文化的认知和态度并不一致，所以培育廉洁文化必须精准施策。

Leading cadres are the “key minority” and the “leading geese” [2]2 “Key minority” (关键少数) refers to leading cadres at various levels whose actions have an outsized impact; “leading geese” (头雁) is a metaphor for those who set the example for others to follow. in cultivating a culture of clean governance. The focus should be on exemplary roles and power supervision, highlighting compulsion, deterrence, and progressiveness, consolidating the ideological defense line against corruption and degeneration, and forging an iron cage that restrains power. Party discipline and state laws and regulations must be made compulsory content in the theoretical study and education training of leading cadres, incorporated into the core topics of study for the theoretical study中心组 of Party committees (Party leadership groups) and into qualification assessments for office, promoting the internalization of disciplinary and legal knowledge in the mind and its externalization in action. Regularly carry out activities where principal leaders give lectures on clean governance Party lessons, achieving self-education and self-alertness through “teaching by personal example” and “promoting clean governance through lectures.” Periodically organize leading cadres to visit clean governance education bases, detention centers, prisons, and other venues for immersive warning education, allowing them to deeply experience the heavy cost of violating discipline and law through what they see and hear with their own eyes, so that a sense of awe is always present, and they practice caution when alone, in small matters, and in their actions. Establish a dynamic management system for clean governance files of leading cadres, improve the system of heart-to-heart talks, and strictly implement regulations on reporting personal matters,述职述廉 (reporting on work and clean governance), and other provisions. Focus on key areas and critical links, accurately identify clean governance risk points, and build a scientific, rigorous, effective, and practical risk prevention and control system, firmly confining power within the institutional cage. Regularly carry out “clean governance family tradition” building activities, inviting family members of cadres to participate in discussions, selecting clean governance family models, and guiding family members to become advocates and guardians of the culture of clean governance, thus building a family anti-corruption wall.

领导干部是廉洁文化培育的“关键少数”与“头雁”。要聚焦表率作用和权力监督，突出强制性、警示性和先进性，巩固拒腐防变思想防线，铸牢制约权力的铁笼。坚持将党规党纪、法律法规作为领导干部理论学习与教育培训的必修内容，纳入党委（党组）理论学习中心组学习核心议题与任职资格考核，推动纪法知识内化于心、外化于行。常态化开展主要领导讲授廉政党课活动，通过“以身传道”“以讲促廉”，实现自我教育与自我警醒。定期组织领导干部赴廉政教育基地、看守所、监狱等场所开展沉浸式警示教育，通过亲眼所见、亲耳所闻，深刻体验违纪违法的沉重代价，让敬畏之心常存，做到慎独、慎微、慎行。建立领导干部廉政档案动态管理系统，健全谈心谈话制度，严格执行个人有关事项报告、述职述廉等规定。聚焦重点领域与关键环节，精准排查廉政风险点，构建科学严密、有效管用的风险防控体系，将权力牢牢关进制度的铁笼。常态化开展“廉洁家风”建设活动，以邀请干部家属参与座谈、评选廉洁家庭典型等形式，引导家庭成员成为廉洁文化的倡导者、守护者，筑牢家庭防腐墙。

Ordinary Party members are the practitioners and disseminators of the culture of clean governance. The focus should be on Party spirit cultivation and discipline awareness, highlighting initiative, daily regularity, and standardization, enhancing Party members’ awareness of discipline and rules, and enabling them to play a vanguard and exemplary role. Strictly implement the norms for political life within the Party, hold high-quality organizational life meetings, and integrate the study and education of the Party Constitution and Party discipline and regulations into important links of organizational life such as the “Three Meetings and One Lesson” system [3]3 “Three Meetings and One Lesson” (三会一课) refers to regular meetings of the Party branch committee, Party members’ assembly, and Party group meetings, plus a Party lesson, forming a basic system of intra-Party organizational life. and Party theme days. Through analysis of typical cases and authoritative interpretation of provisions, make Party members clear about the bottom line and red lines. Actively promote the public commitment mechanism for Party members’ self-discipline and integrity, refine the content of commitments based on actual job responsibilities, and publicize them on Party affairs bulletin boards to accept public supervision. Regularly organize the viewing of warning education films, visits to clean governance education bases, and study of notifications on typical cases of discipline and law violations, using incidents among those nearby to educate people, so that Party members know to be in awe, maintain vigilance, and adhere to the bottom line.

普通党员是廉洁文化的践行者和传播者。要聚焦党性修养和纪律意识，突出主动性、日常性和规范性，增强党员的纪律规矩意识，发挥先锋模范作用。严格执行党内政治生活若干准则，高质量开好组织生活会，将党章和党规党纪学习教育贯穿于“三会一课”、主题党日等组织生活的重要环节中，通过典型案例剖析和权威条文解读，让党员明确底线和红线。积极推行党员廉洁自律承诺公开机制，结合岗位实际细化承诺内容，并在党务公开栏公示，接受群众监督。定期组织观看警示教育片、参观廉政教育基地、学习违纪违法典型案例通报，用身边事教育身边人，让党员知敬畏、存戒惧、守底线。

Students are the new force and important strength in cultivating a culture of clean governance. The focus should be on enlightenment guidance and value shaping, highlighting foundational, inspirational, and long-term aspects, establishing the concept of respecting clean governance and upholding integrity, and shaping the character of honesty and trustworthiness. Systematically promote integrated clean governance education across universities, middle schools, and primary schools, scientifically designing educational content and forms according to the cognitive laws and physical-mental characteristics of students at different stages. Organically integrate the culture of clean governance into classroom teaching and textbook systems through various channels such as subject penetration, classic reading, and themed class meetings, so that the concept of clean governance is quietly and deeply rooted in the mind. Widely carry out extracurricular activities with clean governance themes that combine education with entertainment, actively organize students to participate in literary and artistic creations and research projects on clean governance topics, hold debate competitions, speech contests, essay competitions, and calligraphy and painting exhibitions, and fully utilize integrated media platforms to disseminate clean governance concepts and stories of integrity. Strengthen practical experience by visiting historical and cultural sites and former residences of famous figures, to appreciate the deeds and spirit of honest officials, and by visiting youth rule-of-law education bases, juvenile correctional facilities, and other places for warning education, using real cases to guide students to know honor and disgrace, maintain awe, and understand the bottom line.

学生是廉洁文化培育的生力军和重要力量。要聚焦启蒙引导和价值塑造，突出基础性、启发性、长期性，树立敬廉崇洁理念，塑造诚实守信品格。系统推进大中小学一体化廉洁教育，依据不同学段学生认知规律和身心特点，科学设计教育内容与形式。将廉洁文化有机融入课堂教学与教材体系，通过学科渗透、经典阅读、主题班会等多种途径，使廉洁理念悄然深植于心。广泛开展寓教于乐的廉洁主题课外活动，积极组织学生参与廉洁题材的文艺创作、课题研究，举办辩论赛、演讲比赛、征文及书画展览等，充分利用融媒体平台传播廉洁理念和诚信故事。强化实践体验，通过参观历史文化场所、名人故居，感悟清官廉吏的事迹与精神，走进青少年法治教育基地、未成年人管教所等场所开展警示教育，以真实案例引导学生知荣辱、存敬畏、明底线。

The general public is the solid foundation for cultivating a culture of clean governance. The focus should be on cultural influence and social supervision, highlighting daily regularity, guidance, and participation, enhancing awareness of identifying and rejecting corruption, and improving the ability to prevent and supervise. Innovate means of communication, expand the effectiveness of propaganda, and meticulously produce cultural products with clean governance themes, such as public service advertisements, micro-films, short videos, and animations, using methods popular with the masses to create a strong atmosphere of clean governance culture. Strengthen public opinion guidance, expose unhealthy tendencies and corruption cases among the people, and promptly respond to public concerns to enhance the public’s confidence in anti-corruption efforts. Simplify the reporting process, smooth supervision channels, use mobile phone apps, WeChat public accounts, and other tools to facilitate one-click reporting by the public, while clearly defining the scope of acceptance, establishing and improving mechanisms for protecting whistleblower information and rights and interests, resolutely removing the public’s worries about supervision, and truly making the general public a solid force in building a culture of clean governance.

社会公众是廉洁文化培育的坚实基础。要聚焦文化熏陶与社会监督，突出日常性、引导性和参与性，增强识腐拒腐意识，提高防范监督能力。创新传播手段，扩大宣传效能，精心制作以廉洁为主题的公益广告、微电影、短视频、动漫等文化产品，用大众喜闻乐见的方式营造浓厚的廉洁文化氛围。加强舆论引导，曝光群众身边的不正之风和腐败案例，及时回应社会关切，增强公众反腐信心。简化举报流程，畅通监督渠道，利用手机客户端、微信公众号等方便群众一键举报，同时明确受理范围，建立健全举报人信息保护和权益保障机制，坚决解除群众监督的后顾之忧，真正让社会公众成为廉洁文化建设的坚实力量。

The construction of a culture of clean governance should follow the trend and adapt to changes, actively embracing new concepts, skillfully using new methods, and accepting new things, making them sharp tools for spreading clean governance values and deepening the effectiveness of education.

“工欲善其事，必先利其器。”当今社会，新媒体、新平台、新应用不断涌现、快速更迭。廉洁文化建设应顺势而为、以变应变，主动拥抱新理念、善用新方法、接纳新事物，使之成为传播廉洁价值、深化教育实效的利器。

Digital empowerment enables scientific policy implementation. Use digital technology to break the limits of time and space, providing immersive, round-the-clock learning experiences, and achieving precision, interactivity, and intelligence in clean governance education. Build a big data public opinion supervision and education analysis system, using big data, blockchain, cloud technology, etc., to accurately identify key areas and weak links in cultivating a culture of clean governance, achieve early warning and targeted prevention of clean governance risks, and at the same time provide data support for the precise delivery of educational content and strategic adjustments. Build a “Smart Clean Governance Education” cloud platform, establishing a comprehensive digital platform for clean governance education that includes online courses, warning education films, case libraries, legal and regulatory inquiries, etc., and push personalized learning content based on the user’s occupation and identity. Use virtual reality and augmented reality technologies to establish clean governance education experience halls, simulating scenes such as prisons and courtrooms, allowing users to feel as if they are personally on the scene and empathize, enhancing the shock and appeal of education. Attract the attention and participation of young groups through vivid and lively stories and flat visual expressions.

数字赋能科学施策。利用数字技术打破时空限制，提供沉浸式、全天候的学习体验，实现廉洁教育的精准化、互动化和智能化。搭建大数据舆情监督与教育分析系统，运用大数据、区块链、云技术等准确识别廉洁文化培育的重点领域、薄弱环节，实现廉洁风险的早期预警和针对性防范，同时为教育内容的精准投放和策略调整提供数据支持。建设“智慧廉教”云平台，建立包括在线课程、警示教育片、案例库、法律法规查询等在内的综合性廉洁教育数字平台，并根据用户职业、身份推送个性化学习内容。利用虚拟现实和增强现实技术建立廉洁教育体验馆，模拟监狱、法庭等场景，让使用者身临其境、感同身受，增强教育的震撼力和感染力。通过生动鲜活的故事和扁平化的视觉表达，吸引年轻群体的关注和参与。

Cultural fine works exert a subtle influence. The creation of cultural fine works that combine ideological content, artistic quality, and观赏性 [n5] helps enhance the appeal and penetrative power of a clean culture. We should deeply explore the clean-governance elements contained in local fine traditional culture and revolutionary red culture, vividly present typical figures and incorruptible stories, and carefully craft a batch of clean-culture intellectual properties with distinctiveness and continuity. We should design clean-governance-themed cartoon characters with local characteristics and an endearing image, develop comics, picture books, animated short films, thematic exhibitions, as well as cultural and creative trendy items such as figurines, keychains, and blind boxes, using youthful and fashionable modes of expression to allow a clean culture to quietly integrate into the daily lives of the public, enhancing its communicative affinity and contemporary relevance. We should establish and improve a sustainable mechanism for supporting creation, set up a public welfare fund for clean culture, broadly absorb social donations, and provide financial guarantees for high-quality creation. We should actively promote cross-sector collaboration, encourage all walks of life to participate in the creation of clean-governance-themed works, and support deeper cooperation between social organizations, enterprises and public institutions, and cultural and creative institutions, universities, literary and art troupes, and media platforms. Through means such as government procurement of services, project subsidies, and awards for outstanding achievements, we should stimulate the vitality of social creation and jointly foster a sound ecosystem in which fine works of clean culture continuously emerge.

文化精品潜移默化。文化精品创作兼具思想性、艺术性和观赏性，有助于提升廉洁文化的吸引力和渗透力。深入挖掘本地优秀传统文化、红色革命文化中蕴含的廉洁元素，生动呈现典型人物与清廉故事，精心打造一批具有辨识度和延续性的廉洁文化IP。设计富有地方特色、形象亲切可爱的廉洁主题卡通人物，开发漫画、绘本、动画短片、专题展览，以及手办、钥匙扣、盲盒等文创潮玩，以年轻化、时尚化的表达方式，让廉洁文化悄然融入公众日常生活，增强传播亲和力和时代感。建立健全可持续的创作支持机制，设立廉洁文化公益基金，广泛吸纳社会捐赠，为优质创作提供资金保障。积极推动跨界合作，鼓励各行各业参与廉洁题材创作，支持社会组织、企事业单位与文创机构、高校、文艺院团及媒体平台深化协作。通过政府购买服务、项目补贴、优秀成果评奖等方式，激发社会创作活力，共同营造廉洁文化精品不断涌现的良好生态。

Scene-based application integrates into daily life. We should integrate clean-governance elements into various scenes of production and life, achieve full coverage of objects, fields, and spaces, promote the integration of online and offline channels, and create an omnipresent clean-culture space, making a clean culture visible, tangible, and perceptible. The construction and arrangement of scenes should emphasize experiential quality and life-likeness, allowing the public to absorb it through their eyes, into their minds, and into their hearts without conscious awareness. We should explore integrating clean-governance elements into local intangible cultural heritage, tourism specialties, and city image promotion, and promote a clean culture entering Party and government organs, enterprises, schools, hospitals, communities, villages, and families. At the same time, we should integrate clean-governance requirements into the work procedures, behavioral norms, and environmental construction of each unit, making clean governance a common standard for all industries and sectors. In specific implementation, elements such as clean-governance poems, aphorisms and maxims, and stories of figures can be artistically integrated into spaces such as city parks, transportation hubs, public venues, and Party-mass service centers. In the process of grassroots governance, the cultivation of a clean culture should be combined with villager self-governance and rural revitalization, and clean-governance-themed cultural activities and public welfare projects that the masses enjoy should be normalized. Through various forms such as issuing clean-holiday initiatives, launching holiday-themed clean-governance public service advertisements, and sending clean-governance reminder text messages, we should advocate a clean and healthy holiday culture, resolutely resist all forms of hidden and mutated “four forms of decadence” [n6], and ensure that the clean breeze of integrity is present at all times.

场景应用融入日常。将廉洁元素融入生产和生活的各个场景，实现对象、领域、空间的全覆盖，促进线上线下相融合，打造无处不在的廉洁文化空间，使廉洁文化看得见、摸得着、感受得到。场景的搭建和布置要强化体验感和生活化，让公众在不知不觉中入眼、入脑、入心。探索将廉洁元素融入本地非遗、旅游特产、城市形象宣传中，推动廉洁文化进机关、企业、学校、医院、社区、乡村、家庭。同时，将廉洁要求融入各单位的办事流程、行为规范和环境建设中，使廉洁成为各行各业的共同准则。具体实施中，可在城市公园、交通枢纽、公共场馆、党群服务中心等空间，艺术化融入廉洁诗词、警句格言、人物故事等元素。在基层治理过程中，将廉洁文化培育与村民自治、乡村振兴结合起来，常态化开展群众喜闻乐见的廉洁主题文艺活动与公益项目。通过发布廉洁过节倡议、推出节庆主题廉洁公益广告、发送廉洁提醒短信等多种形式，倡导清正健康的节庆文化，坚决抵制各类隐形变异“四风”问题，让清廉之风四时常在。

3. Emphasizing Integrated Advancement

“A single thread cannot make a cord; a single tree cannot make a forest.” [n7] The cultivation of a clean culture is by no means the work of one person or one moment; it requires joint efforts from multiple parties. We must follow the internal logic of cultural infiltration and formation, adhere to a systematic perspective, strengthen top-level design, and coordinate the relationships between the whole and the parts, and among the parts themselves. Targeting the characteristics of different stages of development and different levels of subjects, we should design educational content that progresses from the shallow to the deep and step by step, achieving full-cycle coverage and whole-process integration, from cognitive entry to ideological deepening, from individual self-awareness to organizational education, from intra-Party demonstration to social transmission, and from educational guidance to supervisory assurance.

“单丝不成线，独木不成林。”廉洁文化的培育绝非一人一时之事，需要多方携手、共同发力。必须遵循文化浸润与养成的内在逻辑，坚持系统观念，加强顶层设计，统筹协调整体与部分、部分与部分之间的关系。针对不同发展阶段、不同层级对象的特点，设计由浅入深、循序渐进的教育内容，实现从认知入门到思想深化、从个体自觉到组织育人、从党内示范到社会传导、从教育引导到监督保障的全周期覆盖、全过程贯通。

We should strive to build a full-chain closed-loop management system. Establish a joint meeting system for clean-culture construction, fully implement list-based management, decompose work objectives to departments, refine them into projects, assign them to positions, and quantify them to individuals, achieving a responsibility-fulfillment pattern where everything has someone in charge, everyone has specific duties, and each link is interlocked. Implement dynamic monitoring and full-process tracking of clean-culture construction projects, especially embedded supervision of key projects, to promptly identify problems and correct them. Incorporate the effectiveness of clean-culture construction into the “dual-line” evaluation system of the annual assessment of responsibility for Party conduct and clean governance construction and the assessment of responsibility for ideological work, increasing its weight and binding force. Implement a special accountability reporting and evaluation system, where relevant responsible persons must give special reports on their performance of clean governance duties and undergo multi-faceted evaluation, directly linking evaluation results with performance appraisals and cadre appointments. Seriously pursue accountability for units and individuals who fail to implement or are derelict in their duties. At the same time, improve the supervision mechanism for the “eight hours outside” [n8], establish a positive list and a negative list, thereby ensuring that every link from decision-making and deployment to specific execution, and from internal management to external coordination, is under effective supervision and institutional constraint, ultimately forming a community of responsibility with clear powers and responsibilities, layer-by-layer transmission, and tight interlocking.

着力构建全链条闭环的管理体系。建立廉洁文化建设联席会议制度，全面推行清单化管理，将工作目标分解到部门、细化到项目、落实到岗位、量化到个人，实现事事有人管、人人有专责、环环相扣的履责格局。对廉洁文化建设项目实施动态监测和全程跟踪，特别是对重点项目进行嵌入式督导，及时发现问题并予以纠正。将廉洁文化建设成效纳入年度党风廉政建设责任制考核和意识形态工作责任制考核的“双线”考评体系，提升其权重与刚性约束。实施专项述职评议制度，相关责任人须就廉政建设履职情况专题述职，并接受多元评议，将评价结果与绩效评定、干部使用直接挂钩。对落实不力、失职失责的单位及个人严肃追责。同时，完善“八小时外”监督机制，建立正面清单和负面清单，从而确保从决策部署到具体执行、从内部管理到外部协同的每一个环节都处于有效监督和制度约束之下，最终形成权责清晰、层层传导、紧密咬合的责任共同体。

We should strive to build a highly efficient shared resource platform. Break down resource barriers, promote the efficient flow and optimal allocation of various clean-culture elements, and maximize the benefits of resource utilization. Systematically integrate high-quality warning education cases, clean-culture works, expert and teacher resources, etc., to build a clean-culture resource database with scientific classification and complete content, laying a solid foundation for resource co-construction and sharing. Relying on user profiling and big data analysis technologies, develop a “smart clean education” personalized recommendation engine, realizing content-tagging identification and intelligent matching based on user identity, job characteristics, and actual needs, transforming “people finding resources” into “resources finding people,” thereby enhancing the targetedness and effectiveness of education. Build an authoritative, unified, and open one-stop digital platform, providing convenient services such as search, download, and application through a portal website or mobile application, supporting real-time interaction and cross-domain sharing, forming a virtuous ecological cycle of centralized resource management, intelligent and precise push, and user-friendly access, truly realizing the revitalized application of clean-culture resources.

着力构建高效能共享的资源平台。打破资源壁垒，促进各类廉洁文化要素高效流动、优化配置，实现资源利用效益最大化。系统整合优质警示教育案例、廉洁文化作品、专家师资等资源，构建分类科学、内容完备的廉洁文化资源库，为实现资源共建共享奠定坚实基础。依托用户画像与大数据分析技术，开发“智慧廉教”个性化推荐引擎，根据用户身份、岗位特征和实际需求实现内容标签化识别与智能匹配，变“人找资源”为“资源找人”，提升教育针对性和实效性。打造权威、统一、开放的一站式数字平台，通过门户网站或移动应用提供检索、下载、申报等便捷服务，支持即时互动与跨域共享，形成资源集中管理、智能精准推送、用户友好访问的良性生态循环，真正实现廉洁文化资源的活化运用。

We should strive to build a continuously optimizable evaluation mechanism. Comprehensively set up multi-dimensional indicators covering knowledge test pass rates, activity participation and satisfaction rates, incidence of clean-governance risk incidents, changes in the number of petition letters and reports, etc., to construct comprehensive and quantifiable assessment standards, providing a basis for objective evaluation. Introduce third-party professional institutions to conduct independent evaluations, using methods such as field research, data modeling, in-depth interviews, and random questionnaire surveys to conduct multi-angle, objective, and systematic analysis of the effectiveness of clean-culture construction, ensuring the authenticity and reliability of evaluation results. Establish a two-way feedback and supervision mechanism for evaluation results, both providing precise feedback to responsible units with suggestions for improvement and submitting comprehensive reports to the commissioning party, providing support for optimizing decision-making, precise accountability, and retrospective investigation of responsibility. Responsible units dynamically adjust educational content and forms based on evaluation results, ultimately forming a virtuous cycle of plan-do-check-act, promoting the deepening and upgrading of clean-culture construction from “visible coverage” to “effective coverage.”

着力构建可持续优化的评估机制。综合设置涵盖知识测试通过率、活动参与度与满意度、廉洁风险事件发生率、信访举报量变化等多维指标，构建全面、可量化的考核标准，为客观评估提供依据。引入第三方专业机构开展独立评估，通过实地调研、数据建模、深度访谈、随机问卷调查等方法，对廉洁文化建设成效进行多角度、客观系统的分析，确保评价结果真实可靠。建立评估结果的双向反馈和督办机制，既向责任单位精准反馈问题并提出改进建议，也向委托方报送全面报告，为优化决策、精准问责和责任倒查提供支撑。责任单位根据评估结果动态调整教育内容与形式，最终形成计划—执行—检查—处理的良性循环，推动廉洁文化建设从“有形覆盖”向“有效覆盖”深化跃升。
