International Communist Movement Yellow Book *Annual Report on the Development of the International Communist Movement* Receives Positive Responses at Home and Abroad

Comprehensive information: The “International Communist Movement Yellow Book” *Annual Report on the Development of the International Communist Movement*, researched and compiled by the Academy of Marxism of the Chinese Academy of Social Sciences and published by the Social Sciences Academic Press, has attracted widespread attention at home and abroad since its publication in July 2019. The general report of the 2020 edition has been published in important journals in Vietnam, Italy and other countries, sparking discussion among foreign communist parties and scholars.

The International Communist Movement Yellow Book is edited by Jiang Hui, member of the Party Leadership Group of the Chinese Academy of Social Sciences, Director of the Institute of Contemporary China Studies, and President of the Academy of Marxism, and Pan Jin’e, Director of the Research Department of International Communist Movement of the Academy of Marxism. The International Communist Movement Yellow Book began publication in 2019; the second volume was published in July 2020; the third volume is expected to be released in June 2021; annual reports will be issued as planned thereafter.

国际共运黄皮书由中国社会科学院党组成员、当代中国研究所所长、马克思主义研究院院长姜辉、马克思主义研究院国际共运研究部主任潘金娥主编。国际共运黄皮书自2019年开始出版发行，2020年7月出版了的第二册，预计2021年6月将发行第三册，今后将按计划发行年度报告。

After the International Communist Movement Yellow Book was published domestically, it attracted relatively broad attention from foreign communist parties and the left. In July 2020, after the New Communist Party of New Zealand published the publication status of the International Communist Movement Yellow Book and English abstracts of its chapters on its official website, it drew the attention of communist parties in multiple countries.

国际共运黄皮书在国内出版后，引起国外共产党和左翼较为广泛的关注。2020年7月新西兰新共产党将国际共运黄皮书的出版情况及各篇的英文摘要刊登在其官方网站后，引起多国共产党的关注。

In October 2020, after the International Communist Movement Research Department of the Academy of Marxism sent the English version of the general report of the International Communist Movement Yellow Book to Andrea Catone, editor-in-chief of the important Italian left-wing journal *Marx in the 21st Century*, and Francesco Maringiò, a member of the Central Committee of the Italian Communist Party, they received an enthusiastic and positive response. They expressed the hope that the development report on the international communist movement could be published in Italy every year. This will greatly encourage Italian communists and will stimulate more and more European communist and workers’ party comrades, as well as more European left-wing vanguard thinkers, to pay attention to socialism with Chinese characteristics, to understand the achievements of adapting Marxism to the Chinese context, and to focus on the development trends of the world socialist movement. After receiving the English version of the general report of the International Communist Movement Yellow Book sent by the International Communist Movement Research Department, the journal *Marx in the 21st Century* translated it into Italian and published it in both English and Italian. The English version was published on the official website of “Marx in the 21st Century” in December 2020, and the Italian version was published in issue 1 of *Marx in the 21st Century* in 2021.

2020年10月份，马克思主义研究院国际共运部将国际共运黄皮书总报告英文版内容摘要发给意大利重要左翼刊物《21世纪的马克思》主编安德烈·卡托内和意大利共产党中央委员弗朗切斯科·马林乔后，得到了他们积极热烈的答复。他们希望每年都能够在意大利出版国际共运发展报告。这将极大地鼓舞意大利共产党人，并将激发越来越多的欧洲共产党和工人党同志，以及更多的欧洲左翼先锋思想家关注中国特色社会主义，了解中国化的马克思主义成果，关注世界社会主义运动的发展态势。在收到国际共运部发来的国际共运黄皮书总报告英文版后，《21世纪的马克思》杂志将之译为意大利文，并分别用英文和意大利文发表。其中，英文版于2020年12月刊发在“21世纪的马克思”官网上，意大利文版刊发在《21世纪的马克思》2021年第1期上。

After the publication of the general report of the International Communist Movement Yellow Book, it attracted high attention from Italian left-wing scholars and triggered a broad discussion and reflection among Italian communists on their own predicament. The Italian “Marx in the 21st Century Political and Cultural Association” specially organized a seminar on this topic. Among them, Professor Tinnai of the University of Catania believed that the Chinese scholars’ analysis of the achievements and mistakes of the Communist International in promoting the founding of communist parties worldwide and in the leadership of the anti-fascist struggle was very enlightening. Communist parties around the world should explore socialist paths suited to their own national conditions. However, the development of the world socialist movement today is very uneven. In Europe, communist parties in most countries are marginalized. Western European communist parties should pay more attention to the experience and achievements of the Chinese Communist Party. Left-wing scholar Caputo believed that the analysis of the situation of the international communist movement by scholars of the Chinese Academy of Social Sciences has become a spiritual driving force for communists and socialists in many countries to formulate and implement new strategies. The Italian Communist Party and others stated that the research report of the Chinese Academy of Social Sciences helps Italian communists broaden their relatively narrow political horizons. In view of the response generated by the general report of the International Communist Movement Yellow Book in Italy, the Italian “Marx in the 21st Century Political and Cultural Association” has more actively contacted influential left-wing publishing houses in Italy and initially discussed plans for publishing and promoting the English report.

国际共运黄皮书总报告发表后，赢得意大利左翼学者的高度关注，并引发意大利共产党人对自身困境的大讨论与反思。意大利“21世纪的马克思政治文化协会”为此专门组织了一场研讨会。其中，卡塔尼亚大学教授提奈认为，中国学者对共产国际在推动世界各国共产党的成立、在反法西斯斗争中的领导成就与失误的分析非常具有启发性意义。世界各国共产党人都应该探索适合本国国情的社会主义道路。然而，如今世界社会主义运动发展是非常不均衡的。在欧洲，多数国家的共产党都处于边缘化状态。西欧共产党应对中国共产党的经验与成就给予更多关注。左翼学者卡普托认为，中国社会科学院的学者对国际共产主义运动形势的分析，成为多国共产党人和社会主义者制定和实施新战略的精神动力源。意共等称，中国社科院的研究报告有助于意大利共产党人打开相对狭隘的政治视野。鉴于国际共运黄皮书总报告在意大利引发的反响，意大利“21世纪的马克思政治文化协会”更加积极地与意大利具有较大影响的左翼出版社接触，初步商谈了英文报告的出版及宣传推广计划。

At the same time, the Vietnamese-language version of the general report of the International Communist Movement Yellow Book has been published in two installments in the journal *Scientific Socialism: Theory and Practice* (issues 5-6, 2020), run by the Central Party School of the Communist Party of Vietnam. It is understood that leaders and scholars of the Central Party School of the Communist Party of Vietnam have evaluated this very positively. They expressed the hope that the annual International Communist Movement Yellow Book could be translated into Vietnamese and published in Vietnam. In addition, some other foreign communist parties, including the Communist Party of New Zealand and the Communist Party of Australia, have also expressed a desire to publish the International Communist Movement Yellow Book.

与此同时，国际共运黄皮书总报告的越南语版本已经分为两期分别发表在越共中央党校主办的《科学社会主义：理论与实践》（2020年5-6期）杂志上。据了解，越共中央党校领导和学者对此评价非常积极，他们表示希望能将每年的国际共运黄皮书翻译成越南语在越南出版。此外，还有一些国外共产党，包括新西兰共产党、澳大利亚共产党等都希望能够刊出国际共运黄皮书。

The 2019–2020 International Communist Movement Yellow Book conducts a comprehensive investigation and analysis of the state of development of the international communist movement in 2019, and offers a prospect for its development in 2020. The book is divided into five parts. The General Report summarizes the general trend of development in the history of the international communist movement in 2019 and forecasts and analyzes the trajectory for 2020. The Hotspot Focus section examines hot events in the international communist movement in 2019, such as the 100th anniversary of the founding of the Communist International, the 100th anniversary of the May Fourth Movement,[1]1 The May Fourth Movement was an anti-imperialist, anti-feudal cultural and political movement that began on 4 May 1919, led by Chinese intellectuals and students, and is regarded by the CPC as a key precursor to its founding. and the 70th anniversary of the founding of New China.[2]2 “New China” refers to the People’s Republic of China, founded on 1 October 1949. The Reform and Development section tracks and studies focal issues in the political, economic, and social fields of the existing socialist countries—Cuba, the Democratic People’s Republic of Korea, Vietnam, and Laos—in 2019. The Thought and Movement section studies the performance of communist and workers’ parties in non-socialist countries such as Nepal, India, the United States, Belgium, and Japan. The Data section comprises a chronology of major events.

Comrade Jiang Hui,[3]3 Jiang Hui is a Chinese Marxist scholar and a senior official at the Chinese Academy of Social Sciences, specializing in the study of international communism and socialism. a member of the Party Leadership Group of the Chinese Academy of Social Sciences, pointed out in his speech at the launch ceremony of the International Communist Movement Yellow Book *Report on the Development of the International Communist Movement (2019–2020)* on 18 July 2020 that, compared with similar books in the discipline of the international communist movement, the Yellow Book possesses authority, originality, professionalism, and frontier orientation, with distinctive features and prominent emphases. The Yellow Book is “special” in that it examines the evolution of the world pattern and major events and issues from a Marxist perspective; it is “weighty” in that it faces reality and studies major theoretical and practical issues of socialism with Chinese characteristics for a New Era; and it is “aspirational” in that it faces the future, summarizing the laws and trends of development of the world socialist movement at the beginning of the 21st century on the basis of in-depth research into the new trends and new characteristics of the world socialist movement, and scientifically analyzing and judging new patterns and new directions. Yang Qun, Chief Editor of the Social Sciences Academic Press, stated that the Yellow Book is rich in content, summarizes the experiences and lessons of international socialist activities, and pays attention to the characteristics and innovations of reform and construction in foreign socialist countries. At the same time, given the current scarcity of research, it conducts down-to-earth research seeking truth from facts around the 100th anniversary of the founding of the Communist International, summarizes a century of experience and lessons, and has received affirmation and praise from peers in the field.
