The Research Department for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Holds a Collective Study of the *Study Outline for a Holistic Approach to National Security*

Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has planned and deployed national security work from the strategic height of the overall development of the Party and the state’s undertakings, achieving breakthrough progress in the institutional system, working mechanisms, and capacity building, thereby forming a theoretical system of national security with Chinese characteristics for the New Era. The *Study Outline for a Holistic Approach to National Security* comprehensively reflects the important strategic achievements of the Party and the state in national security work, and is of great significance for scientifically grasping the main content, logical system, and practical requirements of a holistic approach to national security. On the afternoon of September 29, 2022, the Research Department for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era held the 11th study report meeting of the year, with Researcher Dai Lixing and Researcher Shang Wei delivering special reports, conducting a special study and discussion on the *Study Outline for a Holistic Approach to National Security*.

党的十八大以来，以习近平同志为核心的党中央站在党和国家事业发展全局的战略高度谋划和部署国家安全工作，在制度体系、工作机制和能力建设等方面取得突破性进展，形成新时代中国特色国家安全理论体系。《总体国家安全观学习纲要》全面反映了党和国家在国家安全工作方面所取得的重要战略成果，对于科学把握总体国家安全观的主要内容、逻辑体系以及实践要求等具有重要意义。2022年9月29日下午，习近平新时代中国特色社会主义思想研究部召开本年度第11期学习报告会，由戴立兴研究员、尚伟研究员作专题报告，开展《总体国家安全观学习纲要》专题学习研讨。

Teacher Shang Wei shared seven points of insight from studying the *Study Outline for a Holistic Approach to National Security*. First, a holistic approach to national security is the fundamental guideline and action guide for national security work in the New Era. A holistic approach to national security is a major strategic thought proposed to adapt to the evolution and development of the domestic situation and international relations, to safeguard and defend holistic national security. It is a powerful ideological weapon guiding national security work in the New Era, an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and an important theoretical contribution of contemporary China to the world. Second, a holistic approach to national security is profound in thought and rich in content; its core essence is concentratedly embodied in the “Ten Persistences,” namely: persisting in the Party’s absolute leadership over national security work, persisting in the path of national security with Chinese characteristics, persisting in taking people’s security as the purpose, persisting in统筹发展和安全 [coordinating development and security], persisting in placing political security in the primary position, persisting in统筹推进各领域安全 [holistically advancing security in all domains], persisting in placing the prevention and resolution of national security risks in a prominent position, persisting in advancing international common security, persisting in advancing the modernization of the national security system and capacity, and persisting in strengthening the construction of the national security cadre contingent. Third, a holistic approach to national security inherits our Party’s theoretical achievements and practical experience in safeguarding national security, embodies the heritage of Chinese culture, and manifests the backbone of the Chinese nation, taking the resolute defense of the core interests of national sovereignty, security, and development as the bottom line to be upheld. Fourth, a holistic approach to national security promotes a historic leap in the theory and practice of national security with Chinese characteristics. Adhering to a holistic approach to national security, taking the path of national security with Chinese characteristics, and forming an institutional system of national security with Chinese characteristics. Fifth, a holistic approach to national security contributes China’s solution to promoting and improving global security governance. A holistic approach to national security discards old concepts such as zero-sum game, absolute security, and alliance confrontation, and advocates win-win cooperation and common security, that is, advocating a global security concept of common, comprehensive, cooperative, and sustainable security. Sixth, a holistic approach to national security is the Marxist theory of national security, leading the path of national security with Chinese characteristics, and holistically advancing security in all domains. Seventh, a holistic approach to national security possesses a strategic consciousness of being vigilant in peace time, scientifically grasps the changes unseen in a century in the world, bravely faces various risks, challenges, and surrounding security issues, and escorts the great rejuvenation of the Chinese nation.

尚伟老师分享了学习《总体国家安全观学习纲要》的七点体会。第一，总体国家安全观是新时代国家安全工作的根本遵循和行动指南。总体国家安全观是适应国内形势和国际关系发展演变而提出的保障和捍卫总体国家安全的重大战略思想，是指导新时代国家安全工作的强大思想武器，是习近平新时代中国特色社会主义思想的重要组成部分，是当代中国对世界的重要理论贡献。第二，总体国家安全观思想深邃、内涵丰富，其核心要义集中体现为“十个坚持”，即坚持党对国家安全工作的绝对领导，坚持中国特色国家安全道路，坚持以人民安全为宗旨，坚持统筹发展和安全，坚持把政治安全放在首要位置，坚持统筹推进各领域安全，坚持把防范化解国家安全风险摆在突出位置，坚持推进国际共同安全，坚持推进国家安全体系和能力现代化，坚持加强国家安全干部队伍建设。第三，总体国家安全观继承了我们党维护国家安全的理论成果和实践经验，体现了中华文化底蕴、彰显了中华民族风骨，以坚决维护国家主权、安全和发展核心利益为坚守底线。第四，总体国家安全观推动中国特色国家安全理论和实践实现历史性飞跃。坚持总体国家安全观，走中国特色国家安全道路，形成中国特色国家安全制度体系。第五，总体国家安全观为推动和完善全球安全治理贡献了中国方案。总体国家安全观摈弃了零和博弈、绝对安全、结盟对抗等旧观念，提倡合作共赢、共同安全，即倡导共同、综合、合作、可持续的全球安全观。第六，总体国家安全观是马克思主义的国家安全理论，引领中国特色国家安全道路，统筹推进各领域安全。第七，总体国家安全观具有居安思危的战略意识，科学把握世界百年未有之大变局，勇敢面对各种风险挑战与周边安全问题，为实现中华民族伟大复兴保驾护航。

Teacher Dai Lixing focused on explaining four aspects: the important significance of the publication of the *Study Outline for a Holistic Approach to National Security*, the scientific theoretical system of a holistic approach to national security, its theoretical character, and the fundamental guidelines for maintaining and shaping national security in the New Era. First, adhering to a holistic approach to national security is an urgent need to respond to the national security situation and a practical requirement for perfecting the strategy for governing the country. Second, the key to a holistic approach to national security lies in “holistic,” and its core essence lies in the “Ten Persistences,” emphasizing the necessity of persisting in the Party’s absolute leadership over national security work, establishing a concept of big security, integrating national security into the overall undertaking of socialism with Chinese characteristics, and pooling the strength of the whole society to prevent and resolve national security risks. Third, a holistic approach to national security is the product of combining the basic principles of Marxism with China’s reality and with the fine traditional Chinese culture; it is the theoretical and practical achievement of the Chinese Communists in defending national sovereignty, security, and development interests. In content, it emphasizes holism; in stance, it embodies people-centeredness; in thinking, it possesses foresight; in method, it highlights systematicity; in vision, it exhibits internationality. Fourth, it is necessary to thoroughly implement a holistic approach to national security and unswervingly take the path of national security with Chinese characteristics.

戴立兴老师重点阐释了《总体国家安全观学习纲要》出版的重要意义、总体国家安全观的科学理论体系、理论品格以及新时代维护和塑造国家安全的根本遵循等四方面内容。其一，坚持总体国家安全观是应对国家安全形势的迫切需要，是完善治国理政方略的现实要求。其二，总体国家安全观的关键在“总体”、核心要义在"十个坚持″，强调必须坚持党对国家安全工作的绝对领导，树立大安全理念，将国家安全贯穿中国特色社会主义事业全局，凝聚全社会合力以防范化解国家安全风险。其三，总体安全观是马克思主义基本原理同中国实际相结合、同中华优秀传统文化相结合的产物，是中国共产党人民在捍卫国家主权、安全、发展利益方面所取得的理论和实践成果，在内容上强调总体性，在立场上体现人民性，在思维上具有前瞻性，在方法上突出系统性，在视野上展现国际性。其四，必须深入贯彻总体国家安全观，坚定不移地走中国特色国家安全道路。

Chen Zhigang, Director of the Research Department for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, affirmed the excellent reports of the two teachers, and at the same time pointed out that a holistic approach to national security is rich in content and involves many aspects. It must be thoroughly understood, grasped, and implemented. It is necessary to deeply understand the epochal significance, theoretical significance, practical significance, and world significance of a holistic approach to national security; deeply understand its core essence, spiritual substance, rich connotations, practical requirements, and scientific methods; strengthen research on major frontier issues; and grasp and study a holistic approach to national security by placing it within
