Notice on the 2021 Award Activity for Outstanding Research Achievements of the Academy of Marxism

In accordance with the “Notice on Carrying Out the 2021 Award Activity for Outstanding Research Achievements of the Institutes of the Chinese Academy of Social Sciences” (hereinafter referred to as the “Award Notice”) issued by the Scientific Research Bureau, and following the “Measures for the Award of Outstanding Research Achievements of the Institutes of the Chinese Academy of Social Sciences” (hereinafter referred to as the “Institute Award Measures”), the work of evaluating outstanding research achievements of the Academy of Marxism is now initiated. The relevant matters are hereby notified as follows:

根据科研局发《关于开展2021年中国社会科学院研究所优秀科研成果评奖活动的通知》（下简称《评奖通知》），按照《中国社会科学院研究所优秀科研成果评奖办法》（下简称《所评奖办法》），现启动马克思主义研究院优秀科研成果评奖工作。现将有关事项通知如下：

I. The scope of evaluation for the 2021 Award for Outstanding Research Achievements of the Academy of Marxism is primarily achievements published by personnel of the Academy of Marxism during their tenure at the Academy between January 2016 and December 2018. Individual important achievements published before 2016, if they have not previously been submitted for institute-level or academy-level awards and are deemed excellent through practical testing and academic evaluation, may also be considered for participation. Achievements with political orientation issues, problems of academic conduct, or disputes over intellectual property rights shall not be eligible for evaluation.

一、2021年马研院优秀科研成果奖的评选范围主要是2016年1月至2018年12月马研院人员在院工作期间发表的成果。个别在2016年前发表的重要成果，如果以前没有申报过院级奖和所级奖，且经实践检验和学术评价被认为优秀的，也可参评。凡存在政治倾向问题、学风问题和知识产权争议的成果不得参评。

1. For other requirements regarding achievements submitted for evaluation, please refer to the relevant provisions of the “Institute Award Measures.”

2. Achievements submitted by personnel who have already completed retirement procedures at the time of publication shall participate in the evaluation activity for outstanding research achievements of retired personnel organized by the Bureau of Retired Cadres’ Work.

2.申报的成果发表时已办理离退休手续的人员，参加由离退休干部工作局组织的离退休人员优秀科研成果奖评选活动。

3. Achievements submitted by personnel who had not yet joined the Chinese Academy of Social Sciences at the time of publication are not eligible for evaluation.

3.申报的成果发表时尚未进入社科院工作的人员，不能参评。

4. Individual achievements of personnel who have already transferred out of our Academy or who have stayed abroad (overseas) beyond the stipulated period without returning, or achievements primarily completed by them, are not eligible for evaluation.

4.已调离我院或出国（境）逾期不归人员的个人成果或以其为主完成的成果不参评。

5. Achievements completed through cross-institute collaboration may only be submitted for evaluation at one unit, generally at the unit of the first completer of the achievement.

5.跨研究所合作完成的成果，只能在一个单位参评，一般应在成果第一完成人所在单位参评。

II. The basic procedure for evaluating outstanding research achievements of the Academy of Marxism is: recommendation by scientific research personnel, determination of candidate achievements for evaluation by the Academic Committee of the Academy of Marxism, review by external experts, public announcement of candidate achievements for solicitation of objections, and deliberation by the Award Committee of the Academy of Marxism.

二、马研院优秀科研成果评奖的基本程序是：科研人员推荐，马研院学术委员会确定候选评奖成果，院外专家评议，公示候选成果征求异议，马研院评奖委员会审议。

In accordance with the “Institute Award Measures,” the specific arrangements for the recommendation stage by scientific research personnel are as follows:

依据《所评奖办法》，科研人员推荐环节的具体安排如下：

1. Scientific research personnel provide their own achievements. All scientific research achievements that meet the conditions for evaluation may, on a voluntary basis, be submitted to the Scientific Research Office. There is in principle no limit on the number of submissions, but authors should select the best achievements based on their quality. Submitted materials include achievement information (title, form, author, word count, publication and release time and unit, etc.) and a PDF of the achievement (no paper materials required).

1.科研人员提供本人成果。凡符合评奖条件的科研成果，根据自愿原则，均可向科研处提供。提供名额原则上无限制，但作者应根据成果的情况，择优提供。提供材料包括成果信息（名称、形式、作者、字数、出版发表时间和单位等）、成果PDF（不需纸质材料）。

2. The Scientific Research Office compiles and conducts a preliminary review of the achievements provided by scientific research personnel, and publishes those achievements that meet the conditions for evaluation.

2.科研处对科研人员提供的本人成果进行汇总，初步审核，对符合评奖条件的成果予以公布。

3. Research departments organize the selection and recommendation of achievements for evaluation. Each research department, from the achievements published by the Scientific Research Office that meet the conditions for evaluation, organizes personnel within its department to conduct selection and recommend them to the Academy of Marxism.

3.研究部组织遴选推荐参评成果。各研究部从科研处公布的符合评奖条件的成果中，组织本部门人员进行遴选，向马研院推荐。

The quota for recommendations for each research department is: number of research offices in that department × 3 + 2.

每个研究部的推荐名额为：本研究部的研究室数量*3+2。

Note: Among the achievements recommended by each research department, the proportion of achievements by personnel of that department shall not exceed two-thirds.

注意：各研究部推荐的成果中，本部门人员的成果所占比例应不高于三分之二。

4. The Scientific Research Office compiles the achievements recommended by each research department and submits them to the Academic Committee of the Academy of Marxism to determine the candidate achievements for evaluation.

4.科研处汇总各研究部推荐的成果，报马研院学术委员会确定候选评奖成果。

III. To align with the awards of the Chinese Academy of Social Sciences, the evaluation of outstanding research achievements of the Academy of Marxism shall use the “Recommendation Form for Outstanding Research Achievements Awards of the Chinese Academy of Social Sciences” and the “Expert Review Form for Achievements Applying for Outstanding Research Achievements Awards of the Chinese Academy of Social Sciences.”

三、为与社科院评奖衔接，马研院优秀科研成果奖评选，使用《中国社会科学院优秀科研成果奖推荐书》和《中国社会科学院优秀科研成果奖请奖成果专家评议表》。

IV. Other relevant requirements shall be implemented in accordance with the “Institute Award Measures” and will not be detailed here.

四、其他相关要求，根据《所评奖办法》执行，不再详述。

V. From the date of issuance of this notice, scientific research personnel of the Academy of Marxism may submit their own scientific research achievements that meet the conditions for evaluation to the Scientific Research Office. The deadline is October 22. Please send the achievement information (title, form, author, word count, publication and release time and unit, etc.) and the PDF of the achievement to kyc_myy@cass.org.cn. No paper materials are required.

五、从本通知发出之日起，马研院科研人员即可向科研处提供符合评奖条件的本人科研成果，截止时间为10月22日。请将成果信息（名称、形式、作者、字数、出版发表时间和单位等）和成果的PDF发送至kyc_myy@cass.org.cn。不需要纸质材料。
