Authoritative Documents for Deepening the Study of Xi Jinping Thought on Ecological Civilization

*Selected Works of Xi Jinping on Ecological Civilization*, Volume I, has recently been published and distributed by the Central Party Literature Press, becoming another important work in the "selected works" thematic category on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, following *Selected Works of Xi Jinping on the Economy*, Volume I. It is not only an authoritative reader for deeply advancing the popularization, propaganda, education, systematic theorization, research, and interpretation of Xi Jinping Thought on Ecological Civilization, but will also play an important guiding and leading role in promoting the construction of a Beautiful China in the new period and comprehensively advancing the modernization of harmony between humanity and nature.

《习近平生态文明文选》第一卷近日由中央文献出版社出版发行，成为继《习近平经济文选》第一卷之后的又一部关于习近平新时代中国特色社会主义思想的“文选”专题类重要著作。它既是深入推进习近平生态文明思想大众化宣传教育和体系化学理化研究阐释的权威读本，也将对推动新时期美丽中国建设、全面推进人与自然和谐共生的现代化发挥重要的引领指导作用。

*Selected Works of Xi Jinping on Ecological Civilization*, Volume I, includes General Secretary Xi Jinping's main discourses on ecological civilization construction from December 2012 to April 2025 (79 pieces in total), making it the most comprehensive and systematic concentrated exposition and documentary collection since the founding of Xi Jinping Thought on Ecological Civilization. In comparison, *Excerpts from Xi Jinping's Discourses on the Construction of Socialist Ecological Civilization*, published in 2017, only excerpted General Secretary Xi Jinping's important discourses on the construction of socialist ecological civilization from November 2012 to September 2017, while *On Adhering to Harmony between Humanity and Nature*, published in 2022, only included General Secretary Xi Jinping's important manuscripts on adhering to harmony between humanity and nature from December 2012 to December 2021. Compared with *On Adhering to Harmony between Humanity and Nature*, besides having a more complete and balanced time span, the chapters re-selected for *Selected Works of Xi Jinping on Ecological Civilization*, Volume I, include authoritative classic expositions such as "Building a Beautiful China and Striving for a New Era of Socialist Ecological Civilization," "Lucid Waters and Lush Mountains Are Invaluable Assets," "Striving to Advance Harmony between Humanity and Nature," "Promoting the Formation of a Green Development Mode and Lifestyle Is a Profound Revolution in the Development Concept," "Accelerating Reform of the Ecological Civilization System and Building a Beautiful China," "Promoting China's Ecological Civilization to a New Level," and "Striving to Build a Modernization of Harmony between Humanity and Nature." The newly added chapters include the latest important discourses such as "Scientifically and Orderly Advancing the Goals of Carbon Peaking and Carbon Neutrality," "Promoting Green Development and Harmony between Humanity and Nature," "Ecological Civilization Construction in the New Era Has Achieved Remarkable Successes Attracting Worldwide Attention," "Several Major Relationships That Need to Be Properly Handled in Advancing Ecological Civilization Construction," "Comprehensively Advancing the Modernization of Harmony between Humanity and Nature through the Construction of a Beautiful China," "Strengthening the Party's Overall Leadership over Ecological Civilization Construction," "New Quality Productive Forces Are Themselves Green Productive Forces," and "Meeting the Challenges of the Times Together and Jointly Advancing Global Climate Governance." In particular, the recent discourses on comprehensively advancing Chinese-path modernization of harmony between humanity and nature, several major relationships that need to be properly handled in advancing ecological civilization construction in the new period, vigorously developing green productive forces, promoting the comprehensive green transformation of economic and social development with the "dual carbon" goals [1]1 "Dual carbon" goals (双碳目标) refers to China's announced targets of peaking carbon dioxide emissions before 2030 and achieving carbon neutrality before 2060., and continuously promoting the joint construction of a clean, beautiful, and sustainable world not only greatly broaden and deepen the theoretical issue areas of Xi Jinping Thought on Ecological Civilization but also have stronger practical relevance and guiding significance for practice.

《习近平生态文明文选》第一卷收入了习近平总书记自2012年12月至2025年4月期间关于生态文明建设的主要论述（共79篇），是习近平生态文明思想创立至今最为全面系统的集中阐述和文献集成。相较而言，2017年出版的《习近平关于社会主义生态文明建设论述摘编》只节选了2012年11月至2017年9月习近平总书记关于社会主义生态文明建设的重要论述，而2022年出版的《论坚持人与自然和谐共生》只收入了2012年12月至2021年12月期间习近平总书记关于坚持人与自然和谐共生的重要文稿。与《论坚持人与自然和谐共生》相比，除了时间跨度上更加完整平衡，《习近平生态文明文选》第一卷再次入选的篇章包括了《建设美丽中国，努力走向社会主义生态文明新时代》《绿水青山就是金山银山》《着力推进人与自然和谐共生》《推动形成绿色发展方式和生活方式是发展观的一场深刻革命》《加快生态文明体制改革，建设美丽中国》《推动我国生态文明建设迈上新台阶》《努力建设人与自然和谐共生的现代化》等权威经典阐述，而新增加的篇章则包含了《科学有序推进实现碳达峰碳中和目标》《推动绿色发展，促进人与自然和谐共生》《新时代生态文明建设取得举世瞩目的巨大成就》《推进生态文明建设需要处理好几个重大关系》《以美丽中国建设全面推进人与自然和谐共生的现代化》《加强党对生态文明建设的全面领导》《新质生产力本身就是绿色生产力》《共迎时代挑战，携手推进全球气候治理》等最新重要论述。尤其是关于全面推进建设人与自然和谐共生的中国式现代化、新时期推进生态文明建设需要正确处理好的若干重大关系、大力发展绿色生产力、以“双碳”目标推进经济社会发展全面绿色转型、持续推动共建清洁美丽可持续世界等新近论述，不仅大大拓宽与深化了习近平生态文明思想的理论议题领域，而且有着更强的现实针对性与实践指导意义。

The editing and publication of *Selected Works of Xi Jinping on Ecological Civilization*, Volume I, is a major event in the process of the scientific systematization of Xi Jinping Thought on Ecological Civilization itself and in the process of its popularization, propaganda, education, and theoretical research. It will help theoretical propaganda workers, Party cadres, and the broad masses of the people to comprehensively and systematically grasp the complete content and spiritual essence of Xi Jinping Thought on Ecological Civilization, the Party's innovative theory in the New Era.

*Selected Works of Xi Jinping on Ecological Civilization*, Volume I, not only clearly demonstrates its structural completeness and content systematicity but also vividly embodies its discursive authority, theoretical richness, and ideological innovativeness. In terms of discursive authority, it fully includes General Secretary Xi Jinping's reports at the 19th National Congress of the CPC and the 20th National Congress of the CPC [2]2 The 19th National Congress of the CPC was held in 2017, and the 20th National Congress in 2022., his speeches at two National Conferences on Ecological and Environmental Protection [3]3 The National Conference on Ecological and Environmental Protection (全国生态环境保护大会) is a high-level meeting convened by the CPC Central Council and the State Council; the two referenced here were held in 2018 and 2023., his speeches at five collective study sessions of the Political Bureau of the CPC Central Committee [4]4 Collective study sessions of the Political Bureau of the CPC Central Committee (中央政治局集体学习) are regular study meetings on specific topics, often led by the General Secretary., and his important discourses (speeches, instructions, directives, comments) on other major occasions, thus becoming the first major document to cover the main series of General Secretary Xi Jinping's important discourses on ecological civilization construction since entering the New Era. In terms of theoretical richness, it not only includes General Secretary Xi Jinping's important discourses on topics such as adhering to the Party's overall leadership over ecological civilization construction, adhering to the idea that a sound ecological environment is the most inclusive public welfare for people's livelihoods, adhering to green development as a profound revolution in the development concept, adhering to the systematic governance of mountains, waters, forests, farmlands, lakes, grasslands, and deserts, adhering to protecting the ecological environment with the strictest systems and the most rigorous rule of law, adhering to transforming the construction of a Beautiful China into the conscious action of all the people, and adhering to the path of jointly pursuing global ecological civilization construction (i.e., the "Ten Adherences" [5]5 The "Ten Adherences" (十个坚持) is a summary of ten key principles of Xi Jinping Thought on Ecological Civilization, first systematically articulated in the 2018 National Conference on Ecological and Environmental Protection.), but also includes General Secretary Xi Jinping's latest expositions in recent years on topics such as the worldview and methodology implications of Xi Jinping Thought on Ecological Civilization, building Chinese-path modernization of harmony between humanity and nature, developing green productive forces, constructing a digital ecological civilization, and the "Five Major Relationships" [6]6 The "Five Major Relationships" (五个重大关系) refers to five key dialectical relationships in ecological civilization construction, such as between high-quality development and high-level protection, as elaborated by Xi Jinping in 2023. that need to be properly handled in advancing ecological civilization construction in the new period. In terms of ideological innovativeness, the concentrated expositions around the aforementioned "Ten Adherences" included in this volume and their continuous innovative development, especially the systematic theoretical expositions under umbrella concepts and terms such as "green development," "building a modernization of harmony between humanity and nature," and "comprehensive green transformation of economic and social development," have not only greatly enriched and expanded the policy discourse and theoretical discourse system of ecological civilization construction in the sense of the "Five-Sphere Integrated Plan" first proposed in the report of the 18th National Congress of the CPC in 2012, but also provide an authoritative textual basis or documentary foundation for our systematic theorization and research interpretation of the scientific theoretical system of Xi Jinping Thought on Ecological Civilization and its system form, core conceptual categories, and basic propositional judgments from a broader practical and theoretical perspective.

For example, General Secretary Xi Jinping's speech at the 2023 National Conference on Ecological and Environmental Protection is presented in the selected works as four independent articles, namely, "Ecological Civilization Construction in the New Era Has Achieved Remarkable Successes Attracting Worldwide Attention," "Several Major Relationships That Need to Be Properly Handled in Advancing Ecological Civilization Construction," "Comprehensively Advancing the Modernization of Harmony between Humanity and Nature through the Construction of a Beautiful China," and "Strengthening the Party's Overall Leadership over Ecological Civilization Construction." This not only constitutes a structurally balanced supplement to General Secretary Xi Jinping's speech at the 2018 National Conference on Ecological and Environmental Protection, "Promoting China's Ecological Civilization to a New Level," which was included as the first full text in *On Adhering to Harmony between Humanity and Nature*, but also greatly enhances the novelty and innovativeness of Xi Jinping Thought on Ecological Civilization in terms of textual presentation and theoretical expression.

比如，习近平总书记2023年在全国生态环境保护大会上的讲话，在文选中呈现为四篇独立的文章，即《新时代生态文明建设取得举世瞩目的巨大成就》《推进生态文明建设需要处理好几个重大关系》《以美丽中国建设全面推进人与自然和谐共生的现代化》《加强党对生态文明建设的全面领导》。这不仅构成了对《论坚持人与自然和谐共生》中作为首篇全文收入的习近平总书记2018年在全国生态环境保护大会上的讲话即《推动我国生态文明建设迈上新台阶》的结构性平衡补充，而且极大增强了习近平生态文明思想在文本呈现与理论表述上的新颖性、创新性。

The editing and publication of the first volume of *Selected Works of Xi Jinping on Ecological Civilization* not only achieves a temporal full coverage of the dynamic formation and development process of Xi Jinping Thought on Ecological Civilization since its entry into the New Era in the form of a single work, but also, because it includes or highlights important documents such as General Secretary Xi Jinping’s report to the 20th National Congress of the CPC in recent years, his important speech at the National Conference on Ecological and Environmental Protection in 2023, and his profound exposition on the relationship between high-quality development and the development of green productive forces during a collective study session of the Political Bureau of the CPC Central Committee in 2024, enables theoretical propaganda workers to further deepen and expand the systematic and theoretical research and interpretation of Xi Jinping Thought on Ecological Civilization on the basis of a more comprehensive, richer, and more authoritative single text.
