The Seventh International Forum on Socialism Held in Dalian

On June 25 and 26, the Seventh International Forum on Socialism was convened at the Dalian International Financial Conference Center, co-hosted by the Academy of Marxism of the Chinese Academy of Social Sciences, the Vietnam Academy of Social Sciences, and the Lao Academy of Social Sciences, and organized by the School of Marxism of Dalian University of Technology and the International Communist Movement Research Department of the Academy of Marxism of the Chinese Academy of Social Sciences. The theme of this forum was “Party Building in the New Era and New Development of Socialism.” [1]1 Party building (党的建设): The systematic work of constructing, strengthening, and reforming the Communist Party of China in its organizational, ideological, disciplinary, and leadership dimensions. Professor Wang Hansong, Secretary of the Party Committee of Dalian University of Technology; Researcher Fan Jianxin, Secretary of the Party Committee and Deputy Director of the Academy of Marxism of the Chinese Academy of Social Sciences; Professor Phạm Văn Đức, Vice President of the Vietnam Academy of Social Sciences; Dr. Phansy Laophong, Head of the Delegation of the Lao Academy of Social Sciences; and Researcher Sŏ Sŏng-il, Director of the Institute of Sociopolitical Studies of the Academy of Social Sciences of the Democratic People’s Republic of Korea, each delivered addresses. A total of 138 experts and scholars from over 60 research institutions and universities in Vietnam, Laos, the Democratic People’s Republic of Korea, and China attended the conference. The forum’s opening ceremony was presided over by Professor Hong Xiaonan, Dean of the School of Marxism of Dalian University of Technology.

6月25日、26日，由中国社会科学院马克思主义研究院、越南社会科学翰林院、老挝国家社会科学院联合主办，大连理工大学马克思主义学院、中国社会科学院马克思主义研究院国际共运研究部承办的第七届社会主义国际论坛在大连国际金融会议中心召开，本届论坛的主题是“新时代党的建设与社会主义新发展”。大连理工大学党委书记王寒松教授、中国社会科学院马克思主义研究院党委书记、副院长樊建新研究员，越南社会科学翰林院副院长范文德教授、老挝国家社会科学院代表团团长方习·老冯博士，朝鲜社会科学院社会政治学研究所所长徐成日研究员分别致辞，来自越南、老挝、朝鲜以及中国60多个研究机构和高校的共138位专家学者出席本届大会。论坛开幕式由大连理工大学马克思主义学院院长洪晓楠教授主持。

Wang Hansong delivered an address on behalf of Dalian University of Technology. He profoundly elucidated the historical significance of socialism with Chinese characteristics entering the New Era, pointing out that strengthening the Party’s overall leadership and comprehensively strengthening Party building are the essential features and fundamental guarantees of socialism with Chinese characteristics entering the New Era. He emphasized that promoting the theoretical development and practical exploration of socialism requires upholding fundamental principles and breaking new ground, engaging in exchange and mutual learning, drawing on the strengths of others, and jointly writing a new chapter in the theoretical and practical development of socialism. [2]2 Upholding fundamental principles and breaking new ground (守正创新): A standard Chinese political formulation meaning to maintain core principles while innovating in practice.

王寒松代表大连理工大学致辞。他深刻阐释了中国特色社会主义进入新时代的历史意义，指出加强党的全面领导与全面加强党的建设是中国特色社会主义进入新时代的本质特征和根本保证，强调推动社会主义理论发展与实践探索要守正创新、交流互鉴、博采众长、共同谱写社会主义理论与实践发展的新篇章。

Fan Jianxin pointed out in his address that strengthening Party building is an important historical experience for the proletarian ruling parties of socialist countries to consolidate their foundations and carry forward the cause into the future; that adhering to independent exploration of socialist paths with distinct characteristics is the fundamental principle for socialist countries seeking sustainable development; that consolidating traditional friendship and strengthening exchange and mutual learning are the inevitable choices for socialist countries facing the future; and that only by uniting in mutual trust, standing together through storm and stress, and continuously raising and expanding the historical height, depth, and breadth of socialist development can socialist countries jointly advance the development and revitalization of world socialism in the 21st century.

樊建新在致辞中指出，加强党的建设是社会主义国家无产阶级执政党固本强基、继往开来的重要历史经验，坚持独立自主探索各具特色的社会主义道路是社会主义国家谋求可持续发展的根本遵循，巩固传统友谊、加强交流互鉴是社会主义国家面向未来的必然选择，社会主义国家唯有团结互信，同舟共济，不断提升拓展社会主义发展的历史高度、深度与广度，才能共同推进21世纪世界社会主义的发展振兴。

Phạm Văn Đức, Vice President of the Vietnam Academy of Social Sciences and President of its Graduate School; Phansy Laophong, Head of the Delegation of the Lao Academy of Social Sciences; and Sŏ Sŏng-il, Director of the Institute of Sociopolitical Studies of the Academy of Social Sciences of the Democratic People’s Republic of Korea, expressed their shared vision for jointly advancing the development of world socialism. All agreed that China’s successful experience holds great appeal for the entire world and provides a feasible Chinese solution for all countries. They indicated their hope that through this forum they could listen to the experiences of fraternal socialist countries, learn from each other, and advance the Party building of the proletarian ruling parties of each country and the new development of socialism.

越南社会科学翰林院副院长、研究生院院长范文德，老挝国家社会科学院代表团团长方习·老冯以及朝鲜社会科学院社会政治学研究所所长徐成日表达了对共同推进世界社会主义发展的美好愿景。大家一致认为，中国的成功经验对整个世界充满吸引力，为各国提供了可行性的中国方案。大家表示，希望通过此次论坛倾听来自社会主义兄弟国家的经验，互相借鉴学习，推进各国无产阶级执政党的建设与社会主义新发展。

At this forum, over 30 experts from China, Vietnam, Laos, and the Democratic People’s Republic of Korea expressed their views freely and engaged in in-depth, extensive, and candid exchanges and discussions on seven topics: strengthening exchange and mutual learning among socialist countries; theoretical innovation in and world contributions of Party building in socialist countries; basic experiences and lessons of Party building in socialist countries; the construction and evaluation of the contingent of Party cadres and members in socialist countries; the manifestation of the Party’s core leadership role in various undertakings of socialism in the New Era; the innovation and development of Marxist theory on ruling Party building; and anti-corruption and new progress in socialist reform (renovation). Professors Hong Xiaonan, Wei Xiaowen, Liu Jie, Associate Professor Fang Yumei, and Professor Liu Zhili from our university delivered keynote speeches.

本届论坛有来自中国、越南、老挝、朝鲜的30多位专家围绕加强社会主义国家间交流互鉴、社会主义国家党的建设的理论创新与世界贡献、社会主义国家党的建设的基本经验及教训、社会主义国家党员干部队伍的建设与评价、党的领导核心作用在新时代社会主义各项事业中的体现、马克思主义关于执政党建设理论的创新与发展、反腐败与社会主义改革（革新）新进展等七个问题各抒己见，畅所欲言，进行了深入、广泛、坦诚的交流和讨论。我校洪晓楠教授、魏晓文教授、刘洁教授、方玉梅副教授、刘志礼教授作主题发言。

In his concluding remarks at the conference, Hong Xiaonan stated that this forum revealed the latest trends and landscape of research on Party building in socialist countries in the New Era. Delegates from the participating socialist countries universally expressed that this forum was a meeting of minds for exchange, mutual learning, and the alignment of wisdom. Phansy Laophong, Head of the Delegation of the Lao Academy of Social Sciences, announced that the Eighth International Forum on Socialism in 2020 would be hosted by Laos and extended a sincere invitation to the attending guests.

洪晓楠在大会总结发言中表示，本届论坛揭示了新时代社会主义国家党的建设研究的最新动态和图景。参会的社会主义各国代表纷纷表示，本届论坛是一次交流互鉴、智慧对接的思想盛会。老挝国家社会科学院代表团团长方习·老冯宣布，2020年第八届社会主义国际论坛将由老挝承办，并向与会嘉宾发出诚挚的邀请。

Before the opening ceremony of the forum, Wang Hansong met with Researcher Fan Jianxin, Secretary of the Party Committee and Deputy Director of the Academy of Marxism of the Chinese Academy of Social Sciences; Researcher Phạm Văn Đức, Vice President of the Vietnam Academy of Social Sciences; Researcher Phansy Laophong, Head of the Delegation of the Lao Academy of Social Sciences; and Researcher Sŏ Sŏng-il, Director of the Institute of Sociopolitical Studies of the Academy of Social Sciences of the Democratic People’s Republic of Korea.
