2021 Annual MARS Innovation Project New Research Project Bidding Announcement

In accordance with the *Implementation Measures for Bidding and Tendering of Research Projects of the Chinese Academy of Social Sciences Innovation Project* (Social Science Research Character [2012] No. 16) and relevant documents, following a decision by the leadership of the Academy of Marxism, the 2021 annual MARS Innovation Project new research projects are open for bidding to researchers of the Academy of Marxism. The relevant matters are hereby announced as follows:

根据《中国社会科学院创新工程研究项目招标投标实施办法》（社科研字〔2012〕16号）及相关文件精神，经马研院领导研究决定，2021年度马研院创新工程新设研究项目向马研院研究人员公开招标。现将有关事项公告如下：

Hold high the great banner of socialism with Chinese characteristics, take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, thoroughly implement the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee [1]1 The 19th National Congress of the CPC was held in 2017; its plenary sessions (the Second through Fifth) were held annually from 2018 to 2020, each addressing specific policy and personnel matters., implement the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Philosophy and Social Sciences Work and the spirit of the three congratulatory letters to the Chinese Academy of Social Sciences, strengthen the Four Consciousnesses [2]2 The Four Consciousnesses: consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership., firm up the Four Confidences [3]3 The Four Confidences: confidence in the path, theory, system, and culture of socialism with Chinese characteristics., achieve the Two Upholds [4]4 The Two Upholds: uphold General Secretary Xi Jinping’s core position in the Party Central Committee and the Party as a whole, and uphold the authority and centralized, unified leadership of the Party Central Committee., take major theoretical and practical issues of concern to the Party, the state, and the people as the main direction of attack, strive to produce high-quality results, cultivate high-level Marxist talent, continuously develop contemporary Chinese Marxism and 21st-century Marxism, and contribute to accelerating the construction of the “three major systems” [5]5 The “three major systems” refer to the disciplinary, academic, and discourse systems of philosophy and social sciences with Chinese characteristics. of philosophy and social sciences with Chinese characteristics guided by Marxism.

V. Relevant Requirements

五、相关要求

1. Bidders shall comply with the relevant provisions of Article 24 of the *Measures for the Appointment of Innovation Positions in Research Units of the Chinese Academy of Social Sciences Innovation Project* (Social Science Personnel Character [2013] No. 59). The specifics are as follows:

1.投标者应符合《中国社会科学院创新工程研究单位创新岗位聘用办法》（社科人字〔2013〕59号）第二十四条的相关规定。具体如下：

(1) Meet the basic conditions for access to innovation positions at the Chinese Academy of Social Sciences;

（1）符合中国社科院关于创新岗位准入的基本条件；

(2) Have significant influence in the academic community, with academic levels at an internationally advanced or domestically leading level, and be an academic leader in a certain discipline or research direction;

（2）在学术界有重大影响，学术水平居于国际先进或国内领先地位，是某一学科或研究方向的学术带头人；

(3) Hold a professional technical position at Level 5 or above, possess good academic ethics, excellent research performance, and a pioneering and innovative spirit;

（3）具有五级及以上专业技术职务等级，具有良好的学术道德、优秀的科研业绩和开拓创新意识；

(4) Have strong organizational and coordination skills, have served (or currently serve) as a research office director or above, or have served as the principal person in charge of major national or academy-level research projects, and have completed the projects with high quality according to plan, receiving high academic evaluations;

（4）具有较强的组织协调能力，担任（过）研究室主任及以上职务，或者作为主要负责人主持过国家级或院级重大科研项目，并且按计划高质量地完成项目，获得较高的学术评价；

2. Chief researchers currently engaged in ongoing MARS academy-level innovation project research projects cannot serve as chief experts in this bidding;

2.在研的马研院所级创新工程研究项目的首席研究员，不能作为首席专家参加本次投标；

3. The number of chiefs per project is not limited to one; there can be up to three chiefs. However, a first chief expert can only bid for one project.

3.每个项目首席可不限于1人，最多可有3位首席。但作为第一首席专家只能投标一个项目。

4. Bidders must bid according to the bidding topics announced in this notice; self-designed topics will not be accepted.

4.投标者须按本公告发布的招标选题投标，自行设计题目不予受理。

5. Expected research results should not pursue quantity as the measure of success; the focus should be on ensuring quality and academic standards, producing fine works and masterpieces.

5.预期研究成果不应追求以量取胜，重点落在确保质量和学术水准，出精品力作。

6. Bidders should promote a rigorous, realistic, innovative, and honest academic style, consciously adhere to the principle of fair competition, and strictly comply with the management regulations of the state and the Chinese Academy of Social Sciences. Any acts of falsification, plagiarism, or violation of rules and discipline, once verified, will result in disqualification from evaluation and be reported to the MARS Party Committee and Discipline Inspection Commission for handling.

6.投标者要弘扬严谨、求实、创新、诚信的优良学风，自觉坚持公平竞争的原则，严格遵守国家和中国社科院管理规定。凡有弄虚作假、抄袭剽窃、违规违纪等行为的，一经查实，即取消参评资格，并报马研院党委、纪委研究处理。

六、时间安排

1. Bidders shall fill out the *Chinese Academy of Social Sciences Research Institute Innovation Project (Research Category) Bid Form* (see attachment), and send the electronic version to the Research Office email: kyc_myy@cass.org.cn no later than January 19, 2021. Late submissions will not be accepted.

1.投标人填写《中国社会科学院研究所创新工程项目（研究类）投标书》（请见附件），最晚于2021年1月19日前将电子版发至科研处邮箱：kyc_myy@cass.org.cn。逾期不予受理。

2. In accordance with epidemic prevention and control needs, an online-offline combined defense meeting will be held, and bidders will attend to present and defend their proposals. Projects approved by a vote of the Academic Committee will be established.

2.根据疫情防控需要，召开线上线下结合答辩会议，投标者到会论证答辩。经学术委员会投票通过的项目获立项。

3. The chief experts of winning projects must also participate in the 2021 MARS Innovation Project position competition.

3.中标项目的首席专家还需参加马研院2021年度创新工程岗位竞聘。
