Driving the Modernization of Cultural Governance through Institutional Reform and Digital Technology

· · Research Highlights · "People's Forum - Academic Frontiers" 2025, no. 5 · 24 min read

The modernization of cultural governance is a deep coupling of the endogenous evolution of Chinese civilization with the epochal transformation of digital technology. This coupling is rooted in the two-way construction of cultural subjectivity and governance effectiveness, and it manifests socio-historical necessity in the dialectical unity of culture and governance. From the perspective of interculturality, the modernization of cultural governance is a deep integration of thought genes from fine traditional Chinese culture—such as “the people are the foundation of the state,”[1]1 “The people are the foundation of the state” (民为邦本) is a classical Chinese political maxim from the *Book of Documents* (《尚书》), emphasizing that the people are the root of the state. “the unity of knowledge and action,”[2]2 “The unity of knowledge and action” (知行合一) is a key concept in the philosophy of Wang Yangming (1472–1529), a Ming-dynasty Neo-Confucian thinker. and “discarding the old and establishing the new”[3]3 “Discarding the old and establishing the new” (革故鼎新) is a four-character idiom derived from the *Book of Changes* (《易经》), referring to the removal of the old and the establishment of the new.—with the Marxist concept of the people as the subject. The governance paradigm thus constructed, marked by pronounced cultural subjectivity, cultural adaptability, and cultural practicality, can fully stimulate the effect of “institutional coupling,” transforming cultural genes into institutional advantages through governance practice. From the perspective of technological rationalism, digital technological innovation injects strong momentum into the modernization of cultural governance (for example, digital twins reconstruct the space for the inheritance and protection of cultural heritage, and intelligent algorithms optimize the efficiency of cultural resource allocation), forming a composite driving mechanism of “technology–culture–governance.” This pushes the governance model from one-way control toward pluralistic collaborative co-governance, enabling precise perception of cultural needs, intelligent coordination of cultural production, and global dissemination of cultural values. Looking to the future, the modernization of cultural governance must be grounded in the historical self-awareness of “mutual learning among civilizations”[4]4 “Mutual learning among civilizations” (文明互鉴) is a term frequently used in contemporary Chinese political discourse to advocate for the exchange and mutual enrichment of different civilizations. and the technological foundation of “Digital China,”[5]5 “Digital China” (数字中国) is a national strategy in China aimed at promoting the digital transformation of the economy and society. displaying Eastern wisdom in the process of constructing a new form of human civilization, and providing a “Chinese solution” for the transformation of the global cultural governance system.

The Epochal Value of the Modernization of Cultural Governance

Socialism with Chinese characteristics has entered a New Era. This not only signals the historical transformations brought about by the shift in the principal contradiction in society, the deepening development of globalization, and the revolutionary breakthrough in information technology, but also carries the strategic mission of comprehensively building a modern socialist country. Moreover, it faces multiple new challenges in the field of cultural governance: at the institutional level, there is an urgent need to construct a modern cultural governance system compatible with high-quality development; at the value level, there is an urgent need to strengthen the synergistic effectiveness of the guidance of Marxist ideology and the cultivation of core socialist values; at the practical level, there is a call to promote the creative transformation and innovative development of fine traditional Chinese culture, to build a digital cultural ecology, and thus, through upholding fundamental principles and breaking new ground,[6]6 “Upholding fundamental principles and breaking new ground” (守正创新) is a key concept in Xi Jinping’s thought, meaning to adhere to core principles while innovating. to achieve the resonance of cultural governance capacity with the modernization of national governance. “The New Era we face is both the best era for the development of the Chinese nation since modern times and the most critical era for realizing the great rejuvenation of the Chinese nation.” Only by deeply understanding the significance of the New Era can we grasp its essence and characteristics. Chinese-path modernization has reached a new historical starting point. The continuous satisfaction of “the people’s growing needs for a better life” must be taken as the driving force and source for future economic, political, social, cultural, and ecological-ethical construction. Satisfying the people’s growing needs for a better life is inseparable from taking cultural construction as an important lever and providing strong cultural guidance for the construction of socialism with Chinese characteristics with a high degree of cultural confidence. Since the 18th National Congress of the CPC, China’s cultural construction has achieved historic accomplishments. While achieving overall results such as the comprehensive development of cultural undertakings, the increasingly improved public cultural services, the orderly advancement of cultural market construction, and the vigorous development of the cultural industry, it still faces practical problems such as insufficient high-quality cultural products, the need to increase innovation in fine traditional culture, uneven distribution of urban and rural cultural resources, the need to strengthen the regulatory system for online cultural products, and the need to improve international communication capabilities.

The “Decision of the Central Committee of the Communist Party of China on Upholding and Improving the System of Socialism with Chinese Characteristics and Advancing the Modernization of China’s System and Capacity for Governance,”[7]7 This is the official English title of the document adopted at the Fourth Plenary Session of the 19th CPC Central Committee in October 2019. reviewed and approved at the Fourth Plenary Session of the 19th Central Committee of the CPC, points out: “Developing advanced socialist culture and extensively rallying the spiritual strength of the people is a profound support for the modernization of the national governance system and governance capacity.” This provides a clear roadmap for the modernization of cultural governance. As an important component of Chinese-path cultural modernization, the modernization of cultural governance is not only an upgrade at the technical level but also a source of dynamism for stimulating cultural innovation enthusiasm and promoting cultural prosperity. The modernization of cultural governance is also a fundamental path to respond to the increasingly prominent trend of cultural pluralistic integration and to enhance the global cultural competitiveness of the Chinese nation. On the one hand, the modernization of cultural governance can further release the vitality of the cultural market, optimize the construction of the public cultural service system, provide the people with richer and higher-quality spiritual and cultural products, help achieve common prosperity for all the people, and improve the quality of the people’s spiritual life. On the other hand, the modernization of cultural governance can effectively resist the infiltration of foreign cultures, enhance cultural confidence and self-strengthening, consolidate the uniqueness and subjectivity of Chinese culture, strengthen the people’s sense of belonging and mission towards the nation and the country, promote the creative transformation and innovative development of fine traditional Chinese culture, and cultivate the epochal soil of “cultural consciousness” and “cultural confidence” for realizing the great rejuvenation of the Chinese nation.

The Path of Institutional Reform for Chinese-Path Cultural Governance Modernization in the New Era

The “Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization,”[8]8 This is the official English title of the document adopted at the Third Plenary Session of the 20th CPC Central Committee in July 2024. reviewed and approved at the Third Plenary Session of the 20th Central Committee of the CPC, lists “focusing on building a socialist cultural power” as one of the “seven focal points,”[9]9 The “seven focal points” (七个聚焦) are the seven key areas for reform outlined in the decision of the Third Plenary Session of the 20th Central Committee. highlighting the core position of culture in the national development strategy. To achieve this goal, it is necessary to deepen the reform of the cultural governance system to meet the needs of cultural development in the New Era. The path of institutional reform for the modernization of cultural governance involves the systematic optimization of the subjects, content, structure, and effects of cultural governance, as well as diversified systemic issues such as how to effectively allocate cultural resources, innovate cultural governance means, and enhance cultural governance effectiveness in the process of modernization.

Subject Level: The Capacity Leap from Administration to Rule of Law. Observing the historical changes in the subjects of cultural governance, China’s cultural governance system has gradually shifted from a single government-led model to a pattern of collaborative governance by multiple subjects. This change reflects the modern leap in the national governance concept from an administrative management type to a government service type and a democratic rule-of-law type. From the early days of the founding of New China to before reform and opening up, the main subject of cultural governance in China was the state, characterized by a highly centralized “administrative cultural governance subject.” Culture became an extension of politics. The state used a planned model to effectively regulate and manage cultural behavior. The cultural governance subject was singular, power was highly concentrated in cultural administrative departments, and the participation of social forces was relatively weak. The formulation of relevant cultural policies mainly reflected the characteristics of national discourse, and the governance effect still needed improvement. With the advancement of economic system reform after reform and opening up, market mechanisms were gradually introduced into cultural governance, and the economic attributes of the cultural market were gradually amplified. Social forces began to participate in cultural governance, forming a “diffuse cultural governance” form characterized by multi-subject interaction, open dissemination, and decentralized management. Cultural institutions began to explore enterprise management, and the cultural industry gradually emerged during this period.

Since the 21st century, China’s socialist modernization has achieved remarkable results, and cultural governance has also entered the stage of “collaborative cultural governance.” The subjects of cultural governance include multiple forces such as the government, social organizations, enterprises, and citizens, and the governance model has also transformed into “multi-centered collaborative governance.” For example, in urban cultural construction, a multi-party collaborative mechanism of Party building leadership, government support, professional support, and citizen participation has become an important model for urban cultural governance. Since the 18th National Congress of the CPC, the modernization of cultural governance has formed a cultural governance model that balances “localness and publicness.” Localness emphasizes overall planning under the leadership of the Communist Party of China, effectively regulating and deploying the production and supply of public cultural products and services according to the cultural needs of society and the people, achieving a high degree of consistency of interests among the government, society, and the people. Publicness is reflected in the people as the subject of governance, emphasizing a people-centered approach, paying more attention to cultural confidence and cultural identity, and enhancing the effectiveness of cultural governance by improving the construction of cultural rule of law, optimizing the cultural management system, and promoting the integration of culture and technology.

At the object level: the content transformation from cultural undertakings to the cultural industry. In the stage of administrative cultural governance, the objects of China’s cultural governance were mainly inclusive public cultural undertakings, adhering to the cultural policy of “serving the people and serving socialism,” emphasizing the popularization and propaganda-education functions of culture, and disseminating core socialist values through various channels such as radio, film, books, and newspapers to improve the cultural quality of the people. Since the implementation of cultural marketization reform, China’s cultural governance philosophy has gradually shifted from a single focus on ideological management to balancing economic and cultural benefits. The center of gravity of cultural governance has shifted from “serving politics” to “serving the economy,” and the economic attributes of the cultural market have begun to emerge. The market-oriented institutional reform of culture has become one of the important markers of the modernization of cultural governance, which has also made the flourishing development of the cultural industry the primary task of cultural governance. After the 17th National Congress of the CPC, the promulgation of the “Plan for the Revitalization of the Cultural Industry” further clarified the status of the cultural industry as a pillar industry of the national economy. The number of cultural market entities further increased, their vitality was further enhanced, and the cultural market mechanism played a more important role in resource allocation, while the government maintained the healthy development of the cultural market through policy guidance and administrative regulation.

Entering the New Era, the modernization of cultural governance has entered a stage of comprehensive deepening, emphasizing cultural confidence and the building of a culturally strong country. The content of cultural governance covers the high-quality development of the public cultural service system. The promulgation of the “Public Cultural Service Guarantee Law of the People’s Republic of China” has become an important legal guarantee for the construction of China’s public cultural services. Cultural governance focuses on promoting the transformation of government functions from “whether there is” public cultural service to “whether it is good,” emphasizing the “quality” and “innovation” of cultural services, and striving to ensure the high-quality development of public culture. At the same time, under the basic requirement of advancing the modernization of the national governance system and governance capacity, General Secretary Xi Jinping put forward the epochal proposition of strengthening cultural confidence, pointing out that “cultural subjectivity reflects a nation’s and a people’s conscious awareness of their own culture and their proactive spirit of cultural innovation and creation. With cultural subjectivity, there is a firm self in the cultural sense, and cultural confidence has a fundamental support,” emphasizing that “only by moving from history toward the future and forging ahead while continuing the cultural bloodline of the nation can we continuously advance the building of a culturally strong country.” Cultural governance in the New Era pays more attention to the guidance of cultural confidence, and the content of governance is also more focused on new aspects such as the protection and inheritance of cultural heritage, the construction of national cultural parks, regional cultural coordination, and the revitalization of rural culture. At the same time, it emphasizes the innovative application of digital technology in the resourceification of culture, striving to build an intelligent, networked collaborative system of cultural governance.

At the structural level: from a unitary system to a “culture-plus” cultural governance system. In the early stage of government-led governance, the cultural governance structure was based on the unit system [danwei system] [10]10 The unit system (单位制) was the basic organizational structure of urban Chinese society under the planned economy, where state-owned work units (danwei) provided employment, housing, welfare, and political control, forming a closed, all-encompassing social management system., the cultural system was highly centralized, cultural undertakings were uniformly managed by the state, and resource allocation mainly relied on administrative orders. The goal of cultural governance was more to serve ideological management and the political system. After reform and opening up, the cultural governance structure shifted from an administrative command system to a contractual system. Cultural institutions gradually introduced market mechanisms, promoted the transformation of state-owned for-profit cultural institutions into enterprises, and gradually formed a model of “institutional units, enterprise management.” In exploring forms of ownership and modes of operation, art troupes formed a “dual-track system” [11]11 The dual-track system (双轨制) refers to the coexistence of a planned track and a market track in a given sector during China’s reform period, allowing some entities to operate under market principles while others remain under state planning. in which “wholly people-owned art performance troupes sponsored by government cultural authorities” and “multiple-ownership art performance troupes sponsored by society” developed in parallel, that is, the coexistence of planned management and market operation. The 16th National Congress of the CPC clearly proposed “actively developing cultural undertakings and the cultural industry.” The cultural industry entered a stage of systematic development, the reform of the cultural system accelerated, for-profit cultural units gradually transformed into enterprises, the economic aggregate of the cultural industry grew rapidly, the cultural governance structure was further optimized, and the separate development of cultural undertakings and the cultural industry became an important feature.

Since the 18th National Congress of the CPC, with the rapid rise of emerging formats such as digital publishing, digital art, digital music, online literature, and digital film and television, the reform of the cultural system has also entered a new era of integrated and innovative development combining institutional innovation with technological innovation, format innovation with model innovation, and industrial development with the progress of undertakings. This has raised new propositions for online cultural governance. The Third Plenary Session of the 18th Central Committee of the CPC proposed “advancing the modernization of the national governance system and governance capacity.” The cultural governance structure entered a stage of modern transformation. The core concept of cultural governance shifted from “unitary management” to “multi-center governance.” “Culture-plus” became the structural force of the modernization of Chinese-path cultural governance. The modern public cultural service system and the modern cultural market system became important supports for cultural governance. At the same time, through cross-domain integration and innovation, promoting the coordinated development of culture with science and technology, tourism, the economy, and other cultural market systems became an important path to achieving the goal of building a culturally strong country. The “14th Five-Year Plan for Cultural Development” proposed “improving the modern cultural industry system” and “building a high-standard cultural market system” to stimulate the vitality of cultural market entities as the center of high-quality development of cultural governance. Cultural governance in the New Era pays more attention to the realization of citizens’ cultural rights and the social integration function of culture, and has also begun to pay more attention to governance in new fields such as cultural digitalization, the integration of culture and tourism, and the integration of culture and sports.

At the goal level: the people-centered starting point and落脚点 [12]12 The Chinese term 落脚点 (luòjiǎodiǎn) literally means “foothold” or “point of landing,” and in political discourse it denotes the ultimate goal, end point, or final focus of a policy or process.. Specific cultural genes determine the modernization models of different countries. Xi Jinping Thought on Culture emphasizes the people-centered development concept, which, as the core concept and fundamental guideline for the modernization of Chinese culture, runs through the entire process of cultural governance. From the early days of the founding of New China to before reform and opening up, the effects of cultural governance were mainly reflected in consolidating the new political power, promoting the popularization of socialist ideology, and improving the cultural quality of the people. For example, through the “literacy campaign” [13]13 The literacy campaign (扫盲运动) was a mass movement launched by the Chinese Communist Party in the 1950s and 1960s to eradicate illiteracy among the adult population, often conducted through evening schools, work-site classes, and political study groups. and the establishment of grassroots cultural political power, cultural governance achieved political mobilization and ideological unification to a certain extent, and also completed the goals of popularizing socialist ideology and improving the cultural literacy of the entire people. As cultural governance transitioned from a planned system to a market system, its effects were more reflected in the rise of the cultural industry and the initial formation of the cultural market. The governance goal was more focused on meeting the spiritual and cultural needs of the people, while the governance means paid more attention to the principles of fairness and inclusiveness in cultural construction.

As cultural governance enters the stage of comprehensive deepening, a new round of technological revolution and digital technology has changed the mode of cultural production, dissemination, and governance. The impact of this on cultural governance is unprecedented. Differences in digital concepts and information security issues are becoming increasingly prominent, network attack methods are diversifying, the risk of information leakage is increasing, and there are significant differences in the ability to acquire technology among different regions and different social groups. This inequality exacerbates the digital divide, affects the balanced development of digital culture, the public participation mechanism in digital cultural governance is imperfect, and information asymmetry is widespread. The essence of cultural governance is to meet the people’s growing spiritual and cultural needs. Therefore, in digital cultural governance, it is necessary to adhere to the principle of “cultural digitalization for the people, and the fruits of cultural digitalization shared by the people,” optimize the quality of digital cultural products, while also focusing on enhancing people’s participation, improving the transparency of governance and the public’s sense of identification. By improving technical governance means, making the sharing of cultural achievements more inclusive, and narrowing the digital divide between different groups. The cultural governance structure also needs to further adapt to the challenges of modern information technology, promote the collaborative cooperation of the government, the market, and the public, and form a cultural governance pattern of joint contribution, joint governance, and shared benefits.

The Digital Empowerment of the Modernization of Cultural Governance in the New Era

In the long process of transition from traditional to modern society, cultural governance in the pre-digital era mainly focused on institution-led reform with administrative dominance as the core lever. Through means such as organizational adjustment, functional optimization, and the improvement of policies and regulations, it achieved phased results in streamlining management mechanisms, optimizing resource allocation, and regulating market order. However, this governance paradigm framed by bureaucracy, when confronted with the intertwined impact of multiple cultural development trends such as globalization, marketization, and technological innovation, gradually revealed structural contradictions including singular subject participation, insufficient technological empowerment, and sluggish supply-demand alignment. This led to weakened effectiveness in guiding cultural values, diminished momentum for industrial upgrading, and imbalances in public service provision, making it difficult to effectively respond to the people’s growing spiritual and cultural needs and their new expectations for a better cultural life.

The rapid development of digital technology has provided entirely new means of empowerment for cultural governance, comprehensively driving the contemporary transformation of governance models and offering strong technological support and innovative impetus for the modernization of cultural governance. Since the 18th National Congress of the CPC, the Party Central Committee has placed great emphasis on promoting cultural governance through digitalization, elevating it to a national strategy. The 20th National Congress of the CPC explicitly proposed “implementing the national cultural digitalization strategy.” Consequently, all mechanisms of China’s cultural governance—subjects, tools, content, and effects—must undergo new transformations in response to the times and circumstances.

Transformation of cultural governance subjects: information sharing and multi-party participation. Cultural governance subjects are the foundational force in the modernization of cultural governance. In the traditional cultural governance system, the subjects were government agencies and cultural public institutions. This cultural governance system inevitably faced problems such as slow response speed, relatively lagging information acquisition, and insufficient public participation, making it difficult to fully adapt to the needs of cultural governance in the digital age. The rapid development of digital technology provides an important opportunity for the transformation of cultural governance subjects, driving a shift from singular to diverse, from closed to open, and from experience-driven to data-driven governance.

Under the traditional model of cultural governance, government agencies and cultural public institutions, as governance subjects, often relied on experience-based judgment and hierarchical approval in their decision-making processes, making it difficult to respond quickly to changes in social and cultural needs. In terms of the allocation and utilization of cultural resources, traditional approval procedures were complex and time-consuming, easily leading to resource waste and supply-demand imbalances. Due to limited channels for information acquisition, governance subjects found it hard to grasp the public’s cultural needs and feedback in a timely manner, resulting in a certain lag in policy formulation and implementation. Additionally, channels for public participation in cultural governance were relatively narrow, usually limited to opinion solicitation and questionnaire surveys, making it difficult to form broad social consensus and synergistic effects.

The application of digital technology provides technological support for the diversification of cultural governance subjects. Through technical means such as big data, cloud computing, and artificial intelligence, multiple subjects—including government, enterprises, social organizations, and the public—can participate more efficiently in cultural governance, forming an open and collaborative governance system. For example, the “Smart Cultural Cloud” platform launched by Zhejiang Province, by integrating cultural resource data across the province, has achieved the sharing and opening of cultural resources. The government can monitor the utilization of cultural resources in real time through the platform; enterprises and social organizations can participate in the planning and implementation of cultural projects; and the public can access relevant information, obtain cultural services, and provide feedback through the platform. This multi-party participation model not only improves the efficiency of cultural resource utilization but also enhances the transparency and credibility of cultural governance, driving the transformation of the cultural governance model from “government-led” to “social co-governance.” Empowered by digital technology, the subjects of cultural governance have undergone a transformation: “the digital cultural governance subject integrating technology and humanities is not a single individual or a single department, but includes the general public or organizations composed primarily of the general public, including government departments, public sectors such as libraries, museums, universities, and research institutions, commercial cultural institutions, mass media, and ordinary members of the public.” Digital technology, by promoting information sharing and multi-party participation, drives the transformation of cultural governance subjects. In this process, multiple subjects—government, enterprises, social organizations, and the public—collaborate to jointly construct an open and efficient cultural governance system.

Upgrading of cultural governance tools: technological innovation leading governance innovation. Cultural governance tools are the key support for the modernization of cultural governance. With the rapid development of digital technology, emerging technologies such as digital platforms, big data, artificial intelligence, and blockchain provide entirely new tools and means for cultural governance, driving innovation in cultural governance models and improvements in efficiency.

First, the construction of digital platforms is an important manifestation of the upgrading of cultural governance tools. By building digital cultural service platforms, smart museums, and online cultural heritage databases, the channels for cultural dissemination have been greatly expanded, and the efficiency of cultural resource utilization has been significantly improved. For example, the National Museum of China has created the “Cloud National Museum,” setting up columns such as “The National Museum Invites You to View Exhibitions Online” and “The National Museum’s Treasures Linked Together” for online display, allowing the public to appreciate precious cultural heritage without leaving home. This model not only breaks the constraints of time and space but also greatly enhances the coverage and influence of cultural dissemination. The construction of such digital platforms, while improving the quality of cultural services, also provides new ideas for the protection and utilization of cultural resources.

Second, the application of big data and artificial intelligence technologies has injected new vitality into the upgrading of cultural governance tools. The application of digital technology has significantly enhanced cultural governance capabilities. In terms of cultural demand identification and cultural trend prediction, big data technology is playing an increasingly important role. By providing massive data support, it enables governance subjects to analyze cultural needs and predict cultural trends more accurately. At the same time, the application of artificial intelligence technology has improved the scientific nature of decision-making and the efficiency of cultural services. For example, the Shanghai Museum uses AI technology to analyze visitor behavior data, optimizing exhibition layouts and guide services, thereby enhancing the visitor experience. Precision analysis based on big data can make cultural policy formulation more scientific and the supply of cultural services more targeted, greatly improving the coverage and convenience of public cultural services.

Third, blockchain technology demonstrates significant value for cultural governance. The characteristics of blockchain technology—decentralization, immutability, and traceability—provide technical guarantees for the development and protection of cultural resources, promoting the healthy development of the cultural industry. For example, the Dunhuang Academy has collaborated with Tencent to use blockchain technology to support copyright protection for Dunhuang cultural relic resources. In December 2022, the Dunhuang Academy launched the cultural heritage sector’s first blockchain-based platform for confirming rights and authorizing digital cultural relic resources—the Digital Dunhuang Open Material Repository. It comprehensively adopts copyright protection technology combining “digital watermarking + blockchain,” assigning a unique “electronic identity card” to each digital resource, serving to confirm rights and effectively protect interests. This transparent management model not only enhances public trust in cultural heritage protection but also provides a guarantee for the sustainable utilization of cultural resources.

Deepening of cultural governance content: digitalization expanding the boundaries of cultural life. The deepening of cultural governance content is an important manifestation of the modernization of cultural governance. With the widespread application of digital technology, the protection, inheritance, and innovation of cultural resources have broken through traditional boundaries. The content of cultural governance has moved from singular to diverse, from static to dynamic, and from closed to open. Digital technology not only provides new means for the protection and inheritance of traditional cultural resources but also promotes the integration and innovation of diverse cultures, stimulating the public’s enthusiasm for cultural creation, expanding the scope of cultural governance unprecedentedly, and making the content involved richer and more diversified.

Digital technology has played an important role in the protection and transmission of traditional cultural resources. Through technologies such as high-precision scanning, three-dimensional modeling, and virtual reality, many cultural heritages on the verge of disappearance have been permanently preserved and revitalized. For example, since the 1990s, the Dunhuang Academy has embarked on the exploration of "Digital Dunhuang," using digital technology to comprehensively record and restore the murals and sculptures of the Mogao Caves, ultimately establishing the "Digital Dunhuang" platform. The public can view high-definition murals online through this platform and even "enter" the caves via VR technology, experiencing an immersive cultural journey. This form of digital preservation not only addresses the survival issues faced by cultural relics due to natural aging or human damage but also provides new avenues for the dissemination and education of cultural heritage, enabling traditional culture to radiate new vitality in the digital age.

Digital technology provides a broad platform for the integration and innovation of diverse cultures. Through the internet and social media, barriers to cultural exchange at home and abroad have been broken down, and cultural innovation has been accelerated. For example, the craze for guofeng (national-style) culture on the Bilibili platform is a model of the combination of traditional culture and digital technology. Creators combine traditional Chinese elements with modern artistic styles through forms such as animation, music, and short videos, producing a large number of highly popular works. This cultural innovation not only enriches the domestic cultural market but also spreads overseas via the internet, becoming an important component of China's cultural soft power. In addition, the rise of emerging cultural forms such as online literature and digital art has injected new vitality into cultural diversity. Taking online literature as an example, China's online novel platforms, such as Qidian Chinese Network and Jinjiang Literature City, have attracted hundreds of millions of domestic readers while spreading their works globally through translation platforms. Many outstanding works have been adapted into films, television dramas, games, and comics, forming a cross-media cultural industry chain.

It is also necessary to note that digital technology has greatly lowered the threshold for cultural creation, stimulating the public's enthusiasm for participating in cultural creativity. Social media and UGC (user-generated content) platforms have become important channels for the public to express cultural creativity. For example, users on short-video platforms such as Douyin and Kuaishou create content such as dances, music, and short plays, not only showcasing personalized cultural expression but also forming unique online cultural phenomena. Through algorithmic recommendations and social interaction, these platforms enable the works of ordinary users to spread rapidly and resonate widely. From the above analysis, it can be seen that digital technology, by expanding cultural boundaries, makes the content of cultural governance richer and more diverse, providing broader space and injecting new vitality for realizing the modernization of cultural governance.

Enhancing the Effectiveness of Cultural Governance: Quantitative Assessment and Continuous Optimization. Enhancing the effectiveness of cultural governance is the core goal of the modernization of cultural governance. Traditional assessments of the effects of cultural governance often rely on qualitative analysis and empirical judgment, lacking scientific rigor and systematicity. The application of digital technology provides powerful tools for the quantitative assessment and continuous optimization of cultural governance effectiveness, promoting a shift from extensive management to refined operations and from a results-oriented approach to a process-oriented approach.

Constructing a governance effectiveness assessment model based on big data is key to enhancing the effectiveness of cultural governance. A scientific and reasonable assessment indicator system can comprehensively and objectively measure the effects of cultural governance. Cultural communication capacity, cultural influence, and public satisfaction are core indicators for assessing the effects of cultural governance. Currently, academia has paid attention to and emphasized assessing the effectiveness of cultural governance based on digital achievements, and has attempted to explore the establishment of systematic assessment frameworks. Some scholars, in their research on constructing an evaluation indicator system for exemplary Chinese cities in the digital age, have included the penetration rate of digital public cultural services and new media and new platforms for cultural communication as important components of indicators for cultural prosperity and flourishing. Specific indicators for the penetration rate of digital public cultural services include: the penetration rate of public digital cultural facilities (such as basic cultural service facilities like digital cinemas and digital museums); the degree of construction of public digital cultural service platforms (such as public cultural cloud platforms and cultural big data platforms). Specific indicators for new media and new platforms for cultural communication include: the number of new media platforms; the number of users on new media platforms; the coverage of cultural communication activities; the number of participants in cultural communication activities.

Digital platforms provide an instant feedback mechanism for cultural governance, enabling governance entities to respond promptly to changes in cultural needs and continuously optimize cultural governance work. Taking the "Digital Palace Museum" project as an example, the Palace Museum uses big data analysis to monitor in real time the user visits and growth trends of its digital platform, assess the effectiveness of cultural dissemination, and reorganize digital resources according to user needs. Data-based assessment not only makes governance effects more transparent but also provides a scientific basis for optimizing cultural policies. In addition, many local governments have built "Smart Cultural Cloud" platforms to collect public cultural needs and service feedback in real time. The platforms generate trend prediction reports through big data analysis, helping governance entities promptly adjust the allocation of cultural resources and service content. The application of artificial intelligence technology has further enhanced the intelligence level of the feedback mechanism. Many cultural institutions use AI customer service systems to answer public inquiries in real time and collect feedback. The systems automatically analyze public opinions and suggestions through natural language processing technology, generating improvement plans for reference by governance entities. This mechanism of real-time feedback and dynamic adjustment makes cultural governance more flexible and efficient. Digital technology, by constructing a scientific assessment system, providing real-time feedback mechanisms, and promoting successful experiences, has significantly enhanced the effectiveness of cultural governance and exerted a powerful enabling effect on the modernization of Chinese-path cultural governance. In advancing the modernization of cultural governance, this must be given due attention.
