In order to thoroughly implement the Party Central Committee’s deployment on the “dual integration and mutual promotion” of Party building and business operations, and to deeply summarize successful experiences in the “dual integration and mutual promotion” of Party building and business operations in state-owned enterprises, a delegation from the Research Office of the Theoretical System of Socialism with Chinese Characteristics at the Institute of Marxism of the Chinese Academy of Social Sciences traveled to BAIC Group Huaxia Travel Co., Ltd. to conduct a research activity themed “Dual Integration and Mutual Promotion of Party Building and Business Operations.” On the afternoon of August 5, 2022, members of the Research Office of the Theoretical System of Socialism with Chinese Characteristics held a symposium on “Party-Business Integration” with the principal responsible persons of Huaxia Travel Co., Ltd.

为深入贯彻落实党中央关于党建与业务“双融双促”的部署，深入总结国企党建与业务“双融双促”方面的成功经验，中国社会科学院马克思主义研究院中国特色社会主义理论体系研究室一行前往北汽集团华夏出行有限公司，开展主题为“党建与业务‘双融双促’”的调研活动。2022年8月5日下午，中国特色社会主义理论体系研究室成员与华夏出行有限公司主要负责人举行了“党业融合”交流座谈会。

Shen Yang, Director of the Research Office of the Theoretical System of Socialism with Chinese Characteristics at the Institute of Marxism of the Chinese Academy of Social Sciences, introduced the relevant circumstances of the Institute of Marxism of the Chinese Academy of Social Sciences, as well as the Research Department on Adapting Marxism to the Chinese Context and the Research Office of the Theoretical System of Socialism with Chinese Characteristics, and explained the origin, purpose, and significance of this research activity. At the same time, he elaborated specifically on the theory of Party building and the integration of grassroots Party branch building with business operations. Shen Yang stated that this research activity is a good start for further cooperation between the two sides. In the next step, in-depth cooperation will be carried out in areas such as research on topics like the “dual integration and mutual promotion” of grassroots Party building and business operations, the propagation of Party theory, joint building of grassroots Party building, and exchange on grassroots Party-business research, jointly making new achievements in the theoretical development of Party building at the grassroots level, the conduct of Party affairs, and their deep integration with business.

Xiao Xiao, Secretary of the Party Committee and Chairman of Huaxia Travel, introduced the relevant circumstances of BAIC Group and Huaxia Travel Company. Beijing Automotive Group Co., Ltd. (abbreviated as “BAIC Group”) is a backbone enterprise in China’s automotive industry, established in 1958, and has developed into a large state-owned automotive enterprise group covering businesses such as R&D and manufacturing of complete vehicles and parts, automotive service trade, comprehensive travel services, and finance and investment. Huaxia Travel Co., Ltd. (abbreviated as “Huaxia Travel”) was established in 2017, marking BAIC Group’s transformation from a traditional manufacturing enterprise to a manufacturing-service-oriented and innovative enterprise. It bears the strategic task of BAIC Group’s 2.0 transformation and is also BAIC Group’s strong deployment in the field of shared mobility. Taking the Party building of Huaxia Travel, a state-owned enterprise, as a real-world case, an in-depth analysis of the main problems currently existing in Party building in state-owned enterprises has important reference value for deepening theoretical research and countermeasure research on Party building in state-owned enterprises.

Subsequently, the two sides held an exchange symposium, conducting extensive and in-depth discussion and exchange on “Party-business integration” in state-owned enterprises. The research office members attending the symposium each expressed their personal views on the issue of “Party-business integration” in state-owned enterprises. It was deeply recognized that since the 18th National Congress of the CPC [1]1 The 18th National Congress of the CPC was held in November 2012, marking the beginning of the current political era under Xi Jinping’s leadership., the Party has attached great importance to Party building in state-owned enterprises; fundamentally, this is determined by the nature, status, and role of state-owned enterprises. As Xi Jinping emphasized in his speech at the National Conference on Party Building in State-owned Enterprises, it is necessary, through strengthening and improving the Party’s leadership over state-owned enterprises and strengthening and improving Party building in state-owned enterprises, to make state-owned enterprises the most reliable force that the Party and the state can depend on; an important force for resolutely implementing the decisions and deployments of the Party Central Committee; an important force for implementing the new development concept and comprehensively deepening reform; an important force for implementing major strategies such as the “going global” strategy and the Belt and Road Initiative; an important force for strengthening comprehensive national power, promoting economic and social development, and ensuring and improving people’s livelihoods; and an important force for our Party to win the great struggle with many new historical features. Through the symposium, we fully recognized the necessity and importance of strengthening Party building in state-owned enterprises, and we must correctly handle the relationships between Party leadership and Party building, Party leadership and corporate governance, and Party building and business development in state-owned enterprises.

随后，双方举行了交流座谈，就国有企业“党业融合”进行了深入广泛地探讨、交流。参加座谈会的研究室成员就国有企业“党业融合”问题分别发表了个人见解。深刻认识到，党的十八大以来，党高度重视国企党建，从根本上来讲这是由国有企业的性质、地位和作用决定的。正如习近平在全国国有企业党的建设工作会议上的讲话中强调指出，要通过加强和完善党对国有企业的领导、加强和改进国有企业党的建设，使国有企业成为党和国家最可信赖的依靠力量，成为坚决贯彻执行党中央决策部署的重要力量，成为贯彻新发展理念、全面深化改革的重要力量，成为实施“走出去”战略、“一带一路”建设等重大战略的重要力量，成为壮大综合国力、促进经济社会发展、保障和改善民生的重要力量，成为我们党赢得具有许多新的历史特点的伟大斗争胜利的重要力量。通过座谈，我们充分认识到加强国企党建的必然性和重要性，要正确处理国有企业中党的领导与党的建设、党的领导与企业治理、党的建设与业务发展之间的关系。

The “dual integration and mutual promotion” of Party building and business operations is an important theoretical and practical topic. In order to effectively demonstrate the unique advantage of state-owned enterprises—upholding Party leadership and strengthening Party building—we must insist on planning, arranging, implementing, and assessing Party building and business work together, avoiding the “two skins” phenomenon of Party building and business being separate. We must consider all aspects comprehensively, achieving overall planning and integrated advancement of Party building and business work. Party building work should be closely integrated with business work, leveraging the guiding role of Party building, the role of Party branches as battle fortresses, and the vanguard and exemplary role of Party members, to promote high-quality development of business; the effectiveness of business development should be used to test the effectiveness of Party building work, achieving the same direction and deep integration of Party building work and business work. Through the symposium, the two sides reached consensus on several topics concerning Party building in state-owned enterprises and made plans for further research on related topics.

党建与业务“双融双促”是一个重要的理论课题和实践课题。为切实彰显坚持党的领导、加强党的建设这一国有企业的独特优势，我们要坚持党建与业务工作同谋划、同安排、同落实、同考核，避免党建、业务两张皮。通盘考虑各方面情况，做到党建与业务工作统筹兼顾、一体推进。党建工作紧密结合业务工作开展，发挥党建引领作用，党支部战斗堡垒作用及党员先锋模范作用，推动业务高质量发展；用业务发展成效来检验党建工作成效，实现党建工作与业务工作同向聚合、深度融合。通过座谈，双方就国企党建的若干议题达成共识，并就进一步开展课题研究进行了规划。
