“Report on the Development of the International Communist Movement (2022–2023)” New Book Launch and Symposium on New Trends in the Development of the International Communist Movement Convened

On 24 March 2024, the new book launch for the *Report on the Development of the International Communist Movement (2022–2023)* and the symposium on new trends in the development of the international communist movement were convened via video link. The agenda comprised three items: first, the launch of the new Yellow Book of the International Communist Movement, *Report on the Development of the International Communist Movement (2022–2023)*; second, a discussion of new trends in the development of the international communist movement since 2023; and third, soliciting opinions from guiding experts on the first draft of the 2023–2024 Yellow Book of the International Communist Movement.

2024年3月24日，《国际共产主义运动发展报告(2022-2023)》新书发布暨国际共产主义运动发展新态势研讨会通过视频方式召开。会议主题包括三项：一是对国际共运黄皮书《国际共产主义运动发展报告（2022-2023）》新书进行发布；二是就2023年以来的国际共运发展新态势进行研讨；三是对2023-2024年国际共运黄皮书初稿征求指导专家的意见。

Xin Xiangyang, Secretary of the Party Committee and Director of the Academy of Marxism of the Chinese Academy of Social Sciences (CASS), delivered an address, and Ji Xiangde, President of the Social Sciences Academic Press (SSAP), launched the new book. More than forty participants attended the meeting, including specialists and scholars in the field of the international communist movement and authors of the Yellow Book from CASS, the International Department of the Central Committee of the CPC, the Institute of Party History and Literature of the Central Committee of the CPC, the Party School of the Central Committee of the CPC (National Academy of Governance), Shandong University, the Shanghai Academy of Social Sciences, Central China Normal University, Guangxi University, Yunnan University, and Soochow University.

中国社会科学院马克思主义研究院党委书记、院长辛向阳作了致辞，社会科学文献出版社社长冀祥德发布新书。来自中国社会科学院、中共中央联络部、中共中央党史和文献研究院、中共中央党校（国家行政学院）、山东大学、上海社会科学院、华中师范大学、广西大学、云南大学和苏州大学等国际共运学科专家学者以及黄皮书作者共计40余人参加了本次会议。

The first session of the meeting consisted of leadership addresses, the new book launch, and keynote reports. It was chaired by Professor Lin Jianhua, Deputy Director of the Academy of Marxism of CASS.

In his address, Secretary Xin Xiangyang pointed out that at present, the changes unseen in a century are accelerating, the world is undergoing changes unseen in a century, the international landscape and international system are undergoing profound adjustment, the balance of international forces is undergoing major changes, and many new circumstances and new features have emerged in the international communist movement and world socialism. Grasping the current development trends of the international communist movement has important theoretical and practical significance for deeply understanding the essential characteristics of the relationship between the two systems of socialism and capitalism and the stage of development of world socialism, and for grasping the historical position of socialism with Chinese characteristics. Comprehensively tracking, studying, and grasping the new trends and new features of the current international communist movement and world socialism is the mission and responsibility of scholars in the discipline of the international communist movement and of Marxist theory, and it is also the most important purpose of our compilation and publication of the “Yellow Book of the International Communist Movement.” On behalf of the editorial board, Secretary Xin Xiangyang also expressed heartfelt thanks to the guiding experts of the Yellow Book of the International Communist Movement for their meticulous guidance over the past few years, and expressed confidence that, with the guidance of the guiding experts and the support of authors from fraternal institutions across the country, the Yellow Book of the International Communist Movement will continue to improve.

辛向阳书记在致辞中指出，当前，百年未有之大变局加速演进，世界正经历百年未有之大变局，国际格局和国际体系深刻调整，国际力量对比发生重大变化，国际共产主义运动和世界社会主义出现许多新情况新特点，把握好当前国际共产主义运动发展态势，对于深刻认识社会主义和资本主义两制关系和世界社会主义发展阶段的本质特征、对于把握中国特色社会主义的历史方位，具有重要的理论和现实意义。全面跟踪研究和把握当前国际共产主义运动、世界社会主义发展新态势、新特征，是国际共运学科和马克思主义理论学者的使命和责任担当，也是我们编写出版“国际共运黄皮书”最重要目的。辛向阳书记代表编委会还对国际共运黄皮书指导专家们过去几年来对国际共运黄皮书的悉心指导表示衷心感谢，并相信在指导专家们的指导和来自国内各兄弟院校作者们的支持下，国际共运黄皮书一定会越办越好。

Ji Xiangde, Secretary of the Party Committee and President of the Social Sciences Academic Press, launched the *Yellow Book of the International Communist Movement (2022–2023)* on behalf of the publisher, and extended warm congratulations to the research and compilation unit, the Academy of Marxism of CASS, to the two chief editors, Xin Xiangyang and Researcher Pan Jine, and to all the authors. President Ji Xiangde pointed out that, relying on the profound academic accumulation of the Academy of Marxism of CASS, the Yellow Book of the International Communist Movement has, since its first publication in 2019, consistently maintained high-quality academic research and compilation, promptly tracking and releasing the latest developments in the international communist movement and world socialism each year. This provides important theoretical support and guidance for deepening the understanding of the concept of communism across all sectors of society, promoting the comprehensive progress of human society, revealing the laws of social development, and strengthening international exchange and cooperation.

社会科学文献出版社党委书记、社长冀祥德代出版方发布了《国际共产主义运动黄皮书（2022-2023）》，并对研创单位中国社会科学院马克思主义研究院，对两位主编辛向阳、潘金娥研究员和各位作者表示热烈祝贺。冀祥德社长指出，依托中国社会科学院马克思主义研究院深厚的学术积淀，国际共运黄皮书自2019年首次出版以来，始终保持高质量的学术研创，及时跟踪和发布每年国际共产主义运动和世界社会主义发展的最新动态，对于深化社会各界对共产主义理念的理解，推动人类社会的全面进步，揭示社会发展的规律，以及加强国际间的交流与合作，提供了重要的理论支持和指导。

The Yellow Book of the International Communist Movement, *Report on the Development of the International Communist Movement (2022–2023)*, was published by the Social Sciences Academic Press in December 2023. It is the fifth volume in the annual series of Yellow Books of the International Communist Movement. This research report promptly tracks new trends in the development of the international communist movement and world socialism, focuses on important commemorative events and major issues in the history of the international communist movement, deeply analyzes new changes in the development of capitalism, and systematically elaborates on the reform and construction practices of socialist countries as well as new dynamics of foreign communist parties. Since 2022, English, Italian, and Vietnamese editions of the Yellow Book of the International Communist Movement have been published in Italy and Vietnam respectively. Over the past few years, the Yellow Book of the International Communist Movement has received high recognition from peers both domestically and internationally. It is acknowledged that this book is of great significance for promoting the development of the discipline of the international communist movement, and it has become a landmark achievement in this discipline and one of the flagship products and high-quality outcomes of the Academy of Marxism of CASS.

国际共运黄皮书《国际共产主义运动发展报告（2022-2023）》于2023年12月由社会科学文献出版社出版，是国际共运黄皮书年度系列报告的第五本。该研究报告及时跟踪国际共产主义运动和世界社会主义发展新态势，关注国际共产主义运动史上的重要纪念事件、重大问题，深刻剖析资本主义发展新变化，系统阐释社会主义国家改革、建设实践以及国外共产党的新动态。2022年起，国际共运黄皮书的英文版、意大利文版和越南语版分别在意大利和越南出版发行。几年来，国际共运黄皮书获得了国内外同行的高度认可，肯定本书对推动国际共运学科发展具有重要意义，已成为本学科的标志性成果和中国社会科学院马克思主义研究院的拳头产品和精品成果之一。

The second content of the symposium was keynote reports. Researcher Chai Shangjin from the International Department of the Central Committee of the CPC and Professor Hu Zhenliang from the Party School of the Central Committee of the CPC (National Academy of Governance) delivered speeches on the new trends in the development of the current international communist movement.

研讨会的第二个内容是主旨报告，中共中央联络部柴尚金研究员、中共中央党校（国家行政学院）胡振良教授就当前国际共产主义运动发展新态势作了发言。

Researcher Chai Shangjin spoke around the impact of the Russia-Ukraine conflict and the Israel-Palestine conflict on the world pattern. He pointed out that the Russia-Ukraine conflict and the Israel-Palestine conflict are landmark events indicating a turning-point change in the international pattern over the more than thirty years since the drastic changes in the Soviet Union and Eastern Europe [1]1 The “drastic changes in the Soviet Union and Eastern Europe” (苏东剧变) refers to the collapse of communist regimes in the Soviet Union and Eastern European countries between 1989 and 1991, ending the Cold War bipolar order.. They have brought a huge impact on the world economy and globalization, resulting in obvious spillover effects and accelerating the evolution of the world pattern. The turning-point changes in relations among major powers such as Russia and the United States, Russia and Europe, China and Russia, and China and the United States will have a profound impact on the world pattern. This is an important component of the current changes unseen in a century, and will also profoundly change the adjustments and increase internal divisions among communist parties and left-wing forces in various countries. Differences in views among various parties on the two conflicts may induce greater internal splits. Communist parties and left-wing political parties in developing countries highly praise socialism with Chinese characteristics, and their ties with the CPC are increasingly close.

柴尚金研究员围绕俄乌冲突、巴以冲突对世界格局的影响做了发言。他指出，俄乌冲突和巴以冲突是苏东剧变30多年来国际格局发生转折性变化的标志性事件，给世界经济和全球化带来巨大冲击，造成的外溢效应很明显，加剧了世界格局的演变。俄国和美国、俄国和欧洲、中国和俄国、中国和美国等这些大国关系的转折性变化对世界格局将会产生深远影响，是当今百年未有之大变局中重要内容，同时也将深刻改变各国共产党和左翼力量的调整、内部分歧加大。各党对两大冲突的看法存在分歧会诱发更大的内部分裂。发展中国家共产党和左翼政党高度赞扬中国特色社会主义，与中共的联系日益密切。

Professor Hu Zhenliang delivered a keynote report titled “A New Awakening of Marxism – Adapting Marxist Civilizational Theory to the Chinese Context and the Needs of the Times.” He pointed out that the issue of socialism and modernization is not only an important topic of high concern to our Party, but also a hot issue in the discipline of the international communist movement. Excellent traditional Chinese culture not only aligns with Marxism, but can actually give Marxism new connotations, new content, and new nourishment, promoting the development of Marxism towards the 21st century. Today, we must proceed from reality and understand the theoretical system of Marxism holistically from the height of civilization, and develop the Marxist theoretical system. Professor Hu Zhenliang emphasized the need to systematically excavate and sort out the basic connotations of Marxist civilizational theory, solve the problem of adapting Marxist civilizational theory to the Chinese context and the needs of the times, advance our Party’s theoretical innovation, and make it systematic and academic.

胡振良教授以“马克思主义的新觉醒——马克思主义文明理论的中国化时代化”为题发表了主旨报告。他指出，社会主义与现代化问题不仅是我们党高度关注的重要议题，同时也是国际共运学科的热点问题。中国优秀传统文化与马克思主义不仅契合，而且中国优秀传统文化实际上能够给马克思主义以新的内涵、新的内容、新的养分，推动马克思主义向21世纪发展。我们今天要从实际出发，从文明的高度整体地认识马克思主义的理论体系，发展马克思主义理论体系。胡振良教授强调，要系统挖掘和梳理马克思主义文明理论的基本内涵，解决马克思主义文明理论中国化时代化问题，推进我们党的理论创新，并使其系统化、学理化。

The third item of the meeting was the review and guidance by experts of the Guiding Committee of the Yellow Book of the International Communist Movement on the first drafts of the various reports in the 2023–2024 Yellow Book of the International Communist Movement. The authors of the eighteen sub-reports of the Yellow Book briefly elaborated from three aspects: writing ideas, main viewpoints, and issues requiring resolution. The guiding experts provided comments and guidance on each report one by one. Participants also included doctoral and master’s students from the aforementioned universities. It is expected that the sixth volume of the Yellow Book of the International Communist Movement – *Report on the Development of the International Communist Movement (2023–2024)* – will be published by the Social Sciences Academic Press in August 2024.

会议的第三项内容是国际共运黄皮书指导委员会专家对2023-2024年国际共运黄皮书各篇报告初稿进行点评与指导。十八篇黄皮书分报告的作者从写作思路、主要观点以及需要解决的问题三个方面作了简要阐述，指导专家对报告进行了逐一点评和指导。与会者还包括来自上述高校的博士生和研究生。预计，国际共产主义运动黄皮书第六册——《国际共产主义运动发展报告（2023-2024）》将由社会科学文献出版社于2024年8月出版。

Researcher Pan Jine, Director of the Research Department of the International Communist Movement at the Academy of Marxism of CASS and Chief Editor of the Yellow Book of the International Communist Movement, chaired the concluding session of the meeting. She stated that through the half-day discussion, we have gained a comprehensive and concise understanding of the hot issues and overall trends in the development of the discipline of the international communist movement over the past year or more, and are more confident in completing this year’s Yellow Book of the International Communist Movement. She also expressed the hope that, through the platform of compiling the Yellow Book of the International Communist Movement, a group of young scholars can be trained and cultivated, continuing the talent pool for our country’s discipline of the international communist movement. Finally, Researcher Pan Jine expressed sincere thanks to the guiding experts for their strong support over the years and to all the authors for their participation!
