The Ninth “International Communist Movement Forum” and the Launch of the *International Communist Movement Development Report* (2020–2021) Held in Shanghai

On 3 July 2021, the Ninth “International Communist Movement Forum,” co-hosted by the Academy of Marxism of the Chinese Academy of Social Sciences, the Social Sciences Academic Press, and the Shanghai Academy of Social Sciences, was held in Shanghai. More than 70 experts and scholars from over 20 research institutions and universities, including the Chinese Academy of Social Sciences, the International Department of the Central Committee of the CPC, the Institute of Party History and Literature of the Central Committee, the Party School of the Central Committee of the CPC, Renmin University of China, the National Defence University, Fudan University, the China Executive Leadership Academy Pudong, the Shanghai Municipal Party School of the CPC, Shandong University, East China Normal University, Central China Normal University, Yunnan University, Soochow University, and Liaocheng University, participated in the forum. Jiang Hui, member of the Leading Party Members Group of the Chinese Academy of Social Sciences, Director of the Institute of Contemporary China Studies, Dean of the Academy of Marxism, and Editor-in-Chief of the International Communist Movement Yellow Book, and Wang Yumei, Deputy Secretary of the Party Committee of the Shanghai Academy of Social Sciences, each delivered opening remarks. Jiang Hui’s remarks were read on his behalf by Professor Lin Jianhua, Vice Dean of the Academy of Marxism of the Chinese Academy of Social Sciences.

2021年7月3日，由中国社会科学院马克思主义研究院、社会科学文献出版社与上海社会科学院联合主办的第九届“国际共产主义论坛”在上海召开。来自中国社会科学院、中共中央对外联络部、中央党史和文献研究院、中共中央党校、中国人民大学、国防大学、复旦大学、中国浦东干部学院、中共上海市委党校、山东大学、华东师大、华中师大、云南大学、苏州大学、聊城大学等20多个研究单位和高校的专家学者共70余人参加了论坛。中国社会科学院党组成员、当代中国研究所所长、马克思主义研究院院长、国际共运黄皮书主编姜辉和上海社会科学院党委副书记王玉梅为论坛分别做了致辞，其中姜辉院长的致辞由中国社会科学院马克思主义研究院副院长林建华教授代为宣读。

In his remarks, Jiang Hui pointed out that 2021 is a landmark year: the CPC celebrates its centenary, it is the first year of the 14th Five-Year Plan, and it coincides with the “historical juncture of the two centenaries.” [1]1 The “two centenaries” refers to the goals of completing the building of a moderately prosperous society in all respects by the centenary of the CPC (2021) and building China into a modern socialist country by the centenary of the People’s Republic of China (2049). The Party Central Committee has made the major decision to “carry out Party history learning and education across the entire Party.” Just the day before yesterday, on 1 July, our Party held a grand celebration of the centenary of the Party’s founding. General Secretary Xi Jinping’s important speech is a political declaration and a program of action for marching toward the second centenary goal. [2]2 The “second centenary goal” is the goal of building China into a modern socialist country by the mid-21st century, the centenary of the PRC. At these important temporal nodes, several key issues must be grasped: the intertwining of changes unseen in a century and the impact of the COVID-19 pandemic, the complexity and volatility of the international situation, and the constant emergence of new problems, new challenges, and new threats, which accelerate the trend toward multipolarity and the evolution of the world pattern. This requires us to deeply grasp the new changes in the world pattern and the relationship between the two systems [3]3 “Two systems” refers to the socialist and capitalist systems. against the backdrop of the pandemic. The hundred-year history of the CPC is an organic component of the international communist movement and the world socialist movement. History proves that the CPC is a firm believer in and faithful practitioner of Marxism and scientific socialism, an active promoter and conscious pioneer of the international communist movement and world socialism, and a powerful leader and major contributor to the innovative development of Marxism and world socialism in the 21st century. Socialism with Chinese characteristics for a New Era demonstrates broader institutional advantages and will surely open up a new phase in the development of world socialism in the 21st century. At the beginning of 2021, as the COVID-19 pandemic continued to spread wantonly in the West, the socialist countries—the DPRK, Laos, Vietnam, and Cuba—basically brought the pandemic under control and successively held new Party congresses. The convening of this series of congresses will inevitably promote reform and renovation, construction and development in the existing socialist countries. In addition, this year also marks the centenary of the founding of non-ruling communist parties such as the Italian Communist Party, the Communist Party of Spain, and the Portuguese Communist Party, requiring us to focus on studying the experiences and lessons of these parties over the past century. This year also marks the 150th anniversary of the birth of the Paris Commune, the first state apparatus of the dictatorship of the proletariat in world history. Although the Paris Commune existed for only 72 days, it provided a model for seizing revolutionary power and, after seizing power, for strengthening state building, democratic construction, the construction of oversight mechanisms, and Party building. To this day, the experiences and lessons of the Paris Commune still offer certain insights for strengthening our national system and governance system.

姜辉在致辞中指出，2021年是一个具有标志性意义的年份，中国共产党迎来百年华诞，也是“十四五”开局之年，又恰逢“两个一百年的历史交汇点”，党中央作出“在全党开展党史学习教育”的重大决策，就在前天“七一”我们党举行了隆重的建党百年庆祝活动，习近平总书记发表的重要讲话是向第二个百年奋斗目标进军的政治宣言和行动纲领。在这些重要的时间节点上，要重点把握以下几个重要问题：世界百年未有之大变局和新冠肺炎疫情带来的冲击相互交织，国际形势复杂多变，新问题新挑战新威胁不断涌现，加速推动多极化趋势的发展和世界格局的演变，需要我们深刻把握新冠疫情背景下世界格局和两制关系的新变化。中国共产党的百年发展史，是国际共产主义运动和世界社会主义运动的有机组成部分。历史证明，中国共产党是马克思主义和科学社会主义的坚定信仰者、忠实实践者，是国际共产主义运动和世界社会主义的积极推动者、自觉开拓者，也是21世纪马克思主义和世界社会主义创新发展的有力引领者、重大贡献者。新时代中国特色社会主义彰显出更为广泛的制度优势，必将开创21世纪世界社会主义发展的新局面。2021年初，在新冠肺炎疫情继续在西方肆意蔓延之际，社会主义国家朝鲜、老挝、越南、古巴基本控制住疫情，并先后举行了新一届党的代表大会。这一系列会议的召开，必将推动现有社会主义国家的改革和革新、建设和发展。此外，今年也是意大利共产党、西班牙共产党、葡萄牙共产党等非执政共产党的建党100周年，需要我们着力研究这些政党100年来的经验与启示。今年是世界历史上第一个无产阶级专政的国家机器——巴黎公社诞生150周年，巴黎公社虽然只存在了短短的72天，但它对于夺取革命政权以及夺权后加强政权建设、民主建设、监督机制的建设、政党建设等方面都提供了可资借鉴的示范样本，时至今日，巴黎公社的经验与教训对于我们加强国家制度和治理体系建设仍具有一定的启示。

In her remarks, Wang Yumei, Deputy Secretary of the Party Committee of the Shanghai Academy of Social Sciences, pointed out that the hundred-year history of the CPC is an organic component of the international communist movement and the world socialist movement, and that socialism with Chinese characteristics for a New Era has become the mainstay and banner of the world socialist movement today. Shanghai is the birthplace of the CPC, the place where the CPC’s dream set sail, an important window for the world to observe China, and a strategic node linking China with the world. Here, discussing the glorious century-long history of the CPC and the new development of the international communist movement with experts and scholars from across the country is timely and of great practical significance. It is hoped that this conference will further promote our serious study of General Secretary Xi Jinping’s important expositions on the CPC and socialism, especially the speech just delivered at the celebration conference, and deeply understand the new development of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the theory of scientific socialism; further promote our in-depth study of the CPC’s historic contributions to the international communist movement and the world socialist movement, as well as the world significance of the path, theory, system, and culture of socialism with Chinese characteristics; and further promote our accurate grasp of the latest trends and prominent features of world socialist development, further advance the study of world socialism, and push forward the development of the socialist modernization cause.
