Cultivating a Correct Outlook on Political Performance in the New Era with the Wisdom of the “Six Dialogues of Party History”
From the “Heshu Dialogue” [1]1 "Taking the examination" (赶考) refers to Mao Zedong's metaphor in 1949 comparing the CPC's assumption of national power to a rigorous imperial examination, implying that the Party must constantly prove its competence and integrity. during the Jinggangshan period to the “Examination Dialogue” [2]2 Xibaipo was a village in Hebei Province that served as the CPC's last rural headquarters before entering Beijing in 1949. during the Xibaipo period, the “Six Dialogues of Party History” profoundly demonstrate the Party’s continuous exploration of “for whom to govern, by whom to govern, and how to govern,” providing historical reference for Party members and cadres in the New Era to establish a correct outlook on political performance, and systematically answering the questions of “for whom to create political performance, what kind of political performance to create, and by what means to create political performance.” The report of the 20th National Congress of the CPC explicitly called for “guiding cadres to establish and practice a correct outlook on political performance.” Party members and cadres must not only be adept at gathering immense strength in the great practice of the New Era and the new journey but also draw wisdom from the Party’s century-long history of struggle. Deeply excavating the spiritual core of the “Six Dialogues of Party History” and integrating it into the cultivation of the outlook on political performance of Party members and cadres in the New Era is both an inherent requirement for inheriting the Party’s red genes and continuing its fine traditions, and a practical necessity for forging a cadre contingent capable of shouldering the heavy task of the great rejuvenation of the Chinese nation.
I. Answering “For Whom to Create Political Performance” with the People’s Standpoint
The people’s standpoint is the fundamental political standpoint of the Communist Party of China and the value source of a correct outlook on political performance. The “Cave-Front Dialogue” [3]3 Li Zicheng led a peasant rebellion that overthrew the Ming Dynasty in 1644 but quickly lost power due to corruption and indiscipline. Mao used this historical example to warn against complacency. and the “Cave Dialogue” [4]4 The "Two Musts" (两个务必) were Mao's 1949 injunction that the Party must remain modest, prudent, and free from arrogance and rashness, and must preserve the style of arduous struggle. reveal the core principles that power comes from the people, political performance is for the people, and evaluation is returned to the people. They are the best answer to “for whom to create political performance” and provide the fundamental guidance for Party members and cadres in the New Era to establish a correct outlook on political performance.
The 1929 “Cave-Front Dialogue,” addressing “what exactly the task of leaders is,” clearly stated that leaders should have no special privileges, and that the task of leaders is to act as the “transmitters” of the masses, elucidating the fundamental working method of coming from the masses and going to the masses. This assertion profoundly answered the question of for whom power is used: the power of the Communist Party is endowed by the people and can only be used to seek well-being for the people, thus defining the essential nature of political performance at its root. Mao Zedong put forward requirements for serving the people wholeheartedly from two aspects: a sincere attitude and an all-out effort; Chen Yun always insisted on focusing on the interests of the vast majority of the people, taking “personal fame and gain as light as water, and the Party’s cause as heavy as a mountain” as his code of conduct; the “Land Law of the Chinese Soviet Republic,” formulated by the Party based on the fundamental interests of the vast peasant masses and the long-term prospects of the revolutionary development, enabled peasants to obtain land, fundamentally solving the problem of peasant survival. In the New Era, “benefiting the people is the greatest political performance” and “taking how many good and practical things have been done for the people as an important criterion for testing political performance” are precisely the continuation and elevation of this spirit. Party members and cadres must always adhere to the people’s standpoint of the “Cave-Front Dialogue,” keep the concerns of the masses in mind, take the urgent, difficult, and anxious problems of the masses as the starting point for fulfilling their duties, and take doing practical things for the masses as the basic criterion for measuring political performance, resolutely overcoming the unhealthy tendency of working for personal political performance and interests, and truly achieving governance for the people, caring for the people, and benefiting the people.
The 1945 “Cave Dialogue” between Mao Zedong and Huang Yanpei [5]5 The "Jiashen Dialogue" (甲申对) refers to Mao's 1944 discussion with Guo Moruo about Guo's essay commemorating the 300th anniversary of Li Zicheng's fall, which Mao distributed as a warning text., addressing the issue of the historical cycle [6]6 This is a quotation from Xi Jinping's speech at the celebration of the 95th anniversary of the founding of the CPC on July 1, 2016., proposed a new path of “letting the people supervise the government,” answering the key question of “who judges political performance” and establishing the people’s subject status as the evaluators of political performance. After his trip to Yan’an, Huang Yanpei published “Return from Yan’an” in Chongqing, spreading the Communist Party of China’s democratic concept of “people supervising the government” to the Kuomintang-controlled areas, laying the ideological and public opinion foundation for the new path of democracy. When the North China People’s Government was established, the North China People’s Procuratorate was simultaneously created as a specialized administrative supervisory organ to supervise illegal and derelict acts of public officials and accept accusations and reports from the masses, becoming the prototype of the administrative supervision system of New China. The “Common Program” [7]7 The "Zaoyuan Dialogue" (枣园对) refers to a series of discussions between Mao Zedong and Chen Yun in 1943 at Zaoyuan, a residential compound in Yan'an, on the method of seeking truth from facts. adopted in 1949 established that “the organs through which the people exercise state power are the people’s congresses and governments at all levels,” constructing a constitutional foundation for “people supervising the government,” and the “new path of democracy” entered the stage of national institutional implementation. From the people supervising the government in the “Cave Dialogue” to whole-process people’s democracy in the New Era, the Communist Party of China has always adhered to the principle that “the people are the highest decision-makers and final evaluators of our Party’s work.” To practice a correct outlook on political performance in the New Era, it is necessary to take mass satisfaction as the core assessment standard, humbly accept the supervision and suggestions of the people, and improve a comprehensive evaluation system that balances explicit and implicit political performance, development achievements and infrastructure construction, and short-term results and long-term benefits, making the public’s reputation a hard yardstick for measuring work effectiveness, and ensuring that political performance withstands the test of the people.
Adhering to the fundamental standpoint of “people-centeredness” requires placing the people in the highest position, taking the needs of the masses as the work orientation and mass satisfaction as the evaluation criterion, thereby establishing the value standard of a correct outlook on political performance and clarifying the direction and boundaries of creating political performance.
II. Clarifying “What Kind of Political Performance to Create” with Strategic Sobriety
The “Heshu Dialogue,” the “Jiashen Dialogue” [8]8 Chen Yun (1905–1995) was a senior CPC leader who played a key role in economic policy from the 1940s through the 1980s., and the “Examination Dialogue” embody a systematic thinking based on the overall situation and the long term, as well as a governing sobriety of learning from history and being prepared for danger in times of peace. They clarify from both positive and negative aspects “what kind of political performance to create,” elucidating the political performance pursuits that Communists should adhere to and the false and flashy achievements they must discard, providing fundamental guidance for Party members and cadres in the New Era to establish a correct outlook on political performance.
In the 1928 “Heshu Dialogue” at Huangyangjie in Jinggangshan, facing the difficult situation of military encirclement by the Kuomintang, Mao Zedong, with the idea of “standing high and seeing far,” guided revolutionaries to “see the whole of China and the whole world,” demonstrating the strategic thinking of the Chinese Communists to step out of the local to see the overall situation and plan for the long term based on the present. Subsequently, in response to the doubts within the Party about “how long the red flag can fly,” Mao Zedong linked the base area struggle with the national revolutionary wave and the world revolutionary situation, proposed correct strategic and tactical principles, and achieved theoretically innovative strategic foresight. During the War of Resistance Against Japan, Mao Zedong’s brilliant work “On Protracted War,” based on the overall situation of the Sino-Japanese War, refuted the theories of “national subjugation” and “quick victory,” scientifically predicted the three stages of the War of Resistance, and provided long-term strategic guidance for the entire nation’s war of resistance. This strategic realm highly aligns with the New Era requirements of “keeping the country’s major affairs in mind” and “making big calculations and accounting for the big picture,” revealing that true political performance should serve the overall national strategic situation and the long-term interests of the nation. Party members and cadres in the New Era must inherit the strategic wisdom of the “Heshu Dialogue,” uphold the spiritual realm of “achievements need not be attributed to me, but my contribution is indispensable,” and “do both practical things that the people can see, touch, and benefit from, and good things that pave the way, lay the foundation, and benefit the long term for future generations,” consolidating the foundation for high-quality development with a strategic vision.
The 1944 “Jiashen Dialogue” contains a historical sense of vigilance against creating false political performance and against arrogance and complacency, clarifying the bottom line of political performance for Party members and cadres. Mao Zedong listed Guo Moruo’s “Reflections on the 300th Anniversary of the Jiashen Year” [9]9 This is Chen Yun's famous methodological formula: "不唯上、不唯书、只唯实,交换、比较、反复" — a guideline for decision-making based on facts, multiple perspectives, comparison, and iterative review. as a document for the entire Party’s rectification movement, using the historical fact that Li Zicheng’s peasant army quickly fell after entering Beijing due to arrogance and corruption to warn the entire Party to take it as a lesson and not to “repeat the mistake of arrogance at the moment of victory.” The essence of political performance is the responsibility and commitment to the Party and the people; any behavior that departs from the style of hard struggle and deviates from the original aspiration and founding mission will ultimately be abandoned by history and the people. The Shaanxi-Gansu-Ningxia Border Region issued the “Interim Regulations on the Assessment and Reward and Punishment of Border Region Civil Servants” and the “Convention for Government Personnel,” taking actual performance and mass support as assessment standards, opposing exaggeration and formalism. At the Second Plenary Session of the Seventh Central Committee of the CPC, Mao Zedong proposed the adoption of the “Six Regulations” [10]10 Zhang Side (1915–1944) was a CPC soldier who died while burning charcoal in Yan'an. Mao Zedong's eulogy for him, "Serve the People," became one of the most famous texts in CPC political culture., which institutionally curbed the style of arrogance and formalism, prevented cadres from becoming arrogant and complacent, and drew a clean and pragmatic red line for cadre political performance. After reform and opening up, the cadre assessment system gradually became standardized, with assessments focusing on economic and social development and mass satisfaction as indicators, opposing “digital political performance” and “short-term behavior,” and explicitly listing the elimination of falsehood as an assessment requirement. All Party members and cadres must take the “Jiashen Dialogue” as a mirror, always maintain the sobriety of being prepared for danger in times of peace, resolutely resist false exaggeration and fraudulent behavior, put an end to data inflation, report beautification, and packaged implementation, and always treat work with a modest and prudent attitude, ensuring down-to-earth and solid political performance.
In 1949, Mao Zedong issued the "taking the examination" [1]1 "Taking the examination" (赶考) refers to Mao Zedong's metaphor in 1949 comparing the CPC's assumption of national power to a rigorous imperial examination, implying that the Party must constantly prove its competence and integrity. call at Xibaipo, [2]2 Xibaipo was a village in Hebei Province that served as the CPC's last rural headquarters before entering Beijing in 1949. emphasizing with the firm oath "we will never become Li Zicheng" [3]3 Li Zicheng led a peasant rebellion that overthrew the Ming Dynasty in 1644 but quickly lost power due to corruption and indiscipline. Mao used this historical example to warn against complacency. the necessity of upholding the "Two Musts," [4]4 The "Two Musts" (两个务必) were Mao's 1949 injunction that the Party must remain modest, prudent, and free from arrogance and rashness, and must preserve the style of arduous struggle. forming a historical echo with the "Jiashen Dialogue" [5]5 The "Jiashen Dialogue" (甲申对) refers to Mao's 1944 discussion with Guo Moruo about Guo's essay commemorating the 300th anniversary of Li Zicheng's fall, which Mao distributed as a warning text. and demonstrating the consistent governing sobriety and steadfast original aspiration of Chinese Communists. This spirit runs through the Party's century-long struggle, showing that true political performance stems from arduous struggle rather than the pursuit of comfort and ease, and that development results rely on persistent accumulation rather than short-term expediency. Under the leadership of the Party Central Committee, the Central Commission for Discipline Inspection and the National Commission of Supervision have coordinated efforts to institutionalize the rectification of formalism and bureaucratism; the General Office of the Central Committee has issued notices on improving work style to advance the work of reducing burdens at the grassroots level, focusing on solving prominent problems such as excessive forms, inspections, and reports, and effectively curbing false political performance and formalism from an institutional level. In the New Era, facing complex and severe risks and challenges as well as arduous and heavy tasks of reform, development, and maintaining stability, Party members and cadres must forever maintain the sobriety of "taking the examination," always bear in mind the original aspiration and founding mission, strenuously guard against arrogance, luxury, comfort, and perfunctory evasion, work and start undertakings with a style of arduous struggle and seeking truth from facts, implement every task concretely and achieve tangible results, resolutely resist short-term expediency and falsification, and ensure that all political performance can withstand the long-term test of historical evolution and practical development.
General Secretary Xi Jinping emphasizes that "it is not easy to remain vigilant in times of peace and prosperity and maintain the spirit of vigorous governance as in the early days of starting an undertaking when one has achieved success and fame; it is not easy to practice frugality and self-restraint and to be respectful and consistent from beginning to end after taking power." [6]6 This is a quotation from Xi Jinping's speech at the celebration of the 95th anniversary of the founding of the CPC on July 1, 2016. Therefore, for Party members and cadres to establish a correct outlook on political performance, they must inherit this sense of urgency, clarify direction through strategic vision, maintain stability through bottom-line thinking, preserve political character through steadfast original aspiration, and solve the problem of the path to achieving political performance with scientific methods and a pragmatic work style.
III. Answering "What to Rely on to Establish Political Performance" with Seeking Truth from Facts
The wisdom of seeking truth from facts embodied in the "Zaoyuan Dialogue" [7]7 The "Zaoyuan Dialogue" (枣园对) refers to a series of discussions between Mao Zedong and Chen Yun in 1943 at Zaoyuan, a residential compound in Yan'an, on the method of seeking truth from facts. is the fundamental ideological method of a Marxist political party and the scientific method for Party members and cadres in the New Era to practice a correct outlook on political performance, scientifically answering the key question of "what to rely on to establish political performance."
In the 1943 "Zaoyuan Dialogue," Chen Yun [8]8 Chen Yun (1905–1995) was a senior CPC leader who played a key role in economic policy from the 1940s through the 1980s. consulted Mao Zedong three times on "how to make fewer mistakes." Mao Zedong proposed that "making mistakes is a problem of ideological method," profoundly pointing out that seeking truth from facts is the Party's ideological soul and principle for conducting affairs. On this basis, Chen Yun summarized the classic criterion of "not deferring to superiors, not deferring to books, only deferring to facts; exchange, compare, repeat," [9]9 This is Chen Yun's famous methodological formula: "不唯上、不唯书、只唯实,交换、比较、反复" — a guideline for decision-making based on facts, multiple perspectives, comparison, and iterative review. fundamentally clarifying the methodological question of "how to correctly conduct affairs and how to create real performance" for Communists. Zhang Side, [10]10 Zhang Side (1915–1944) was a CPC soldier who died while burning charcoal in Yan'an. Mao Zedong's eulogy for him, "Serve the People," became one of the most famous texts in CPC political culture. carrying the principles and spirit he had grasped in Zaoyuan, joined the charcoal-burning team and, after fully investigating and understanding the forest conditions, accurately arranged the work. After his sacrifice, Mao Zedong said at his memorial meeting, "Comrade Zhang Side died for the interests of the people. His death is weightier than Mount Tai." [11]11 This is a direct quotation from Mao's 1944 essay "Serve the People." In 1944, when Chen Yun was presiding over economic work in the Northwest, facing the challenges of the Kuomintang blockade and severe inflation, he proposed the policy of "developing production, balancing imports and exports, tightening currency, and practicing strict economy" based on in-depth investigation and research, and ensured the accuracy of decisions by extensively soliciting opinions and repeatedly calculating data, ultimately achieving a basic balance of fiscal revenue and expenditure, demonstrating the effectiveness of solving economic difficulties from reality. After the founding of New China, Zhu De, [12]12 Zhu De (1886–1976) was a founding father of the People's Liberation Army and a senior CPC leader, serving as Commander-in-Chief of the Eighth Route Army and later as Chairman of the Standing Committee of the National People's Congress. through normalized on-site investigation and research, broke through the theoretical limitations of the planned economy's single public ownership and proposed a series of innovative policy suggestions; at the same time, he emphasized the objective law that the scale of construction must be compatible with national strength, and even under political pressure, he insisted on seeking truth from facts, continuously advising the central authorities to pay attention to agriculture and people's livelihood issues, demonstrating the investigative style of Chinese Communists who are truth-seeking, realistic, and dare to speak out. This ideological method is highly consistent with the correct outlook on political performance in the New Era: true political performance can only come from practical action based on objective reality, respect for the laws of development, and close ties with the masses. To practice a correct outlook on political performance in the New Era, one must firmly adhere to the ideological essence of seeking truth from facts conveyed by the "Zaoyuan Dialogue," always insist on proceeding from reality in everything, and regard investigation and research as the fundamental basis for planning affairs and the key method for achieving undertakings. Actively root oneself at the grassroots level and among the masses, establish a normalized investigation and research mechanism, accurately grasp objective reality and the true demands of the masses, so that all decisions and deployments are both in line with the central spirit and suited to local conditions, both conform to the laws of development and meet the expectations of the masses, fundamentally eliminate erroneous decisions divorced from reality, and create solid political performance that can withstand the test of practice, the people, and history through genuine hard work.
IV. Conclusion
The "Six Dialogues on Party History" condense important theoretical achievements formed by the Communist Party of China in its revolutionary practice, providing important guidance for Party members and cadres in the New Era to establish a correct outlook on political performance. On the new journey of building a strong country and realizing national rejuvenation, Party members and cadres should draw wisdom from the classics of Party history, adhere to the people's standpoint, grasp the overall development situation, insist on seeking truth from facts, strengthen their sense of responsibility, and fulfill the missions and tasks entrusted by the New Era with work achievements that meet the requirements of practice, the needs of the masses, and the test of history.
