现任俄罗斯联邦共产党中央委员会副主席、国家杜马国际事务委员会第一副主席。历史学副博士。

Born on September 12, 1969, in Khabarovsk, Soviet Union.

1969年9月12日出生于苏联哈巴罗夫斯克。

Joined the Communist Party of the Russian Federation in 1992.

1992年加入俄罗斯联邦共产党。

Elected as a member and secretary of the Central Committee of the Communist Party of the Russian Federation in 2004.

2004年当选为俄共中央委员和书记。

Elected as a representative of the Communist Party of the Russian Federation in the local parliament of Amur Oblast in 2005.

2005年当选为俄共在阿穆尔州地方议会代表。

Elected as a deputy of the sixth convocation of the State Duma of the Russian Federation in 2011, member of the Communist Party faction, First Deputy Chairman of the Science and Technology Committee.

2011年当选为第六届俄罗斯联邦国家杜马代表，俄共党团成员，科技委员会第一副主席。

On February 24, 2013, at the Fifteenth Congress of the Communist Party of the Russian Federation, Novikov was elected Vice Chairman of the Central Committee. At the same time, he was appointed head of the Political Education Center of the Central Committee of the Communist Party of the Russian Federation.

2013年2月24日，在俄罗斯联邦共产党第十五次代表大会上，诺维科夫当选为中央委员会副主席。同时，他被任命为俄罗斯联邦共产党中央委员会政治教育中心的负责人。

From 2016, served as a deputy of the seventh convocation of the State Duma of the Russian Federation and First Deputy Chairman of the Duma Committee on International Affairs.

2016年起，任第七届俄罗斯联邦国家杜马代表、杜马国际事务委员会第一副主席。

On May 27, 2017, at the Seventeenth Congress of the Communist Party of the Russian Federation, he was elected a member of the Central Committee of the Communist Party of the Russian Federation, and at the first plenary session was re-elected as a member of the Presidium and Vice Chairman of the Central Committee of the Communist Party of the Russian Federation.

2017年5月27日，在俄共第十七次代表大会上当选为俄共中央委员会成员，在第一届全会上重新当选为主席团成员和俄共中央副主席。

Novikov highly praises the status and role of the Communist Party of China in the construction of the cause of socialism with Chinese characteristics, and fully affirms the construction achievements of China in the New Era; he has participated in the World Socialism Forum on multiple occasions, supporting academic exchange and cooperation between China and Russia on the basic theories of Marxism and socialist research; invited by the International Department of the CPC Central Committee, he has led delegations of the Communist Party of the Russian Federation to China for exchanges and research on multiple occasions. He has written and published many articles, including "I Forever Believe in China's Future," "The Common Mission of China and Russia is to Lay the Foundation for a New World," "China is a Brilliant Example for the Whole World," "The Belt and Road Initiative Leads to a Bright Future," "The Concept of a Community with a Shared Future for Mankind is Gaining Increasing Popular Support," "Russo-Chinese Friendship is an Important Factor in Global Stability," and "I See a Vibrant China."
