The Tenth World Socialist Forum Convened at the Chinese Academy of Social Sciences

The Tenth World Socialist Forum, hosted by the Chinese Academy of Social Sciences, opened in Beijing on November 1, with a two-day session. The theme of this forum is: Seventy Years of New China and World Socialism. The forum is organized by the Chinese Academy of Social Sciences’ World Socialism Research Center, the Research Center for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the Institute of Marxism, among other units.

由中国社会科学院主办的第十届世界社会主义论坛于11月1日在北京开幕，会期两天。本届论坛主题为：新中国七十年与世界社会主义。论坛由中国社会科学院世界社会主义研究中心、习近平新时代中国特色社会主义思想研究中心、马克思主义研究院等单位承办。

On the morning of November 1, Comrade Wang Jingqing, Vice President and Deputy Party Secretary of the Chinese Academy of Social Sciences; Comrade Li Shenming, former Vice President of the Chinese Academy of Social Sciences and Director of the World Socialism Research Center; and Comrade Jiang Hui, Member of the Party Leadership Group of the Chinese Academy of Social Sciences, Director of the Institute of Contemporary China Studies, and Dean of the Institute of Marxism, attended the conference and delivered speeches. The conference was presided over by Comrade Fan Jianxin, Party Secretary and Vice President of the Institute of Marxism of the Chinese Academy of Social Sciences and Deputy Director of the World Socialism Research Center.

In his speech titled “The World Significance of Xi Jinping Thought on Diplomacy,” Comrade Wang Jingqing pointed out: Xi Jinping Thought on Diplomacy is a major innovative achievement in Marxist international relations theory, the crystallization of the wisdom of the theory and practice of New China’s 70 years of diplomatic work, and an important intellectual contribution of China to all humanity. To address the severe challenges facing all of humanity, Xi Jinping Thought on Diplomacy provides the answer of promoting the building of a community with a shared future for mankind; to respond to the volatile international situation, Xi Jinping Thought on Diplomacy adheres to socialism with Chinese characteristics as its foundation and firmly follows the Chinese path; to address the question of how to advance global governance, Xi Jinping Thought on Diplomacy proposes that all countries engage in consultation and cooperation; to respond to the questions of how to seek happiness for the people, rejuvenation for the nation, and harmony for the world, Xi Jinping Thought on Diplomacy focuses on the common destiny of all humanity, demonstrating a positive and uplifting force to the world and bringing stability and confidence to the complex and changing international landscape. The world must take a new path of peaceful development and common prosperity, build a community with a shared future for mankind, and ultimately achieve world harmony. The ideal of world harmony is a traditional Chinese wisdom and is also compatible with Marxism. Of course, China adheres to the path of peaceful development and hopes that all countries in the world will join hands to follow this path. China will never develop itself at the expense of the interests of other countries, nor will it abandon its own legitimate rights and interests.

王京清同志在题为《习近平外交思想的世界意义》的大会发言中指出：习近平外交思想是马克思主义国际关系理论的重大创新成果，是新中国70年外交工作理论与实践的智慧结晶，也是中国对全人类的重要思想贡献。为应对摆在全人类面前的严峻挑战，习近平外交思想给出了推动构建人类命运共同体的答案；为应对国际风云变幻，习近平外交思想坚持以中国特色社会主义为根本，坚定走中国道路；为应对如何推动全球治理的问题，习近平外交思想提出了各国共商合作；为应对如何为人民谋幸福、为民族谋复兴、为世界谋大同，习近平外交思想关注了全人类的共同命运，向世界展现出积极向上的力量，给复杂多变的国际局势带来了稳定和信心。世界要走和平发展、共同繁荣的新路，构建人类命运共同体，最终实现世界大同。世界大同的理想，是中国的传统智慧，和马克思主义也是相通的。当然，中国坚持和平发展道路，并且希望世界各国携手共同走和平发展道路。中国决不会以牺牲别国利益为代价来发展自己，也决不放弃自己的正当权益。

In his speech titled “China’s Development Still in an Important Period of Strategic Opportunity with Great Potential,” Comrade Li Shenming stated: From an international perspective, the objective conditions for China’s development to remain in a period of strategic opportunity are as follows: (1) The international financial crisis that erupted in the Western world led by the United States in 2008 and the extreme polarization between rich and poor worldwide. The contradiction between the globalization of capitalist production and the private appropriation of the means of production has further intensified. (2) Where there is oppression, where there is exploitation, where there is polarization, there is awakening, resistance, and struggle. (3) The profound warnings and revelations provided by different types of negative examples in the world for socialism with Chinese characteristics. (4) The fourth scientific and technological revolution of humanity has begun; under the capitalist system, the development of high-tech will only further exacerbate the polarization between rich and poor worldwide. (5) Socialism with Chinese characteristics has overcome difficulties and dangers and stands firmly among the nations of the world. Under the strong and correct leadership of the Party Central Committee with Comrade Xi Jinping at its core, socialism with Chinese characteristics has entered a New Era. Looking at the world, we are facing changes unseen in a century. We must not only strive to win the current period of strategic opportunity for ourselves but also lay a solid foundation for the strategic opportunities of future generations. The great achievements and immense power of socialism with Chinese characteristics are both the result of the formation and possession of objective conditions at the time and the full exertion of subjective initiative.

李慎明同志在题为《中国发展仍处于大有可为的重要战略机遇期》的大会发言中讲到：从国际看，我国发展仍然处于战略机遇期的客观条件有以下五个：（一）2008年以美国为首的西方世界爆发的国际金融危机和世界范围内的贫富两极极度分化。资本主义生产全球化与生产资料私人占有之间的矛盾进一步激化。（二）哪里有压迫，哪里有剥削，哪里有分化，哪里就有觉醒、反抗和斗争。（三）世界上不同类型的反面教员对中国特色社会主义的深刻警示与昭示。（四）人类第四次科技革命已经拉开帷幕；在资本主义制度下，高新科技的发展，只会进一步加剧世界范围内的贫富两极分化。（五）中国特色社会主义克服艰难险阻，巍然屹立世界民族之林。在以习近平同志为核心的党中央坚强正确的领导下，中国特色社会主义进入了新时代。放眼全球，我们正面临百年未有之大变局。我们不仅要为自己拼力赢得眼前的战略机遇期，而且要为后人的战略机遇期打下坚实的基础。中国特色社会主义的伟大成就与磅礴伟力，既有当时客观条件的形成与具备，更是主观能动性的充分发挥。

In his speech titled “The Significant Significance of Socialism with Chinese Characteristics Entering a New Era in the History of Human Social Development,” Comrade Jiang Hui stated: Since socialism with Chinese characteristics entered a New Era, both practical innovation and theoretical innovation have reached unprecedented heights. The adaptation of Marxism to the Chinese context has achieved a new leap, demonstrating the vibrant vitality of scientific socialism with irrefutable facts, and causing a profound shift in the historical evolution and contestation between the two ideologies and two social systems worldwide, in favor of Marxism and socialism. Socialism with Chinese characteristics in the New Era has achieved great success in developing itself and also benefits the world, playing a more active role in world peace, development, and the cause of human progress. It has written a brilliant chapter in the history of human social development, with significant and far-reaching historical significance.

姜辉同志在题为《中国特色社会主义进入新时代在人类社会发展史上的重大意义》的大会发言中讲到：中国特色社会主义进入新时代，实践创新和理论创新都达到了前所未有的高度，马克思主义中国化实现了新飞跃，以不可辩驳的事实彰显了科学社会主义的鲜活生命力，使世界范围内两种意识形态、两种社会制度的历史演进及其较量，发生了有利于马克思主义、社会主义的深刻转变。新时代中国特色社会主义以巨大的成功发展了自己，也造福于世界，在世界和平发展和人类进步事业中发挥出更加积极的作用，在人类社会发展史上书写了浓墨重彩的一笔，具有重大而深远的历史意义。

Combining the world political and economic situation and centering on the forum’s theme, the participating experts and scholars conducted in-depth discussions on four major topics: (1) Review and Reflection on the Path of Socialism with Chinese Characteristics; (2) Review and Reflection on the World Socialist Movement; (3) The Mutual Influence between New China and the World Socialist Movement; (4) The World Significance of Xi Jinping Thought on Diplomacy.

与会专家学者结合世界政治经济形势，围绕论坛主题，深入探讨了四大议题：（1）中国特色社会主义道路的回顾与思考；（2）世界社会主义运动的回顾与思考；（3）新中国与世界社会主义运动相互影响；（4）习近平外交思想的世界意义。
