4月16日，第九届执政党建设理论与实践论坛在重庆召开，论坛主题为“自我革命和全面从严治党”。论坛由中国社会科学院马克思主义研究院、重庆大学、中国科学院大学、中国社会科学院习近平新时代中国特色社会主义思想研究中心共同主办，中国社会科学院新时代党建研究中心、中国社会科学院马克思主义研究院习近平新时代中国特色社会主义思想研究部、重庆大学马克思主义学院、中国科学院大学马克思主义学院、中国科学院大学党建研究中心联合承办，《马克思主义研究》编辑部、《世界社会主义研究》编辑部协办。来自中国社会科学院、中国科学院大学、中共中央党校（国家行政学院）、清华大学、中国人民大学、重庆大学、兰州大学等单位的180余名专家学者参加论坛，开展深入研讨。来自《党建研究》《探索》《理论探索》《中州学刊》《观察与思考》《广西社会科学》《学习论坛》等期刊的代表莅临论坛指导。

Professor Li Jian, Vice President of Chongqing University, and Zeng Weilun, Deputy Director of the Propaganda Department of the Chongqing Municipal Party Committee and First-Level Inspector, attended the opening ceremony and delivered speeches; Researcher Xin Xiangyang, Party Secretary of the Institute of Marxism at the Chinese Academy of Social Sciences, and Professor Wang Tingda, former head of the Discipline Inspection Group of the Central Commission for Discipline Inspection stationed at the Chinese Academy of Sciences and Dean of the School of Marxism at the University of the Chinese Academy of Sciences, successively delivered speeches and gave keynote addresses.

Researcher Xin Xiangyang, Party Secretary of the Institute of Marxism at the Chinese Academy of Social Sciences, stated in his speech that this forum is a concrete measure by the Institute of Marxism to study and implement the spirit of the 20th National Congress of the CPC and to carry out the thematic education of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The discipline of CPC history and Party building became a first-level discipline last year, marking a favorable opportunity for its rapid development. Xin Xiangyang expressed the hope that the participating experts and scholars would actively engage in exchanges and discussions, contributing wisdom and strength to advancing Party building in the New Era. In his keynote address titled "Chinese-Path Modernization Creates a New Civilization of Human Political Parties," Xin Xiangyang emphasized that the CPC is a great Marxist political party that forever maintains its advanced nature and integrity. Over its history of more than a century, it has continuously relied on its own strength and self-revolution to eliminate various corrupt phenomena and problems within the Party; it always represents the fundamental interests of the broadest majority of the Chinese people and is a pure political party without its own special interests; the CPC is a political party that embraces the world, seeks progress for humanity, and pursues common good for the world. The new path of Chinese-path modernization has not only created a new form of human civilization but also a new civilization of human political parties.

Professor Wang Tingda, former head of the Discipline Inspection Group of the Central Commission for Discipline Inspection stationed at the Chinese Academy of Sciences and Dean of the School of Marxism at the University of the Chinese Academy of Sciences, stated in his speech that the Forum on the Theory and Practice of Ruling Party Building provides an academic platform for experts and scholars to explore the Party's governing experience and laws from multiple perspectives, which is of great significance for further enriching research on Party building theory and practice. In his keynote address titled "Several Issues in the Construction of the Discipline of CPC History and Party Building," Wang Tingda pointed out that the discipline of Party building was born, thrives, and grows strong because of the Party. The construction of the Party building discipline must address the relationship between Party history and Party building, the first-level discipline of CPC history and Party building and its second-level research directions, the relationship between Party history and Party building and the Party's leadership, and the relationship between the discipline of CPC history and Party building and the discipline of Marxist theory. Wang Tingda emphasized that comprehensive and strict governance of the Party is always on the way, and the Party's self-revolution is always on the way. We must unremittingly advance comprehensive and strict governance of the Party in depth, ensuring that the Party forever retains its vigorous vitality and strong combat effectiveness.

中央纪委驻中国科学院纪检组原组长、中国科学院大学马克思主义学院院长王庭大教授在致辞中表示，执政党建设理论与实践论坛为广大专家学者提供了一个从多角度探索党的执政经验和规律的学术平台，对于进一步丰富党的建设与理论研究成果，具有十分重要的意义。王庭大在题为“中共党史党建学科建设中的几个问题”的发言中指出，党建学科因党而生、因党而兴、因党而强，党建学科的建设要解决好党史与党建的关系、党史党建一级学科及二级研究方向、党史党建与党的领导，以及党史党建学科与马克思主义理论学科的关系等问题。王庭大强调，全面从严治党永远在路上，党的自我革命永远在路上，我们要坚持不懈把全面从严治党向纵深推进、确保党永葆旺盛生命力和强大战斗力。

Zeng Weilun, Deputy Director of the Propaganda Department of the Chongqing Municipal Party Committee and First-Level Inspector, pointed out in his speech that, at a time when the entire Party is deeply engaged in the thematic education of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conducting extensive research on "the theory and practice of ruling Party building" is timely. On the new journey of the New Era, we must unswervingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to consolidate the soul, persistently advance comprehensive and strict governance of the Party, and deeply advance the great new project of Party building in the New Era. Zeng Weilun expressed the hope that, based on the thematic education of deeply studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this forum would promote the in-depth development of comprehensive and strict governance of the Party in Chongqing and assist in the research work on ideological and political theory in Chongqing.

This forum featured 13 experts delivering keynote addresses in two groups. The first phase of expert discussions was presided over and commented on by Professor Gu Zhaoming, former Deputy Secretary-General of the Standing Committee of the Shanxi Provincial People's Congress and First-Level Inspector, Researcher Lei Houli, former Vice President of the Guizhou Provincial Academy of Social Sciences, and Researcher Huang Yu, Editor-in-Chief of Observation and Reflection.

Professor Yang Fengcheng, Dean of the School of CPC History and Party Building at Renmin University of China, reviewed the development process of the discipline of CPC history and Party building and provided a detailed explanation of its systematic construction. Professor Qin Xuan, Dean of the Academy of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at Renmin University of China, emphasized that advancing theoretical innovation in Party building in the New Era must revolve around solving the unique challenges of a large Party. Professor Ding Junping from the School of Marxism at Wuhan University, focusing on upholding and strengthening the Party's overall leadership, fully elaborated on the great significance of unwaveringly upholding and strengthening the Party's centralized and unified leadership in the New Era. Professor Liu Jianhui, former Deputy Director of Education at the Party School of the CPC Central Committee, systematically explained the great practice of comprehensive and strict governance of the Party in the New Era from a broad historical perspective. Researcher Gong Yun, Vice President of the Institute of Marxism at the Chinese Academy of Social Sciences, concentrated on elaborating profound reflections on advancing comprehensive and strict governance of the Party in depth in the New Era from four aspects. Researcher Feng Yanli, Vice Director of the Institute of Philosophy at the Chinese Academy of Social Sciences, focusing on the philosophical foundation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, explored how to grasp its worldview and methodology from three aspects. Professor Chen Jinlong, a Changjiang Scholar [1]1 Changjiang Scholar: A prestigious academic title awarded by the Chinese Ministry of Education under the Changjiang Scholars Program, designed to recognize and support leading scholars in higher education institutions. and Dean of the School of Marxism at South China Normal University, based on expanding the research field of CPC history and Party building, highlighted and explained the basic approach to studying Party building from an emotional dimension. Professor He Husheng from the School of Marxism at Renmin University of China, from historical, theoretical, and practical dimensions, profoundly analyzed the internal logic of the CPC leading Chinese-path modernization. Xiong Dongmei, Deputy Party Secretary of Xi'an Medical University, based on the grassroots level, proposed paths and experiences for exploring the deep integration of Party building work and professional work in universities. Researcher Chen Zhigang, Director of the Research Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at the Institute of Marxism of the Chinese Academy of Social Sciences, taking General Secretary Xi Jinping's strategic thought on self-revolution as the research object, comprehensively explained the major contributions of General Secretary Xi Jinping's strategic thought on self-revolution. Professor Du Junhua from the School of Marxism at Chongqing University, taking national security as the starting point, profoundly analyzed the derivation mechanism and prevention paths of political risks from the perspective of Chinese-path modernization.

中国人民大学中共党史党建学院院长杨凤城教授回顾了党史党建学科的发展历程，并对党史党建学科的体系化建设进行了详细阐释。中国人民大学习近平新时代中国特色社会主义思想研究院院长秦宣教授强调，推进新时代党的建设理论创新，必须围绕解决大党独有难题展开。武汉大学马克思主义学院丁俊萍教授围绕坚持和加强党的全面领导，充分阐释了新时代必须毫不动摇坚持和加强党的集中统一领导的重大意义。中共中央党校原副教育长柳建辉教授从大历史视野，系统阐释了新时代全面从严治党的伟大实践。中国社会科学院马克思主义研究院副院长龚云研究员从四个方面出发，集中阐述了新时代推进全面从严治党向纵深发展的深刻思考。中国社会科学院哲学研究所副所长冯颜利研究员着眼于习近平新时代中国特色社会主义思想的哲学基础，从三个方面探讨了如何把握好习近平新时代中国特色社会主义思想的世界观和方法论。教育部长江学者、华南师范大学马克思主义学院院长陈金龙教授立足拓展党史党建研究领域的角度，突出阐释了从情感维度研究党的建设的基本思路。中国人民大学马克思主义学院何虎生教授从历史维度、理论维度、实践维度，深刻剖析了中国共产党领导中国式现代化的内在逻辑。西安医学院党委副书记熊冬梅，立足基层，提出了探索高校党建工作与业务工作深度融合的路径、经验。中国社会科学院马克思主义研究院习近平新时代中国特色社会主义思想研究部主任陈志刚研究员以习近平总书记关于自我革命战略思想为研究对象，全面阐释了习近平总书记关于自我革命战略思想的重大贡献。重庆大学马克思主义学院杜俊华教授以国家安全为出发点，深刻剖析中国式现代化视域下政治风险的衍生机理与防范路径。

This forum established four sub-forums, where participating experts and scholars engaged in in-depth exchanges and discussions around four themes: “Upholding and Strengthening Party Leadership,” “Perfecting the System for Comprehensive and Strict Governance of the Party,” “Using the Party’s Self-Reform to Lead Social Revolution,” and “Innovations in Party Building Practice.” The participating experts and scholars unanimously agreed that the theory and practice of governing party building are the “two sides of one body” of Party building, jointly addressing the major issue of “what kind of long-term governing Marxist party to build and how to build a long-term governing Marxist party” in the New Era and the new journey. They indicated that deepening research on the theory and practice of governing party building in the New Era and the new journey is an important foundation for constructing a Sinicized Marxist party theory system, providing theoretical support for upholding and strengthening the Party’s overall leadership and ensuring the Party always remains the core leadership of the cause of socialism with Chinese characteristics. It is necessary to focus on major theoretical and practical issues of Party building, continuously deepen the understanding of the laws of Party building in the New Era, actively construct the disciplinary system, academic system, and discourse system of the history and building of the Communist Party of China, and strive to produce more substantial and valuable research results.

本次论坛设立四个分论坛，与会专家学者分别围绕“坚持和加强党的领导”“健全全面从严治党体系”“以党的自我革命引领社会革命”“党的建设实践创新”等四个主题，展开深入的交流讨论。与会专家学者一致认为，执政党建设理论与实践是党的建设的“一体两面”，共同回答新时代新征程“建设一个什么样的长期执政的马克思主义政党、怎样建设长期执政的马克思主义政党”重大课题。大家表示，新时代新征程深入推进执政党建设理论与实践研究，是构建中国化的马克思主义政党理论体系的重要基础，为坚持和加强党的全面领导、确保党始终成为中国特色社会主义事业领导核心提供了理论支持。要围绕党的建设重大理论和实际问题，不断深化对新时代党的建设规律的认识，积极构建中共党史党建学科体系、学术体系、话语体系，努力推出更多有分量、有价值的研究成果。
