Communist Party Members Must Not Believe in Religion
In recent years, as the number of people believing in religion in society has increased and understanding of religion has grown increasingly diverse, a noteworthy phenomenon has emerged: the number of Communist Party members participating in religious activities and establishing close personal relationships with religious figures has gradually increased, and some Party members have in fact become religious adherents. At the same time, a voice has emerged within society and even within the Party, arguing that the "ban should be lifted" to allow Party members to believe in religion. This voice even lists various reasons why Party members can believe in religion and the many "benefits" of Party members believing in religion, and even accuses the prohibition on Party members believing in religion of contradicting the constitutional guarantee of citizens' freedom of religious belief. In fact, our Party's principled stance that Party members cannot believe in religion has been consistent and has never wavered in the slightest. This principle is determined by the Party's Marxist dialectical materialist worldview. Party organizations at all levels and the vast majority of Party members must maintain a clear understanding and must unwaveringly uphold this principle under any circumstances.
I. The principle that Communist Party members cannot believe in religion is a consistent principle of our Party
The Marxist worldview is dialectical materialism, while the worldview of religion belongs, without exception, to the category of idealism. In philosophy, the distinction between materialism and idealism is fundamental; for both individuals and political parties, it cannot be reconciled or made compatible. The founders of Marxism drew a clear line between communism and religion from the very beginning, pointing out not only the material and real social roots from which religion arises, but also that the proletariat, in order to achieve liberation, must liberate itself from religion. Marx pointed out that "communism begins straight away with atheism." [n1] Lenin applied the Marxist view of religion to the revolutionary practice of the working-class party, stating, "Our Party program is entirely based on a scientific and, moreover, a materialist worldview. Therefore, to explain our Party program, we must at the same time explain the true historical and economic roots that give rise to the religious fog. Our propaganda must also include the propaganda of atheism..." [n2] At the same time, Lenin emphasized the need to handle religious issues carefully, and to win over, unite with, and educate religious believers in revolutionary practice.
The Communist Party of China adheres to Marxism as its guide to action; all of the Party's theories, thoughts, and actions are built upon the foundation of the dialectical materialist worldview. Only on this foundation can one speak of mastering the theoretical system of Marxism, and only on this foundation can one speak of using Marxism to guide the practice of China's revolution and construction. From this, it is determined that the principle that Party members cannot endorse idealism or believe in religion has become a basic ideological and organizational principle of the Communist Party of China. This principle has been emphasized by our Party in different historical periods and is clearly written in important Party documents.
Here are a few examples listed according to different historical periods. In 1940, Comrade Mao Zedong pointed out in *On New Democracy*: "Communist Party members may form an anti-imperialist and anti-feudal united front on the basis of political action with certain idealists and even religious believers, but they must never endorse their idealism or religious doctrines." [n3] In 1982, the Central Committee of the Communist Party of China document *The Basic Viewpoint and Basic Policy on the Religious Question during the Socialist Period in Our Country*, formulated under the leadership of Comrade Deng Xiaoping, stated: "Our Party declares and implements a policy of freedom of religious belief; this certainly does not mean that Communist Party members are free to believe in religion. The Party's policy of freedom of religious belief applies to our country's citizens and does not apply to Communist Party members. A Communist Party member, unlike an ordinary citizen, is a member of a Marxist political party and should undoubtedly be an atheist, not a theist. Our Party has repeatedly made clear stipulations: Communist Party members must not believe in religion, must not participate in religious activities, and those who persist in such behavior after long-term education should be persuaded to withdraw from the Party. This stipulation is completely correct, and for the entire Party, it must continue to be resolutely implemented in the future." In 1990, Comrade Jiang Zemin pointed out during a discussion with representatives to the National Conference on Religious Work: "The religious worldview and the Marxist worldview are fundamentally opposed. Communists are atheists; the worldview of Communists should be the Marxist worldview. Communist Party members not only cannot believe in religion, but must also propagate atheism and a scientific worldview to the masses." In 2002, the *Decision of the Central Committee of the Communist Party of China and the State Council on Strengthening Religious Work* stated: "Communist Party members must not believe in religion. Party members and cadres must be educated to strengthen their communist convictions and guard against the erosion of religion. Those who are devoutly religious and have lost the qualifications of a Party member, or who use their positions to fuel religious fanaticism, must be dealt with seriously." In 2006, Comrade Hu Jintao pointed out in his speech at the National United Front Work Conference: "We Chinese Communists are atheists and do not believe in any religion." At the Fifth Tibet Work Forum in 2010 and the Xinjiang Work Forum in 2010, Comrade Hu Jintao both reiterated the need to uphold that Communist Party members cannot believe in religion.
It is precisely under the guidance of the Marxist worldview that our Party can lead the people to rely on their own strength to promote social revolution, progress, and development, rather than pursuing an illusory heaven or afterlife; it can continuously deepen its understanding of the objective world in the practice of China's revolution, construction, and reform, using scientific theory to guide the new practices of hundreds of millions of people; and it can achieve a high degree of unity within the Party in thought, theory, and organization, maintaining and enhancing the Party's creativity, cohesion, and combat effectiveness.
As for the claim that prohibiting Party members from believing in religion violates freedom of religious belief, this is completely untenable. This argument essentially uses the guise of "citizens' rights" to replace the requirement for Party members to maintain ideological先进性 [n4] and their duty to fulfill Party obligations. When a citizen voluntarily joins the Communist Party of China, it means he unconditionally accepts the Marxist dialectical materialist worldview, and it also means that, based on the right to freedom of religious belief enjoyed by citizens, he has voluntarily chosen not to believe in any religion. According to the same freedom, he can of course choose to believe in religion again, but this would mean he has suspended or reversed the process of "ideological entry into the Party," leaving only a formal "organizational entry into the Party." This would no longer have practical significance for him or the Party organization; on the contrary, it would be harmful to the Party organization's maintenance of ideological and organizational unity. If a Party member actively participates in religious group life and proselytizing, or even uses his Party membership to protect or promote illegal religious activities, the Party organization should take timely measures to have him withdraw from the Party. This is neither "discrimination against religion" nor "forced non-belief in religion"; it is merely a necessary organizational measure taken by a political party towards an individual member who no longer endorses its guiding ideology. There is nothing objectionable about this from the perspective of either the Constitution or the Party Constitution.
II. The dialectical materialist worldview is the foundation for our Party's formulation and implementation of the policy of freedom of religious belief
Our Party has implemented a policy of freedom of religious belief since its founding. The 1931 *Constitutional Outline of the Chinese Soviet Republic* stipulated: "The Chinese Soviet power aims to ensure the genuine freedom of religious belief for the working and peasant masses." Comrade Mao Zedong pointed out in his 1945 *On Coalition Government*: "According to the principle of freedom of religious belief, the Liberated Areas of China permit the existence of various religions. Whether it is Christianity, Catholicism, Islam, Buddhism, or other religions, as long as believers abide by the laws of the people's government, the people's government will provide protection. Both believers and non-believers have their freedom; coercion or discrimination is not permitted." After the founding of New China, freedom of religious belief became a fundamental right granted to citizens by the Constitution, and the Party's policy of freedom of religious belief was elevated to the will of the state and established within the socialist legal system.
Communists are materialists and do not believe in religion. Why, then, do they formulate and implement a policy of freedom of religious belief? In terms of theory, the Marxist view of religion reveals the objective laws of the emergence, development, and extinction of religion. It holds that the emergence and existence of religion have natural, social, and epistemological roots, and that religion can only die out after all the external roots on which it depends have completely disappeared. To reach such a state requires a fairly long historical process. Before that, as Lenin put it, any attempt to eliminate religion by administrative means can only heighten people’s interest in religion and thereby hinder its genuine extinction. It can be said that the eventual extinction of religion may take even longer than the extinction of classes and the state. Based on this scientific understanding, our Party advocates neither using administrative means to promote religion nor using administrative means to eliminate religion. Instead, it must, in accordance with the Party’s fundamental tasks in each historical period, properly handle religious issues through the policy of freedom of religious belief. In terms of the Party’s tasks and purpose, our Party represents the fundamental interests of the broadest masses of the people, and this naturally includes representing the interests of religious believers. Representing the fundamental interests of religious believers means not only representing their political and economic interests but also respecting their right to freedom of religious belief in the spiritual sphere. The history of China’s revolution and construction has fully demonstrated that the consistency of fundamental interests between us and religious believers is primary, while the differences on the issue of religious belief are secondary. Therefore, under the guidance of correct policies and principles, it is entirely possible to achieve “political unity and cooperation, mutual respect in belief,” and to work together for the great goals of each period of revolution and construction. At the same time, our Party has always insisted on relying on the strength of the broadest masses of the people, and this naturally includes the vast number of religious believers. Hence, the policy of freedom of religious belief is necessary for us to unite and rally the broad masses of religious believers and to consolidate and develop a patriotic political alliance with religious circles.
Some Westerners say that only those who believe in religion can truly implement freedom of religious belief when in power. In fact, history and reality prove that in countries or dynasties where a certain religion holds a dominant position, people’s right to freedom of religious belief is often unrealizable or greatly compromised. For example, in medieval Europe where Catholicism dominated, there was persecution of “heretics” and the “Crusades” against Asia and North Africa; the Ottoman Empire used military force to compel conquered peoples to convert to Islam; in the modern era, some Western countries, during their colonization of Africa and Latin America, held a sword in one hand and a Bible in the other, killing their people, occupying their land, and plundering their wealth—where was there any freedom of religious belief? In contrast, in China, where the majority of the population does not believe in religion, no similar religious persecution or religious wars have occurred.
Our Party implements and adheres to the policy of freedom of religious belief because this policy conforms to the laws governing the development of religious phenomena and to the fundamental interests of the people and the state. It does not mean that we can endorse idealism, maintain a neutral stance between materialism and idealism, or abandon the education of the people, especially young people, in materialism and atheism, nor does it mean giving up the responsibility for managing and guiding religious activities. The Constitution of the People’s Republic of China stipulates that the state shall conduct “education in dialectical materialism and historical materialism” among the people. As the ruling party, we should resist all kinds of defeatist arguments and consciously and proactively assume the constitutional responsibility. In the current governance of the religious fervor and disorder in religious activities in society, measures that can be implemented quickly include at least: not allowing the use of administrative power to promote or encourage any religion; not allowing religion to interfere with the various functions of the government; implementing effective management of religious affairs, promoting and assisting religious groups in establishing and improving their internal management systems; promoting dialectical materialism and historical materialism in the media and in education at all levels and types of schools (excluding religious seminaries); uniting patriotic religious groups and resolutely repelling all forms of infiltration using religion from abroad. These measures are not only completely consistent with the policy of freedom of religious belief but are also an indispensable guarantee for religion to maintain normal order and follow the path of adapting to socialist society.
III. Allowing Party Members to Believe in Religion Will Erode and Disintegrate the Party’s Organism
If our Party were to allow Party members to “lift the ban” on religious belief, as some hope, not only would the various “benefits” they promise be illusory, but the resulting harms would be obvious.
First, if Party members are allowed to believe in religion, it would mean allowing the coexistence of idealism and materialism within the Party, and the coexistence of theism and atheism. This would inevitably lead to the shaking and loss of Marxism’s guiding position, causing an ideological and theoretical split within the Party.
Second, if Party members are allowed to believe in religion, it would mean allowing some Party members to accept the leadership of the Party organization while also converting to the fold of different religious figures and accepting the leadership of various religious organizations. The five major religions and other religions would each form their own systems within the Party, which would inevitably cause an organizational split within the Party. In the current situation where domestic and foreign hostile forces are vigorously using religion to engage in separatist activities in some ethnic regions, allowing Party members to believe in religion would greatly weaken the Party organization’s combat effectiveness in the struggle against separatism. It is no coincidence that in Tibet and Xinjiang, where the struggle against separatism is extremely acute, the regional Party committees have both clearly insisted that Party members cannot believe in religion.
Third, if Party members believe in religion, they would inevitably become spokespersons for a certain religious force. In some places, religious believers would manage the Party’s religious work, using government resources to fuel religious fervor. They would also be unable to treat each religion equally, and the Party’s religious work would be fundamentally undermined. Currently, some local Party and government leaders treat religion as a tool for obtaining economic benefits and enhancing local visibility, regarding it as a “performance” achievement. They compete to build large Buddha statues and temples indiscriminately, enthusiastically engage in large-scale religious activities, artificially fueling religious fervor, while completely ignoring the lawful management of religious affairs and the education and guidance of religious groups, leading to the spread of chaos. The emergence of this phenomenon is inseparable from the fact that some Party cadres have abandoned the dialectical materialist worldview and have even become de facto religious believers.
In short, if Party members are allowed to believe in religion, our Party would disarm itself ideologically and organizationally, degenerating from a Marxist political party into a non-Marxist political party. It would then be fundamentally impossible to continue leading the great cause of socialism with Chinese characteristics.
China has had various religions throughout its history, but China is not a religious state. China has a long tradition of atheism. Traditional Chinese philosophy, which influences the ideas of the Chinese people, has a strong humanistic tendency, emphasizing people’s ability to understand and transform the objective world. This is quite different from the theistic tendency of Western traditional philosophy. The influence of China’s Confucian traditional spirit is significant. The majority of ordinary Chinese people do not believe in religion or do not hold a fixed religious belief. Religion has never been able to become the mainstream of Chinese ideology. At the same time, Chinese religion itself has a strong practical character. This national context is an important reason why our Party, as a materialist and atheist political party, can so naturally emerge and grow from among the people and gain widespread recognition and support from them. If Party members were allowed to believe in religion, it would completely contradict China’s national conditions. Not only would it become questionable whether the Party could obtain the unified support of believers of different religions, but whether it could continue to gain the support of the non-believing majority of the population would become an even greater problem.
IV. Strengthen Education in the Marxist View of Religion and Atheism Throughout the Party
In response to the vague understanding of some comrades within the Party on the issue of religion, it is necessary to make strengthening the propaganda and education of the Marxist view on religion and atheism an important task, helping the broad masses of Party members draw a clear line in thought between materialism and idealism, and in practice between the masses’ right to freedom of religious belief and the prohibition on Party members believing in religion. We should encourage and support Party schools, relevant universities, and research institutions to strengthen research on the Marxist view of religion and atheism, and to achieve more high-level academic research results that are also easy to popularize to society. In the educational training of Party schools and administrative colleges at all levels, as well as in the theoretical study of Party and Youth League organizations at all levels, relevant study content should be further strengthened.
In accordance with the consistent spirit of the Party Central Committee, for Party members who participate in religious activities or harbor religious consciousness, the focus should be on education, patiently helping them return to the Marxist standpoint and strengthen their communist conviction, rather than blindly accommodating them. For those who use their positions to fuel religious fanaticism or support the indiscriminate construction of temples and churches, serious criticism and education should be carried out; if they remain unrepentant after education, they shall be punished in accordance with the Regulations of the Communist Party of China on Disciplinary Punishments [6]6 The Regulations of the Communist Party of China on Disciplinary Punishments (中国共产党纪律处分条例) is an intra-Party regulation that specifies disciplinary measures for Party members who violate Party discipline. and relevant intra-Party documents. Party cadres engaged in religious work must especially not believe in religion, and the education and management of this group of Party members and cadres must be particularly strict.
Since reform and opening up, the rapid expansion of Party organizations has objectively raised higher demands on the Party’s ideological building. Currently, young Party members under the age of 35 account for about one-quarter of the total Party membership. Many young people are still in the formative period of their worldview, and they should be encouraged to consciously strengthen their study of the Marxist view of religion and atheism. For retired Party members, Party organizations should not only care about their material life but also their spiritual life, preventing them from gradually sliding toward religion in thought due to reduced participation in Party organizational life and the influence of the social religious environment. Some ethnic minority areas in our country are also often areas where traditional religious influence is relatively strong. The broad masses of ethnic minority Party members play an important role in maintaining ethnic unity and stabilizing border areas, and they should also be a focus of propaganda and education. In some ethnic minorities where the majority of the population believes in religion, Party members may be allowed to adopt a flexible attitude toward certain ethnic customs and rituals transformed from religion, so as to avoid becoming detached from the masses, but the ideological requirements cannot be lowered.
Communist Party members must not confuse themselves with the general masses. In thought, politics, and action, they should consciously and strictly demand themselves according to the standards of the Party Constitution. They must not only not believe in religion but should also actively propagate dialectical materialism and historical materialism, fulfilling a Communist Party member’s responsibility to guide the masses toward advocating science and civilization and pursuing social progress.
