Deepen Political Inspection, Advance Self-Revolution

On July 22, the Second Seminar on Inspection Theory and Practice of the CPC Inspection Theory Research Center was held in Beijing. The theme of the conference was “Deepen Political Inspection, Advance Self-Revolution.” Shi Taifeng, President and Party Secretary of the Chinese Academy of Social Sciences; Gao Xiang, Vice President and Deputy Party Secretary of the Chinese Academy of Social Sciences; Hang Yuanxiang, Leader of the Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection and the National Commission of Supervision stationed at the Chinese Academy of Social Sciences and Member of the Party Leadership Group; and Luo Liping, Deputy Director of the Office of the Central Inspection Work Leading Group, attended the opening ceremony. Gao Xiang pointed out that since the 18th National Congress of the CPC [1]1 The 19th National Congress of the CPC was held in October 2017, marking the formal beginning of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the start of the "New Era" in official Party discourse., the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to inspection work, consistently adhering to the positioning of “political inspection,” incorporating this strategic institutional arrangement for intra-Party supervision into the overall plan for comprehensive and strict governance of the Party, and carrying out a revolutionary transformation of the inspection system, making it a sharp blade of the Party and a sharp instrument of the state. Political inspection takes the Two Upholds as its fundamental task, strengthens the centralized and unified leadership of the Party, and promotes the implementation of the Party’s line, principles, policies, and the decisions and deployments of the Party Central Committee. It is an innovative measure for a Marxist political party to advance self-revolution. Political inspection confronts problems directly, wields the sharp blade of punishing corruption and evil, rectifying conduct, and enforcing discipline, pushing the construction of clean governance and the fight against corruption deeper. It is an important manifestation of our Party’s courage to engage in self-revolution. Political inspection consolidates the main responsibility and supervisory responsibility for comprehensive and strict governance of the Party, urges the inspected Party organizations to plug institutional loopholes, and promotes the modernization of the national governance system and governance capacity. It is an effective path for advancing self-revolution. Through rectification and implementation, political inspection promotes the resolution of prominent issues strongly reflected by the masses, enhances the people’s sense of gain, happiness, and security, and becomes a “plus factor” for the CPC to win popular support and consolidate its ruling foundation.

高翔指出，党的十八大以来，以习近平同志为核心的党中央高度重视巡视工作，始终坚守“政治巡视”定位，把巡视这一党内监督战略性制度安排纳入全面从严治党总体部署，对巡视制度进行了革命性改造，使之成为党之利剑、国之利器。政治巡视把“两个维护”作为根本任务，强化党的集中统一领导，推动党的路线方针政策和党中央决策部署贯彻落实，是马克思主义政党推进自我革命的创新举措。政治巡视直面问题，发挥反腐惩恶、正风肃纪利剑作用，推动党风廉政建设和反腐败斗争挺向纵深，是我们党勇于自我革命的重要体现。政治巡视压实全面从严治党主体责任和监督责任，督促被巡视党组织堵塞制度漏洞，促进国家治理体系和治理能力现代化，是推进自我革命的有效路径。政治巡视通过整改落实，促进解决群众反映强烈的突出问题，增强人民群众获得感幸福感安全感，成为中国共产党赢得民心、夯实执政基础的“加分项”。

Luo Liping pointed out that since the 19th National Congress of the CPC [1]1 The 19th National Congress of the CPC was held in October 2017, marking the formal beginning of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the start of the "New Era" in official Party discourse., inspection work has deepened through persistence and developed through deepening; its work direction has become clearer, its political positioning more precise, its institutional system more complete, and its work framework more robust, making it an important system for Party governance and national governance. The establishment of the CPC Inspection Theory Research Center is a concrete measure to study, implement, and carry out General Secretary Xi Jinping's important expositions on inspection work, and also a powerful measure to strengthen basic research on inspection work in the New Era and deepen the understanding of its laws. Over the years, political inspection has continuously deepened, forming a relatively scientific and complete theoretical system of inspection; comprehensively and accurately implementing the inspection work policy, adhering to the integrated advancement of discovering problems and promoting problem-solving, with the role of addressing both symptoms and root causes becoming more prominent; promoting high-quality full coverage of inspections, providing strong support for comprehensive and strict governance of the Party; constructing a framework for coordinated action between central and local inspections, further leveraging systemic advantages and comprehensive oversight functions; establishing and improving the institutional system for inspection work, with continuous improvement in standardization, legalization, and regularization; strengthening the building of institutions and teams, forging a loyal and responsible inspection team.

罗礼平指出，党的十九大以来，巡视工作在坚持中深化、在深化中发展，工作方向更加明确、政治定位更加精准、制度体系更加完善、工作格局更加健全，成为管党治党、国家治理的重要制度。成立中国共产党巡视理论研究中心是学习贯彻落实习近平总书记关于巡视工作重要论述的具体举措，也是加强新时代巡视工作基础研究、深化规律认识的有力举措。这些年来，政治巡视不断深化，形成了比较科学完整的巡视理论体系；全面准确贯彻巡视工作方针，坚持发现问题和推动解决问题一体推进，标本兼治作用更加彰显；高质量推进巡视全覆盖，为全面从严治党提供有力支撑；构建巡视巡察上下联动格局，进一步发挥系统优势和综合监督作用；建立健全巡视工作制度体系，规范化法治化正规化水平不断提升；加强机构队伍建设，锻造了一支忠诚担当的巡视巡察队伍。

Relevant personnel and experts and scholars from the Office of the Central Inspection Leading Group, the Central Party School (National Academy of Governance), the Chinese Academy of Social Sciences, Peking University, Renmin University of China, and other units attended the conference, conducting in-depth discussions on the experience, effectiveness, and development direction of political inspection from historical, theoretical, and practical dimensions. Participating scholars believe that the inspection system in the New Era, on the one hand, retains beneficial elements from the inspection and supervision systems in Chinese history, inheriting its cultural heritage and following its functional mechanisms; on the other hand, it has carried out innovative development based on the fundamental orientation of modernization, the value principle of being "people-centered," and the era requirements of high-quality development. It is necessary to follow the basic concept of good laws and good governance, continue to uphold and improve the inspection system, clarify the inspection's responsibility positioning, value stance, work procedures, and application of results, strengthen the statutory nature of powers, protection of rights, procedural propriety, and implementation of rectifications, continuously promote the legalization, standardization, and proceduralization of inspection oversight, and better leverage the role of the inspection system as a sharp sword of the Party and a sharp instrument of the state.

来自中央巡视工作领导小组办公室、中央党校（国家行政学院）、中国社会科学院、北京大学、中国人民大学等单位的相关人员和专家学者参加会议，从历史、理论、实践等不同维度，对政治巡视的经验、成效、发展方向等展开深度研讨。与会学者认为，新时代巡视制度一方面保留了中国历史上巡视监察制度中的有益元素，传承了其文化底蕴、沿袭了其功能机理，另一方面立足现代化的根本取向、“以人民为中心”的价值遵循和高质量发展的时代要求，进行了创新性发展。必须遵循良法善治的基本理念，继续坚持和完善巡视制度，明确巡视的职责定位、价值立场、工作流程、成果运用，强化职权法定、权利保障、程序正当、整改落实，不断推进巡视监督的法治化、规范化、程序化，更好地发挥巡视制度作为党之利剑、国之利器的作用。
