Jixi Base Project Team of the National Conditions Research Conducts In-Depth Grassroots Investigation on Rural Revitalization

From September 14 to 23, 2021, Zhang Xiaoping, a researcher at the Institute of Marxism of the Chinese Academy of Social Sciences, led the Jixi Base Project Team of the National Conditions Research into the towns and villages of Jixi County to conduct a special investigation on rural revitalization.

The Jixi Base of the National Conditions Research was established in November 2014 through cooperation between the Institute of Marxism of the Chinese Academy of Social Sciences and the Publicity Department of the Jixi County Committee of the CPC. Over the seven years since its founding, the base, on the basis of grounding itself in grassroots practice, has promptly tracked the achievements and experience gained locally in economic, cultural, social, and ecological development, with particular attention to innovative practices in the coordinated development of grassroots cultural undertakings and cultural industries. Since 2020, it has taken rural revitalization as its theme to go deep into the grassroots, summarize and elevate the good experience and good practices in Jixi’s practice, draw rich nourishment for theoretical innovation from them, enhance the capacity to transform the results of national conditions research, and fulfill the purpose of serving the grassroots and writing papers on the land of the motherland.

国情调研绩溪基地于2014年11月由中国社会科学院马克思主义研究院与中共绩溪县委宣传部合作建立。基地建立七年来，在立足基层实践的基础上，及时跟踪当地在经济、文化、社会、生态发展方面所取得的成绩和经验，特别是关注基层文化事业与文化产业协调发展的创新做法，2020年以来又以乡村振兴为主题深入基层，总结和提升绩溪实践中的好经验、好做法，从中汲取理论创新的丰富营养，提高国情调研成果的转化能力，践行服务基层、把论文写在祖国大地上的宗旨。

Jixi County is among the first batch of national ecological civilization construction demonstration counties, enjoying the reputation of “China’s Natural Oxygen Bar,” with green mountains and clear waters, and outstanding people. Jixi County is a national historical and cultural city, a major birthplace and core area of Hui culture, rich in excellent traditional cultural resources, with family traditions and precepts passed down from generation to generation. The Zhang Family Precepts were published in 2015 in the column “Family Rules in Chinese Tradition” on the website of the Central Commission for Discipline Inspection, playing a positive role in the construction of clean governance. Jixi County is also a place where the red gene is inherited; the New Fourth Army guerrilla forces in southern Anhui left their fighting footprints on this land, and the hometown of Xu Jiapeng, a hero of the War to Resist U.S. Aggression and Aid Korea, is here. Entering the New Era, advanced figures such as Li Xia, a “National Outstanding Communist Party Member” and “Role Model of the Times,” and Zhang Jianjun, a “National Advanced Individual in Poverty Alleviation,” have emerged. Excellent traditional culture, revolutionary culture, and advanced socialist culture have been well integrated and developed in Jixi County.

绩溪县是第一批国家生态文明建设示范县，享有中国天然氧吧的美称，山青水秀，人杰地灵；绩溪县是国家历史文化名城，是徽文化主要发源地和核心区，优秀传统文化资源丰富，家风家训代代相传，章氏家训2015年被中央纪委网站“中国传统中的家规”专栏刊登，在党风廉政建设中发挥了积极作用；绩溪县也是红色基因传承地，皖南新四军游击队曾在这片土地上留下了战斗的足迹，抗美援朝英雄许家朋的家乡就在这里。进入新时代，又涌现出了“全国优秀共产党员”“时代楷模”李夏、“全国脱贫攻坚先进个人”章建军等先进人物，优秀传统文化、革命文化与社会主义先进文化，在绩溪县得到了很好的融合发展。

Jixi County attached great importance to this investigation activity. The County Publicity Department, the County Agriculture and Water Affairs Bureau, and the County Rural Revitalization Bureau dispatched professional personnel to cooperate with the project team’s investigation. During the investigation, interviews were conducted successively with heads of the County Publicity Department, the Rural Revitalization Bureau, the Converged Media Center, the Cultural Center, and the Library. In Jiapeng Township, Jinsha Town, Chang’an Town, Shangzhuang Town, and Yangxi Town, full discussions and exchanges were held with the leadership teams of the townships and towns and the “two committees” of the villages. The team went deep into eight villages—Xingfu Village, Shang Village, Jinsha Village, Congshan Village, Wuchuan Village, Tantou Village, Wangchuan Village, and Yuchuan Village—visiting farming households, inspecting fields and plots, and exchanging ideas with leaders in getting rich, thereby obtaining the most vivid and lively first-hand materials from the grassroots.

绩溪县高度重视本次调研活动，县委宣传部、县农水局、县乡村振兴局派出专业人员配合项目组调研。调研期间，先后访谈了县委宣传部、乡村振兴局、融媒体中心、文化馆、图书馆等部门负责人。在家朋乡、金沙镇、长安镇、上庄镇、扬溪镇，与镇乡领导班子和村“两委”班子进行了充分座谈交流，并深入幸福村、尚村、金沙村、丛山村、梧川村、坦头村、旺川村、余川村八个村落，通过走访农户，深入田间地头考察，与致富带头人交流，获得了基层最鲜活生动的第一手资料。

To do a good job in the great task of rural revitalization, Jixi County, combining its resource advantages, organized and implemented the “Five Hundred Projects,” namely the Hundred-Billion Modern Agricultural Industry Cultivation Project, the Hundred Scenic Spot Village Creation Project, the Hundred-Village Family Tradition and Precepts Guidance Project, the Hundred-Village Good Governance Demonstration Project, and the Hundred Talented Individuals Income Increase Drive Project, clearly indicating the development path of thriving industries, livable ecology, civilized rural customs, effective governance, and prosperous life. By extensively establishing village-level joint-stock economic cooperatives, it supports and strengthens village-level collective economies, and takes Party building as the guide to drive the construction of “three governances” of autonomy, rule of law, and rule of virtue, promoting the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization. In promoting thriving industries, it actively promotes development models such as “village-village joint, cross-village joint” and “leading enterprise (cooperative) + village collective + farming households,” actively cultivates agricultural industrialization consortia, develops family farms with high quality, drives farming households to directly participate in agricultural industrialization operations, and achieves a “dual improvement” in modern agricultural output value and farmers’ income. It vigorously promotes the building of the entire industrial chain, establishes the Huizhou cuisine industry as Jixi County’s iconic advantageous brand industry, vigorously implements the “Ten Townships, One Hundred Bowls” and “Thousand Shops, Ten Thousand Chefs” projects, and comprehensively builds the brand of “Hometown of Chinese Huizhou Cuisine.” It implements the “Huizhou Merchants” return project, encouraging and supporting Jixi natives working outside to return to their hometowns with funds and technology to start businesses. Hong Haifei, Secretary of the Party Branch of Wuchuan Village, and Cao Yuhua, Director of the Villagers’ Committee of Wangchuan Village, are typical examples of returning to their hometowns with funds and technology to serve rural revitalization. It encourages “local talents and rural talents” to return to their hometowns to build master studios, inheritance bases, and transmission centers. Ling Jun and his wife, local talents from Congshan Village, Yangxi Town, returned to their hometown after retirement to repay it, investing their family savings in public construction such as road building in their hometown, driving the overall development of the area. Jixi County has also implemented a local talent cultivation plan, cultivating capable rural individuals into Party members and Party members into capable individuals for getting rich, accelerating the cultivation of rural development leaders, rural skilled service personnel, and production and operation talents.

绩溪县为了做好乡村振兴这篇大文章，结合本县的资源优势组织实施了“五百工程”，即百亿现代农业产业培育工程、百个景区村庄创建工程、百村家风家训引领工程、百村善治示范工程、百名能人带动增收工程，清晰地指出了产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的发展路径。通过广泛成立村一级的股份经济合作社，扶持壮大村级集体经济,并以党建为引领带动自治、法治、德治的“三治”建设，推进巩固拓展脱贫攻坚成果同乡村振兴的有效衔接。在促进产业兴旺方面，积极推广“村村联合、跨村联合”、“龙头企业(合作社)+村集体+农户”等发展模式，积极培育农业产业化联合体，高质量发展家庭农场，带动农户直接参与农业产业化经营，实现现代农业产值和农民增收的“双提升”。大力推进全产业链打造，确立徽菜产业为绩溪县标志性优势品牌产业，大力实施“十乡百碗”“千店万厨”工程，全面打响“中国徽菜之乡”品牌。实施“徽商”回归工程，鼓励支持绩溪籍在外人员带资金、带技术回乡创业，梧川村党支部书记洪海飞、旺川村委会主任曹玉华即是带资金、带技术回家乡服务乡村振兴的典型。鼓励“乡贤乡土人才”回乡建设大师工作室、传承基地、传习中心，扬溪镇丛山村的乡贤凌军夫妇退休以后回报家乡，将家庭的积蓄投入家乡的修路等公共建设中，带动了当地的整体发展。绩溪县还实施了乡土能人培养计划，把农村的能人培养成党员、党员培养成致富能人，加快培育农村发展带头人、农村技能服务型人才和生产经营型人才。

Xingfu Village in Jiapeng Township is a beautiful village setting out for happiness, with obvious economic benefits from farmhouse entertainment and the driving force of the pecan economy. In recent years, by increasing the scale of land transfer, developing the collective economy through unified planning and management, and continuously improving public facilities to optimize the village’s appearance, villagers have fully enjoyed the dividends of collective economic development. Shang Village is a traditional Chinese village, a national demonstration village for rural governance, and a national ecological cultural village. The ancient village has a beautiful environment. In recent years, it has explored good methods for rural governance, taking Party building as the guide, establishing social autonomous organizations, gathering people’s hearts, and enhancing villagers’ sense of happiness. Wuchuan Village in Chang’an Town possesses precious red cultural resources of the New Fourth Army in southern Anhui, with a stable and rapidly developing collective economy. The village secretary is young, capable, and willing to contribute. This year, a provincial rural revitalization work team has also been stationed there, providing assistance for faster and better development. It is expected that the operating income of Wuchuan Village’s collective economy in 2021 will achieve a leap from 500,000 to one million yuan. Wangchuan Village in Shangzhuang Town is an ancient village with a long history. The villagers are mainly surnamed Cao, descendants of Cao Cao. Wangchuan Village takes the cultural tourism industry as its main direction, relying on unique rural resources to build a cultural tourism industry characterized by “qin, chess, calligraphy, and painting.” Because the Taiping Heavenly Kingdom army once stationed and reorganized here, the village also contains the Taiping Heavenly Kingdom murals, a key protected cultural relic of Anhui Province. Congshan Village in Yangxi Town uses its locational advantages to fully integrate resources, attract high-end cultural tourism projects to settle locally, develop agricultural product processing industries and characteristic high-quality tourism projects, and explore the path of integrated development between enterprises and villages. Yuchuan Village in Shangzhuang Town, Tantou Village in Chang’an Town, and Jinsha Village in Jinsha Town are all building “one village, one product,” developing characteristic agricultural industries, supporting and developing family farms, providing policy and technical support, planting cash crops suitable for local conditions, and exploring various possible paths to strengthen and expand the collective economy. The operating income of village collective economies has increased year by year.

家朋乡的幸福村，是一个向幸福出发的美丽村落，农家乐经济效益明显，更有山核桃经济带动，近年来通过提高土地流转规模，在统一规划和经营中发展集体经济，不断完善公共设施优化村容村貌，让村民充分享受到集体经济的发展红利。尚村是中国传统村落，是全国乡村治理示范村，也是全国生态文化村，古村落环境优美，近年探索出乡村治理的好方法，以党建为引领，建立社会自治组织，凝聚民心，增强村民的幸福感。长安镇梧川村，拥有宝贵的皖南新四军红色文化资源，集体经济稳定快速发展，村书记年轻有为，乐于奉献，今年又有安徽省乡村振兴工作队入驻，为更好更快地发展提供助力，预计2021年度梧川村集体经济经营性收入将实现从五十万到一百万的飞跃。上庄镇旺川村是一个拥有悠久历史的古村落，村民以曹姓为主，是曹操的后人，旺川村将文化旅游产业作为主攻方向，依托独特的乡村资源打造“琴、棋、书、画”为特色的文旅产业，因太平天国军队曾在此驻兵整编，村内还有安徽省重点保护文物太平天国壁画。扬溪镇丛山村利用区位优势，充分整合资源吸引高端文旅项目落户当地，发展农产品加工业以及特色精品旅游项目，探索企业与乡村融合发展之路。上庄镇余川村、长安镇坦头村、金沙镇金沙村，均在打造“一村一品”，发展特色农业产业，扶持发展家庭农场，提供政策和技术支持，种植适合当地的经济作物，探索各种做大做强集体经济的可能路径，村集体经济经营性收入逐年增加。

Rural revitalization is a grand strategy to continue the struggle and embark on a new journey on the basis of comprehensively building a moderately prosperous society. In the initial stage of implementing the rural revitalization strategy, Jixi County has made comprehensive plans and deployments and achieved phased results. Some innovative practices, such as establishing agricultural information service stations to provide farmers with financial and legal advisory services, opening eco-beauty supermarkets, and cultivating the concept of harmonious development between ecology and economy, have all received the support and endorsement of the broad masses of farmers. Like other parts of the country, there are also common problems such as insufficient capital investment and a shortage of rural talent locally. It is believed that these problems will be gradually resolved with the comprehensive and in-depth advancement of rural revitalization, and the countryside will surely become a more livable and workable beautiful home. The Jixi Base Project Team of the National Conditions Research will continue to pay attention to the latest practices of Jixi County in implementing the rural revitalization strategy.

乡村振兴是在全面实现小康社会的基础上接续奋斗启航新征程的宏伟战略。绩溪县在实施乡村振兴战略的初始阶段，已做了全面规划和部署，并取得了阶段性成效。一些创新的做法，如建立益农信息服务站，为农民提供金融和法律顾问服务，开设生态美超市，培养生态和经济和谐发展的理念，等等，都得到了广大农民的拥护和支持。和全国各地一样，当地也存在着资金投入不足、农村人才短缺等共性问题，相信这些问题会随着乡村振兴的全面深入推进而逐步得到解决，农村必将成为更加宜居宜业的美好家园。国情调研绩溪基地项目组会持续关注绩溪县实施乡村振兴战略的最新实践。
