[1]1 A classical Chinese idiom from *The Book of Rites* (*Liji*), meaning that success comes from preparation and failure from lack of it. As early as 1986, Comrade Xi Jinping pointed out at the mobilization and work deployment meeting for the three special research topics of Xiamen's economic and social development strategy, the overall plan for economic system reform, and the administrative system reform: "Engaging in modern economic construction requires long-term consideration and overall planning. One cannot focus only on the immediate and deal with things as they arise; that would yield twice the effort with half the result, and could even lead to losing direction and failing to grasp the overall initiative." Forty years ago, facing unprecedented development opportunities and challenges brought by reform and opening up, Xiamen urgently needed a strategic plan to guide its future development. Comrade Xi Jinping, then a member of the Standing Committee of the Xiamen Municipal Party Committee and Executive Vice Mayor, personally presided over the drafting of Xiamen's 15-year strategic plan.
