II. Selection Mode

二、选拔模式

In 2024, the enrollment methods for doctoral students at our university include: “application-assessment” system, unified entrance examination, combined master-doctoral program (only for our university’s master’s students), and direct-entry doctoral students from undergraduate programs (already completed in the reception of exempted recommendation students) and other enrollment models.

2024年我校博士招生的招考方式有：“申请-考核”制、统一入学考试、硕博连读（仅面向本校硕士生）、本科直博生（已于接收推免生考试中完成）等招生模式。

各学院、学科具体招考方式请参见招生专业目录。

III. Application Conditions

三、报考条件

(A) Candidates applying for the unified examination must meet the following conditions:

(一)报考统一考试的考生，须符合下列条件：

1. Citizens of the People’s Republic of China, who support the leadership of the Communist Party of China, have the correct political orientation, love the motherland, are willing to serve socialist modernization, abide by laws and regulations, and have good conduct.

1.中华人民共和国公民，拥护中国共产党的领导，具有正确的政治方向，热爱祖国，愿意为社会主义现代化建设服务，遵纪守法，品行端正。

2. Candidates’ academic qualifications and degrees must meet one of the following conditions:

2.考生学历、学位必须符合下列条件之一：

(1) Persons who have already obtained a master’s degree.

（1）已获硕士学位的人员。

(2) Master’s degree candidates recognized by the state who are expected to graduate (must obtain the master’s degree by September 1, 2024).

（2）国家承认学历的应届硕士毕业生（应在2024年9月1日前取得硕士学位）。

(3) Persons who have held a bachelor’s degree for at least 6 years (from the date of obtaining the bachelor’s degree to September 1, 2024) may apply with equivalent academic qualifications. Those applying with equivalent academic qualifications must have published, as the first author, at least 2 academic papers related to the applied major in national core journals, or have received provincial/ministerial-level or above scientific research achievement awards related to the applied discipline (ranking in the top 3). Persons in special industries or special positions with considerable academic research achievements may submit an application to the university’s admissions office.

（3）获得学士学位满6年（从获得学士学位之日到2024年9月1日）的人员，可按照同等学力身份报考。以同等学力身份报考者，须在全国核心期刊上以第一作者发表与报考专业相关的学术论文2篇，或已获得省部级以上与报考学科相关的科研成果奖励（排名前3名），特殊行业、特殊岗位具有相当学术研究成果的可向学校招生办提交申请。

(4) Candidates with non-degree education (single certificate, i.e., only degree certificate without graduation certificate) for professional degree master’s programs or those applying for a master’s degree through equivalent academic qualifications must have obtained a master’s degree before registration.

（4）非学历教育（单证，即只有学位证书无毕业证书）的专业学位硕士考生或同等学力申请硕士学位人员报考我校博士生，必须在报名前已获硕士学位。

(5) Candidates who obtained their academic qualifications (degrees) abroad must have their academic qualification (degree) certificates certified by the Ministry of Education’s Study Abroad Service Center (previous graduates must submit the certification certificate at the time of re-examination registration; current graduates must obtain the certification certificate by September 1, 2024, and submit it upon enrollment registration).

（5）在境外获得学历（学位）的考生，其学历（学位）证书须通过教育部留学服务中心的认证（往届生须在复试报到时提交认证证书，应届生须在2024年9月1日前取得认证证书并于入学报到时提交）。

3. Physical and mental health conditions must meet our university’s regulations.

4. Must have written letters of recommendation from two professors (or experts with equivalent senior professional technical titles) in the field of the applied discipline.

The following two types of candidates: ① current master’s graduates who are oriented training; ② on-the-job candidates who have service period, confidentiality period, or other agreements with their original work unit and are currently fulfilling service obligations, must obtain the consent of the oriented training unit or service unit before applying.

(B) Candidates applying for the “application-assessment” system, in addition to meeting the conditions in item (A) above, must also meet other application conditions proposed by the applied college. Specific requirements are detailed in the “application-assessment” system work plan of the applied college.

（二）报考“申请-考核”制的考生，在满足以上第（一）项条件的基础上，还须满足报考学院提出的其他报考条件，具体要求见报考学院“申请-考核”制工作方案。

(C) Candidates applying for our university’s 2024 “Marxist Theory Backbone Talent Program” should log in to our university’s enrollment website – doctoral enrollment column – 2024 “Marxist Theory Backbone Talent Program” enrollment information to view specific requirements.

(D) In 2024, our university enrolls students for the combined master-doctoral program. Applicants must be second-year academic master’s students currently enrolled in our university. The applied majors and research directions are detailed in the 2024 doctoral enrollment major directory. The application time and procedures will be notified separately.

（四）2024年我校招收硕博连读研究生，申请人为我校在读二年级学术型硕士生，申请专业及研究方向见2024年博士生招生专业目录，申请时间和申请程序另行通知。

IV. Registration Procedure

四、报名程序

(A) Online Registration and Payment of Registration Fee

（一）网上报名、支付报名费

Applicants must carefully read the Ministry of Education documents, the application conditions in this brochure, etc., and carefully confirm whether they meet the corresponding application qualifications.

报名者须认真阅读教育部文件、本简章中的报考条件等要求，仔细确认本人是否具备相应的报考资格。

2. Online Registration

Our university’s doctoral registration adopts an online registration method. All candidates who meet the application conditions must complete the registration procedures in accordance with our university’s relevant regulations and requirements. The specific registration time, registration method, and requirements will be detailed in the doctoral online registration announcement.

我校博士报名采取网上报名方式，凡符合报考条件的考生均须按我校相关规定和要求办理报名手续。具体报名时间、报名途径和要求另见博士网上报名公告。

3. Candidates pay the registration fee through the online payment platform of the online registration system. After successful payment, they will receive a registration number. The registration fee is 200 yuan. After online payment of the registration fee, regardless of whether the candidate takes the examination, the registration fee will not be refunded.

3.考生通过网上报名系统的网上支付平台交纳报名费，支付成功后，获得报名号。报名费200元，网上支付报名费后，无论考生是否参加考试，一律不退返报名费。

(B) Submission of Application Materials:

1. The content and method of submitting application materials for candidates under the “application-assessment” system enrollment method and the “Marxist Theory Backbone Talent Program” must comply with the requirements in the enrollment work plan of the applying unit.

2. Candidates applying for the unified entrance examination method need to prepare the following application materials (specific requirements and submission methods will be detailed in the online registration announcement to be published later):

(1) “Registration Information Form for Applying for a Doctoral Degree” (this form is downloaded and printed after online registration and filled out. Candidates must sign and confirm in the corresponding column, and the study or work unit must fill in the consent opinion and affix the official seal);

（1）《攻读博士学位研究生报考信息登记表》（此表为网上报名后下载打印并填写，考生须在相应栏目签字确认，学习或工作单位要填写同意报考意见并盖章）；

(2) Two “Expert Recommendation Letters for Applying for a Doctoral Degree,” which must provide recommendation opinions from professors or experts with equivalent senior professional technical titles in the field of the applied discipline (see Appendix 1);

（2）《报考博士学位研究生专家推荐书》两份，须由所报考学科专业领域内的教授或具有相当于正高级专业技术职称的专家提供推荐意见（见附件1）；

(3) Original transcripts of undergraduate and master’s stage grades (provided by the training department of the applicant’s school and affixed with the official seal) or copies (provided by the personnel department of the applicant’s file unit and affixed with the official seal);

（3）本科和硕士阶段的学习成绩单原件（由申请人学校培养部门提供并加盖公章）或复印件（由申请人档案所在单位人事部门提供并加盖公章）；

(4) Highest academic qualification and degree certificate: Provide copies of the highest academic qualification and degree certificates; current master’s graduates submit a letter of certification from the graduate school (department, office) of their training institution. After admission, they must supplement the academic qualification and degree certificates before registration, which will be allowed only after verification; holders of degrees from abroad (including Hong Kong, Macao, and Taiwan) must submit a certification report issued by the Ministry of Education’s Study Abroad Service Center.

（4）最高学历、学位证明：提供最高学历、学位证书复印件；应届硕士毕业生提交所在培养单位研究生院（部、处）的证明信，录取后在入学前须补交学历和学位证书，审核通过后方可报到注册；持国（境）外学位证书者，提交由教育部留学服务中心出具的认证报告。

(5) Copy of ID card;

(6) Candidates applying with equivalent academic qualifications must submit information on courses taken (graduate and undergraduate courses) and two academic papers related to the applied major published as the first author in national core journals (copies of the cover, table of contents page, and text page must be submitted; the professionalism and academic nature are determined by the applying department) or other supporting materials.

（6）以同等学力资格报考的考生，提交所学课程（研究生和本科课程）情况和全国核心期刊上以第一作者发表与报考专业相关的学术论文2篇（需提交封面、目录页、正文页复印件，专业性、学术性由报考系认定）或其它证明材料。

V. Assessment Procedure

五、考核程序

(A) Unified Entrance Examination

（一）统一入学考试

The examination is divided into two stages: preliminary examination and re-examination.

考试分初试、复试两个阶段。

1. Preliminary Examination Time and Method:

(1) The preliminary examination adopts a written examination method.

（1）初试采取笔试方式。

(2) It is tentatively scheduled to be held in late March 2024. The specific examination time and location will be announced on our university’s enrollment website 15 days in advance.

（2）拟定于2024年3月下旬举行，具体考试时间和考试地点确定后提前15天在我校招生网公布。

2. Preliminary Examination Content:

2.初试内容：

(1) Foreign language (excluding listening): The languages offered for each major are detailed in the “2024 Doctoral Enrollment Major Directory”;

（1）外国语（不含听力）：各专业招收的语种详见《2024年博士招生专业目录》；

(2) Two professional courses: The names of the professional course examination subjects are detailed in the “2024 Doctoral Enrollment Major Directory”;

（2）两门业务课：业务课考试科目名称详见《2024年博士招生专业目录》；

(3) Additional examination: Candidates applying with equivalent academic qualifications need to take an additional examination in “Political Theory” (examination scope: Marxism and Social Science Methodology, Theory of Socialism with Chinese Characteristics) during the preliminary examination, and need to take an additional examination in two core courses of the master’s degree program in this major (written examination) during the re-examination.

（3）加试：以同等学力资格报考的考生初试时需加试“政治理论”(考试范围：马克思主义与社科方法论、中国特色社会主义理论)，复试时需加试两门本专业硕士学位主干课程（笔试）；

(4) Some colleges require cross-disciplinary candidates to take an additional examination on foundational professional knowledge during the initial examination. For details, see the relevant requirements in the notes of each college in the “2024 Doctoral Enrollment Specialty Directory.”

（4）个别学院要求跨专业考生初试时加试专业基础知识，详见《2024年博士招生专业目录》中各学院在备注中的相关要求。

3. Re-examination

3.复试

(1) Re-examination time: The re-examination is tentatively scheduled for April and May 2024. The specific time will be determined by each college and notified separately.

（1）复试时间：复试拟定于2024年4、5月份进行，具体时间由各学院确定后另行通知。

(2) Re-examination method: The re-examination will be conducted through interviews or a combination of interviews and written examinations.

（2）复试方式：复试采取面试或面试、笔试相结合的方式进行。

The re-examination will assess the candidate’s ability to comprehensively apply acquired knowledge, scientific research innovation capability, and mastery of the discipline’s frontier areas and latest research trends. It will also test the candidate’s foreign language abilities in listening, speaking, and reading. During the re-examination, a comprehensive evaluation will be conducted based on the candidate’s application materials to determine whether the candidate possesses the potential and qualities for doctoral training.

复试将考查考生综合运用所学知识的能力、科研创新能力、对本学科前沿领域及最新研究动态的掌握情况等，并对考生进行外国语的听、说、读等能力的测试。复试中将参考考生的申请材料进行综合测评，判断考生是否具备博士生培养的潜能和素质。

Candidates must submit the following at the time of re-examination: 1. A research plan for the doctoral study period (including personal learning and academic research experience, achievements, research interests, and future research ideas); 2. Published academic papers (monographs) related to the applied specialty, scientific research achievements, and other materials; 3. Master’s thesis and evaluation report (master’s graduates in the current year may provide an abstract and table of contents of the thesis).

考生在复试时提交：1.攻读博士学位期间的研究计划（内容包括个人学习及学术研究经历、取得的成就、研究兴趣、未来研究构想等）；2.公开发表的与报考专业相关的学术论文（专著）、科研成果等材料；3.硕士学位论文和评议书（应届毕业硕士生可提供论文摘要和目录等）。

During the re-examination stage, the candidate’s ideological and political quality and moral character will also be assessed. The main content of the ideological and political quality and moral character assessment includes the candidate’s political attitude, ideological performance, learning (work) attitude, moral character, and law-abiding performance. Our university’s colleges will also send letters (or dispatch personnel) to the candidate’s work unit to investigate the candidate’s personnel file and actual performance materials (which must be stamped with the official seal of the personnel or political work department of the unit where the personnel file is located) to comprehensively review their ideological and political quality and moral character.

在复试阶段还将对考生的思想政治素质和道德品质进行考核。思想政治素质和品德考核的主要内容包括考生的政治态度、思想表现、学习（工作）态度、道德品质、守法表现等方面。我校各学院还将向参加复试考生所在单位函调（或派人外调）考生人事档案和本人现实表现等材料（须加盖人事档案所在单位人事或政工部门公章），全面审查其思想政治素质和道德品质。

(B) “Application-Assessment” System

（二）“申请-考核”制

Candidates applying under the “Application-Assessment” system should register and submit application materials according to the requirements of the applying college. The college will organize a material review expert panel to collectively review and evaluate the materials submitted by applicants, determining the list of applicants eligible for comprehensive assessment. The comprehensive assessment includes written examinations and interviews. The content and method of the assessment will be determined by the college based on the discipline’s characteristics and announced before the comprehensive assessment begins.

报考“申请-考核”制的考生按照报考学院要求报名并提交申请材料。由学院组织材料审查专家小组对申请人提交的材料进行集体审查评定，确定入围综合考核的申请人名单。综合考核包含笔试和面试，考核内容和方式由学院根据学科特点确定并在综合考核开始之前公布。

VI. Admission

六、录取

Our university will determine the preliminary admission list based on the enrollment plan issued by the state, the candidate’s scores on the entrance examination (including initial and re-examinations) or comprehensive assessment scores (for “Application-Assessment” system candidates), combined with the candidate’s usual academic performance, ideological and political performance, scientific research achievements, professional quality, and physical health status. The preliminary admission list will be publicized in accordance with the requirements of the Ministry of Education.

我校根据国家下达的招生计划、考生入学考试的成绩（含初试和复试）或综合考核成绩（“申请-考核”制考生），并结合考生平时学习成绩和思想政治表现、科研成果、业务素质以及身体健康状况确定拟录取名单。拟录取名单按教育部要求进行公示。

After the preliminary admission list is determined, our university will notify the preliminarily admitted candidates for a physical examination. The physical examination standards refer to the “Guiding Opinions on Physical Examination for General Higher Education Enrollment” (Teaching [2003] No. 3) issued by the Ministry of Education, the former Ministry of Health, and the China Disabled Persons’ Federation, and are implemented in accordance with the “Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Canceling Hepatitis B Project Testing in Physical Examinations for General Higher Education Student Enrollment” (Teaching Hall [2010] No. 2). For specific requirements, see our university’s re-examination notice. Those who fail the physical examination will not be admitted.

拟录取名单确定后，我校将通知拟录取考生体检。体检标准参照教育部、原卫生部、中国残联印发的《普通高等学校招生体检工作指导意见》(教学〔2003〕3号)要求，按照《教育部办公厅 卫生部办公厅关于普通高等学校招生学生入学身体检查取消乙肝项目检测有关问题的通知》(教学厅〔2010〕2号)规定执行。具体要求，见我校复试通知。体检不合格者，不予录取。

The integrity of the examination will be an important part of the candidate’s ideological and moral character assessment and an important basis for admission. For those who fail the ideological and moral character assessment, our university will not admit them.

考试诚信状况将作为考生思想品德考核的重要内容和录取的重要依据，对于思想品德考核不合格者，我校不予录取。

Admission notices are tentatively scheduled to be issued in late June 2024.

VII. Candidate Categories

七、考生类别

Doctoral enrollment plans are divided into two types based on employment form: “non-directed employment” and “directed employment.” Candidates should carefully choose their candidate category when applying. Once selected, it cannot be changed. Candidates must handle all issues arising from the examination and admission process with their work or study units themselves. If this results in inability to take the re-examination or be admitted, the responsibility lies with the candidate, and our university assumes no liability.

博士研究生招生计划按就业形式分为“非定向就业”和“定向就业”两种类型。考生在报考时应慎重选择考生类别，一旦选定不能更改，考生需自行处理与工作或学习单位因考试录取而产生的所有问题，如果因此造成不能复试或录取，责任由考生自负，我校不承担责任。

In 2024, our university’s “Marxist Theory Backbone Talent Program” will enroll approximately 26 directed-employment doctoral students; other colleges will enroll directed-employment doctoral students in principle not exceeding 15% of the total enrollment quota.

2024年我校“马克思主义理论骨干人才计划”中招收定向就业博士生人数为26人左右；其他学院招收定向就业博士生人数原则上不超过招生总名额的15%。

(A) Non-Directed Employment

（一）非定向就业

Students must engage in full-time study on campus during the standard study period. They must transfer their personnel files to our university within the time required by the school and cannot transfer them out midway. After graduation, they independently seek employment, with employment destinations determined through a “two-way selection” process between graduates and employers. Those who fail to transfer their files on time will have their admission or enrollment qualification canceled. Household registration can be transferred to our university on a voluntary basis.

基本学习年限内在校全日制学习，必须按照学校要求的时间将人事档案转入我校，且中途不得转出，毕业后自主择业，按毕业生和用人单位“双向选择”的方式，落实就业去向。无法按期转入档案者，取消录取资格或入学资格。户口根据自愿的原则可迁入我校。

(B) Directed Employment

（二）定向就业

Directed-employment candidates’ personnel files and household registration are not transferred to our university. They should sign and submit a tripartite agreement involving the candidate, the directed-employment unit, and the training institution before the preliminary admission list is publicized. Upon graduation, they will be employed according to the agreement. Those who fail to submit the agreement on time will have their admission qualification canceled. Candidates who are employed while studying should choose directed employment.

定向就业考生人事档案、户口不转入我校，应该在拟录取名单公示之前签订并提交考生、定向就业单位、培养单位三方协议书，毕业时按协议规定就业，无法按时提交协议者，取消录取资格。在职攻读的考生应选择定向就业。

VIII. Duration of Study

八、学制

1. For regular doctoral students, the duration of study is 4 years, with a maximum study period of 6 years. Those who meet graduation requirements ahead of the standard duration may apply to graduate one year early.

1.普通博士研究生，学制为4年，最长学习年限为6年。在标准学制年限内提前达到毕业要求者，可申请提前1年毕业。

2. For direct-entry doctoral students from bachelor’s programs, the duration of study is 5 years, with a maximum study period of 7 years. Early graduation is not permitted.

2.本科直博生，学制为5年，最长学习年限为7年。不可申请提前毕业。

3. For master-doctoral continuous program doctoral students (referred to as master-doctoral continuous students), the duration of study is 6 years (with the doctoral phase being 4 years), with a maximum study period of 7 years (with the doctoral phase being 5 years). Early graduation is not permitted.

3.硕博连读博士研究生（简称硕博连读生），学制为6年（其中博士阶段为4年），最长学习年限为7年（其中博士阶段为5年）。不可申请提前毕业。

4. All doctoral students enrolled by our university are full-time doctoral students.

4.我校招收的博士研究生均为全日制博士生。

5. During the extended study period, tuition must be paid according to the standards stipulated by the school, and the school does not provide accommodation.

5.延长学习期间需按照学校规定的标准缴纳学费，学校不安排住宿。

IX. Tuition and Scholarship-Grant System

1. The tuition standard for our university’s doctoral students is: 10,000 yuan per person per academic year.

(A) Candidates who are currently directed-employment master’s students or in-service personnel within the service period of an ongoing contract must obtain consent from the directed-employment unit or service unit before applying. Any issues arising from disputes between the candidate and the unit due to the application, resulting in the inability to be admitted, are the sole responsibility of the candidate.

（一）现为定向就业的硕士生和正在履行合同中服务年限内的在职人员考生，报考须征得定向就业单位或服务单位的同意。考生与单位因报考问题引起纠纷所造成的无法录取后果，由考生本人负责。

(B) For candidates who engage in fraudulent activities or other violations during registration or examination, regardless of when discovered, once verified, their application, admission, enrollment qualification, and student status will be canceled according to relevant regulations. Depending on the circumstances, they will also be dealt with in accordance with relevant national laws and regulations. Our university will promptly report the situation of cheating candidates to their school or work unit and record it in the candidate’s integrity file and personnel file, serving as an important reference for their future studies and employment. Candidates who cheat in the current year’s doctoral enrollment examination are not allowed to apply in the following year.

（二）对在报名或考试中有弄虚作假或其他违规行为的考生，不论何时，一经查实，即按有关规定取消其报考、录取、入学资格和学籍，同时将视不同情况根据国家有关法律法规予以处理。我校会及时将作弊考生的有关情况通报其所在学校或单位，并记入考生的诚信档案和人事档案，作为其今后升学和就业的重要参考依据。在当年博士生招生考试中作弊的考生，下一年度不允许报考。

(C) If the Ministry of Education introduces new enrollment policies during the 2024 doctoral enrollment work, our university will make corresponding adjustments.

（三）在2024年博士生招生工作中，如果教育部出台新的招生政策，我校将做相应调整。
