In order to thoroughly study and implement the spirit of the Fourth Plenary Session of the 19th Central Committee of the CPC [1]1 The Fourth Plenary Session of the 19th Central Committee of the CPC was held in October 2019, focusing on upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China’s system and capacity for governance. and General Secretary Xi Jinping’s important discourses on ideological and political work, to implement the spirit of the National Education Conference, the National Conference on Propaganda and Ideological Work, and the Symposium for Teachers of Ideological and Political Theory Courses in Schools, and to promote the innovative development of ideological and political education in the New Era, the “2020 National Symposium on Ideological and Political Education” was held at Lanzhou University on October 24. The theme of this symposium was “Innovation and Development of Ideological and Political Education in the New Era.”

为深入学习贯彻党的十九届四中全会精神和习近平总书记关于思想政治工作的重要论述，落实全国教育大会、全国宣传思想工作会议和学校思想政治理论课教师座谈会精神，推动新时代思想政治教育的创新发展，“2020年全国思想政治教育学术研讨会”于10月24日在兰州大学召开。此次研讨会的主题是“新时代思想政治教育的创新与发展”。

At the opening ceremony, President Jiang Hui first delivered his remarks. He pointed out that at a time when the education system and the broad theoretical circles are deeply studying and implementing General Secretary Xi Jinping’s important discourses on the construction of ideological and political theory courses, in-depth exploration of the innovation and development of ideological and political education in the New Era has particularly important practical significance. He noted that ideological and political education work is an important task for strengthening Party building and consolidating the Party’s governing foundation. The fact that our Party has been able to unite and lead the people in waging great struggles and achieving great victories is inseparable from the Party’s consistent emphasis on ideological and political education work. He emphasized that General Secretary Xi Jinping’s series of important discourses on ideological and political education work are an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and provide the fundamental guidance for advancing the innovation and development of ideological and political education in the New Era. He offered four opinions on advancing the innovation and development of ideological and political education in the New Era through upholding fundamental principles and breaking new ground: first, keeping pace with the Party’s theoretical innovation steps and promoting Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to increasingly take root in people’s hearts; second, centering on the central task and serving the overall situation, to gather strength for the great rejuvenation of the Chinese nation; third, basing ourselves on the “two overall situations” [2]2 “Two overall situations” refers to the overall situation of the great rejuvenation of the Chinese nation and the overall situation of changes unseen in a century in the world. and fully demonstrating the significant advantages of the system of socialism with Chinese characteristics; fourth, closely focusing on the growth experiences and characteristics of contemporary youth, and striving to cultivate new generations capable of shouldering the great task of national rejuvenation.

开幕式上，姜辉院长首先致辞。他指出，在当前教育系统及广大思想理论界深入学习贯彻习近平总书记关于思想政治理论课建设重要讲话精神之际，深入探讨新时代思想政治教育创新与发展，有着特殊重要的现实意义。他指出，思想政治教育工作是加强党的建设、巩固党的执政基础的重要工作。我们党之所以能够团结和带领人民进行伟大斗争、取得伟大胜利，与我们党一贯重视思想政治教育工作密不可分。他强调，习近平总书记关于思想政治教育工作的一系列重要论述，是习近平新时代中国特色社会主义思想的重要组成部分，为推进新时代思想政治教育创新与发展提供了根本遵循。他就在守正创新中推进新时代思想政治教育创新与发展谈了四点意见：一是跟上党的理论创新步伐，推动习近平新时代中国特色社会主义思想日益深入人心；二是围绕中心，服务大局，为实现中华民族伟大复兴凝心聚力；三是立足“两个大局”，充分彰显中国特色社会主义制度的显著优势；四是紧紧围绕当代青年成长经历和特点，努力培养担当民族复兴大任的时代新人。

President Yan Chunhua, on behalf of Lanzhou University, extended a warm welcome and sincere thanks to the attending experts. He pointed out that since the 18th National Congress of the CPC, Lanzhou University has deeply studied and implemented General Secretary Xi Jinping’s series of important discourses on education, ideological and political work, and other matters, adhered to the socialist direction of running schools, attached great importance to ideological and political work and Marxist theoretical education, closely focused on the central task of fostering virtue through education [3]3 “Fostering virtue through education” (立德树人, li de shu ren) is a central principle of Chinese education policy, emphasizing moral cultivation as the foundation of talent development., comprehensively promoted innovation in the university’s ideological and political work, and enhanced the targetedness and effectiveness of ideological and political work. Finally, he expressed the hope that the attending experts and scholars would fully exchange ideas, promote the innovative development of ideological and political education in the New Era, provide guidance and assistance for Lanzhou University’s ideological and political work, and help advance Lanzhou University’s ideological and political work and comprehensively enhance the development of its School of Marxism.

Deputy Director Wang Chengyong expressed congratulations on the convening of the symposium. He pointed out that the Gansu Provincial Party Committee and Provincial Government have always made comprehensively strengthening ideological and political work a top priority among all tasks, resolutely implementing the fundamental task of fostering virtue through education. He emphasized that, based on the New Era, advancing the innovative development of ideological and political education requires: first, researching and elucidating the “Way” (dao) of ideological and political education; second, researching and elucidating the “Methods” (shu) of ideological and political education; third, researching and elucidating the “Vocation” (ye) of ideological and political education; fourth, researching and elucidating the “Root” (ben) of ideological and political education, continuously deepening theoretical research and practical innovation in ideological and political education.

王成勇副部长对研讨会的召开表示祝贺。他指出，甘肃省委、省政府始终把全面加强思想政治工作作为各项工作的重中之重，坚决贯彻立德树人的根本任务。他强调，立足新时代，推进思想政治教育的创新发展，一是要研究和阐释好思想政治教育的“道”；二是要研究和阐释好思想政治教育的“术”；三是要研究和阐释好思想政治教育的“业”；四是要研究和阐释好思想政治教育的“本”，不断深化思想政治教育理论研究和实践创新。

Party Secretary Xin Xiangyang delivered a keynote report titled “Innovative Development of Ideological and Political Education in the New Era Must Adhere to the Unity of Political Nature and Scholarly Rationality.” He pointed out that in any class society, the dominant ideology emphasizes the unity of political nature and scholarly rationality. Marxism is a scientific theory that achieves a high degree of unity between political nature and scholarly rationality. He offered three opinions on how ideological and political education in the New Era should adhere to the unity of political nature and scholarly rationality: first, discussing politics with thorough scholarly reasoning, turning politics into scholarly theory; second, persuading people with thorough ideological theory, using thorough theory to discuss politics; third, guiding people with the powerful force of truth, using truth to discuss politics.

辛向阳书记做题为“新时代思想政治教育创新发展必须要坚持政治性和学理性相统一”的主题报告。他指出，任何一个阶级社会中，占主流的意识形态都强调政治性与学理性的统一。马克思主义就是政治性与学理性高度统一的科学理论。他就新时代思想政治教育如何坚持政治性与学理性相统一，提出三点意见：一是以透彻的学理讲政治，把政治学理化；二是以彻底的思想理论说服人，用彻底的理论讲政治；三是用真理的强大力量引导人，用真理讲政治。

The attending experts and scholars engaged in extensive and in-depth exchanges and discussions around “Innovation and Development of Ideological and Political Education in the New Era.” Professor Tian Xinming, former Director of the Ministry of Education’s Center for the Development of Social Sciences in Higher Education, delivered a report titled “‘Persuading Students with Thorough Ideological Theory’—A Study of Xi Jinping’s ‘Ideological and Political Courses Are the Key Courses for Implementing the Fundamental Task of Fostering Virtue through Education’”; Professor Sun Xiguo from the School of Marxism at Peking University and Executive Vice President of the Peking University Research Institute of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, delivered a report titled “Several Relationships That Need to Be Handled in Promoting the Reform and Innovation of Ideological and Political Theory Courses”; Professor Wang Shuyin from the School of Marxism at Beijing Normal University delivered a report titled “The Value Orientation of the CPC’s Centennial Ideological and Political Education”; Professor Gao Guoxi from the School of Marxism at Fudan University delivered a report titled “The Mission of Ideological and Political Education in the New Era”; Professor She Shuanghao, Dean of the School of Marxism at Wuhan University, delivered a report titled “A Powerful Ideological Weapon for Promoting the Innovative Development of Ideological and Political Education—A Study of General Secretary Xi Jinping’s Series of Important Discourses on Ideological and Political Work”; Professor Wang Xuejian, former Dean of the School of Marxism at Lanzhou University, delivered a report titled “National Governance in the New Era and the Innovative Development of Ideological and Political Education”; Researcher Yu Bin, Director of the Department of Marxist Principles Research at the Academy of Marxism of the Chinese Academy of Social Sciences, delivered a report titled “On Values”; and Deputy Editor-in-Chief Jiang Xudong from the *Journal of Ideological and Theoretical Education Guidance* delivered a report titled “The Dialectical Characteristics of General Secretary Xi Jinping’s Important Discourses on the Construction of Ideological and Political Theory Courses.” The keynote report session was chaired by Researcher Liu Zhiming, Director of the Department of Research on Adapting Marxism to the Chinese Context at the Academy of Marxism of the Chinese Academy of Social Sciences, and Professor Zhang Xinping, Dean of the School of Marxism at Lanzhou University.

与会专家学者围绕“新时代思想政治教育的创新与发展”进行了广泛深入的交流、研讨。教育部高校社会科学发展研究中心原主任田心铭教授以“‘以彻底的思想理论说服学生’——学习习近平《思政课是落实立德树人根本任务的关键课程》”为题，北京大学马克思主义学院教授、北京大学习近平新时代中国特色社会主义思想研究院常务副院长孙熙国以“推动思想政治理论课改革创新需要处理好的几个关系”为题，北京师范大学马克思主义学院王树荫教授以“中国共产党百年思想政治教育的价值导向”为题，复旦大学马克思主义学院高国希教授以“新时代思想政治教育的使命”为题，武汉大学马克思主义学院院长佘双好教授以“推动思想政治教育创新发展强大思想武器——学习习近平总书记关于思想政治工作系列重要讲话”为题，兰州大学马克思主义学院原院长王学俭教授以“新时代国家治理与思想政治教育创新发展”为题，中国社会科学院马克思主义研究院马克思主义原理研究部主任余斌研究员以“论价值观”为题，《思想理论教育导刊》蒋旭东副主编以“习近平总书记关于思想政治理论课建设重要论述的辩证特征”为题分别做主题报告。大会主题报告环节由中国社会科学院马克思主义研究院马克思主义中国化研究部主任刘志明研究员、兰州大学马克思主义学院院长张新平教授主持。

The special presentation session was chaired by Researcher He Xinyuan, Deputy Director of the Department of Research on Adapting Marxism to the Chinese Context at the Academy of Marxism of the Chinese Academy of Social Sciences; Professor Fu Huifang, Executive Vice Dean of the School of Marxism at Fujian Normal University; Associate Professor Li Nan, Executive Vice Dean of the School of Marxism at the University of Chinese Academy of Social Sciences; and Professor Yang Hongwei, Vice Dean of the School of Marxism at Lanzhou University. Liu Xianchun, Tan Yangfang, Hu Wei, and Sheng Shaoqing made special presentations on General Secretary Xi Jinping’s important discourses on ideological and political work; Wang Zongli, Shi Hongbo, Xu Zhiyuan, and Wang Shengzhen made special presentations on the innovative development of basic theories of ideological and political education in the New Era; Liu Xuanqi, Fu Huifang, Song Youwen, and Liu Ailing made special presentations on national governance in the New Era and the innovative development of ideological and political education; and Li Baogeng, Xu Guanting, Zhang Lin, and Gong Changrui made special presentations on the innovative development of ideological and political theory courses in the New Era.

At the closing ceremony, Researcher Li Chunhua, head of the discipline of ideological and political education at the Academy of Marxism of the Chinese Academy of Social Sciences, and Professor Cai Wencheng, Party Secretary of the School of Marxism at Lanzhou University, delivered concluding remarks. Professor Li Chunhui, Dean of the School of Marxism at Inner Mongolia Normal University, the next host institution, delivered an invitation speech.

闭幕式上，中国社会科学院马克思主义研究院思想政治教育学科负责人李春华研究员、兰州大学马克思主义学院党委书记蔡文成教授作总结发言。下届承办单位内蒙古师范大学马克思主义学院院长李春晖教授致邀请辞。

This symposium was co-hosted by the Institute of Marxism of the Chinese Academy of Social Sciences and Lanzhou University, and organized by the Research Department on Adapting Marxism to the Chinese Context of the Institute of Marxism of the Chinese Academy of Social Sciences, the School of Marxism of Lanzhou University, and other units. More than 200 experts and scholars from universities and research institutes including the Chinese Academy of Social Sciences, Peking University, Renmin University of China, Beijing Normal University, Nankai University, Fudan University, Wuhan University, Nanchang University, and Baise Cadre College, as well as heads of academic journals such as *Marxist Studies* and *Journal of Ideological and Theoretical Education*, attended the symposium.

此次研讨会由中国社会科学院马克思主义研究院、兰州大学主办，中国社会科学院马克思主义研究院中国化研究部、兰州大学马克思主义学院等单位承办。来自中国社会科学院、北京大学、中国人民大学、北京师范大学、南开大学、复旦大学、武汉大学、南昌大学、百色干部学院等高校、科研院所的专家学者，以及《马克思主义研究》《思想理论教育导刊》等学术期刊负责人200余人参会。
