Innovation culture refers to a cultural form related to innovation, encompassing a complete cultural ecosystem of values, institutional arrangements, and practical norms for innovation. It is the most important internal driving force and external environment for leading and promoting innovative practice. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has attached great importance to cultivating innovation culture and has delivered a series of important expositions. Thoroughly studying and implementing these important expositions holds profound strategic significance for removing institutional and cultural barriers that constrain innovative development, empowering economic and social development through culture, and accelerating the construction of a great modern socialist country.

Those who know victory are among the ranks; frontline officers and soldiers are at the forefront of reform and transformation, best understanding the difficulties and blockages in military construction and development, and are the practical subjects and powerful force driving the continuous deepening of military reform to strengthen the military. Only by consistently adhering to the unity of the principal status of grassroots officers and soldiers with the leading role of innovation, making major decisions by consulting soldiers, seeking solutions for combat methods and training methods from soldiers, and gathering wisdom from soldiers for tackling difficult problems, and creating a good innovation environment for frontline officers and soldiers, can we ensure that they maintain strategic focus in technological breakthroughs, dare to think and act in breaking through bottlenecks, and be good at doing well in transforming achievements, thereby allowing the springs of innovation to fully flow and the fruits of reform to burst forth, always seizing the initiative and gaining the upper hand in world military transformation.
