New Trends in the Development of the International Communist Movement in 2021 and the Expert Review Meeting on the Yellow Book of the International Communist Movement (2021-2022) Successfully Convened

On December 9, 2021, the "Expert Review Meeting on New Trends in the Development of the International Communist Movement and the Yellow Book of the International Communist Movement (2021-2022)" was successfully convened via Tencent Meeting. More than 40 researchers from over ten institutions, including the Chinese Academy of Social Sciences, the Party School of the Central Committee of the CPC [1]1 The Party School of the Central Committee of the CPC is the highest training institution for leading cadres of the Communist Party of China., the Institute of Party History and Literature of the Central Committee, the International Department of the Central Committee of the CPC, Peking University, Shandong University, Xiamen University, Yunnan University, Soochow University, Wenzhou University, and the Shanghai Academy of Social Sciences, engaged in a lively discussion on the new trends in the development of the international communist movement in 2021.

马研网讯 2021年12月9日，“国际共产主义运动发展新态势暨国际共运黄皮书（2021-2022）专家评议会”通过腾讯会议形式顺利召开。来自中国社会科学院、中共中央党校、中央党史和文献研究院、中共中央对外联络部、北京大学、山东大学、厦门大学、云南大学、苏州大学、温州大学、上海社会科学院等十余家单位的40多名研究人员围绕2021年国际共产主义运动发展新态势展开热烈讨论。

Jiang Hui, Researcher, Vice President of the Chinese Academy of Social Sciences, Director of the Institute of Contemporary China Studies, and Dean of the Academy of Marxism, attended the meeting and delivered a speech. Researcher Jiang Hui first expressed gratitude to the authoritative experts on the international communist movement from various domestic research institutions and the members of the project team. Vice President Jiang Hui stated that, thanks to the guidance of the experts, the quality of the Yellow Book of the International Communist Movement has been ensured, and its quality has continuously improved over the three years since its publication, getting better each year. He expressed the hope that, with the help of the experts, the Yellow Book of the International Communist Movement would become a high-quality reference work in this discipline, and that through the writing of the Yellow Book, the cultivation of talent and the development of the discipline of the international communist movement would be promoted. Subsequently, Vice President Jiang Hui, drawing on his study of the spirit of the Resolution of the Sixth Plenary Session of the 19th Central Committee of the CPC [2]2 The Sixth Plenary Session of the 19th Central Committee of the CPC was a major meeting held in November 2021 that adopted a landmark resolution on the Party's history., shared his views on the situation of the international communist movement and world socialism, and offered guiding opinions on the writing of the Yellow Book of the International Communist Movement.

国际共运黄皮书主编、中国社会科学院副院长、当代中国研究所所长、马克思主义研究院院长姜辉研究员出席会议并致辞。姜辉研究员首先对来自国内各研究机构的国际共运权威专家和课题组成员表示感谢。姜辉副院长表示，得益于各位专家们的指导，国际共运黄皮书的质量得到保证，出版三年来质量不断提高，一年比一年更好。希望在专家们的帮助下，把国际共运黄皮书办成本学科的精品文献，并通过皮书的撰写，带动国际共运学科人才培养和学科的发展。接着，姜辉副院长结合学习党的十九届六中全会决议精神，发表了他对国际共运与世界社会主义形势的看法，并对国际共运黄皮书的撰写提出了指导意见。

Vice President Jiang Hui pointed out that in November of this year, the Party Central Committee convened the Sixth Plenary Session of the 19th Central Committee and adopted the "Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party over the Past Century" [3]3 This is the third historical resolution of the CPC, following those in 1945 and 1981, summarizing the Party's achievements and experience over its first century., which comprehensively summarized the glorious course, major achievements, and historical experience of the Communist Party of China over the past hundred years since its founding. This requires us to integrate the study and understanding of the spirit of the Resolution of the Sixth Plenary Session of the 19th Central Committee with our research work, and to earnestly study the new judgments and new spirit made in the Resolution, using them to guide research on Marxism, the international communist movement, and world socialism. The nearly hundred-year history of the development of the Communist Party of China is an important component of the international communist movement and the world socialist movement, with a prominent position and tremendous contributions. History has irrefutably proven that the Communist Party of China is a firm believer in and faithful practitioner of Marxism and scientific socialism, an active promoter and conscious pioneer of the international communist movement and the world socialist movement, and a powerful leader and significant contributor to the innovative development of Marxism and world socialism in the 21st century. We must deeply study the historical experience of the Communist Party of China's century-long struggle and its important contributions and great significance to the international communist movement and the world socialist movement.

姜辉副院长指出，今年11月份，党中央召开了十九届六中全会，通过了《中共中央关于党的百年奋斗重大成就和历史经验的决议》，全面总结了中国共产党成立一百年来的光辉历程、所取得的重大成就和历史经验。这要求我们要把学习领会党的十九届六中全会决议精神与我们的研究工作结合起来,要认真研究决议中做出的新论断、新精神，用来指导马克思主义、国际共产主义运动和世界社会主义的研究。中国共产党近百年的发展史，是国际共产主义运动和世界社会主义运动的重要组成部分，地位显著、贡献巨大。历史雄辩证明，中国共产党是马克思主义和科学社会主义的坚定信仰者和忠实实践者，是国际共产主义运动和世界社会主义运动的积极推动者和自觉开拓者，也是21世纪马克思主义和世界社会主义创新发展的有力引领者和重大贡献者。我们要深入研究中国共产党百年奋斗的历史经验及其对国际共产主义运动和世界社会主义运动做出的重要贡献和重大意义。

The year 2021 marks the node of many major historical events in the history of the international communist movement. Among them, the thirtieth anniversary of the dissolution of the Soviet Union and the 150th anniversary of the Paris Commune Revolution are two major historical events still worthy of reflection today. We must continue to study and summarize these major events in the history of the international communist movement, providing historical lessons for the international communist and world socialist movements to emerge from their low point and move toward revitalization.

2021年是国际共产主义运动史上很多重大历史事件的节点。其中，苏联解体三十年、巴黎公社革命150周年是两个至今依然值得反思的重大历史事件。我们要继续对国际共产主义运动历史上的这些重大事件进行研究和总结，为国际共产主义和世界社会主义运动走出低谷走向振兴提供历史镜鉴。

Since 2020, under the superimposed impact of changes unseen in a century and the COVID-19 pandemic, the international landscape has accelerated its evolution, and the world has entered a period of turbulence and transformation. To grasp the development trends of the world pattern, we need to continue tracking and studying the latest developments of foreign communist parties and socialist countries, grasp the new changes in the balance of forces between socialism and capitalism, and strive to make scientific predictions about the development trends of the world pattern.

2020年以来，在百年未有之大变局和新冠疫情的叠加影响下，国际格局加速演变，世界进入了动荡变革期。为把握好世界格局发展走势，我们需要继续跟踪研究国外共产党和世界社会主义国家发展的最新动态，把握社会主义和资本主义两种力量对比新变化，力求对世界格局发展走势做出科学预判。

In the keynote report session, Lin Jianhua, Professor and Vice President of the Academy of Marxism of the Chinese Academy of Social Sciences, delivered a report titled "What Is the Communist Party of China and What Does It Aim to Do from the Perspective of the International Communist Movement." He explained the mission and responsibilities of the Communist Party of China from the perspective of the international communist movement.

Professor Lin Jianhua pointed out that upholding the leadership of the Party is not only a scientific understanding derived from reviewing history and summing up experience, but also a fundamental principle that we must adhere to at all times in the future. Party leadership is not only a major issue in Marxist party-building theory, but also a criterion for judging whether the social movement in which the proletariat is engaged is an international communist movement. Why can the Communist Party of China maintain its leadership? The key lies in its correct answer to and constant remembrance of the fundamental question of what the Communist Party of China is and what it aims to do. On this basis, it answers the question of what the Communist Party of China is. That is, the Communist Party of China is the vanguard of the Chinese working class, and at the same time the vanguard of the Chinese people and the Chinese nation. The people's standpoint is the fundamental standpoint of the Communist Party of China, serving the people wholeheartedly is its fundamental purpose, and "I will work selflessly and live up to the people's expectations" [4]4 "我将无我，不负人民" (I will work selflessly and live up to the people's expectations) is a well-known statement made by Xi Jinping in 2019, expressing his dedication to serving the people. is the highest realm of Chinese Communists. The Communist Party of China always represents the fundamental interests of the broadest majority of the Chinese people, has no special interests of its own, and never represents the interests of any interest groups, any power groups, or any privileged strata. Furthermore, from the Party's history of struggle, it answers what the Communist Party of China aims to do and what it still aims to do as it moves from the past into the future. What the Communist Party of China "aims to do" is not only a question to be answered and resolved at the time of the Party's founding, but also a question that runs through the entire process of the Party's century-long history of struggle. Over the past hundred years, the Communist Party of China has always united and led the Chinese people of all ethnic groups in unremitting struggle for national independence, the liberation of the people, and the realization of national prosperity and the people's happiness. The Party's century-long struggle has fundamentally changed the destiny of the Chinese people, opened up the correct path for the great rejuvenation of the Chinese nation, demonstrated the powerful vitality of Marxism, and profoundly influenced the course of world history. Now, the Party has united the Chinese people and embarked on a new journey of striving to achieve the second centenary goal [5]5 The second centenary goal refers to building China into a great modern socialist country by the centenary of the People's Republic of China in 2049, following the first centenary goal of building a moderately prosperous society by the centenary of the CPC in 2021.. On the new journey of the New Era, the Communist Party of China must also comprehensively build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, and realize the great rejuvenation of the Chinese nation.

林建华教授指出，坚持党的领导，不仅是回顾历史、总结经验得出的科学认识，更是我们在未来任何时候都必须坚守的根本原则。党的领导，不仅是马克思主义建党学说的一个重大问题，更是判断无产阶级从事的社会运动是不是国际共产主义运动的判断标准。为什么中国共产党能够保持自己的领导？关键在于它正确回答并始终牢记中国共产党是什么、要干什么这个根本问题。在此基础上，回答了中国共产党是什么的问题。即中国共产党是中国工人阶级的先锋队，同时是中国人民和中华民族的先锋队。人民立场是中国共产党的根本立场，全心全意为人民服务是中国共产党的根本宗旨，“我将无我，不负人民”是中国共产党人的最高境界。中国共产党始终代表中国最广大人民根本利益，没有任何自已特殊的利益，从来不代表任何利益集团、任何权势团体、任何特权阶层的利益。并且，从党的奋斗历史回答了中国共产党要干什么以及从过去走向未来还要干什么的问题。中国共产党“要干什么”，这不仅仅是建党之时要回答和解决的问题，也是贯穿于党百年奋斗历史全过程的问题。一百年来，中国共产党始终团结带领全国各族人民为争取民族独立、人民解放和实现国家富强、人民幸福而不懈奋斗。党的百年奋斗，从根本上改变了中国人民的前途命运，开辟了实现中华民族伟大复兴的正确道路，展示了马克思主义的强大生命力，深刻影响了世界历史进程。现在，党团结中国人民又踏上了实现第二个百年奋斗目标新的赶考之路。在新时代新征程上，中国共产党还要把我国全面建成富强民主文明和谐美丽的社会主义现代化强国，要实现中华民族伟大复兴。

In the expert discussion session, experts and scholars including Professor Hu Zhenliang from the Party School of the Central Committee of the CPC, Researcher Xu Shicheng, Honorary Academician of the Chinese Academy of Social Sciences, Researcher Chai Shangjin from the International Department of the Central Committee of the CPC, Researcher Xu Baoyou from the Institute of Party History and Literature of the Central Committee, Professor Cui Guitian, Director of the Institute of Contemporary Socialism at Shandong University, Researcher Yu Haiqing from the Academy of Marxism of the Chinese Academy of Social Sciences, and Professor Guo Chunsheng from the Institute of Contemporary Socialism at Shandong University, delivered academic reports on the new trends in the development of the international communist movement in 2021. Their reports were titled respectively: "Breaking New Ground: Socialist Modernization in the 21st Century," "New Dynamics of Communist Party Development in Latin America," "History and New Development Trends of the Communist Movement in West Asia and North Africa," "New Characteristics of the Ideology of Communist and Workers' Parties and Other Left-Wing Parties," "New Trends in Reforms in Contemporary Foreign Socialist Countries," "New Developments and New Situations of Foreign Communist Parties in 2021," and "The Communist Party of the Russian Federation in the Context of the 30th Anniversary of the Dissolution of the Soviet Union."

In the thematic discussion and expert review session, the experts and scholars responsible for writing the book gave reports on the topics they were assigned and discussed the difficulties encountered in writing with the guiding experts of the Yellow Book. The experts provided comments one by one and gave detailed answers to related questions. The authors and participating graduate students believed that such discussions were very helpful for improving their writing skills.

Finally, Pan Jin’e, Research Fellow and Director of the Research Department of the International Communist Movement at the Institute of Marxism, Chinese Academy of Social Sciences, and Editor-in-Chief of the Yellow Book on the International Communist Movement, concluded the meeting. She expressed heartfelt gratitude to the experts for taking time to attend the seminar and stated that, under the leadership and guidance of Vice President Jiang Hui, and with the full support and assistance of the experts, the research team would redouble its efforts to strive to make the Yellow Book one of the landmark works leading the development of the discipline of the international communist movement. At the same time, she hoped that through the writing of the Yellow Book, a research team on the international communist movement combining veteran, middle-aged, and young scholars would be cultivated, driving the development of the disciplines of the international communist movement and world socialism, and making due contributions to the development of world socialism and the international communist movement.
