Xi Jinping’s cultural thought is the theoretical summation of the practical experience of the Party’s leadership over cultural work in the New Era, and it is a powerful ideological weapon for doing a good job in propaganda, ideology, and cultural work on the new journey of the New Era. Deeply studying the methods and paths for practicing Xi Jinping’s cultural thought is of great and far-reaching significance for promoting the building of a socialist cultural power.

习近平文化思想是新时代党领导文化建设实践经验的理论总结，是做好新时代新征程宣传思想文化工作的强大思想武器。深入研究践行习近平文化思想的方法和路径，对于推动社会主义文化强国建设具有重大而深远的意义。

I. The Profound Connotation of Xi Jinping’s Cultural Thought

Xi Jinping’s cultural thought is rich in connotation and profound in exposition, mainly including the following important aspects:

习近平文化思想，内涵丰富、论述深刻，主要包括以下几个重要方面：

(1) Firming up cultural confidence is one of the core essences of Xi Jinping’s cultural thought. General Secretary Xi Jinping emphasizes that “cultural confidence is a more fundamental, broader, and deeper confidence, and a more basic, deeper, and more enduring force.” [1]1 This is a direct quotation from Xi Jinping’s speech at the opening ceremony of the 2016 National Conference on the Work of Philosophy and Social Sciences. The Chinese nation has a long history and splendid culture. Over the long years, our ancestors created countless cultural treasures, such as Confucian thought, Daoist culture, poetry and song, calligraphy and painting, and traditional crafts. These excellent traditional cultures are the spiritual lifeline of our nation and the solid foundation for firming up our cultural confidence.

（一）坚定文化自信是习近平文化思想的核心要义之一。习近平总书记强调，“文化自信，是更基础、更广泛、更深厚的自信，是更基本、更深沉、更持久的力量。”中华民族有着悠久的历史和灿烂的文化，在漫长的岁月中，我们的先辈创造了无数的文化瑰宝，如儒家思想、道家文化、诗词歌赋、书法绘画、传统工艺等。这些优秀的传统文化是我们民族的精神命脉，是我们坚定文化自信的坚实基础。

(2) Adhering to a people-centered work orientation is the value orientation of Xi Jinping’s cultural thought. Cultural development must be for the people, rely on the people, and have its achievements shared by the people. Literary and artistic works must reflect the people’s lives, express the people’s voices, and meet the people’s spiritual needs. Only by adhering to a people-centered approach can we create literary and artistic works that have warmth, depth, and appeal, and can culture truly become the people’s spiritual home.

Against the backdrop of globalization, we must show the world a true, multi-dimensional, and comprehensive China, so that the world can better understand China’s history, culture, and values. Through cultural exchanges, external communication, and other means, we will enhance the international influence of Chinese culture and contribute Chinese wisdom and Chinese solutions to building a community with a shared future for mankind.

Leading cadres at all levels, literary and art workers, and the broad masses must earnestly study a series of important expositions by General Secretary Xi Jinping on cultural construction, and deeply understand the connotation and requirements of important ideas such as cultural confidence, people-centeredness, creative transformation and innovative development, and telling China’s story well. Through study, we will raise our political stance, enhance cultural consciousness, and lay a solid theoretical foundation for practicing Xi Jinping’s cultural thought. We can organize the broad masses of cadres and the people to deeply study Xi Jinping’s cultural thought through forms such as special lectures, seminars, and training courses. Invite experts and scholars to provide interpretations, analyze them in conjunction with actual cases, and help everyone better understand and grasp them. At the same time, use online platforms, new media, and other channels to carry out online learning and interactive exchanges, expanding the coverage and influence of study.

要践行习近平文化思想，首先必须加强理论学习，深刻领会其精髓要义。各级领导干部、文艺工作者和广大群众要认真学习习近平总书记关于文化建设的一系列重要论述，深入理解文化自信、以人民为中心、创造性转化创新性发展、讲好中国故事等重要思想的内涵和要求。通过学习，提高政治站位，增强文化自觉，为践行习近平文化思想奠定坚实的理论基础。可以通过举办专题讲座、研讨会、培训班等形式，组织广大干部群众深入学习习近平文化思想。邀请专家学者进行解读，结合实际案例进行分析，帮助大家更好地理解和掌握。同时，利用网络平台、新媒体等渠道，开展在线学习、互动交流，扩大学习的覆盖面和影响力。

Through vivid artistic images and touching storylines, they convey positive energy and arouse people’s emotional resonance. In the creative process, attention must be paid to innovation, constantly exploring new artistic forms and methods of expression. Combine modern technological means, such as virtual reality and artificial intelligence, to enhance the artistic appeal and viewing quality of literary and artistic works. At the same time, strengthen the excavation and inheritance of traditional culture, integrate elements of fine traditional Chinese culture into modern literary and artistic works, and create cultural fine works with Chinese characteristics, Chinese style, and Chinese manner.

文艺作品是文化建设的重要载体。践行习近平文化思想，必须坚持以人民为中心，创作出更多优秀的文艺作品。文艺工作者要深入生活、扎根人民，了解人民的所思所想所盼，从人民的生活中汲取创作灵感。要关注现实题材，反映时代精神，展现人民的奋斗历程和美好生活。通过生动的艺术形象、感人的故事情节，传递正能量，激发人们的情感共鸣。在创作过程中，要注重创新，不断探索新的艺术形式和表现手法。结合现代科技手段，如虚拟现实、人工智能等，提升文艺作品的艺术感染力和观赏性。同时，要加强对传统文化的挖掘和传承，将中华优秀传统文化元素融入现代文艺作品，打造具有中国特色、中国风格、中国气派的文化精品。

On the one hand, strengthen cultural and technological innovation to increase the technological content of the cultural industry. Use new technologies such as big data, cloud computing, and artificial intelligence to promote the digital transformation of the cultural industry and expand the development space of the cultural industry. For example, develop emerging cultural formats such as digital publishing, online audio-visual, and animation and games, creating new growth points for the cultural industry. On the other hand, strengthen innovation in cultural systems and mechanisms to stimulate the vitality of the cultural market. Further deepen the reform of the cultural system, improve the cultural market system, and cultivate and strengthen various types of cultural market entities. Encourage social capital to enter the cultural field and support cultural enterprises in becoming bigger and stronger. At the same time, strengthen innovation in cultural policies to provide a good policy environment for the development of the cultural industry.

创新是文化发展的动力源泉。践行习近平文化思想，要大力推动文化创新，促进文化产业发展。一方面，要加强文化科技创新，提高文化产业的科技含量。利用大数据、云计算、人工智能等新技术，推动文化产业的数字化转型，拓展文化产业的发展空间。例如，发展数字出版、网络视听、动漫游戏等新兴文化业态，打造文化产业新的增长点。另一方面，要加强文化体制机制创新，激发文化市场活力。要进一步深化文化体制改革，完善文化市场体系，培育壮大各类文化市场主体。鼓励社会资本进入文化领域，支持文化企业做大做强。同时，要加强文化政策创新，为文化产业发展提供良好的政策环境。

Actively carry out foreign cultural exchange activities, and show the world fine traditional Chinese culture and contemporary cultural achievements through forms such as holding cultural exhibitions, literary and artistic performances, and academic seminars. Strengthen cultural cooperation with countries around the world, jointly carry out cultural projects, and promote exchanges and mutual learning between different cultures. At the same time, innovate methods of external communication and tell China’s story well. Make good use of social media platforms to spread Chinese culture to the world in a more vivid, visual, and intuitive way. Pay attention to the targeting and effectiveness of communication content, formulate personalized communication strategies based on the cultural backgrounds and audience needs of different countries and regions, and improve communication effectiveness.

在全球化的时代背景下，践行习近平文化思想，要加强文化交流，提升中国文化的国际影响力。要积极开展对外文化交流活动，通过举办文化展览、文艺演出、学术研讨会等形式，向世界展示中华优秀传统文化和当代文化成果。加强与世界各国的文化合作，共同开展文化项目，促进不同文化之间的交流互鉴。同时，要创新对外传播方式，讲好中国故事。要利用好社交媒体平台，以更加生动、形象、直观的方式向世界传播中国文化。要注重传播内容的针对性和实效性，根据不同国家和地区的文化背景、受众需求，制定个性化的传播策略，提高传播效果。

(1) Strengthen the Party’s leadership over cultural work

（一）加强党对文化工作的领导

The Communist Party of China is the leading core of the cause of socialism with Chinese characteristics and also the leading force in promoting cultural construction. To practice Xi Jinping’s cultural thought, we must strengthen the Party’s leadership over cultural work. Party committees at all levels must place cultural construction in an important position, incorporate it into the overall plan for economic and social development, and promote it in coordination with economic construction, political construction, social construction, and ecological civilization construction. Strengthen organizational leadership over cultural work, establish and improve the working mechanism for cultural construction, clarify the division of responsibilities among various departments, and form a joint working force. Strengthen Party building in the cultural field, adhere to the Party’s management of ideology, the Party’s management of the media, and the Party’s management of cultural talent, and ensure that cultural construction always adheres to the correct political direction. Strengthen the building of leading bodies and cadre teams on the cultural front, and cultivate and build a cultural work team that is politically steadfast, professionally skilled, with a fine work style, and trusted by the Party and the people.

中国共产党是中国特色社会主义事业的领导核心，也是推动文化建设的领导力量。践行习近平文化思想，必须加强党对文化工作的领导。各级党委要把文化建设摆在重要位置，纳入经济社会发展总体规划，与经济建设、政治建设、社会建设、生态文明建设协同推进。要加强对文化工作的组织领导，建立健全文化建设工作机制，明确各部门的职责分工，形成工作合力。要加强文化领域党的建设，坚持党管意识形态、党管媒体、党管文化人才，确保文化建设始终坚持正确的政治方向。加强文化战线领导班子和干部队伍建设，培养造就一支政治坚定、业务精湛、作风优良、党和人民放心的文化工作队伍。

(2) Increase cultural investment and improve cultural infrastructure

（二）加大文化投入，完善文化基础设施

Cultural construction requires financial support. To practice Xi Jinping’s cultural thought, we must increase cultural investment and improve cultural infrastructure. The government must increase investment in cultural undertakings and ensure the construction of the public cultural service system. Strengthen the construction of public cultural facilities such as libraries, museums, cultural centers, and art galleries, and improve the level of public cultural services. At the same time, encourage social forces to participate in cultural construction, and guide social capital into the cultural field through methods such as government procurement of services and the PPP model. [2]2 PPP (Public-Private Partnership) model: a long-term cooperative arrangement between government and private sector entities for the provision of public infrastructure or services. Strengthen the digital construction of cultural infrastructure, promote projects such as the Cultural Information Resources Sharing Project, the Digital Library Promotion Project, and the Public Electronic Reading Room Construction Plan, and improve the utilization efficiency and service quality of cultural resources. Use platforms such as the internet and mobile terminals to expand the coverage and influence of public cultural services.

文化建设需要资金的支持。践行习近平文化思想，要加大文化投入，完善文化基础设施。政府要加大对文化事业的投入力度，保障公共文化服务体系建设。加强图书馆、博物馆、文化馆、美术馆等公共文化设施建设，提高公共文化服务水平。同时，要鼓励社会力量参与文化建设，通过政府购买服务、PPP模式等方式，引导社会资本投向文化领域。要加强文化基础设施的数字化建设，推进文化信息资源共享工程、数字图书馆推广工程、公共电子阅览室建设计划等，提高文化资源的利用效率和服务质量。利用互联网、移动终端等平台，拓展公共文化服务的覆盖面和影响力。

(3) Strengthen the cultivation of cultural talent and expand the cultural talent team

（三）加强文化人才培养，壮大文化人才队伍

Talent is the key to cultural development. To practice Xi Jinping’s Thought on Culture, it is necessary to strengthen the cultivation of cultural talent and expand the cultural talent pool. It is necessary to strengthen the construction of cultural specialties in institutions of higher education, optimize specialty settings, and cultivate a group of cultural talent with solid professional knowledge and innovative capabilities. Strengthen vocational education and cultivate a group of practical talent that meets the needs of the development of the cultural industry. At the same time, it is necessary to strengthen the cultivation of grassroots cultural talent, and through methods such as holding training courses and carrying out cultural volunteer services, raise the professional level of grassroots cultural workers. It is necessary to improve cultural talent policies to attract and retain outstanding cultural talent. Establish and improve a cultural talent evaluation system and incentive mechanism, and give commendations and rewards to cultural talent with outstanding contributions. Strengthen the exchange and cooperation of cultural talent, and provide broad development space and platforms for cultural talent.

人才是文化建设的关键。践行习近平文化思想，要加强文化人才培养，壮大文化人才队伍。要加强高等院校文化专业建设，优化专业设置，培养一批具有扎实专业知识和创新能力的文化人才。加强职业教育，培养一批适应文化产业发展需求的实用型人才。同时，要加强对基层文化人才的培养，通过举办培训班、开展文化志愿服务等方式，提高基层文化工作者的业务水平。要完善文化人才政策，吸引和留住优秀文化人才。建立健全文化人才评价体系和激励机制，对有突出贡献的文化人才给予表彰和奖励。加强文化人才的交流与合作，为文化人才提供广阔的发展空间和平台。

(4) Strengthen the rule of law in culture and create a favorable environment for cultural development

（四）加强文化法治建设，营造良好的文化发展环境

The rule of law is an important guarantee for cultural development. To practice Xi Jinping’s Thought on Culture, it is necessary to strengthen the rule of law in culture and create a favorable environment for cultural development. It is necessary to accelerate the legislative process for culture, formulate and improve laws and regulations in the cultural field, and provide a legal basis for cultural development. Strengthen law enforcement in the cultural market, severely crack down on all types of illegal and non-compliant acts, and maintain order in the cultural market. At the same time, it is necessary to strengthen the protection of cultural intellectual property rights, encourage cultural innovation, and stimulate cultural creativity. It is necessary to strengthen publicity and education on the rule of law in culture, and raise the awareness of the rule of law in culture throughout society. Through multiple forms, widely publicize cultural laws and regulations, so that the broad masses of cadres and the people know, understand, and abide by the law, creating a favorable cultural atmosphere of the rule of law.

法治是文化建设的重要保障。践行习近平文化思想，要加强文化法治建设，营造良好的文化发展环境。要加快文化立法进程，制定和完善文化领域的法律法规，为文化建设提供法律依据。加强文化市场执法力度，严厉打击各类违法违规行为，维护文化市场秩序。同时，要加强文化知识产权保护，鼓励文化创新，激发文化创造活力。要加强文化法治宣传教育，提高全社会的文化法治意识。通过多种形式，广泛宣传文化法律法规，让广大干部群众知法、懂法、守法，营造良好的文化法治氛围。
