On the morning of May 13, the “10th Forum on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” was held at the Dalian Banguichui Hotel. This forum was co-hosted by the Institute of Marxism of the Chinese Academy of Social Sciences and Dalian Maritime University, and jointly organized by the Research Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era of the Institute of Marxism of the Chinese Academy of Social Sciences, the School of Marxism of the University of the Chinese Academy of Social Sciences, and the School of Marxism of Dalian Maritime University.

5月13日上午，“第十届习近平新时代中国特色社会主义思想论坛”在大连棒棰岛宾馆举行。本次论坛由中国社会科学院马克思主义研究院、大连海事大学主办，由中国社会科学院马克思主义研究院习近平新时代中国特色社会主义思想研究部、中国社会科学院大学马克思主义学院、大连海事大学马克思主义学院共同承办。

Attending this forum were Xin Xiangyang, Researcher and Secretary of the Party Committee and Director of the Institute of Marxism of the Chinese Academy of Social Sciences; Yuan Ximing, Director of the Theory Division of the Propaganda Department of the Liaoning Provincial Committee of the CPC; Xu Minqiang, Deputy Secretary of the Party Committee of Dalian Maritime University; Song Hongwei, Secretary of the Party Leadership Group of the Dalian Federation of Social Sciences; Zou Wei, Vice Chairman of the Dalian Federation of Social Sciences; as well as over 120 experts and scholars from more than 50 universities and research institutions nationwide, including the Chinese Academy of Social Sciences, Peking University, Zhejiang University, and Wuhan University, who participated in the forum and conducted in-depth discussions around the conference theme. Representatives from media outlets including *Marxist Studies*, *Party Historical Documents*, *Journal of Ideological and Theoretical Education*, *Research on Marxist Theory Disciplines*, *Study and Practice*, *School Party Building and Ideological Education*, *Huxiang Forum*, *Research on Contemporary Chinese Marxism*, *China Education Daily*, *China Youth Online*, *Liaoning Daily*, as well as People’s Publishing House and Social Sciences Academic Press, attended the forum for guidance.

The opening ceremony was presided over by Professor Wu Yunzhi, Dean of the School of Marxism of Dalian Maritime University. Yuan Ximing, Director of the Theory Division of the Publicity Department of the Liaoning Provincial Committee of the CPC, expressed congratulations on the convening of this forum. Yuan Ximing pointed out that, at a time when the entire Party is deeply engaged in studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era through the thematic education campaign, this forum focuses on the theme of "Chinese-Path Modernization and the New Form of Human Civilization," broadly pooling the wisdom and strength of experts and scholars, which is of very great significance. Yuan Ximing emphasized that it is necessary to give full play to the role of philosophy and social sciences in studying and answering major theoretical and practical questions, to help fight and win the "Liaoshen Campaign" of the revitalization of Northeast China and Liaoning in the New Era, and to enhance the political consciousness, theoretical consciousness, and action consciousness of advancing the practice of Chinese-path modernization in Liaoning. [1]1 The "Liaoshen Campaign" was a decisive military campaign of the Chinese Civil War (1945–1949) fought in Liaoning province and surrounding areas. Here it is used metaphorically to refer to the key battle for the revitalization of Northeast China and Liaoning in the current era.

Researcher Xin Xiangyang, Secretary of the Party Committee and Dean of the Academy of Marxism of the Chinese Academy of Social Sciences, introduced in his address the development history, academic influence, and future prospects of the "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Forum." Xin Xiangyang pointed out that the theory of Chinese-path modernization is a major theoretical innovation of the 20th National Congress of the CPC and the latest major achievement of scientific socialism. To comprehensively advance the great rejuvenation of the Chinese nation through Chinese-path modernization, there will still be many arduous and heavy tasks to complete, many difficulties and obstacles, even stormy seas, to overcome, and many new contradictions and challenges to address, so as to better demonstrate to the world the unique charm and advantages of Chinese civilization and empower and enrich human civilization. In his speech titled "The Distinctive Advantages of Chinese-Path Modernization," Xin Xiangyang emphasized that Chinese-path modernization is a leapfrog type of modernization, one that relies on the accumulation of time to drive quantitative growth and ultimately achieve a qualitative leap; Chinese-path modernization is a modernization that uses time to eliminate space, reducing production costs through time savings and spatial restructuring to promote comprehensive economic and social development; Chinese-path modernization is a modernization that increases social mobility to prevent the solidification of social strata, fully stimulating new social vitality to ensure that the overall process of modernization is both orderly and dynamic.

中国社会科学院马克思主义研究院党委书记、院长辛向阳研究员，在致辞中介绍了“习近平新时代中国特色社会主义思想论坛”的发展历程、学术影响和未来前景。辛向阳指出，中国式现代化理论是党的二十大的一个重大理论创新,是科学社会主义的最新重大成果。以中国式现代化全面推进中华民族伟大复兴，还会有很多艰巨繁重的任务需要完成,还会有很多艰难险阻甚至惊涛骇浪需要克服，还会有很多新矛盾、新挑战需要应对，以更好地向世界展示中华文明的独特魅力和优势，为人类文明赋能添彩。辛向阳在题为“中国式现代化的显著优势”的发言中强调，中国式现代化是一种跃迁式的现代化，是靠时间累积推动量的增长，并最终实现质的飞跃的现代化；中国式现代化是一种以时间消灭空间的现代化，是通过时间节约、空间重构来降低生产成本，推动经济社会全面发展的现代化；中国式现代化是以加大社会流动性防止阶层固化的现代化，是通过充分激发新的社会活力，以确保现代化的整体进行既有秩序又有活力。

This forum featured a total of eight experts delivering keynote speeches in two groups. The first phase of expert discussion was chaired by Researcher Chen Zhigang, Director of the Research Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at the Academy of Marxism of the Chinese Academy of Social Sciences, and the second phase of expert discussion was chaired by Zhang Nan, Deputy Editor-in-Chief of the *Journal of Ideological and Theoretical Education*.

本次论坛共有8位专家分两组作大会主题发言，第一阶段专家研讨由中国社会科学院马克思主义研究院习近平新时代中国特色社会主义思想研究部主任陈志刚研究员主持，第二阶段专家研讨由《思想理论教育导刊》副主编张楠主持。

In the first phase of keynote speeches, Professor Luo Yuting, former Deputy Secretary of the Party Committee of Wuhan University, elaborated on "The Original Contributions of Chinese-Path Modernization to Human Civilization," pointing out that Chinese-path modernization has created a new form of socialist civilization, a new form of harmonious development civilization, a new form of technology-led civilization, and a new form of people-centered civilization. Professor Liu Tongfang, Dean of the School of Marxism at Zhejiang University, with the title "Advancing Common Prosperity in the Process of Chinese-Path Modernization," conducted an in-depth analysis around three aspects: how to position the promotion of common prosperity in the new journey, how to understand the "social nature" of common prosperity, and how to improve the policy system based on "social common prosperity." Professor Chen Peiyong, Vice Dean of the School of Marxism at Peking University and Deputy Editor-in-Chief of *Research on Contemporary Chinese Marxism*, profoundly argued the important proposition of "How the New Form of Human Civilization Is Created" from the perspectives of the leadership of the CPC, the regulation and guidance of capital, the mode of material production, and the exchange and mutual learning of civilizations. Researcher Li Jianguo, Director of the Editorial Department of *Studies on Marxism*, argued that Chinese-path modernization adheres to the principal position of the people, continuously meets the people's needs for a better life, promotes the comprehensive development of individuals and common prosperity for all people, pays attention to the harmonious coexistence between humans and nature, and focuses on the peaceful development of humanity, possessing a distinct people's standpoint, which is well reflected in the Party's guiding ideology, amendments to the Party Constitution, and reports to the National Congress of the CPC.

在主题发言第一阶段，武汉大学原党委副书记骆郁廷教授阐释了“中国式现代化对人类文明的独创性贡献”，指出中国式现代化创造了社会主义文明新形态、创造了和谐发展文明新形态、创造了科技引领文明新形态、创造了人民中心文明新形态。浙江大学马克思主义学院院长刘同舫教授以“在中国式现代化进程中推进共同富裕”为题，围绕推进共同富裕在新征程中如何定位、如何理解共同富裕的“社会性”、如何立足“社会共同富裕”完善政策体系等三个方面进行深入剖析。北京大学马克思主义学院副院长、《当代中国马克思主义研究》副主编陈培永教授从中国共产党的领导、资本的规制引导、物质生产方式、文明交流互鉴等方面深刻论证了“人类文明新形态何以创造”这一重要命题。《马克思主义研究》编辑部主任李建国研究员认为，中国式现代化坚持人民主体地位，不断满足人民对美好生活的需要，推动人的全面发展和全体人民共同富裕，关注人与自然的和谐共生，关注人类的和平发展，具有鲜明的人民立场，这在党的指导思想、党章修改和党的全国代表大会报告中都有很好的体现。

In the second phase of keynote speeches, Researcher Chen Zhigang, Director of the Research Department of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at the Academy of Marxism of the Chinese Academy of Social Sciences, provided a profound explanation of "Where the New Form of Human Civilization Is 'New'" from the aspects of the relationship between the new form of human civilization and fine traditional Chinese culture, its relationship with traditional socialism, and its relationship with capitalism. Professor Xie Xiaojuan, Dean of the School of Marxism at Liaoning University, pointed out that common prosperity for all people is a significant distinction between Chinese-path modernization and Western modernization, and that it is necessary to fully leverage and mobilize the initiative and activity of all people to provide leadership, institutional guarantees, and spiritual strength for achieving common prosperity for all people. Professor Wang Xisheng from the School of Marxism at Anhui Normal University, starting from the relationship between Chinese-path modernization and the modernization of the Chinese people, conducted an in-depth analysis of issues such as the Chinese characteristics of Chinese-path modernization, the common features of the modernization of people, and the inherent traits of the modernization of the Chinese people. Professor Xing Wenli, Secretary of the Party Committee of the School of Marxism at Dalian Maritime University, through comparisons of the historical development stages of modernization and analysis of relevant data, deeply elaborated on the historical process and main characteristics of Chinese-path modernization, emphasizing that the development of Chinese-path modernization must not only follow the general laws of modernization but also conform to the country's actual conditions and highlight its national characteristics.

在主题发言第二阶段，中国社会科学院马克思主义研究院习近平新时代中国特色社会主义思想研究部主任陈志刚研究员，从人类文明新形态与中华优秀传统文化的关系、与传统社会主义的关系、与资本主义的关系等方面对“人类文明新形态‘新’在何处”作出深刻阐释。辽宁大学马克思主义学院院长谢晓娟教授指出全体人民共同富裕是中国式现代化与西方现代化的显著区别，要充分发挥和动员全体人民的积极性和主动性，为实现全体人民共同富裕提供领导力量、制度保障和精神力量。安徽师范大学马克思主义学院王习胜教授从中国式现代化与中国人的现代化关系出发，对中国式现代化的中国特色、人的现代化的共同特征和中国人的现代化内在特质等问题进行了深入分析。大连海事大学马克思主义学院党委书记邢文利教授通过现代化历史发展阶段的对比和相关数据分析，深入阐释了中国式现代化的历史进程及主要特征，强调中国式现代化发展既要遵循现代化一般规律，更要符合本国实际，彰显本国特色。

This forum established four sub-forums, which conducted in-depth exchanges and discussions around four themes: “The Historical Contribution of Chinese-Path Modernization to the New Form of Human Civilization,” “Theoretical and Practical Innovations in Chinese-Path Modernization,” “The Philosophical Implications of Chinese-Path Modernization,” and “Chinese-Path Modernization and the Construction of a Maritime Power.” The participating experts and scholars unanimously agreed that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the Marxism of contemporary China and the Marxism of the 21st century, is the essence of Chinese culture and the Chinese spirit, has achieved a new leap in adapting Marxism to the Chinese context and the needs of the times, and has drawn a grand blueprint for comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. They expressed that we must comprehensively study and grasp Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively and systematically master the basic viewpoints and scientific system of this thought, properly grasp the worldview and methodology of this thought, and adhere to and apply the positions, viewpoints, and methods that run through it. We must focus on the major theoretical and practical issues of Chinese-path modernization construction, continuously deepen the understanding of the laws of Chinese-path modernization construction, actively construct the theoretical framework and discourse system of the Chinese-path modernization path, and strive to produce more research results of weight and value.

本次论坛设置了四组分论坛，分别围绕“中国式现代化对人类文明新形态的历史贡献”“中国式现代化的理论与实践创新”“中国式现代化的哲学意蕴”“中国式现代化与海洋强国建设” 等四个主题，展开深入的交流讨论。与会专家学者一致认为，习近平新时代中国特色社会主义思想是当代中国马克思主义、21世纪马克思主义，是中华文化和中国精神的时代精华，实现了马克思主义中国化时代化新的飞跃，擘画了全面建设社会主义现代化国家、以中国式现代化全面推进中华民族伟大复兴的宏伟蓝图。大家表示，我们要全面学习领会习近平新时代中国特色社会主义思想，全面系统掌握这一思想的基本观点、科学体系，把握好这一思想的世界观、方法论，坚持好、运用好贯穿其中的立场观点方法。要围绕中国式现代化建设的重大理论和实际问题，不断深化对中国式现代化建设规律的认识，积极构建中国式现代化道路的理论框架和话语体系，努力推出更多有分量、有价值的研究成果。

The closing ceremony of the forum was presided over by Professor Wu Yunzhi, Dean of the School of Marxism, Dalian Maritime University. Representatives from each sub-forum delivered exchange speeches, and Researcher Dai Lixing, Deputy Director of the Research Department on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Institute of Marxism, Chinese Academy of Social Sciences, gave the forum summary. Dai Lixing pointed out that this forum achieved fruitful results. Through the enthusiastic exchanges and discussions, it broadened academic horizons, consolidated consensus, deepened the understanding of major theoretical and practical issues such as Chinese-path modernization and the new form of human civilization, and built a bridge of communication and friendship for mutual learning and mutual reference among scholars.
