The Joint Party Branch of the CASS Academy of Marxism’s Periodical and Network Center and the Chinese Historical Materialism Association Holds a Study Meeting on Party Discipline Education

On the afternoon of July 11, 2024, the Joint Party Branch of the Periodical and Network Center of the Chinese Academy of Social Sciences (CASS) Academy of Marxism and the Chinese Historical Materialism Association convened a study meeting on Party discipline education in Conference Room 1237. Party members and non-Party comrades from the Periodical and Network Center jointly participated in this meeting. Comrade Luo Wendong, Secretary of the Party Committee of the Academy of Marxism, attended the meeting and offered guiding opinions on editorial work, the cultivation of Party spirit among editorial personnel, compliance with rules and discipline, and the building of a talent team.

In the first phase of the meeting, Comrade Zhang Jiangang, Secretary of the Party Branch, delivered a vivid and practically relevant Party lesson under the title “Forging an Iron Army of Editors at the Academy of Marxism with Strict Discipline and Excellent Professional Skills.” He emphasized that, as periodical and network editorial workers, one must first love the editorial post and cultivate a noble editorial spirit. Specifically, this entails a scientific spirit of pursuing truth, a service spirit of serving readers, a spirit of dedication “making bridal gowns for others,”[1]1 “Making bridal gowns for others” is a Chinese idiom referring to the selfless work of editors who polish and improve others’ writings without taking personal credit. a spirit of professionalism that strives for excellence, and an innovative spirit that keeps pace with the times. Second, one must solidify one’s academic foundation and cultivate outstanding editorial capabilities. An excellent editor should possess a high ability to appraise articles, an insight that cuts to the heart of problems, the guidance ability to propose revision suggestions, the dialogical ability to engage in academic discussions with authors, the planning ability for important topics, and a strong capacity for political judgment. Third, one must expand one’s knowledge reserves and raise one’s level of Marxist theory. To become an excellent editor, one must systematically study professional knowledge, become familiar with the classic works of one’s field, firmly grasp the basic theories of one’s field, and deeply understand the academic frontiers of one’s field. Fourth, one must uphold academic integrity and resolutely reject articles based on personal connections or relationships. To truly achieve this, one relies on institutions, second on self-discipline, third on faith, and fourth on discipline. We must always place Party discipline in the forefront, firmly uphold the “Two Establishments,”[2]2 The “Two Establishments” (两个确立) resolutely achieve the “Two Upholds,”[3] implement our Academy’s “Three Consensuses” and “Three Commitments,”[4] and forge the editorial team of the Academy of Marxism into an iron army of editors with strict discipline and excellent professional skills.

会议第一阶段，支部书记张建刚同志以“锻造一支纪律严明、业务精良的马研院编辑铁军”为题给大家上了一堂生动的、密切联系工作实际的党课。他强调，身为期刊网络编辑工作者，首先要热爱编辑岗位、培养高尚的编辑精神，具体而言要有追求真理的科学精神、服务读者的服务精神、“为他人作嫁衣”的奉献精神、精益求精的敬业精神、与时俱进的创新精神。二是要打牢学术功底，培养卓越的编辑能力。作为一名优秀的编辑，应当具备高超的文章鉴赏能力、直击问题要害的洞察能力、提出修改意见的指导能力、与作者进行学术讨论的对话能力、重要选题的策划能力以及较强的政治判断能力。三是要扩大知识储备，提高马克思主义理论水平。要成为一个优秀的编辑，必须系统学习专业知识，必须熟悉本专业的经典著作，必须牢牢掌握本专业的基本理论，必须深入了解本专业领域的学术前沿。四是要坚守学术底线，坚决杜绝人情稿、关系稿。要真正做到这一点一靠制度，二靠自律，三靠信仰，四靠纪律。我们要时刻把党纪挺在前，坚定拥护“两个确立”，坚决做到“两个维护”，落实我院“三项共识”、“三项承诺”，把马研院的编辑队伍打造成纪律严明、业务精良的编辑铁军。

Subsequently, Comrade Li Jianguo, Deputy Secretary of the Party Branch; Comrade Wang Zhongbao, Discipline Inspection Committee member; Comrade Zhang Wei, Organization Committee member; and Comrade Wang Yi, Publicity Committee member, respectively led everyone in studying the “Ten Prohibitions for Clean Conduct of Editorial Personnel at the Chinese Academy of Social Sciences,” the “Ten Prohibitions for Strict Compliance with Discipline by Staff of the Chinese Academy of Social Sciences,” the provisions closely related to editorial work in the “Regulations of the Communist Party of China on Disciplinary Punishment,”[5] and important concepts such as the “Three Commitments,” “Three Consensuses,” “Three Actions,” and “Three Measures.”[6]

随后，支部副书记李建国同志、纪检委员王中保同志、组织委员张伟同志、宣传委员王艺同志分别带领大家共同学习了《中国社会科学院编辑人员廉洁从业“十个严禁”》《中国社会科学院工作人员严守纪律“十严禁”》，《中国共产党纪律处分条例》中与编辑工作密切相关的条目，以及“三项承诺”“三项共识”“三项行动”“三项举措”等重要概念。

At the conclusion of the meeting, Comrade Luo Wendong, Secretary of the Party Committee, affirmed the practical nature of this meeting and put forward five requirements for the periodical and network editorial work and the building of the editorial team at the Academy of Marxism: First, all editorial personnel must enhance their sense of responsibility and mission, raise their consciousness, and firmly establish Party-member consciousness, institutional consciousness, and position consciousness. Editorial departments must formulate specific implementation measures around the “Ten Prohibitions,” taking preventive measures to nip problems in the bud. Second, Party-member editors must prioritize Party-member consciousness, strengthen self-study, maintain a firm grasp of the ideological dimension, and steadfastly uphold the important ideological and public-opinion positions. Editorial departments should hold manuscript-release meetings and finalization meetings well, standardize procedures, pool collective wisdom, and prevent problems and risks. Third, editorial personnel at the Academy of Marxism must adhere to the integration of editing and research, comprehensively enhancing their academic vision, theoretical perspective, and knowledge accumulation. Each editorial department should make full use of return-to-institute days[7] for study and exchange. Fourth, strengthen the building of the editorial team, cultivate and support a high-quality editorial talent team, and actively participate in various training sessions for editorial personnel organized by the Central Propaganda Department and other units. Fifth, editorial departments should strengthen cultural construction, summarize good concepts, experiences, and practices, and form fine traditions.

会议最后，党委书记罗文东同志对此次会议的务实性给予了肯定，并就马研院期刊网络编辑工作和编辑队伍建设提出了五点要求：一是全体编辑人员必须增强责任意识和使命感，提高自觉性，牢固树立党员意识、机关意识、阵地意识，编辑部必须围绕“十严禁”制定具体实施办法，防微杜渐，防患于未然；二是党员编辑要把党员意识放在首位，加强自我学习，把好意识形态关，坚守好重要思想舆论阵地，编辑部要开好发稿会、定稿会，规范流程、集思广益、预防问题和风险；三是马研院的编辑人员要坚持编研结合，全面提升学术眼光、理论视野和知识积累，各个编辑部应当充分利用返所日进行学习交流；四是加强编辑队伍建设，培养扶持高素质编辑人才队伍，积极参加中宣部等单位为编辑人员举办的各种培训；五是编辑部应当加强文化建设，总结好的理念、经验和做法，形成优良传统。
