Deeply Understanding the Spirit of General Secretary Xi Jinping’s Important Speech on Cultural Heritage and Development

Studying, publicizing, and implementing the spirit of General Secretary Xi Jinping’s important speech is the primary political task, theoretical task, and academic task of the Chinese Academy of Social Sciences for the current period and for some time to come. In order to thoroughly advance this work, in accordance with the notice requirements of the Leading Group Office for Thematic Education of the Chinese Academy of Social Sciences and the deployment arrangements of the Party Committee of the Academy of Marxism, on the afternoon of June 15, 2023, all Party members, activists, and scientific research personnel of the International Communist Movement Research Department held a study and exchange activity in Conference Room 1237 of the Academy of Marxism. The focus was on conveying and studying the spirit of General Secretary Xi Jinping’s speech at the Symposium on Cultural Heritage and Development in Beijing (June 2), and in-depth study and exchange were conducted in conjunction with relevant chapters from *Selected Readings from the Works of Xi Jinping* (Volumes I and II), *Excerpts from Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era*, and *Study Outline for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era (2023 Edition)*. This study activity was presented by representatives from the Research Office of the History of International Communist Movements, the Research Office of Contemporary World Socialism, and the Research Office of Contemporary World Capitalism. All participants engaged in full exchange and in-depth discussion, achieving the expected study outcomes.

学习宣传贯彻习近平总书记重要讲话精神，是中国社会科学院当前和今后一个时期首要政治任务、理论任务和学术任务。为了深入贯彻落实此项工作，根据中国社科院主题教育领导小组办公室通知精神和马研院党委部署安排，2023年6月15日下午，国际共运研究部全体党员、积极分子及科研人员在马研院1237会议室召开学习交流活动，重点传达学习了习近平总书记在北京出席文化传承发展座谈会上的讲话精神（6月2日），并结合《习近平著作选读》（第一卷、第二卷）《习近平新时代中国特色社会主义思想专题摘编》《习近平新时代中国特色社会主义思想学习纲要（2023年版）》中的相关篇目进行了深入学习交流。本次学习活动由国际共产主义运动史研究室、当代世界社会主义研究室、当代世界资本主义研究室代表主讲，全体与会人员充分交流，深入讨论，取得了预期的学习效果。

Party Branch Secretary Researcher Pan Jin’e first led everyone in earnestly studying the spirit of General Secretary Xi Jinping’s important speech at the Symposium on Cultural Heritage and Development, studying the article “The Action Program for Building the Modern Civilization of the Chinese Nation” written by the Party Group of the Chinese Academy of Social Sciences, as well as the article “The Second Integration Is Another Ideological Emancipation” written by Researcher Xin Xiangyang, Secretary of the Party Committee of the Academy of Marxism. She then put forward several requirements for the International Communist Movement Research Department to continue deepening the study

支部书记潘金娥研究员首先带领大家认真学习了习近平总书记在文化传承发展座谈会上发表重要讲话精神，学习了中共中国社会科学院党组撰写的《建设中华民族现代文明的行动纲领》以及马研院党委书记辛向阳研究员撰写的《“第二个结合”是又一次思想解放》两篇文章，并就国际共运研究部继续加强对习近平新时代中国特色社会主义思想的深入学习提出了几点要求：

一是要强化党员干部“第一身份”意识和政治机关意识，继续深化对《习近平著作选读》（第一卷、第二卷）、《习近平新时代中国特色社会主义思想专题摘编》《习近平新时代中国特色社会主义思想学习纲要（2023年版）》《习近平新时代中国特色社会主义思想的世界观和方法论专题摘编》《论党的自我革命》的学习，尤其要跟进对习近平总书记最新重要讲话精神和文章的学习；二是要紧密结合国际共运学科发展，在相关的课题研究工作中深入领会习近平新时代中国特色社会主义思想精髓，做好相关研究和宣传阐释工作；三是要结合7月份计划开展的学科调研工作，深化对习近平新时代中国特色社会主义思想的学习。在学习调研中坚持问题导向，增强问题意识，把问题找准、把对策提实，争取形成高质量的调研成果。

Li Kaixuan, Yu Hui, and Wang Zifeng, three young comrades from the International Communist Movement Research Department, shared their learning experiences in conjunction with the content of the report from the first lecture of the Chinese Academy of Social Sciences Youth Lecture Hall on the afternoon of June 14, “Promoting Academic Spirit, Continuing the Historical Context.” They unanimously agreed that Researcher Zhang Haipeng’s report, which combined his work experience to explain how he learned and applied historical materialism in historical research, broadened their academic horizons and strengthened their stance of pursuing scholarship for the people. As a youth of the social sciences, one must closely integrate theory with reality in study and work, and actively offer suggestions and advice for the Party and the state.

国际共运研究部李凯旋、遇荟、王子凤三位青年同志结合6月14日下午中国社科院青年大讲堂第一讲《弘扬学术精神 赓续历史文脉》的报告内容，分享了学习心得。她们一致认为，张海鹏研究员结合工作经历对其如何在历史研究中学习与运用唯物史观的报告，拓展了学术视野，坚定了为人民做学问的立场。作为一名社科青年，要在学习与工作中，将理论与现实紧密结合，积极为党和国家献言献策。

Subsequently, Wang You from the International Communist Movement History Research Office, combining the piece “We Must Persevere in Advancing the Great New Project of Party Building” from *Selected Readings from the Works of Xi Jinping (Volume II)*, profoundly explained from the perspective of the history of the international communist movement why “strengthening Party leadership is the fundamental guarantee for upholding and developing socialism with Chinese characteristics in the New Era” and “why, to build the Party well, we must grasp the ‘key minority’.” The discussion combined history and theory, presenting a novel argument.

随后，国际共运史研究室王游结合《习近平著作选读（第二卷）》中《推进党的建设新的伟大工程要一以贯之》这一篇目，从国际共产主义运动史的视角，深刻阐释了为什么“加强党的领导是新时代坚持和发展中国特色社会主义的根本保证”“为什么要把党建设好，就必须抓住‘关键少数’”等问题。史论结合，论述新颖。

Li Kaixuan from the Contemporary World Capitalism Research Office primarily engaged with everyone by combining the pieces on the inheritance and development of civilization and culture from *Selected Readings from the Works of Xi Jinping (Volumes I and II)*. She believed that, as a youth of the social sciences, one must strengthen cultural confidence, uphold openness and inclusiveness, and while inheriting and developing fine traditional Chinese culture, also promote the localization of foreign cultures. With the integrity and sharpness of upholding fundamental principles and breaking new ground, one should continue the historical context and write a contemporary chapter.

当代世界资本主义研究室李凯旋主要结合《习近平著作选读》（第一卷、第二卷）有关文明文化传承发展的篇目与大家进行交流。她认为，作为社科青年要坚定文化自信、秉持开放包容，在传承发展中华优秀传统文化同时，促进外来文化本土化，以守正创新的正气和锐气，赓续历史文脉，谱写当代华章。

Long Mengyao from the Contemporary World Socialism Research Office elaborated by combining the pieces on the digital economy from *Selected Readings from the Works of Xi Jinping (Volumes I and II)*. She pointed out that General Secretary Xi Jinping’s important discourse on the digital economy is the theoretical crystallization of the practice of promoting the development of China’s digital economy in the New Era, and is a theoretical innovation achievement imbued with the logic of Marxist political economy thought. At the same time, it is also the result of General Secretary Xi Jinping’s in-depth observation, reflection, and practice regarding the digital economy in his long-term work practice. From “Digital Fujian” and “Digital Zhejiang” to a cyber power and Digital China, General Secretary Xi Jinping, starting from China’s national conditions, has discerned the general trend of digital economy development, profoundly recognizing that the digital economy is an important industrial high ground that countries around the world are competing for today, and that developing the digital economy must follow its inherent development laws. This scientifically answers questions such as “what is the digital economy and how to develop the digital economy.” This fully conforms to the Marxist epistemology of “practice—cognition—re-practice—re-cognition.”

当代世界社会主义研究室龙萌瑶结合《习近平著作选读》（第一卷、第二卷）有关数字经济的篇目进行阐述。她指出，习近平总书记关于数字经济重要论述是新时代推动我国数字经济发展实践的理论结晶，是贯穿着马克思主义政治经济学思想逻辑的理论创新成果；同时也是习近平总书记在长期工作实践中，对数字经济进行深入观察、思考和实践的成果。从“数字福建”“数字浙江”到网络强国、数字中国，习近平总书记从中国国情出发，洞察数字经济发展大势，深刻认识到数字经济是当今世界各国争夺的重要产业高地，发展数字经济必须遵循其内在的发展规律，科学回答了“什么是数字经济，如何发展数字经济”等问题。这完全符合“实践—认识—再实践—再认识”的马克思主义认识论。

Each research office engaged in a lively discussion around the speeches of the aforementioned teachers, exchanging their respective learning experiences. Finally, Researcher Yuan Xiuli, Deputy Secretary of the Party Branch of the International Communist Movement Research Department, summarized this themed learning activity. She emphasized that in future studies, it is necessary to continue to raise political standing, deeply understand the great significance of carrying out the themed education, earnestly study and implement the spirit of General Secretary Xi Jinping’s important speech at the themed education work conference, and effectively enhance the political sense of responsibility and historical mission for grasping the themed education, supporting the “Two Establishments” and practicing the “Two Upholds” with concrete actions.

各研究室围绕上述老师的发言，进行了热烈讨论，交流了各自的学习体会。最后，国际共运研究部党支部副书记苑秀丽研究员对本次主题学习活动进行总结。她强调，在今后的学习中，要继续提高政治站位，深刻认识开展主题教育的重大意义，认真学习贯彻习近平总书记在主题教育工作会议上的重要讲话精神，切实增强抓好主题教育的政治责任感和历史使命感，以实际行动拥护“两个确立”、践行“两个维护”。
