2020 Annual MARS Innovation Project New Research Project Bidding Announcement

In accordance with the “Implementation Measures for Bidding on Research Projects of the Chinese Academy of Social Sciences Innovation Project” (CASS Research Word No. [2012] 16) and relevant documents, and following a decision by the leadership of the Academy of Marxism, the 2020 annual MARS Innovation Project new research projects are open for bidding to MARS researchers. The relevant matters are hereby announced as follows:

根据《中国社会科学院创新工程研究项目招标投标实施办法》（社科研字〔2012〕16号）及相关文件精神，经马研院领导研究决定，2020年度马研院创新工程新设研究项目向马研院研究人员公开招标。现将有关事项公告如下：

Hold high the great banner of socialism with Chinese characteristics, take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly implement the spirit of the 19th National Congress of the CPC and the spirit of the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee, [1] continuously implement the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences and the three congratulatory letters to the Chinese Academy of Social Sciences, strengthen the Four Consciousnesses, [2] firm up the Four Confidences, [3] achieve the Two Upholds, [4] focus on producing top-notch results and top-notch talent, take the major theoretical and practical issues of concern to the Party, the state, and the people as the main direction of attack, strive to produce high-quality results that deeply study and interpret the basic principles of Marxism, the history of the development of Marxism, the latest achievements in adapting Marxism to the Chinese context, and world socialism, cultivate high-level Marxist talent, continuously develop contemporary Chinese Marxism and 21st-century Marxism, serve the construction of the “three major systems” [5] of philosophy and social sciences with Chinese characteristics, serve the overall work of the Party and the state, and serve to consolidate the guiding position of Marxism and to prosper and develop philosophy and social sciences.

高举中国特色社会主义伟大旗帜，以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，深入贯彻落实党的十九大精神和十九届二中、三中、四中全会精神，持续贯彻落实习近平总书记在哲学社会科学工作座谈会上重要讲话和三次致中国社科院贺信精神，增强“四个意识”，坚定“四个自信”，做到“两个维护”，聚焦出顶尖成果、出拔尖人才，以党、国家、人民关注的重大理论和现实问题为主攻方向，着力推出深入研究阐释马克思主义基本原理、马克思主义发展史、马克思主义中国化最新成果和世界社会主义的高质量成果，培养高水平马克思主义人才，不断发展当代中国马克思主义、21世纪马克思主义，为加快构建中国特色哲学社会科学“三大体系”服务，为党和国家工作大局服务，为巩固马克思主义指导地位、繁荣发展哲学社会科学服务。

The 2020 annual MARS Innovation Project plans to establish 4 new research projects.

2020年度马研院创新工程拟新设研究项目4项。

The bidding project topics and requirements are as follows:

Project 1: Research on the Basic Principles of Marxism and Their Contemporary Value

项目1：马克思主义基本原理及其当代价值研究

Requirements: Must highlight the characteristic of holism, continuously promote the construction and innovation of the disciplinary system, academic system, and discourse system, and provide a comprehensive Marxist theoretical foundation for constructing a philosophy and social sciences system that is all-encompassing, covering all fields, and with all elements. Outcome requirements: 1. Propose a logical framework for the holistic study of Marxism that can be generally recognized by the academic community, and write a textbook reflecting the holistic requirements of Marxism: “Advanced Course on the Basic Principles of Marxism,” making it a landmark achievement of the discipline of basic principles of Marxism. 2. Organize the writing of the “Research Series on the Basic Principles of Marxism,” including “Research on Marxist Principles,” “Research on Leninist Principles,” “Research on Mao Zedong Thought Principles,” “Research on the Principles of Socialism with Chinese Characteristics,” etc. 3. Conduct research on the contemporary value of Marxist classic works, publish a batch of results, to be used to guide Party and government cadres in studying Marxist classic works, and to become an important reference for researchers in applying the basic principles of Marxism.

要求：要突出整体性特点，不断推进学科体系、学术体系、话语体系建设和创新，为构建一个全方位、全领域、全要素的哲学社会科学体系提供全面的马克思主义理论基础。成果要求：1.提出一个能够为学界普遍认可的马克思主义整体性研究的逻辑框架，撰写一部体现马克思主义整体性要求的教程：《马克思主义基本原理高级教程》，使之成为马克思主义基本原理学科的标志性成果。2.组织撰写《马克思主义基本原理研究丛书》，包括《马克思主义原理研究》《列宁主义原理研究》《毛泽东思想原理研究》《中国特色社会主义原理研究》等。3.开展马克思主义经典著作的当代价值研究，出版一批成果，用于指导党政干部学习马克思主义经典著作，并成为科研人员运用马克思主义基本原理的重要参考。

Project 2: Research on the History of the Development of Marxism

项目2：马克思主义发展史研究

Requirements: Research on the history of the development of Marxism is a key scientific research project for MARS over the next 3 to 5 years, dedicated to producing a multi-volume “History of the Development of Marxism” in the CASS edition, enabling this research to be at the forefront of the country. This research must highlight the research characteristics of the Academy, emphasizing academic rigor, theoretical depth, and practical relevance. At the same time, it must strengthen research in currently relatively weak areas such as regional history, specialized history, thematic history, and biographical history, forming representative major research achievements. In the process of research, it should cultivate a number of outstanding talents in the history of the development of Marxism.

要求：马克思主义发展史研究是马研院今后3到5年重点进行的科研项目，致力于推出中国社科院版本的多卷本“马克思主义发展史”，使这一研究能够走在全国的前列。这一研究要突出社科院的研究特点，突出学术性和理论性以及现实性。同时要有针对性地加强目前相对薄弱的地区史、专门史、专题史、人物史的研究，形成有代表性的重大研究成果。在研究的过程中能够培养一批马克思主义发展史方面的优秀人才。

Project 3: Research on the Scientific System of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era

项目3：习近平新时代中国特色社会主义思想科学体系研究

Requirements: Must deeply study and interpret the original contributions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the history of the development of Marxism, and deeply study and interpret the scientific system, rich connotations, spiritual essence, major significance, and practical requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Must be adept at transforming political language into academic language, emphasize holistic and systematic research, work hard on the breadth and depth of research, strive to produce academic classics that study and interpret Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,

要求：要深入研究阐释习近平新时代中国特色社会主义思想在马克思主义发展史上的独创性贡献，深入研究阐释习近平新时代中国特色社会主义思想的科学体系、丰富内涵、精神实质、重大意义和实践要求。要善于将政治语言转化为学术语言，注重整体性系统性研究，在研究的广度和深度上下功夫，努力推出研究阐释习近平新时代中国特色社会主义思想的学术经典，形成研究阐释习近平新时代中国特色社会主义思想的品牌成果。

Project 4: Research on Contemporary World Marxism and Socialist Thought Currents

项目4：当代世界马克思主义和社会主义思潮研究

Requirements: The focus should be on exploring the stage of development, situation, and prospects of world socialism; new discussions on major issues in the history of the international communist movement; in-depth research on the causes and lessons of the drastic changes in the Soviet Union and Eastern Europe; research on new developments in socialist thought currents and schools; research on new situations in the reform and construction of existing socialist countries; new developments and changes in foreign communist parties and radical left-wing political parties; a series of follow-up studies on new progress in left-wing alliances abroad; new reflections on capitalist issues in the era of globalization and the development trends and patterns of the two systems, etc. In terms of outcomes, several treatises and translations on contemporary world Marxism and left-wing thought should be produced, while the latest results of follow-up research on the world socialist movement and thought currents should be released annually.

要求：要聚焦于世界社会主义发展阶段、态势、前景探讨；国际共运史重大问题的新讨论；苏东剧变原因和教训的深层次研究；社会主义思潮和流派发展新动态研究；现实社会主义国家改革与建设新情况研究；国外共产党、激进左翼政党的新发展与新变化；国外左翼联合的新进展的系列跟踪研究；对全球化时代资本主义问题及两制发展趋势和格局的新思考，等等。成果方面，要推出若干本关于当代世界马克思主义与左翼思想的论著和译著，同时每年要推出世界社会主义运动与思潮跟踪研究最新成果。

For the above 4 projects, emphasis should be placed on leveraging collective strength to build a brand team. The number of chief experts for each project is not limited to one; there may be up to three chiefs.

以上4个项目，要注重发挥集体力量，打造品牌团队，每个项目首席可不限于1人，最多可有3位首席。

V. Eligibility Requirements for Bidding

五、投标资格要求

1. Bidders shall comply with the relevant provisions of Article 24 of the "Measures for the Appointment of Innovation Positions in Innovation Engineering Research Units of the Chinese Academy of Social Sciences" (Social Sciences Personnel Document [2013] No. 59). The specifics are as follows:

1.投标者应符合《中国社会科学院创新工程研究单位创新岗位聘用办法》（社科人字〔2013〕59号）第二十四条的相关规定。具体如下：

(1) Meet the basic conditions for admission to innovation positions at the Chinese Academy of Social Sciences;

（1）符合中国社科院关于创新岗位准入的基本条件；

(2) Have significant influence in academia, with an academic level ranking among the international advanced or domestic leading positions, and be an academic leader in a certain discipline or research direction;

（2）在学术界有重大影响，学术水平居于国际先进或国内领先地位，是某一学科或研究方向的学术带头人；

(3) Hold a professional and technical position at Level 5 or above, possess good academic ethics, outstanding research performance, and a pioneering and innovative spirit;

（3）具有五级及以上专业技术职务等级，具有良好的学术道德、优秀的科研业绩和开拓创新意识；

(4) Have strong organizational and coordination skills, have served (or currently serve) as a research office director or higher, or have presided over major national or academy-level research projects as the principal responsible person, and have completed the projects on schedule with high quality, receiving high academic evaluations;

（4）具有较强的组织协调能力，担任（过）研究室主任及以上职务，或者作为主要负责人主持过国家级或院级重大科研项目，并且按计划高质量地完成项目，获得较高的学术评价；

2. The responsible persons of ongoing institute-level innovation engineering research projects at the Academy of Marxism cannot participate in this bidding as chief experts;

3. A chief expert may only bid for one project.

VI. Requirements for Bidding Projects

六、投标项目要求

1. Bidders must bid according to the topics published in this announcement; self-designed topics will not be accepted.

1.投标者须按本公告发布的招标选题投标，自行设计题目不予受理。

2. All project types are Category A (large-scale foundational discipline projects), with a research cycle of 5-8 years.

2. 项目类型均为A类（大型学科奠基性项目），研究周期5-8年。

3. Expected research outcomes should not pursue quantity as a measure of success; the focus should be on ensuring quality and academic standards, producing fine works and masterpieces.

3.预期研究成果不应追求以量取胜，重点落在确保质量和学术水准，出精品力作。

VII. Bidding Discipline Requirements

七、投标纪律要求

Bidders must promote a rigorous, truth-seeking, innovative, and honest academic style, consciously adhere to the principle of fair competition, and strictly comply with national and Chinese Academy of Social Sciences management regulations. Any acts of fraud, plagiarism, or violations of rules and discipline, once verified, will result in disqualification from evaluation, and the matter will be reported to the Party Committee and Discipline Inspection Commission of the Academy of Marxism for investigation and handling.

投标者要弘扬严谨、求实、创新、诚信的优良学风，自觉坚持公平竞争的原则，严格遵守国家和中国社科院管理规定。凡有弄虚作假、抄袭剽窃、违规违纪等行为的，一经查实，即取消参评资格，并报马研院党委、纪委研究处理。

VIII. Specific Schedule

八、具体时间安排

1. Bidders shall fill out the "Bidding Document for Innovation Engineering Projects (Research Category) of Institutes of the Chinese Academy of Social Sciences" (see attachment), and send the electronic version to the Research Affairs Office email: kyc_myy@cass.org.cn no later than February 13, 2020. Late submissions will not be accepted.

1.投标人填写《中国社会科学院研究所创新工程项目（研究类）投标书》（请见附件），最晚于2020年2月13日前将电子版发科研处邮箱：kyc_myy@cass.org.cn。逾期不予受理。

2. As the pneumonia epidemic has not yet ended, no defense meeting will be held. The bidding documents will be sent by email to the Academic Committee of the Academy of Marxism, and committee members will review by email. Projects approved by the Academic Committee through review will be established.

2.因肺炎疫情尚未结束，不召开答辩会议，投标书邮件发送马研院学术委员会，委员邮件评议。经学术委员会评议通过的项目获立项。

3. The chief experts of successful projects must also participate in the 2020 innovation engineering position competition at the Academy of Marxism.

3.中标项目的首席专家还需参加马研院2020年度创新工程岗位竞聘。
