Excerpts from the 10th Socialist International Forum

On November 4, 2023, the 10th Socialist International Forum, hosted by the Academy of Marxism of the Chinese Academy of Social Sciences, the Vietnam Academy of Social Sciences, the Lao Academy of Social and Economic Sciences, and Guangxi Normal University, and organized by the Department of International Communist Movement Studies of the Academy of Marxism of the Chinese Academy of Social Sciences, the School of Marxism of Guangxi Normal University, and the Guangxi University Key Research Base of Humanities and Social Sciences – the Research Center for Marxist Theory and Regional Practice, was grandly convened in Guilin, China. The theme of this forum was “Socialist Modernization: Theory and Practice.” Over one hundred experts and scholars from China, Vietnam, and Laos engaged in extensive and in-depth exchanges around three topics: “Marxism and the Theory of Modernization,” “Chinese-Path Modernization and the World Socialist Movement,” and “The General Laws of Modernization and the Universal Laws of Socialist Modernization.”

2023年11月4日，由中国社会科学院马克思主义研究院、越南社会科学翰林院和老挝社会与经济科学院、广西师范大学主办，中国社会科学院马克思主义研究院国际共产主义运动研究部、广西师范大学马克思主义学院与广西高校人文社科重点研究基地马克思主义理论与区域实践研究中心承办的第十届社会主义国际论坛，在中国桂林隆重召开。本届论坛主题为“社会主义现代化：理论与实践”。来自中国、越南和老挝的百余位专家学者围绕“马克思主义与现代化理论”、“中国式现代化与世界社会主义运动”、“现代化的一般规律与社会主义现代化的普遍规律”三个议题进行了广泛而深入的交流。

Researcher Xin Xiangyang, Secretary of the Party Committee and Dean of the Academy of Marxism of the Chinese Academy of Social Sciences, presided over the opening ceremony and, in his address titled “Three Reflections on Chinese-Path Modernization Creating a New Form of Human Civilization,” pointed out that the reason Chinese-path modernization can create a new form of human civilization is, first, because Chinese-path modernization is a people-centered modernization; second, because Chinese-path modernization is a modernization capable of continuously creating new quality productive forces; Chinese-path modernization creates a new form of human civilization in advancing the Two Integrations, and creates a new form of human civilization in advancing the construction of a modern civilization of the Chinese nation; Chinese-path modernization creates a peaceful form of civilization and is creating a genuinely democratic civilization.

Dr. Ta Minh Ngoc, Vice President of the Vietnam Academy of Social Sciences, stated in his opening ceremony address that the socialist modernization construction of China, Vietnam, and Laos has achieved remarkable results in politics, economy, society, culture, security, national defense construction, foreign relations, and other aspects, making significant contributions to the world socialist movement. Although the understanding of socialist modernization varies among countries, they have all formed regular understandings on issues such as the socialist market economy, science and technology driving the development of productive forces, and strengthening the nation through talent.

Jin Hualun, Deputy Director of the Propaganda Department of the Guangxi Zhuang Autonomous Region Party Committee, pointed out in his opening ceremony address that the report of the 20th National Congress of the Communist Party of China [1]1 Kaysone Phomvihane (1920–1992) was the leader of the Lao People's Revolutionary Party and the first Prime Minister of the Lao People's Democratic Republic; his thought is the official ideological framework of the Lao party-state. provided a profound explanation of Chinese-path modernization. This year marks the tenth anniversary of the founding of the Socialist International Forum. The forum’s organizers and participants highly appraised the significant meaning and fruitful achievements of the forum over the past decade. All parties believe that since its inception ten years ago, the Socialist International Forum has kept pace with the era of construction and reform in socialist countries, focusing on the latest spirit of each country’s Party congresses, the thoughts of each country’s leaders, and the theoretical innovation achievements of each country, conducting sustained and in-depth theoretical discussions, forming a series of conference outcomes reflecting the frontiers of theoretical development in socialist countries, and greatly enhancing the unity and consensus among Marxist theoretical circles and social science circles in socialist countries. After the meeting, the heads of the three delegations discussed and reached a preliminary consensus on the theme, time and location of the 11th International Forum on Socialism, to be held in Laos in 2024.

会后，三方团长就2024年将在老挝举行的第十一届社会主义国际论坛的主题、时间、地点等进行了商议并达成初步共识。
