The Overseas Department Holds a Mobilization Meeting for the “Original Aspiration and Founding Mission” Theme Education

On the evening of June 11, 2019, the “Original Aspiration and Founding Mission” theme education activity of the Party Branch of the Department of Overseas Marxist Studies, Institute of Marxism, was convened in the 10th-floor meeting room of the Ningbo Federation of Trade Unions. The meeting comprised two main items: first, Jia Chaoning, Deputy Director of the Institute of Marxism and Secretary of the Discipline Inspection Commission, who led the research team, and Li Ruiqin, Secretary of the Overseas Department Party Branch, respectively conveyed the spirit of the Central Committee’s “Original Aspiration and Founding Mission” theme education work conference of May 31, 2019, and the spirit of the Chinese Academy of Social Sciences’ “Original Aspiration and Founding Mission” theme education mobilization meeting of June 6, 2019; second, Deputy Director Jia Chaoning delivered a mobilization speech on theme education and led the attending Party members in renewing their oath of admission to the Party, carrying out a themed Party day activity.

Zhang Zhijun, head of the 14th Central Guidance Group, pointed out that General Secretary Xi Jinping’s important speech at the work conference on the theme education of “remaining true to our original aspiration and keeping our mission firmly in mind” is a programmatic document for strengthening Party building in the New Era and the fundamental guideline for our work in all areas. For this theme education activity, the Party Central Committee has established a total of 34 guidance groups to exercise unified leadership and supervise implementation. Fourteen members have entered the Chinese Academy of Social Sciences, including comrades from the Central Commission for Discipline Inspection, the Organization Department of the Central Committee, and the National Supervisory Commission. The task of the guidance groups is to convey the implementation of the spirit of the Party Central Committee, to go to various parts of the country to carry out the theme education activity of “remaining true to our original aspiration and keeping our mission firmly in mind,” to arm the mind with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and, based on investigation and research, to adopt the method of itinerant supervision and guidance to carry out the theme education. The guidance groups will publicize and summarize typical experiences and promptly report the situation to the Party Central Committee. Head Zhang Zhijun also pointed out that the Chinese Academy of Social Sciences held a reading class for institute- and bureau-level cadres in May, which is a very good method.

Comrade Zhang Zhijun put forward requirements for the theme education: First, it must focus on theoretical study and ensure implementation. In-depth investigation and research must be carried out, centering on the theoretical research issues of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Second, the twelve-character general requirement pointed out by General Secretary Xi Jinping in his speech must be solidly implemented: “remain true to our original aspiration, keep our mission firmly in mind, identify gaps, and ensure implementation.” [1]1 The twelve-character general requirement (十二字总要求) is a slogan from the “original aspiration and founding mission” (初心使命) theme education campaign launched in 2019. Third, the five-sentence goal must be adhered to: “gain theoretical knowledge, receive ideological and political baptism, dare to take on responsibilities in work and entrepreneurship, solve problems in serving the people, and set an example of integrity and honesty.” [2]2 The five-sentence goal (五句话目标) is a set of objectives for the same 2019 theme education campaign, summarizing expected outcomes for Party members. A period of three months will be used to solve prominent problems in Party building.

张志军同志对主题教育提出要求：第一，要聚焦于理论学习，抓好落实。要深入开展调查研究，围绕习近平新时代中国特色社会主义的理论研究问题；第二，要扎扎实实贯彻落实习近平总书记在讲话中指出的“守初心、担使命，找差距、抓落实”的十二字总要求。第三，要坚持五句话目标：“理论学习有收获、思想政治受洗礼、干事创业敢担当、为民服务解难题、清正廉洁作表率”。用3个月时间，解决党的建设的突出问题。

After conveying the guiding directives from the Party Central Committee and the Chinese Academy of Social Sciences on the “Staying True to Our Original Aspiration and Founding Mission” themed education campaign, the Party branch proceeded to the second agenda item of the branch meeting, inviting Vice President Jia Chaoning to deliver the mobilization speech for the Foreign Affairs Department Party branch’s “Staying True to Our Original Aspiration and Founding Mission” themed education campaign. Vice President Jia Chaoning, with genuine emotion, recounted the deeds of the unsung combat hero Zhang Fuqing. Zhang Fuqing, a 95-year-old Party member, was a soldier in the former Northwest Field Army, who performed meritorious service multiple times and was twice awarded the title “Combat Hero” and the “People’s Meritorious Service” medal. After retiring, he voluntarily chose to work in Laifeng County, a remote area of Hubei Province, dedicating his entire life to the impoverished mountainous region. For many years, he deliberately concealed his achievements, silently persevering, bit by bit creating greatness in the ordinary. It was not until the end of 2018, during the collection of information on retired military personnel, that this heroic past was discovered. Elder Zhang Fuqing spent his entire life writing his extraordinary story; for over sixty years, he stayed true to his original aspiration, hiding his fame and achievements, indifferent to fame and fortune. In Zhang Fuqing, we see the spiritual demeanor of a soldier and the spiritual character of a Communist. Vice President Jia Chaoning, himself a former soldier, was deeply moved by the deeds of Elder Zhang Fuqing; during his speech, he choked up several times and fell into contemplation several times. He deeply understood the true value of the special-class merit and first-class merit honors that Elder Zhang Fuqing received. In the era of war, these were honors earned with life and blood, distinctions that could only be obtained by making outstanding and significant contributions. Combining this with the “Staying True to Our Original Aspiration and Founding Mission” themed education campaign, he encouraged Party members to bravely take on responsibility, emphasizing the need to solve the problem of ideological entry into the Party, and to embody the people-centered stance in action. The Party members were deeply educated, solemn and contemplative. Comparing past and present, perceiving the current moment, the “Staying True to Our Original Aspiration and Founding Mission” themed education campaign is of profound significance and great importance for our Party in leading the entire nation in carrying out new great struggles, the great project, the great cause, and realizing the great dream. The “Staying True to Our Original Aspiration and Founding Mission” themed education is also an important vehicle for remembering martyrs, honoring heroes, preserving revolutionary youth, and maintaining the advanced nature of Communist Party members. Vice President Jia Chaoning gave the Party members a vivid Party lesson.

传达完中央和社科院关于“不忘初心、牢记使命”主题教育活动指示精神后，党支部进行了第二项支部大会议程，请贾朝宁副院长做国外部党支部“不忘初心、牢记使命”主题教育活动动员讲话。贾朝宁副院长真挚动情地给大家讲了默默奉献的战斗英雄张富清的事迹。95岁的老党员张富清是原西北野战军的一名战士，多次立功，两次获得“战斗英雄”荣誉称号以及“人民功臣”奖章。退役后，他主动选择到偏远的湖北省来凤县工作，为贫苦山区奉献了自己的一生，多年来他刻意尘封自己的功绩，默默无闻的坚守，一点一滴造就了平凡中的伟大。直到2018年底，在退役军人信息采集的时候这段英雄往事才被发现。张富清老人用了一辈子的时间书写了他不平凡的一生，六十多年来他不忘初心，深藏自己的功与名，淡泊名利。在张富清身上我们看到了军人的精神风貌，看到了共产党人的精神品格。军人出出身的贾朝宁副院长，深深被张富清老人的事迹所感动，讲话中几经哽咽，几度沉思。他深知张富清老人荣获特等功、一等功荣誉的含金量。在战争年代，这就是以生命和鲜血换来的荣誉，是做出突出重大的贡献才能获得的殊荣。结合“不忘初心、牢记使命”的主题教育活动，他鼓励党员勇于担当，重点是解决思想上入党的问题，把“以人民为中心”的立场体现在行动上。党员们深受教育，凝重而深思。对比今昔，感知当下，“不忘初心、牢记使命”主题教育活动，对于我们党领导全国人民进行新的伟大斗争、伟大工程、伟大事业，实现伟大梦想，意义深远，非常重要。“不忘初心、牢记使命”主题教育，也是铭记先烈，崇尚英雄、永葆革命青春、永葆共产党员先进性的重要载体。贾朝宁副院长给党员们上了一堂生动的党课。

Finally, the branch Party members held a discussion on the integration of the “Staying True to Our Original Aspiration and Founding Mission” themed education with disciplinary construction. Everyone expressed that carrying out the themed education campaign, for every Communist Party member, first of all requires being a qualified Party member in accordance with the requirements of the Party Constitution. For this themed education, President Xie Fuzhan particularly emphasized that it should be guided by General Secretary Xi Jinping’s “5.17” speech [3]3 General Secretary Xi Jinping’s speech at a symposium on philosophy and social sciences held on May 17, 2016, which emphasized the importance of developing philosophy and social sciences with Chinese characteristics. and General Secretary Xi Jinping’s three congratulatory letters [4]4 Three congratulatory letters sent by General Secretary Xi Jinping to the Chinese Academy of Social Sciences in 2019, encouraging its work in academic research and disciplinary development., combined with the construction of the three major systems of the Chinese Academy of Social Sciences—academics, disciplines, and discourse—to carry out the themed education campaign well and solidly advance the work of the Academy. This emphasis and highlighting gave everyone a strong impression. The attending Party members stated that they would combine professional research, deeply study theory, and strive to publish in-depth theoretical articles on the themed education campaign in newspapers and journals. They would highlight the characteristics and advantages of scientific researchers in implementing the Central Committee’s spirit, and solidly carry out the “Staying True to Our Original Aspiration and Founding Mission” themed education to achieve results.
