Notice of the School of Marxism, University of Chinese Academy of Social Sciences on Accepting Outstanding Current Undergraduate Graduates for Graduate Studies without Entrance Examination in 2021

In accordance with the requirements of the “Notice of the Ministry of Education on Printing and Distributing the ‘Regulations on the Management of National Graduate Student Enrollment Work for 2021’” (Teaching Letter [2020] No. 8), the “Notice on Further Standardizing and Strengthening the Work of Recommending Outstanding Current Undergraduate Graduates for Graduate Studies without Entrance Examination,” and other documents, and in light of the specific circumstances of our School, we hereby notify the relevant matters concerning our School’s work of accepting outstanding current undergraduate graduates for graduate studies without entrance examination (hereinafter referred to as exempted students) in 2021 as follows:

根据《教育部关于印发<2021年全国硕士研究生招生工作管理规定>的通知》（教学函〔2020〕8号）、《关于进一步规范和加强推荐优秀应届本科毕业生免试攻读研究生工作的通知》等文件要求，并结合我院具体情况，现将我院2021年接收优秀应届本科毕业生免试攻读研究生（以下简称推免生）工作的有关事项通知如下：

I. Enrollment Types and Enrollment Plan

一、招生类型和招生计划

1. In 2021, our School plans to accept 10 outstanding current undergraduate graduates recommended for exemption from the entrance examination for master’s degree studies and 3 for doctoral degree studies.

1.2021年我院拟接收优秀应届本科毕业生推荐免试攻读硕士研究生10人、博士研究生3人。

2. The majors and directions for our School’s acceptance of outstanding current undergraduate graduates recommended for exemption from the entrance examination for master’s degree studies are detailed in Appendix I, “Directory of Majors for 2021 Master’s Degree Enrollment of the School of Marxism, University of Chinese Academy of Social Sciences.”

2.我院接收优秀应届本科毕业生免试攻读硕士研究生的专业、方向等详见附件一《中国社会科学院大学马克思主义学院2021年硕士研究生招生专业目录》。

3. The majors and directions for our School’s acceptance of outstanding current undergraduate graduates recommended for exemption from the entrance examination for doctoral degree studies are detailed in Appendix II, “Directory of Majors for 2021 Direct Doctoral Enrollment of the School of Marxism, University of Chinese Academy of Social Sciences.”

3.我院接收优秀应届本科毕业生免试攻读博士研究生的专业、方向等详见附件二《中国社会科学院大学马克思主义学院2021年招收直博生专业目录》。

4. The actual number of students enrolled in each major will be appropriately adjusted based on the source of students.

4.各专业实际招收人数将根据生源情况进行适当调整。

II. Application Conditions and Requirements

二、申请条件和要求

(I) Applying for Exemption from Master’s Degree Entrance Examination

（一）申请推荐免试硕士生

1. Citizen of the People’s Republic of China.

1.中华人民共和国公民。

2. Love the motherland, support the leadership of the Communist Party of China, support the socialist system, and be willing to serve socialist modernization; have good moral character and abide by laws and regulations.

2.热爱祖国，拥护中国共产党的领导，拥护社会主义制度，愿为社会主义现代化建设服务；道德品质良好，遵纪守法。

3. Must be an outstanding current undergraduate graduate who has obtained the qualification for recommendation for exemption from the entrance examination from their undergraduate institution; the recommendation for exemption qualification is valid only after being reviewed and approved by the provincial admissions office in the region where the undergraduate institution is located.

3.须是获得本科所在高校给予推荐免试资格的优秀应届本科毕业生，推荐免试资格经本科学校所在地区省级招办审核通过后方有效。

4. Physical health condition meets the physical examination requirements stipulated by the state and our university.

4.身体健康状况符合国家和我校规定的体检要求。

5. Meet the relevant academic requirements proposed by the School of Marxism, University of Chinese Academy of Social Sciences.

5.符合中国社会科学院大学马克思主义学院提出的相关学术要求。

(II) Applying for Direct Doctoral Studies

（二）申请直博生

Direct doctoral students refer to graduate students selected from outstanding current undergraduate graduates with the qualification for recommendation for exemption from the entrance examination (hereinafter referred to as exempted students) to directly pursue doctoral degree studies. In addition to meeting all the conditions in (I) above, they must also meet the following conditions:

直博生是指从优秀的具备推荐免试研究生资格的应届本科毕业生（简称推免生）中选拔出来直接攻读博士学位的研究生。除须满足上述（一）中各项条件外，还应达到如下条件：

1. The applicant has excellent academic performance, with professional academic grades ranking among the top of their major or grade, generally within the top 10%;

1.申请者学习成绩优秀，专业学业成绩名列本专业或年段前茅，一般应在前10%以内；

2. The applicant has a high level of foreign language proficiency, requiring participation in the national College English Test Band 6 with a score of 426 (inclusive) or above (or an equivalent level of other types of national foreign language examination results);

2.申请者具有较高的外语水平，要求参加国家英语六级考试且成绩达到426分（含）以上（或具备同等水平的其他种类外语国家级考试成绩）；

3. Possess a solid theoretical foundation in Marxism, adhere to the correct theoretical direction and a good academic style, have strong scientific research ability and academic innovation ability, and have good oral expression, organizational coordination, and communication skills.

3.具有扎实的马克思主义理论功底，坚持正确的理论方向和良好的学风,有较强的科学研究能力和学术创新能力,有较好的口头表达能力、组织协调和沟通能力等。

III. Application Procedure

三、申请程序

1. The Ministry of Education’s “National Information Disclosure and Management Service System for Recommending Outstanding Current Undergraduate Graduates for Graduate Studies without Entrance Examination” (hereinafter referred to as the “National Exemption Service System,” website: http://yz.chsi.com.cn/tm) is the unified information filing and disclosure platform and online application and admission system for exemption work. Applicants must log in to the “National Exemption Service System” in accordance with the Ministry of Education’s regulations and within the time stipulated by our university to complete online registration.

1.教育部“全国推荐优秀应届本科毕业生免试攻读研究生信息公开暨管理服务系统”（以下简称“全国推免服务系统”，网址:http://yz.chsi.com.cn/tm）为推免工作统一的信息备案公开平台和网上报考录取系统。申请人须按教育部规定，并在我校规定的时间内，登录“全国推免服务系统”，完成网上报名。

2. Candidates with recommendation for exemption qualifications can register and make online payments on the Ministry of Education’s “National Exemption Service System” starting from October 8, 2020. From October 12, candidates can register, confirm re-examination, and pending admission notices on the “National Exemption Service System.”

2.具有推荐免试资格的考生自2020年10月8日起可在教育部“全国推免服务系统”办理注册、网上支付等手续。10月12日起，考生可在“全国推免服务系统”报名、确认复试及待录取通知等。

3. Candidates applying to our School must log in to the “National Exemption Service System” within the specified time to complete the relevant filling and confirmation procedures.

3.申请我院的考生须在规定时间内登录“全国推免服务系统”完成相关填报及确认程序。

4. Our School will conduct a preliminary review and evaluation of the applicants’ online declaration information, determine the list of candidates for re-examination, and notify applicants who have entered the re-examination. Candidates applying to our School can check re-examination notices, pending admission notices, etc., in a timely manner through the “National Exemption Service System,” and complete steps such as accepting re-examination confirmation and accepting pending admission.

4.我院对申请者的网上申报信息进行初审和评议，确定复试名单并通知进入复试的申请者。申请我院的考生可通过“全国推免服务系统”及时查看复试通知、拟录取通知等，并完成接受复试确认、接受待录取等环节。

5. Applicants notified to participate in the re-examination must submit the following materials to our School before the re-examination:

5.被通知参加复试的申请者须在复试前向我院提交以下材料：

(1) “Application Form for University of Chinese Academy of Social Sciences 2021 Acceptance of Recommendation for Exemption from Master’s (Doctoral) Degree Entrance Examination” (see Appendix III);

（1）《中国社会科学院大学2021年接收推荐免试攻读硕士（博士）学位申请表》（详见附件三）；

(2) Valid ID card, and student ID card registered for each semester;

（2）有效期内的身份证、每学期均注册的学生证；

(3) Transcript of undergraduate studies and ranking certificate (must be stamped with the official seal of the academic affairs management department of the recommending university);

（3）本科阶段学习成绩单和排名证明（须加盖推荐高校教务管理部门公章）；

(4) “University of Chinese Academy of Social Sciences Political Thought and Moral Character Assessment Form for Applicants for Master’s (Doctoral) Degree Programs” (see Appendix IV);

（4）《中国社会科学院大学报考硕士（博士）学位研究生人员思想政治素质和品德考核表》（详见附件四）；

(5) National College English Test Band 6 score report, or other foreign language proficiency certification materials;

（5）国家英语六级考试成绩单，或其他外语水平证明材料；

(6) Representative academic papers, publications, or original work achievements that can reflect the applicant’s academic level and research ability;

（6）能够体现自身学术水平、科研能力的代表性学术论文、出版物或原创性工作成果等；

(7) Relevant forms required for online registration, award certificates during undergraduate studies, etc.;

（7）网上报名需提交的相关表格、本科期间的获奖证书等；

(8) Applicants for direct doctoral studies must provide two letters of recommendation from professors or experts with equivalent titles in the field of Marxist theory (see Appendix V, “University of Chinese Academy of Social Sciences Expert Recommendation Letter for Acceptance of Recommendation for Exemption from Doctoral Degree Entrance Examination”);

（8）申请直博生须提供两位马克思主义理论学科领域内教授或相当职称专家出具的推荐信（详见附件五《中国社会科学院大学接收推荐免试攻读博士学位研究生专家推荐书》）；

(9) Two recent one-inch color bareheaded ID photos.

（9）近期一寸彩色免冠证件照片2张。

After completing the online registration on the “National Exemption Service System,” applicants for direct doctoral studies: please scan the above application materials and send them to mayanxi@cass.org.cn before 16:00 on October 13, with the email subject “Candidate Name + 2021 Direct Doctoral Application”; applicants for exemption from master’s degree entrance examination: please scan the above application materials and send them to mayanxi@cass.org.cn before 9:00 on October 16, with the email subject “Candidate Name + 2021 Master’s Exemption Application.” The original materials shall be submitted before the re-examination. Specific requirements will be notified by our School staff to candidates entering the re-examination through the “National Exemption Service System” or by phone, email, etc. Please prepare in advance.

在“全国推免服务系统”完成网上报名后，申请直博生：请务必于10月13日16：00之前，将上述申请材料扫描后发送至mayanxi@cass.org.cn，邮件名称“考生姓名+2021年直博生报名”；申请推免硕士生：请于10月16日上午9：00之前，将上述申请材料扫描后发送至mayanxi@cass.org.cn，邮件名称“考生姓名+2021年硕士推免报名”。材料原件于复试前提交，具体要求由我院工作人员通过“全国推免服务系统”或电话、电子邮件等方式通知进入复试考生，请提前做好准备。

IV. Re-examination and Admission

四、复试与接收

1. Our School will organize the work of admitting exempted students in accordance with the requirements of the Ministry of Education and the university for admitting exempted students, and plans to complete it before October 21, 2020. Thereafter, the university website will publish the admission status of exempted students for each major.

1.我院按照教育部和学校招收推免生工作要求组织进行本单位的推免生招收工作，拟于2020年10月21日前完成。之后，学校网站将公示各专业推免生的接收情况。

2. The work of admitting exempted students is conducted under the guidance and supervision of the university’s and our School’s graduate enrollment re-examination and admission leadership groups. If candidates have objections to the recommendation for exemption work, they may file a complaint with our School’s graduate enrollment leadership group. Contact number: 010-85195685.

2.推免生招收工作在学校和我院研究生招生复试、录取工作领导小组的指导与监督下进行。考生如对推荐免试工作有异议，可向我院研究生招生工作领导小组提起申诉，联系电话：010-85195685。

3. Our School will establish an assessment group for admitting exempted students consisting of no fewer than 5 members in accordance with regulations, to review the materials submitted by applicants, determine re-examination qualifications, and organize re-examinations.

3.我院按规定成立不少于5人的推免生招收考核小组，审核申请者提交的材料，确定复试资格并组织复试等。

4. Re-examination content: The assessment group will conduct a comprehensive assessment of the applicant’s learning ability, research ability, innovative spirit, and ideological and moral character.

4.复试内容：考核小组对申请者的学习能力、科研能力、创新精神以及思想品德等诸方面进行全面考核。

5. Re-examination format: The re-examination is divided into a professional course written test and a comprehensive interview.

5.复试形式：复试分专业课笔试和综合面试。

6. Re-examination score: The total re-examination score is 300 points, with a passing line of 180 points. Among them, the professional course written test has a total score of 150 points, with the written test subject name: Marxist Theory, and a passing line of 90 points; the comprehensive interview (including professional course interview, foreign language listening and oral test, and comprehensive quality interview) has a total score of 150 points, of which the foreign language listening and oral test is 50 points, and the passing line for the comprehensive interview is 90 points. The specific time, location, and related requirements for the re-examination will be notified separately.

6.复试分值：复试总分300分，合格线为180分。其中专业课笔试总分150分，笔试科目名称：马克思主义理论，合格线为90分；综合面试（包括专业课面试、外语听力和口试、综合素质面试）总分150分，其中外语听力和口试50分，综合面试的合格线为90分。复试的具体时间、地点及相关要求等另行通知。

7. Re-examination ratio: When the number of applicants is sufficient, in principle, a differential re-examination will be implemented, with selection based on merit. The specific re-examination ratio will be determined by our School based on the characteristics of the enrollment major and the situation of student sources.

7.复试比例：在申请人数充足的情况下，原则上实行差额复试，择优录取。具体复试比例由我院根据招生专业特点和生源状况确定。

8. Regarding the assessment of ideological and moral character, a political review opinion issued by the exempted student’s undergraduate institution is required. The assessment of political thought and moral character will not be quantified and included in the total score, but candidates with an unqualified assessment result will not be admitted.

8.思想品德考核方面，须有推免生所在学校出具的政审意见，思想政治素质和道德品质考核不作量化计入总成绩，但考核结果不合格者不予录取。

9. Physical examinations should be conducted at a hospital designated by our School. Candidates who do not undergo the physical examination, fail the physical examination, or are found to have falsified the physical examination will not be admitted or will have their admission qualification revoked.

9.体检应在我院指定的医院进行，未进行体检、体检不合格者、经查实在体检中弄虚作假者不予录取或取消录取资格。

10. After the re-examination, exempted students should confirm within the specified time whether they accept the pending admission notice sent by our School. Those who fail to confirm within the time limit will be deemed to have automatically given up.

10.复试结束后，推免生应在规定时间内确认是否接受我院发送的待录取通知，逾期未确认者视为自动放弃。

11. All information filled in and application materials submitted by candidates for exemption from the entrance examination must be truthful and accurate. For those who engage in fraud, violate examination regulations, or cheat, regardless of when the verification is completed, they will be dealt with seriously in accordance with the *Measures for Handling Violations in National Education Examinations* and the *Regulations on the Administration of Students in Regular Institutions of Higher Education*.

11.推免生填报的所有信息及提交的申请材料等务必保证真实、准确。对弄虚作假及考试违规、作弊的考生，无论何时核查确定，一律按照《国家教育考试违规处理办法》和《普通高等学校学生管理规定》等严肃处理。

12. During the recruitment process for candidates exempted from the entrance examination, candidates must properly carry out relevant work on the prevention and control of the COVID-19 pandemic, effectively ensuring personal life safety and physical health.

12.推免生招生过程中考生须做好新冠肺炎疫情防控相关工作，切实保障个人生命安全和身体健康。
