Bravely Undertaking the New Cultural Mission, Stirring Up Powerful Spiritual Strength

Culture concerns the foundation of the state and the fortunes of the nation. Since the New Era, the Party Central Committee with Comrade Xi Jinping at its core, based on the overall situation of the development of the Party and the state, has insisted on placing cultural development in a prominent position in governance, made a series of major deployments, creatively put forward a series of new thoughts, new viewpoints, and new judgments, and formed Xi Jinping Thought on Culture. This important thought, as a scientific system that "illuminates the substance and reaches its application, integrating substance and application," has guided China's cultural development to achieve historic achievements in rectifying the sources and upholding fundamental principles while breaking new ground, providing comprehensive guidance for undertaking the cultural mission of the New Era. The recently published and distributed *Study Outline of Xi Jinping Thought on Culture* (hereinafter referred to as the *Outline*), using a thematic format, systematically explains the essential essence and practical requirements of Xi Jinping Thought on Culture. At the moment of deeply studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Party, we must take the publication of the *Outline* as an opportunity to deeply study and thoroughly understand the theoretical truth of Xi Jinping Thought on Culture, effectively enhance the ability of the entire Party to use Xi Jinping Thought on Culture to solve practical problems in propaganda, ideology, and cultural work, strengthen the principled, systematic, predictive, and creative nature of our work, and provide powerful impetus for promoting the construction of a strong cultural country.

文化关乎国本、国运。新时代以来，以习近平同志为核心的党中央立足党和国家事业发展全局，坚持把文化建设摆在治国理政突出位置，作出一系列重大部署，创造性提出一系列新思想新观点新论断，形成了习近平文化思想。这一重要思想作为“明体达用、体用贯通”的科学体系，指导我国文化建设在正本清源、守正创新中取得历史性成就，为担负新时代的文化使命提供了全面指引。新近出版发行的《习近平文化思想学习纲要》（以下简称《纲要》），以专题形式系统阐释了习近平文化思想的精髓要义和实践要求。在深入学习贯彻党的二十届三中全会精神之际，我们要以《纲要》出版为契机，学深悟透习近平文化思想的理论真谛，切实提高全党用习近平文化思想解决宣传思想文化工作实际问题的能力，增强工作的原则性、系统性、预见性、创造性，为推动文化强国建设提供强大动力。

1. Be Well-Versed in the Basic Content, Comprehensively Understand the Theoretical Character of Xi Jinping Thought on Culture from the *Outline*

1.熟谙基本内容，从《纲要》中整体理解习近平文化思想的理论品格

Xi Jinping Thought on Culture, as the theoretical summary of the practical experience of the Party's leadership in cultural development in the New Era, is a scientific theoretical system with profound connotations, rigorous logic, and complete system. The *Outline* adopts an overall perspective, using a "general–specific–general" logical structure to arrange the book into 14 parts. It begins with "Xi Jinping Thought on Culture is the Scientific Guide and Fundamental Principle for the Development of Socialist Culture with Chinese Characteristics in the New Era" and ends with "Deeply Study and Implement Xi Jinping Thought on Culture, Gather Powerful Spiritual Strength for Advancing the Construction of a Strong Country and the Great Rejuvenation of the Chinese Nation." The main content is macroscopically divided into aspects such as: upholding the Party's cultural leadership; promoting the coordinated development of material civilization and cultural-ethical progress; adhering to integrating the basic principles of Marxism with China's specific realities and with the fine traditional Chinese culture; undertaking the cultural mission of the New Era; strengthening cultural confidence; cultivating and practicing the core socialist values; forging a strong sense of community for the Chinese nation; mastering the dominant power of public opinion under the conditions of informatization and broadly building social consensus; adhering to a people-centered work orientation; strengthening the protection and inheritance of cultural heritage; constructing Chinese discourse and Chinese narrative systems; and promoting exchanges and mutual learning among civilizations. These 12 aspects of content are progressively layered and interlinked, presenting a panoramic theoretical picture of Xi Jinping Thought on Culture. They clarify both what it is and why it is, and also point out what to do and how to do it, interpreting the basic theoretical issues of Xi Jinping Thought on Culture. Whether in the arrangement of chapters and sections or the specific content of the entries, the *Outline* deeply integrates and connects with a series of major strategic deployments concerning socialist cultural development from the 18th National Congress, the 19th National Congress, the 20th National Congress, the Third Plenary Session of the 18th Central Committee, and the Third Plenary Session of the 20th Central Committee. It also closely echoes the 11 major innovative viewpoints, 16 strategic deployments, and the "seven efforts" requirements [1]1 The "seven efforts" (七个着力) refer to key requirements for cultural work outlined at the 2023 National Conference on Propaganda, Ideology, and Cultural Work. put forward at the National Conference on Propaganda, Ideology, and Cultural Work. It embodies the distinctive characteristic of combining theory with practice and unifying epistemology and methodology, serving as an authoritative auxiliary reading material for comprehending the core essence and rich connotations of Xi Jinping Thought on Culture.

习近平文化思想作为新时代党领导文化建设实践经验的理论总结，是一个内涵深邃、逻辑严密、系统完备的科学理论体系。《纲要》从整体视角出发，采取“总—分—总”的逻辑结构将全书编排为14个部分，以《习近平文化思想是新时代中国特色社会主义文化建设的科学指南和根本遵循》开篇，以《深入学习贯彻习近平文化思想 为推进强国建设、民族复兴伟业凝聚强大精神力量》结尾，将主体内容从坚持党的文化领导权，推动物质文明和精神文明协调发展，坚持把马克思主义基本原理同中国具体实际相结合、同中华优秀传统文化相结合，担负新时代的文化使命，坚定文化自信，培育和践行社会主义核心价值观，铸牢中华民族共同体意识，掌握信息化条件下舆论主导权、广泛凝聚社会共识，坚持以人民为中心的工作导向，加强文化遗产保护传承，构建中国话语和中国叙事体系以及促进文明交流互鉴等方面进行了宏观划分。这12个方面的内容层层递进、环环相扣，全景式呈现习近平文化思想的理论图景，既阐明了是什么、为什么，又指明了做什么、怎么做，诠释了习近平文化思想的基本理论问题。《纲要》无论是章节的编排设计还是具体的篇目内容，既同党的十八大、十九大、二十大以及十八届三中全会、二十届三中全会中关于社会主义文化建设的一系列重大战略部署深度融会贯通，又与全国宣传思想文化工作会议中提出的11个方面重大创新观点、16个方面战略部署和“七个着力”要求密切呼应，体现了理论与实践相结合、认识论和方法论相统一的鲜明特色，是体悟习近平文化思想核心要义和丰富内涵的权威辅助读物。

General Secretary Xi Jinping points out, "On the new journey of the New Era, we must uphold fundamental principles and break new ground, focus on studying, publicizing, and implementing the Thought on Socialism with Chinese Characteristics for a New Era, strive to deepen systematic and academic research and interpretation, strive to enhance the targetedness and effectiveness of study and publicity, and promote the Party's innovative theories to take deeper root in the hearts of the people." To grasp the theoretical character of Xi Jinping Thought on Culture as a whole by taking the study of the *Outline* as a starting point, we must closely adhere to the fundamental requirement of "systematic and academic research and interpretation," use the "integral steel" [2]2 "Integral steel" (整钢) is a metaphor used in Chinese Marxist discourse to describe a theoretical system as a single, indivisible, and coherent whole, analogous to a single piece of steel. way of thinking to continuously strengthen systematic research on Xi Jinping Thought on Culture, grasp it both from a macro perspective and clarify its principled theoretical achievements and their interconnections from a micro perspective, and comprehensively grasp the integrity of the logical structure and the consistency of the value orientation of this important thought. We must promote the Marxist theoretical research and construction project in the New Era with high quality, leverage the leading role of the Marxist theoretical discipline, strengthen disciplinary support and academic interpretation, focus on aspects such as academic foundation, practical orientation, international perspective, and historical dimension, profoundly reveal the theoretical background and academic basis of the major judgments and important propositions in Xi Jinping Thought on Culture, clearly explain the standpoints, viewpoints, and methods contained within it, actively respond to theoretical hot spots, difficulties, and practical concerns at home and abroad, and fully demonstrate the "thoroughness of theory" and "guiding power of practice" of Xi Jinping Thought on Culture with profound reasoning, thorough academic principles, and solid philosophy. We must strengthen the popularization and precise dissemination of Xi Jinping Thought on Culture, guide Party members, cadres, and the masses to deeply study and understand it, truly internalize it in the mind and externalize it in action, and continuously strengthen their emotional identification with and conscious practice of this important thought.

2. Grasp the Spiritual Essence, Systematically Understand the Regularity Understanding of Cultural Development in the New Era from the *Outline*

Marx and Engels profoundly expounded on the unique status and role of culture in the development of human society, establishing the Marxist theory of culture, which includes the relationship between social existence and social consciousness, the relationship between the economic base and the superstructure, the all-round development of human beings, the essence of culture and the subject of cultural creation, ideology and spiritual production, world history and spiritual communication, etc. This theory possesses distinct scientific, practical, popular, and open characteristics. Amidst the historic transformations since the New Era, the Party Central Committee with Comrade Xi Jinping at its core, from the strategic height concerning the future and destiny of the Party, the long-term stability and security of the state, and the cohesion and centripetal force of the nation, has insisted on placing cultural development in a prominent position in governance, continuously deepened the understanding of the laws governing the development of socialist culture, promoted historic achievements in cultural development through rectifying the sources and upholding fundamental principles while breaking new ground, and provided powerful spiritual impetus for Chinese-path modernization. In particular, the formulation of Xi Jinping Thought on Culture systematically answered the major questions of what kind of socialist culture with Chinese characteristics to uphold and develop in the New Era and how to uphold and develop socialist culture with Chinese characteristics. It elevated the Party's understanding of the laws governing the development of socialist culture, the development of Chinese civilization, and the progress of human civilization to a new height. In synthesizing achievements and opening up new prospects, it achieved a new leap in adapting Marxist cultural theory to the Chinese context and the needs of the times, opened up a new realm for the development of socialist culture with Chinese characteristics, and established an important milestone in China's cultural construction. The *Outline*, with 85 entries and 68,000 characters, elaborates on the major theoretical achievements, institutional achievements, and practical achievements made by the Party in promoting propaganda, ideology, and cultural work since the New Era. These achievements are not only profound insights and powerful manifestations of the laws governing the governance of the Communist Party, the laws of socialist construction, and the laws of human social development in the cultural field, but also a systematic condensation of the Party's understanding of the laws governing propaganda, ideology, and cultural construction in the New Era. They possess scientific truth value and broad world significance, and must be adhered to for the long term and continuously enriched and developed.

马克思恩格斯对人类社会发展进程中文化的独特地位和作用进行了深刻阐释，创立了包括社会存在与社会意识、经济基础与上层建筑的关系，人的全面发展，文化本质和文化创造主体，意识形态、精神生产，世界历史与精神交往等在内的马克思主义文化理论，具有鲜明的科学性、实践性、人民性和开放性。在新时代以来的历史性变革中，以习近平同志为核心的党中央从事关党的前途命运、事关国家长治久安、事关民族凝聚力和向心力的战略高度，坚持把文化建设摆在治国理政突出位置，不断深化对社会主义文化建设规律的认识，推动文化建设在正本清源、守正创新中取得历史性成就，为中国式现代化提供了强大精神动力。特别是习近平文化思想的提出，系统回答了新时代坚持和发展什么样的中国特色社会主义文化、怎样坚持和发展中国特色社会主义文化的重大课题，把党对社会主义文化建设、中华文明发展、人类文明进步的规律性认识提升到新高度，在集大成、开新局中实现了马克思主义文化理论中国化时代化的新飞跃，开辟了中国特色社会主义文化建设新境界，树立起中国文化建设的重要里程碑。《纲要》以85条、6.8万字阐述了新时代以来党在推动宣传思想文化工作中取得的重大理论成果、制度成果和实践成果，这些成果不仅是共产党执政规律、社会主义建设规律、人类社会发展规律在文化领域的深刻洞察和有力彰显，也是新时代党领导宣传思想文化建设规律性认识的系统凝练，具有科学真理价值和博大世界情怀，必须长期坚持、不断丰富发展。

General Secretary Xi Jinping has pointed out, “The history of world civilizations reveals a law: every civilization must advance with the times and constantly absorb the essence of the era.” To grasp the spiritual essence of Xi Jinping Thought on Culture through studying the *Outline* [3], we must adhere to the Two Integrations [4] and promote the organic integration of the theoretical logic of Marxism with the historical and practical logic of Chinese cultural development. Rooted in the practice of Chinese-path modernization [5], following the trends of information technology development, we should combine the regular understandings proposed at the 20th National Congress of the CPC [6], such as the “Six Musts” [7], and those proposed at the Third Plenary Session of the 20th Central Committee [8], such as “paying more attention to systemic integration, paying more attention to highlighting key points, and paying more attention to reform effectiveness,” with the positions, viewpoints, and methods inherent in Xi Jinping Thought on Culture. We must strive to enhance governance capacity in the cultural domain under information-based conditions, solve prominent problems in China’s cultural domain with a strong sense of responsibility and a clear problem orientation, and continuously open up new cultural paths and expand new spaces for cultural development. Following the laws of cultural dissemination and development, we should sense the changes in the nation’s fortunes, stand at the forefront of the times, and issue the voice of the times. Upholding openness and inclusiveness, we should actively learn from and draw on all outstanding achievements of human civilization, making the past serve the present and weeding through the old to bring forth the new [9], promoting the organic connection between tradition and modernity, so that Xi Jinping Thought on Culture truly becomes a

3. Faithfully implement practical requirements, drawing from the *Outline* the inexhaustible driving force to "create a new culture belonging to our era"

3.笃行实践要求，从《纲要》中汲取“创造属于我们这个时代的新文化”的不竭动力

The development of theory originates from the needs of practice; the important value of thought lies in answering the questions of the times and promoting the development of practice. Xi Jinping Thought on Culture was formed in the great practice of building a socialist culture with Chinese characteristics in the New Era. It originates from practice and in turn guides and promotes the continuous advancement of practice. The *Outline* devotes special space to elaborating the goals and tasks, principles and guidelines, strategic pathways, and practical requirements of propaganda, ideological, and cultural work in the New Era. It comprehensively and deeply lays out the basic framework and overall layout of propaganda, ideological, and cultural work in the New Era, reflecting the consistency of goals and pathways, the integration of the macro and the concrete, and the unity of the whole and the key points. It highlights a distinct problem-oriented and practice-oriented approach. It not only provides a fundamental practical guide for cultivating and creating a socialist culture with Chinese characteristics for the New Era that possesses strong ideological guidance, spiritual cohesion, value appeal, and international influence, but also injects powerful ideological impetus into opening up new prospects for propaganda, ideological, and cultural work in the New Era and continuously stimulating the cultural innovation and creativity of the entire nation.

理论的发展来源于实践的需要，思想的重要价值在于回答时代课题，推动实践发展。习近平文化思想是在新时代中国特色社会主义文化建设伟大实践中形成的，源自实践又指导和推动实践不断向前发展。《纲要》以专门篇幅阐述了新时代宣传思想文化工作的目标任务、方针原则、战略路径和实践要求，全方位、深层次铺展了新时代宣传思想文化工作的基本框架和整体布局，体现了目标与路径的一致、宏观与具体的融合、整体与重点的统一，彰显着鲜明的问题导向和实践导向，不仅为培育和创造具有强大思想引领力、精神凝聚力、价值感召力、国际影响力的新时代中国特色社会主义文化提供了根本实践遵循，也为开创新时代宣传思想文化工作新局面、不断激发全民族文化创新创造活力注入了强大思想动力。

General Secretary Xi Jinping points out, "Understanding the general trend of world development and keeping pace with the currents of the times is an extremely important and ever-new topic." [3] With the deepening development of economic globalization, the development pattern and evolutionary trends of world culture and human civilization are undergoing profound adjustments and reshaping. Cultural diversification continues to advance worldwide, and dialogue and exchange between Chinese culture and other cultures of the world are becoming increasingly extensive and deep. At the same time, human society still faces the common threats of ideological fragmentation and cultural conflict. To faithfully implement the practical requirements of Xi Jinping Thought on Culture by taking the study of the *Outline* as a starting point, on the one hand, we must anchor the strategic goal of building a culturally strong country, closely combine it with the prominent problems facing China's cultural development, grasp the key issues in building a culturally strong country for further reflection, explore effective mechanisms for the integration of culture and technology, realize the digital empowerment and information transformation of cultural construction, develop and strengthen mainstream values, mainstream public opinion, and mainstream culture, promote the cultural relations of production to be more compatible with the cultural productive forces, and continuously shape the cultural form of Chinese-path modernization. On the other hand, we must promote a view of civilization based on equality, mutual learning, dialogue, and inclusiveness. Actively absorb and draw upon the outstanding achievements of world civilizations within the "sum total of human knowledge," [4] promote different civilizations to seek common ground while reserving differences and learn from each other's strengths to offset weaknesses. At the same time, construct a Chinese discourse and Chinese narrative system, support Chinese cultural theory with vivid Chinese cultural practice, accurately refine and display the spiritual symbols of fine traditional Chinese culture, create a batch of cultural achievements that integrate the ancient and the modern and connect China and the world, strengthen the construction of international communication capacity, accelerate the construction of a multi-channel, three-dimensional external communication pattern, comprehensively enhance the country's cultural soft power and the influence of Chinese culture, make greater contributions to world civilization with more vibrant civilizational achievements, and write a splendid chapter of beauty in diversity, exchange, and mutual learning.

习近平总书记指出，“认识世界发展大势，跟上时代潮流，是一个极为重要并且常做常新的课题”。随着经济全球化的深入发展，世界文化和人类文明的发展格局和演进态势发生深刻调整和重塑，世界范围内文化多样化持续推进，中华文化与世界其他文化的对话和交流日益广泛深入，同时人类社会依然面临着思想割裂、文化纷争的共同威胁。以《纲要》学习为抓手笃行习近平文化思想的实践要求，一方面，要锚定建成文化强国的战略目标，紧密结合我国文化发展面临的突出问题，抓住文化强国建设的关键问题进一步思考，探索文化和科技融合的有效机制，实现文化建设数字化赋能、信息化转型，发展壮大主流价值、主流舆论、主流文化，促使文化生产关系和文化生产力更相适应，不断塑造中国式现代化的文化形态。另一方面，要弘扬平等、互鉴、对话、包容的文明观，在“人类知识的总和”中积极吸收借鉴世界文明优秀成果，促进各国文明求同存异、取长补短，同时构建中国话语和中国叙事体系，以鲜活的中国文化实践支撑中国文化理论，准确提炼并展示中华优秀传统文化的精神标识，打造一批熔铸古今、汇通中外的文化成果，加强国际传播能力建设，加快构建多渠道、立体式对外传播格局，全面提升国家文化软实力和中华文化影响力，以更有活力的文明成就对世界文明作出更大贡献，书写美美与共、交流互鉴的灿烂篇章。
