Studying Xi Jinping’s *Excerpts on Strengthening the Party’s Work Style Construction*

Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has begun its breakthrough by formulating and implementing the Central Eight-Point Regulations, adhering to a top-down approach in which those above set an example for those below, and resolving the questions of what to focus on and how to carry out work style construction under the new circumstances. Recently, the book *Excerpts on Strengthening the Party’s Work Style Construction*, compiled by the Institute of Party History and Literature of the CPC Central Committee, was published by the Central Party Literature Press and distributed nationwide. In this issue, we invite three experts and scholars to discuss their study experiences in relation to studying the excerpts.

党的十八大以来，以习近平同志为核心的党中央从制定和落实中央八项规定开局破题，坚持自上而下、以上率下，解决了新形势下作风建设抓什么、怎么抓的问题。近日，中共中央党史和文献研究院编辑的《习近平关于加强党的作风建设论述摘编》一书，由中央文献出版社出版，在全国发行。本期邀请三位专家学者，围绕学习论述摘编谈学习体会。

*Excerpts on Strengthening the Party’s Work Style Construction* includes over 130 important documents by General Secretary Xi Jinping, such as reports, speeches, instructions, and prefaces, from November 2012 to February 2025. It is divided into 9 special topics, comprising a total of 299 passages. The book systematically elaborates on the purpose, essence, and practical requirements of strengthening the Party’s work style construction in the New Era. It is an authoritative reader for us to comprehensively and systematically study, understand, and master General Secretary Xi Jinping’s relevant important expositions, and it also provides important documentary materials for the entire Party to carry out study and education on thoroughly implementing the spirit of the Central Eight-Point Regulations.

《习近平关于加强党的作风建设论述摘编》收入了习近平总书记2012年11月至2025年2月期间的报告、讲话、指示、序言等130多篇重要文献，分9个专题，共计299段论述。全书系统性阐述了新时代加强党的作风建设的宗旨要义和实践要求，是我们全面系统学习、理解和掌握习近平总书记有关重要论述的权威读本，也为全党开展深入贯彻中央八项规定精神学习教育提供了重要文献资料。

Deeply understand the extreme importance of the Party’s work style construction. In special topics such as “The Party’s Work Style Concerns the Will of the People and Determines the Success or Failure of the Party and the State,” “The Essence of Work Style Issues Is a Matter of Party Spirit,” and “The Core of Work Style Issues Is the Relationship Between the Party and the Masses,” General Secretary Xi Jinping profoundly elucidates the relationship between work style construction and Party building, enabling the entire Party to have a clearer understanding of the importance of work style construction. The General Secretary points out that if a ruling party does not pay attention to work style construction and allows unhealthy tendencies to erode the Party’s body, it risks losing the people’s support and its political power. As a Marxist political party that has been in power in China for a long time, our Party must never take work style issues lightly at any time.

深刻认识党的作风建设的极端重要性。在《党的作风关系人心向背，决定党和国家事业成败》《作风问题本质上是党性问题》《作风问题核心是党同人民群众的关系问题》等专题中，习近平总书记深入阐明了作风建设与党的建设的关系，让全党对作风建设的重要性有了更加清醒的认识。总书记指出，执政党如果不注重作风建设，听任不正之风侵蚀党的肌体，就有失去民心、丧失政权的危险。我们党作为一个在中国长期执政的马克思主义政党，对作风问题任何时候都不能掉以轻心。

In the special topic “The Central Eight-Point Regulations Are the Entry Point and Mobilization Order for Improving Work Style, and Are Long-Term Effective Iron Rules and Hard Bars,” General Secretary Xi Jinping profoundly discusses the Party Central Committee’s understanding and judgment regarding the proposal and implementation of the Central Eight-Point Regulations from the perspectives of “once the Eight-Point Regulations were put in place, work style construction came alive across the board,” “starting from the Politburo and promoting from the top down,” and “persevering in implementing the spirit of the Central Eight-Point Regulations.” He also puts forward clear requirements for unremittingly implementing the spirit of the Central Eight-Point Regulations. The General Secretary states with resounding force that formulating and implementing the Central Eight-Point Regulations is an act of our Party in the New Era to establish credibility through concrete action [1]1 “Flesh-and-blood ties” (血肉联系) is a standard CPC formulation emphasizing the inseparable, organic connection between the Party and the masses, rooted in the mass line tradition., and it must be persistently pursued and continuously consolidated.

In the four special topics “Continuously Deepen the Rectification of the ‘Four Forms of Decadence’ [2],” “Leading Cadres at All Levels Must Take the Lead in Changing Work Style, Lead by Example, and Set an Example for Those Below,” “Persist in Integrating the Rectification of Work Style, Discipline Enforcement, and Anti-Corruption,” and “Make the Party’s Work Style Fully Pure, and Use a Fine Party Style to Drive Social Customs and Public Morality Upward and Toward Goodness,” General Secretary Xi Jinping puts forward clear practical requirements for strengthening work style construction, providing action guidance for rectifying the “Four Forms of Decadence.” The General Secretary believes that rectifying work style, enforcing discipline, and combating corruption must be integrated and pursued together, always adhering to strict standards, strict measures, and a strict atmosphere, using a fine work style as a guide, strict discipline as a guarantee, and anti-corruption and punishment of evil to remove obstacles.

In the special topic “Promote the Normalization and Long-Term Effectiveness of Work Style Construction,” General Secretary Xi Jinping puts forward an overall plan for work style construction from a long-term strategic perspective, clearly pointing out that maintaining the Party’s flesh-and-blood ties with the masses is an eternal task. Work style issues are recurrent and stubborn; they cannot be solved overnight or in one fell swoop, nor can they be treated as a passing fad that stops after a brief effort. They must be addressed persistently and over the long term.

透彻领会党的作风建设的推进方向。在《推进作风建设常态化长效化》专题中，习近平总书记从长期战略角度对作风建设提出了总体部署，鲜明指出保持党同人民群众的血肉联系是一个永恒课题，作风问题具有反复性和顽固性，不可能一蹴而就、毕其功于一役，更不能一阵风、刮一下就停，必须经常抓、长期抓。

In the New Era, General Secretary Xi Jinping has summarized and refined the new experiences of comprehensive and strict governance of the Party since the 18th National Congress of the CPC, delivered a series of important speeches and made a series of important instructions and directives on strengthening the Party’s work style construction, forming General Secretary Xi Jinping’s important expositions on strengthening the Party’s work style construction. He creatively proposed a series of original concepts, including implementing the spirit of the Central Eight-Point Regulations, practicing the “Three Stricts and Three Honests” [3], rectifying the “Four Forms of Decadence,” prominently targeting formalism and bureaucracy, eradicating privileged thinking and privileged behavior, focusing on the “key minority” [4], and adhering to strict standards. These important expositions scientifically construct the theory of the Party’s work style construction in the New Era, providing scientific guidance and fundamental principles for strengthening the Party’s work style construction in the New Era.

新时代，习近平总书记总结提炼党的十八大以来全面从严治党新经验，就加强党的作风建设发表一系列重要讲话、作出一系列重要指示批示，形成习近平总书记关于加强党的作风建设的重要论述，创造性提出落实中央八项规定精神，践行“三严三实”，纠治“四风”，突出整治形式主义、官僚主义，破除特权思想和特权行为，抓好“关键少数”，坚持严的基调等一系列原创性理念。这些重要论述科学建构了新时代党的作风建设理论，为新时代加强党的作风建设提供了科学指引和根本遵循。

After the 18th National Congress of the CPC, in the face of various problems and malpractices existing within the Party, the Party Central Committee with Comrade Xi Jinping at its core, after careful consideration, decided to start the breakthrough in Party work style construction from the small entry point of formulating and implementing the Central Eight-Point Regulations, solving the problems of where to start, what to focus on, and how to carry out Party building under the new circumstances. The General Secretary emphasized, “The task of improving work style is very heavy; the Eight-Point Regulations are an entry point and a mobilization order.” The General Secretary set an example for those below, emphasizing at a Politburo meeting, “If we feel a little uncomfortable and a little constrained, the people’s comfort level will be a little better, their satisfaction will be a little higher, and their feelings towards us will be a little better.” Ultimately, once the Eight-Point Regulations were put in place, work style construction came alive across the board.

党的十八大后，面对党内存在的种种问题和弊端，以习近平同志为核心的党中央经过深思熟虑，决定抓党的作风建设从制定落实中央八项规定这个小切口开局破题，解决了新形势下党的建设从哪儿抓起、抓什么、怎么抓的问题。总书记强调，“改进工作作风的任务非常繁重，八项规定是一个切入口和动员令”，总书记以上率下，在中央政治局会议上强调，“我们不舒服一点、不自在一点，老百姓的舒适度就好一点、满意度就高一点，对我们的感觉就好一点”。最终，八项规定一子落地，作风建设满盘皆活。

Creatively propose rectifying the “Four Forms of Decadence.” Starting from adhering to a problem-oriented approach, General Secretary Xi Jinping points out that “the ‘Four Forms of Decadence’ violate the nature and purpose of our Party, are the problems most detested by the masses and to which they react most strongly at present, and are also an important root cause of damaging the relationship between the Party and the masses and between cadres and the masses.” He also describes in detail the essence and harm of formalism, bureaucracy, hedonism, and extravagance. The General Secretary has a clear understanding of the long-term and arduous nature of rectifying the “Four Forms of Decadence.” He requires “rectifying the ‘Four Forms of Decadence’ with the spirit of driving a nail,” emphasizing that “work style construction is always on the way and must be persistently pursued.” At the same time, strengthening work style construction requires Party members and cadres to resolutely oppose privileged thinking and privileged phenomena. When presiding over the fifth collective study session of the 18th Central Politburo, General Secretary Xi Jinping emphasized, “The masses most hate various negative and corrupt phenomena, and most hate various privileged phenomena,” requiring Party member leading cadres to maintain a clean and honest political character and correctly handle relationships such as public and private, gain and loss, righteousness and benefit, right and wrong, and closeness and clarity.

创造性提出纠治“四风”。习近平总书记从坚持问题导向出发，指出“‘四风’是违背我们党的性质和宗旨的，是当前群众深恶痛绝、反应最强烈的问题，也是损害党群干群关系的重要根源”，并详尽描述了形式主义、官僚主义、享乐主义和奢靡之风的实质和危害。对于纠治“四风”的长期性和艰巨性，总书记有着清醒的认知，他要求“以钉钉子精神纠治‘四风’”，强调“作风建设永远在路上，必须常抓不懈”。同时，加强作风建设要求党员、干部坚决反对特权思想和特权现象。习近平总书记在主持十八届中央政治局第五次集体学习时强调，“人民群众最痛恨各种消极腐败现象，最痛恨各种特权现象”，要求党员领导干部保持清正廉洁的政治本色，正确处理公私、得失、义利、是非、亲清等关系。

The core issue in strengthening and improving the Party’s work style is maintaining the Party’s flesh-and-blood ties with the people. The book *Xi Jinping’s Excerpts on Strengthening Party Building in Work Style* devotes a special section to the topic “The Core of the Work Style Issue Is the Relationship Between the Party and the People,” which includes 33 important discourses by the General Secretary from November 2012 to January 2025, fully demonstrating General Secretary Xi Jinping’s profound people-centered sentiment and strong sense of mission and responsibility.

加强和改进党的作风建设，核心问题是保持党同人民群众的血肉联系。《习近平关于加强党的作风建设论述摘编》一书专门设置了《作风问题核心是党同人民群众的关系问题》专题，收入总书记2012年11月至2025年1月期间33段重要论述，充分展现了习近平总书记深厚的人民情怀和强烈的使命担当。

Approach the masses with genuine feeling, and maintain the Party’s flesh-and-blood ties with the masses. General Secretary Xi Jinping points out: “‘Every twig and every leaf is touched by feeling’[2]; when cadres work with feeling, the masses perceive it differently.” “To implement the mass line of the Party, one must first have feeling for the masses, truly regard oneself as a member of the masses, and treat the masses’ affairs as one’s own.” The greatest danger for a Marxist party after it comes to power, especially after long-term governance, is becoming divorced from the masses. To strengthen work style building, it is necessary to uphold the Marxist view of the masses and implement the Party’s mass line. For our Party to achieve long-term governance, it must forever maintain flesh-and-blood ties with the masses, always think and act together with the masses, share weal and woe through wind and rain.

以真感情贴近群众，保持党同人民群众血肉联系。习近平总书记指出：“‘一枝一叶总关情’，干部带着感情去做事，群众感受就不一样”“贯彻党的群众路线，首先要对群众有感情，真正把自己当作群众的一员、把群众的事当作自己的事”。马克思主义政党执政后特别是长期执政后的最大危险是脱离群众。加强作风建设，必须坚持马克思主义群众观点、贯彻党的群众路线。我们党要做到长期执政，就必须永远保持同人民群众的血肉联系，始终同人民群众想在一起、干在一起、风雨同舟、同甘共苦。
