General Secretary Xi Jinping pointed out that it is necessary to strengthen the construction of clean governance culture in the New Era. Deeply carry out education on Party spirit, Party conduct, and Party discipline, inherit the Party's glorious traditions and fine conduct, and inspire the lofty ideals and pursuits of Communist Party members. Clean governance culture construction takes clean governance as the core value orientation, and through multiple methods such as ideological education, institutional norms, and cultural dissemination, it is a continuous project to create an atmosphere of respecting and advocating clean governance throughout society and to build a cultural ecosystem.

Cultivate a fertile spiritual soil for integrity and clean governance

Thought is the guide for action, and theory is the guide for practice. To advance the construction of clean governance culture in the New Era, the primary task is to use ideological guidance to solidify the spiritual foundation of integrity and clean governance for Party members, cadres, and all members of society. Only by identifying with the value of clean governance from the depths of thought can the requirements of clean governance be internalized into conscious action. Marxist theory is the fundamental guiding ideology for our Party's founding and governance, and for rejuvenating and strengthening the Party and the nation; it is also the theoretical source of clean governance culture construction. Marxist expositions on the essence of power, the principal position of the people, and social fairness and justice profoundly reveal the internal logic of clean governance and clean professional conduct. To advance the construction of clean governance culture in the New Era, it is necessary to guide Party members and cadres to accurately grasp the Marxist stand, viewpoint, and method, to understand that power comes from the people and must serve the people, thereby consciously resisting the erosion of various decadent ideas. Looking back at the more than one hundred years of struggle history of the Communist Party of China, it is also a process in which the fine traditions and conduct of self-discipline and clean governance were formed and released their great power. Through systematic study of the Party's history of clean governance culture construction, making full use of Party spirit education bases in various localities, and through immersive large classrooms, Party members and cadres should deeply comprehend the Party's glorious traditions and fine conduct, inherit the red genes, continue the spiritual bloodline, and enhance the historical mission and sense of responsibility for clean governance.

Institutions are fundamental, holistic, stable, and long-term in nature. To advance the construction of clean governance culture in the New Era, it is necessary to take institutional innovation as a guarantee, build a scientific, complete, effective, and operational supervision network for the operation of power, ensure that power operates in the sunlight, and prevent and curb corruption from the source. First, it is necessary to improve the system of intra-Party regulations. Intra-Party regulations are an important basis for governing the Party and managing the Party, and also an institutional guarantee for clean governance culture construction. Since the 18th National Congress of the CPC, the Party Central Committee has successively revised and formulated a series of intra-Party regulations, including the *Code of Integrity and Self-Discipline of the Communist Party of China*, the *Regulations on Disciplinary Action of the Communist Party of China*, and the *Regulations on Internal Supervision of the Communist Party of China*, and established and improved the system for leading cadres to report personal matters, drawing disciplinary red lines and behavioral bottom lines for Party members and cadres. With the development of the times and changes in practice, we must promptly summarize new experiences and new practices of comprehensive and strict governance of the Party, continuously improve intra-Party regulations, and enhance their pertinence and operability. At the same time, supervision and inspection of institutional implementation must be strengthened, and violations of intra-Party regulations must be seriously investigated and dealt with to maintain the authority and seriousness of the institutions. 制度带有根本性、全局性、稳定性和长期性。推进新时代廉洁文化建设，必须以制度创新为保障，构建科学完备、运行有效的权力运行监督网络，确保权力在阳光下运行，从源头上预防和遏制腐败。一是要完善党内法规制度体系。党内法规是管党治党的重要依据，也是廉洁文化建设的制度保障。党的十八大以来，党中央先后修订和制定了《中国共产党廉洁自律准则》《中国共产党纪律处分条例》《中国共产党党内监督条例》等一系列党内法规，建立完善领导干部个人有关事项报告制度，为党员干部划出了纪律红线和行为底线。随着时代发展和实践变化，我们要及时总结全面从严治党的新经验、新做法，不断完善党内法规制度，增强制度的针对性和可操作性。同时，必须加强制度执行的监督检查，对违反党内法规的行为严肃查处，维护制度的权威性和严肃性。二是要健全权力运行制约机制。监督是权力正确运行的根本保证，失去监督的权力易导致腐败。习近平总书记指出，要加强对权力运行的制约和监督，让人民监督权力，让权力在阳光下运行。党章规定，党的各级组织要按规定实行党务公开，使党员对党内事务有更多的了解和参与。要合理划分和配置权力，明确各部门、各岗位的职责权限，形成决策权、执行权、监督权既相互制约又相互协调的权力结构和运行机制。三是要强化监督问责制度。建立健全党内监督、人大监督、民主监督、行政监督、司法监督、审计监督、社会监督、舆论监督等全方位、多层次的监督体系，形成监督合力。充分发挥纪检监察机关的专责监督作用，建立政治监督清单与台账，运用监督执纪“四种形态”，抓早抓小、防微杜渐。同时，要完善问责制度，对履行管党治党责任不力、违反廉洁纪律的党组织和党员干部，要严肃追究责任，做到失责必问、问责必严，通过强有力的问责倒逼责任落实，推动廉洁文化建设各项任务落地见效。

First, by establishing a big data platform for clean governance, integrating data resources from departments such as discipline inspection and supervision, auditing, finance, taxation, and market regulation, to achieve data interconnection, intercommunication, and sharing. Using big data analysis technology, real-time monitoring and early warning are conducted on key links in the process of power operation, such as fund flows, project approvals, procurement and bidding, budget and final accounts management, and personnel appointments and removals, to promptly detect abnormal situations and provide data support for precise supervision. Second, by utilizing artificial intelligence tools to learn and analyze a large number of corruption cases, summarize the characteristics and patterns of corrupt behavior, construct a corruption risk prediction model, and provide risk warnings in advance for areas and positions where corruption may occur. In addition, artificial intelligence can also play a role in the work of discipline inspection and supervision organs in conducting clue verification and case investigation, conducting real-time monitoring and analysis of online public opinion, promptly discovering clues to corruption problems reported by the masses, and responding to social concerns. Third, by applying blockchain technology to the field of power operation supervision, utilizing its tamper-proof characteristics to achieve real-time on-chain evidence storage of power operation data, ensuring the authenticity and integrity of the data. Blockchain technology can also assist in the publicity and education of clean culture. By building a cultural dissemination platform based on blockchain, it ensures the authenticity and authority of the dissemination of clean culture information, enhancing the effectiveness of publicity and education.

中共中央办公厅印发的《关于加强新时代廉洁文化建设的意见》指出，要弘扬崇廉拒腐社会风尚，运用新媒体新技术传播廉洁文化，丰富廉洁文化优质产品和服务供给，拓展利用廉洁文化资源方式。一是通过建立廉政大数据平台，整合纪检监察、审计、财政、税务、市场监管等部门的数据资源，实现数据的互联互通和共享共用。运用大数据分析技术，对权力运行过程中的资金流动、项目审批、采购招标、预决算管理、人事任免等关键环节进行实时监测和预警，及时发现异常情况，为精准监督提供数据支持。二是利用人工智能工具，对大量的腐败案例进行学习和分析，总结腐败行为的特征和规律，构建腐败风险预测模型，提前对可能发生腐败的领域和岗位进行风险预警。此外，人工智能还可以在纪检监察机关开展线索核查和案件调查工作中发挥效用，对网络舆情进行实时监测和分析，及时发现群众反映的腐败问题线索，回应社会关切。三是将区块链技术应用于权力运行监督领域，利用其不可篡改特性实现权力运行数据的实时上链存证，确保数据的真实性和完整性。区块链技术还可以助力廉洁文化宣传教育，通过搭建基于区块链的文化传播平台，确保廉洁文化信息传播的真实性和权威性，增强宣传教育的效果。

Cultivating a Social Ecology of Advocating Integrity and Upholding Cleanliness

培育崇廉尚洁社会生态

The construction of clean culture is a systematic project that requires the participation of the whole society. Only by taking the participation of the entire people as the starting point, mobilizing the enthusiasm, initiative, and creativity of the broad masses of the people, can we cultivate a social ecology of advocating integrity and upholding cleanliness, allowing clean culture to become a widespread practice and custom throughout society. First, it is necessary to give full play to the supervisory role of the masses. The masses are the source of strength in the fight against corruption. It is necessary to broaden channels for mass supervision, improve the system for reporting by the masses, promptly accept, seriously verify, and timely provide feedback on issues reported by the masses, and protect the enthusiasm of the masses for participating in supervision. Encourage the masses to supervise the operation of power through means such as public opinion supervision and social supervision, forming a good atmosphere of joint supervision by the whole society. Second, carry out thematic education well, give full play to the role of clean education publicity and education practice bases, and promote the normalization and long-term effectiveness of clean education. Effectively carry out daily training, make good use of Party spirit education bases, clean culture squares, clean theme exhibition halls, etc., for on-site visits, study, and experience, and comprehensively incorporate "outside of the eight-hour workday" [1]1 "Outside of the eight-hour workday" refers to the period beyond official working hours, including personal time, weekends, and holidays, which is a focus area for supervising the conduct of Party members and cadres. and family family traditions into the content of education. Third, make good use of case education from both positive and negative aspects, using positive cases to strengthen guidance and negative cases to serve as warnings and cautions. Give play to the leading role of role models. On the one hand, it is necessary to deeply explore and publicize advanced models of clean governance, integrity, diligence, and serving the people, tell clean stories well, spread the voice of clean governance, so that the broad masses of Party members, cadres, and the people have role models to learn from and examples to follow in their actions; on the other hand, it is necessary to conduct comprehensive and timely analysis and exposure of typical corruption cases, carry out warning education, use incidents close to home to educate people, so that people can learn lessons from negative cases, enhance their awareness of integrity and self-discipline, and jointly promote the formation of a cultural ecology of advocating integrity and upholding cleanliness.

廉洁文化建设是一项系统工程，需要全社会的共同参与。只有以全民参与为抓手，调动广大人民群众的积极性、主动性和创造性，才能培育崇廉尚洁的社会生态，让廉洁文化在全社会蔚然成风、化风成俗。一是要充分发挥人民群众的监督作用。人民群众是反腐败斗争的力量源泉。要拓宽群众监督渠道，完善群众举报制度，对群众举报的问题要及时受理、认真核查、及时反馈，保护群众参与监督的积极性。鼓励群众通过舆论监督、社会监督等方式，对权力运行进行监督，形成全社会共同监督的良好氛围。二是开展好主题教育，发挥好廉洁宣传教育实践基地作用，促进廉洁教育常态化、长效化。有效开展日常培训，利用好党性教育基地、廉洁文化广场、廉洁主题展馆等进行实地参观学习体验，全面将“八小时以外”以及家庭家风纳入教育内容。三是用好正反两方面的案例教育，以正面案例强化引导，以负面案例警示警醒。发挥榜样示范引领作用。一方面，要深入挖掘和宣传廉洁奉公、勤政为民的先进典型，讲好廉洁故事，传播廉洁声音，让广大党员干部和群众学有榜样、行有示范；另一方面，要对腐败典型案例进行全面及时剖析和曝光，开展警示教育，用身边事教育身边人，让人们从反面案例中吸取教训，增强廉洁自律意识，共同推动崇廉尚洁文化生态的形成。
