Xin Xiangyang pointed out that the in-depth development of the theme education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era throughout the Party is a major deployment made by the Party Central Committee with Comrade Xi Jinping at its core to comprehensively implement the spirit of the 20th National Congress of the CPC [2]2 The 20th National Congress of the CPC was held in October 2022. and to mobilize the entire Party to unite and strive for the accomplishment of the Party's central tasks. All Party members and cadres of the Institute of Marxism must effectively raise their political stance, deeply understand the great significance of carrying out the theme education, earnestly study and implement the spirit of General Secretary Xi Jinping's important speech at the theme education work conference, and effectively enhance their political sense of responsibility and historical mission for carrying out the theme education, supporting the "Two Establishments" [3]3 The "Two Establishments" (两个确立) refers to establishing Xi Jinping and practicing the "Two Upholds" [4] with concrete actions.

辛向阳指出，在全党深入开展学习贯彻习近平新时代中国特色社会主义思想主题教育，是以习近平同志为核心的党中央为全面贯彻党的二十大精神、动员全党同志为完成党的中心任务而团结奋斗所作的重大部署。马研院全体党员干部要切实提高政治站位，深刻认识开展主题教育的重大意义，认真学习贯彻习近平总书记在主题教育工作会议上的重要讲话精神，切实增强抓好主题教育的政治责任感和历史使命感，以实际行动拥护“两个确立”、践行“两个维护”。

Xin Xiangyang emphasized that in carrying out the theme education, it is necessary to accurately grasp the general requirements of "study thought, strengthen Party spirit, emphasize practice, and establish new achievements" [5], adhere to the integration of learning, thinking, and application, and the unity of knowledge, belief, and action, closely anchor the goals and tasks, and comprehensively implement the key measures. The key to carrying out the theme education lies in achieving practical results. Theoretical study must be heartfelt and penetrating, calming down to study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and comprehensively and systematically grasp its scientific system, essential essence, and practical requirements. Investigation and research must seek truth and be practical, simplify forms, precisely select topics, conduct in-depth investigations, study with care, and do a good job in transforming and applying the results, resolutely preventing formalism. The establishment of rules and regulations must be effective and useful, paying more attention to targeting and systematicity, ensuring that all systems are established, implemented, and sustainable. It is necessary to scientifically coordinate, grasp the pace, and push forward the key tasks and measures in depth and substance, ensuring that all work of the theme education is carried out with sound and orderly progress.

辛向阳强调，开展主题教育要准确把握“学思想、强党性、重实践、建新功”的总要求，坚持学思用贯通、知信行统一，紧紧锚定目标任务，全面落实重点措施。开展主题教育，关键是要在求实效上下功夫。理论学习要走心入心，静下心来学习习近平新时代中国特色社会主义思想，全面系统掌握科学体系、精髓要义、实践要求。调查研究要求真求实、简化形式，精准选题、深入调查，用心研究、搞好成果转化运用，坚决防止形式主义。建章立制要管用有效，更加注重针对性和系统性，确保各项制度立得住、落得实、行得远。要科学统筹、把握节奏，推深做实重点任务举措，确保主题教育各项工作有声有色开展、有力有序推进。

Xin Xiangyang emphasized that the primary responsibility for carrying out this theme education well lies with the Party committee, the key lies in leadership, and the focus lies in implementation. Members of the leadership team of the Institute of Marxism must first take the lead in their own education and set an example. All departments and Party branches of the Institute of Marxism must take the lead and demonstrate driving force from the top down. It is necessary to combine the theme education with promoting investigation and research and promoting scientific research work, strengthen the coordination and integration of work, promote it in a coordinated manner, prevent "two separate skins" [6], and coordinate the promotion of theoretical study, investigation and research, promoting development, and inspection and rectification. It is necessary to work hard on consolidating responsibility, on seeking practical results, and on consolidating and expanding, to promote the implementation and refinement of all tasks.

辛向阳强调，开展好这次主题教育，首责在党委，关键在领导，重点在落实。马研院领导班子成员首先抓好自身教育，作出表率。马研院各部门、各党支部要以上率下示范带动。要把主题教育同推动调查研究、推动科研工作结合起来，加强工作统筹衔接，协调推进，防止“两张皮”，统筹抓好理论学习、调查研究、推动发展、检视整改。要在压实责任上下功夫、在务求实效上下功夫、在巩固拓展上下功夫，推动各项任务落实落细。
