In the report, Research Fellow Xu Liping provided a detailed introduction to the history, culture, and religion of Southeast Asian countries, systematically presenting their ancient history and the modern history of Western colonization, thereby displaying the rich and varied history and reality of Southeast Asian nations. Xu Liping argued that a comprehensive understanding of the history, culture, and religion of Southeast Asian countries is the prerequisite and foundation for studying their party political development and for China’s interactions and cooperation with them. Xu Liping introduced four current models of party political development in Southeast Asia: First, the model of communist party rule. This model refers to countries where the communist party is the ruling party and the only legal party, holding an absolute advantage, such as Vietnam and Laos. Second, the model of a single party in a dominant position. This model refers to countries where more than one legal party exists, but a single party continuously occupies a dominant position, governing alone for a long period or even ruling alone. This model reflects a “unipolar autonomous form” or “unipolar pluralistic form” of political power structure, typically formed alongside the strong rise of a specific political power group, such as Singapore and Cambodia. Third, the model of multi-party rotation in power. This model refers to countries where more than two legal parties exist, but no party can maintain or even achieve a dominant position, remaining in a state of multi-party coalition and alternating governance for a long time, such as Thailand, Indonesia, Malaysia, the Philippines, and Timor-Leste. Fourth, the model of weak party role. This model refers to countries where party political activities are restricted or even prohibited, making it difficult for parties to play an effective political role. Its characteristic is that the political power group holding the dominant position resorts to paths of power coordination and interest distribution outside party operations, thereby leaving party politics with little room for development, such as Brunei and Myanmar. In the report, Xu Liping elaborated on the impact of current Southeast Asian party politics on diplomacy from three aspects: political polarization and “choosing sides,” electoral politics and pragmatic diplomacy, and identity politics and diplomacy with the Islamic world.

Research Fellow Xu Liping emphasized that although it is not yet possible to determine whether the world has entered a “post-Cold War era,” international conflicts and divisions are more intense than in the past, and how to handle international issues poses a severe test for China’s governance capacity. China and Southeast Asian countries should both conform to the times and stand on the side of the world’s general trend, and should carefully handle differences among parties on key issues. He argued that, given the complex and diverse histories, diverse cultures, and religions of Southeast Asian countries, in order to promote sustainable and healthy development of relations between China and Southeast Asian countries, cooperation in multiple areas such as politics, security, and people-to-people exchanges should be more comprehensively coordinated on the basis of a relationship centered on economic cooperation, so that bilateral relations can proceed steadily and go far.
