The Xi Jinping Thought Research Department Holds a Collective Study of the *Outline of Xi Jinping’s Economic Thought*

The *Outline of Xi Jinping’s Economic Thought* (hereinafter referred to as the *Outline*) centrally displays the successful experience and intellectual wisdom accumulated by the Chinese Communist Party in the field of economic construction, and is an authoritative reading for the study of the political economy of socialism with Chinese characteristics. In order to deeply study and grasp the essential meaning of Xi Jinping’s economic thought, the Research Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era held the 10th study report meeting of this year on the morning of September 7, 2022, and listened to the special reports of teachers Heng Lin and Zeng Xiankui.

《习近平经济思想学习纲要》（以下简称《纲要》）集中展示了中国共产党在经济建设领域所积累的成功经验和思想智慧，是研究中国特色社会主义政治经济学的权威读物。为深入学习领会习近平经济思想的精髓要义，习近平新时代中国特色社会主义思想研究部于2022年9月7日上午举行本年度第10期学习报告会，听取了桁林、曾宪奎老师的专题报告。

On the basis of carefully interpreting General Secretary Xi Jinping’s important speech delivered at the 2017 Central Economic Work Conference, General Secretary Xi Jinping’s speech at the 28th collective study session of the Political Bureau of the 19th Central Committee, and other important documents, Teacher Heng Lin sorted out and compared the new concepts, new objectives, and new measures of the Party Central Committee in economic work from the perspectives of theoretical terminology, framework structure, and thematic content, focusing on explaining the core content of Xi Jinping’s economic thought. The *Outline* unfolds according to several levels—new stage, new concepts, new pattern, new strategy—presenting a progressive logical structure, with high-quality development as the central link. Among them, the purpose of high-quality development is to be people-centered, emphasizing the fundamental political stance of adhering to development for the people and relying on the people; the premise of high-quality development is the transformation of the principal contradiction in society, emphasizing the need to adapt to the higher-level phased objectives of the people’s aspiration for a better life; the condition for high-quality development is to have a relatively high technological content, emphasizing the need to rely on innovation-driven development rather than simply on resource input, and to be achieved under environmentally friendly conditions, rather than at the cost of the environment. In short, it is necessary to realize a fundamental transformation of the mode of production.

桁林老师在认真解读习近平总书记在2017年中央经济工作会议上发表的重要讲话、习近平总书记在十九届中央政治局第二十八次集体学习时的讲话等重要文献的基础上，从理论术语、框架结构、主题内容等方面梳理和比较了党中央在经济工作方面的新理念、新目标、新举措，重点阐释了习近平经济思想的核心内容。《纲要》按照新阶段、新理念、新格局、新战略几个层次展开，呈现递进式逻辑结构，以高质量发展为中心环节。其中，高质量发展的目的是以人民为中心，强调坚持发展为了人民、依靠人民的根本政治立场；高质量发展的前提是社会主要矛盾的转化，强调要适应人民向往美好生活的更高层次的阶段性目标；高质量发展的条件是要有较高的技术含量，强调要依靠创新驱动而不单纯靠资源投入，要在环境友好条件下实现，而不是以牺牲环境为代价。简而言之，要实现生产方式的根本性转变。

Teacher Zeng Xiankui systematically explained the content system and internal structure of the *Outline*, emphasizing that the *Outline* is a systematic summary of Xi Jinping’s economic thought. In the general introduction section, the *Outline* clarifies the guiding status of Xi Jinping’s economic thought. Xi Jinping’s economic thought is the product of combining the basic principles of Marxist political economy with China’s actual conditions and the characteristics of the times; it is the fundamental guideline and action guide for doing a good job in economic work in the New Era; it is a theoretical achievement produced under the background of adapting to new situations, solving new problems, and responding to new challenges. Its theoretical innovation achievements can be summarized in eight points, that is, what the text calls “8 creative propositions.” [1]1 “8个创造性地提出” (8 creative propositions) refers to a set of eight theoretical innovations in Xi Jinping’s economic thought, as summarized in the *Outline*, though the specific content of each proposition is not listed in this text. The entire book is divided into thirteen chapters, respectively expounding the thirteen aspects of Xi Jinping’s economic thought. The first two chapters of the book emphasize the Party’s comprehensive leadership over economic work and the people-centered development thought, which is a summary and exposition of the essential characteristics of economic work as the central content of socialist construction; chapters three to five study the historical orientation, guiding principles, and development paths of economic work from the perspectives of the new development stage, the new development concepts, and the new development pattern; chapters six to eleven analyze the constituent content of Xi Jinping’s economic thought from different angles such as high-quality development, the basic socialist economic system, major national development strategies, innovation-driven development, manufacturing and the real economy, and comprehensive expansion of reform and opening up; chapter twelve mainly discusses the content of coordinating development and security, which is an important new content of China’s economic development under the new development pattern; chapter thirteen adheres to correct work strategies and methods, summarizing Comrade Xi Jinping’s relevant expositions, which also constitute an important content of Xi Jinping’s economic thought. Each part of the *Outline* is very rich in content, and there are close connections between different parts.

曾宪奎老师系统阐释了《纲要》的内容体系和内在结构，强调《纲要》是习近平经济思想的体系化概括。在总论部分，《纲要》明确了习近平经济思想的指导地位。习近平经济思想是马克思主义政治经济学基本原理同中国实际和时代特征相结合的产物，是新时代做好经济工作的根本遵循和行动指南，是在适应新形势、解决新问题、应对新挑战的背景下产生的理论成果，其理论创新成果可以总结为八点，即文中所说的“8个创造性地提出”。全书共分为十三章，分别阐述习近平经济思想的十三个方面的内容。全书前两章强调了党对经济工作的全面领导和以人民为中心的发展思想，是对经济工作作为社会主义建设中心内容的本质特征的概括论述；第三到五章则从新发展阶段、新发展理念和新发展格局的角度，对经济工作的历史方位、指导原则和发展路径进行研究；第六到十一章则从高质量发展、社会主义基本经济制度、国家重大发展战略、创新驱动发展、制造业和实体经济、全面扩大改革开放等不同角度对习近平经济思想的构成内容进行分析；第十二章主要论述了统筹发展与安全的内容，这是新发展格局下我国经济发展的一个重要新内容；第十三章则坚持正确工作策略与方法，对习近平同志的相关论述进行了总结，这也构成习近平经济思想中的重要内容。《纲要》的每一部分内容都非常丰富，且不同部分之间具有紧密的联系。

The attending teachers, centering on the special explanations of the two main speakers, engaged in a lively discussion on issues such as China’s development strategy and technological bottlenecks under the situation of strategic competition between China and the United States. Chen Zhigang, director of the Xi Jinping Thought Research Department and researcher, fully affirmed the content of the reports of the two teachers, pointing out that the two teachers narrated from the perspectives of development context and content structure respectively, and the content was vivid, rich, and had good enlightening significance.

与会老师围绕两位主讲人的专题讲解，就中美战略竞争形势下中国的发展战略和技术瓶颈等问题展开热烈讨论。习研部主任陈志刚研究员充分肯定了两位老师的报告内容，指出两位老师分别从发展脉络和内容结构的角度进行讲述，内容生动、丰富，具有很好的启发性意义。
