Recently, *Xi Jinping: The Governance of China* Volume V (hereinafter “Volume V”) was published and distributed both domestically and internationally. Volume V is an authoritative work that comprehensively and systematically reflects the latest achievements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is of great significance for promoting Party members, cadres, and the masses to further study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to more profoundly grasp the decisive significance of the Two Establishments [1]1 The Two Establishments (两个确立) refers, to strengthen the Four Consciousnesses [2]2 The “Six Musts” (六个必须坚持) refers to the six principles that must be adhered to in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era: putting the people first, self-confidence and self-reliance, upholding fundamental principles and breaking new ground, a problem-oriented approach, a systems perspective, and keeping an open mind., to fortify the Four Confidences [3]3 “Fly into the homes of ordinary people” (飞入寻常百姓家) is a classical Chinese poetic allusion, originally from a poem by Liu Yuxi of the Tang Dynasty, used here to mean making the Party’s theory accessible and popular among the general public., to achieve the Two Upholds [4], to unite and strive for the realization of the grand blueprint depicted by the 20th National Congress of the CPC [5], and to jointly build a community with a shared future for mankind.

近日，《习近平谈治国理政》第五卷（以下简称“第五卷”）面向海内外出版发行。第五卷是全面系统反映习近平新时代中国特色社会主义思想最新成果的权威著作，对于推动广大党员、干部、群众进一步学习贯彻习近平新时代中国特色社会主义思想，更加深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，为实现党的二十大描绘的宏伟蓝图而团结奋斗，携手共建人类命运共同体，具有重要意义。

Since the publication and distribution of Volume V, a wave of study has arisen in the social sciences community. There is a consensus that it is necessary to deeply comprehend the rich ideological connotations contained in Volume V, to persist in reading the original works, studying the original texts, and grasping the principles, to make full use of the “rich mine” of the Party’s theoretical innovation and practice in the New Era [6], to study Volume V as an integrated whole with the previous four volumes, to truly study and deeply understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to effectively transform it into a powerful ideological weapon for comprehensively building a modern socialist country.

第五卷出版发行以来，社科界掀起学习热潮。大家一致认为，要深刻领会第五卷蕴含的丰富思想内涵，坚持读原著、学原文、悟原理，充分利用好新时代党的理论创新和实践“富矿”，将第五卷与前四卷作为一个整体贯通学习，真正将习近平新时代中国特色社会主义思想学深悟透，切实转化为全面建设社会主义现代化国家的强大思想武器。

“Hold High the Great Banner of Socialism with Chinese Characteristics and Strive in Unity to Build a Modern Socialist Country in All Respects.” Volume V states its purpose at the outset, taking the report of the 20th National Congress of the CPC as the opening piece of the entire volume, and placing “Advancing the Great Rejuvenation of the Chinese Nation on All Fronts through Chinese-Path Modernization” and “Further Deepening Reform Comprehensively” as the first two special topics of this volume. The entire volume is divided into 18 special topics, covering various aspects such as the economy, politics, culture, society, ecological civilization, as well as diplomacy, national defense, and Party building. It vividly records the vivid practice of the Party Central Committee with Comrade Xi Jinping at its core, in the face of a severe and complex international environment and arduous and heavy tasks of reform, development, and stability at home, coordinating the two overall situations of domestic and international affairs, fully, accurately, and comprehensively implementing the new development concept, striving to promote high-quality development, further planning and promoting comprehensive deepening of reform, overcoming difficulties, forging ahead with determination, and promoting the solid progress of comprehensively building a modern socialist country.

“高举中国特色社会主义伟大旗帜，为全面建设社会主义现代化国家而团结奋斗。”第五卷开宗明义，将党的二十大报告作为全书开篇，将“以中国式现代化全面推进中华民族伟大复兴”“进一步全面深化改革”作为本卷前两个专题。全书分为18个专题，涵盖了经济、政治、文化、社会、生态文明以及外交、国防、党的建设等各个层面，生动记录了面对严峻复杂的国际环境和艰巨繁重的国内改革发展稳定任务，以习近平同志为核心的党中央统筹国内国际两个大局，完整准确全面贯彻新发展理念，着力推动高质量发展，进一步谋划和推动全面深化改革，攻坚克难、砥砺奋进，推动全面建设社会主义现代化国家迈出坚实步伐的生动实践。

After obtaining Volume V, Li Jianguo, Director of the Theoretical Research Department of the Chinese Academy of Social Sciences’ Institute of Chinese-Path Modernization, immediately conducted in-depth study. “This volume fully embodies the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee [7], placing Chinese-path modernization in a very prominent position,” Li Jianguo told reporters. He stated that the publication and distribution of Volume V has very important guiding significance for deeply promoting the study, research, and interpretation of General Secretary Xi Jinping’s important expositions on Chinese-path modernization, the theory of Chinese-path modernization, and General Secretary Xi Jinping’s new thoughts, new viewpoints, and new judgments on comprehensively deepening reform.

拿到第五卷后，中国社会科学院中国式现代化研究院理论研究部主任李建国第一时间进行了深入研习。“本卷充分体现了党的二十大和党的二十届二中、三中全会精神，把中国式现代化摆在了非常突出的位置。”李建国向记者表示，第五卷的出版发行，对于深入推动学习、研究、阐释习近平总书记关于中国式现代化的重要论述、中国式现代化理论，以及习近平总书记关于全面深化改革的新思想、新观点、新论断，具有非常重要的指导意义。

Volume V includes 91 pieces of work by General Secretary Xi Jinping from May 27, 2022, to December 20, 2024, including reports, speeches, talks, addresses, articles, and instructions. Some works are published publicly for the first time. Professor Hong Xianghua from the Party School of the Central Committee of the CPC (National Academy of Governance) believes that this volume contains many passages that discuss the content of Chinese-path modernization in detail, further deepening the understanding of the connotation and essence of Chinese-path modernization, elaborating on the theory of Chinese-path modernization, and making the theory of Chinese-path modernization clearer, more scientific, and more tangible and feasible.

第五卷收入了习近平总书记在2022年5月27日至2024年12月20日期间的报告、讲话、谈话、演讲、致辞、文章、指示等91篇。部分著作是第一次公开发表。中共中央党校（国家行政学院）教授洪向华认为，本卷中有很多篇幅详细论述了中国式现代化的内容，进一步深化了对中国式现代化内涵和本质的认识，阐述了中国式现代化理论，使中国式现代化理论更加清晰、更加科学、更加可感可行。

Comprehensively deepening reform and Chinese-path modernization are interconnected, mutually reinforcing, and inseparable. Hu Guosheng, Secretary of the Party Committee of the School of Marxism at South China Normal University, believes that it is necessary to deeply recognize that comprehensively deepening reform is the fundamental driving force of Chinese-path modernization, and Chinese-path modernization points the direction for comprehensively deepening reform. The basis for their interaction lies in the fundamental guarantee of the Party’s leadership, the philosophical foundation of dialectical materialism and historical materialism, the value orientation of being people-centered, and the consistency of the goal orientation of national rejuvenation. Accurately grasping the relationship between the two is conducive to achieving their benign interaction in the process of further comprehensively deepening reform and advancing Chinese-path modernization.

全面深化改革与中国式现代化相互联系、互为促进、密不可分。华南师范大学马克思主义学院党委书记胡国胜认为，要深刻认识到全面深化改革是中国式现代化的根本动力，中国式现代化为全面深化改革指明了方向。二者互动的基础，在于党的领导的根本保证、辩证唯物主义和历史唯物主义的哲学基础、人民至上的价值旨归、民族复兴目标指向的一致性。准确把握二者关系，有利于在进一步全面深化改革、推进中国式现代化进程中实现二者的良性互动。

Volume V systematically elaborates on the scientific connotation, great significance, and development direction of new quality productive forces, forming a new theory of productive forces, which has sparked attention and discussion among scholars. Hong Xianghua stated that General Secretary Xi Jinping, starting from the new reality, combined the basic principles of Marxist political economy with the practice of economic development in the New Era, engaged in profound thinking on the underlying logic of high-quality development, and put forward the original and principled concept of new quality productive forces. Hu Guosheng believes that new quality productive forces enrich and develop the Marxist theory of productive forces, marking a major theoretical innovation in the Marxist theory of productive forces, fully demonstrating General Secretary Xi Jinping’s profound insight and scientific grasp of economic laws and the driving force of social development, and providing theoretical guidance for promoting high-quality development.

From the Three Global Initiatives [8] to the construction of the national security system and capacity, from a rule-of-law China to a beautiful China, from whole-process people’s democracy to the Party’s self-revolution… These contents in Volume V are General Secretary Xi Jinping’s latest speech manuscripts and a series of important ideological expositions on reform, development, and stability, domestic and foreign affairs, national defense, and governance of the Party, the military, and the state in the New Era of China. They are the latest achievements of the Party’s innovative theory. In the view of Yu Wenli, Vice Dean of the School of Marxism at Peking University, the prominent features of this volume are reflected in “newness,” “depth,” and “substance.” Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as the great cause of building a strong country and national rejuvenation advances further into depth, the Party’s innovative theory is also presenting a全新的 ideological outlook and theoretical style while carrying forward the past and opening up the future, reflecting a new pattern of deepening thought, deepening theory, solidifying policies, and implementing practice.

The publication of Volumes I to IV of *Xi Jinping: The Governance of China* provided fundamental guidance for us to arm our minds, guide practice, and promote work with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Volume V, from the combination of theory and practice, further answers a series of major issues of the era concerning the development of the Party’s and the state’s undertakings, enriching and developing the Party’s theoretical innovation achievements with a series of new thoughts, new viewpoints, and new judgments.

《习近平谈治国理政》第一卷至第四卷的出版，为我们用习近平新时代中国特色社会主义思想武装头脑、指导实践、推动工作提供了根本指引。第五卷从理论和实践的结合上，进一步回答了党和国家事业发展的一系列重大时代课题，以一系列新思想新观点新论断，丰富和发展了党的理论创新成果。

He Husheng, Professor at the School of Marxism, Renmin University of China, based on in-depth study of Volume V, revisited the previous four volumes. In his view, *Xi Jinping: The Governance of China* is an organic whole with consistent content and continuously deepening thought. Volume V should be studied and mastered as an integrated whole with the previous four volumes. It is necessary to recognize that Volume V is the “key” to understanding the Party’s theory and practice in the current and future periods. Theoretical study should be combined with the era background and specific practice, using the worldview and methodology contained in the five volumes to arm the mind, guide practice, and promote work.

中国人民大学马克思主义学院教授何虎生在深入学习第五卷的基础上，重温了前四卷。在他看来，《习近平谈治国理政》是一个内容上一脉相承、思想上不断深化的有机整体。要将第五卷与前四卷作为一个整体来学习和掌握。要认识到第五卷是理解当前和今后一个时期党的理论和实践的“钥匙”。要将理论学习与时代背景、具体实践相结合，利用五卷著作中蕴含的世界观和方法论武装头脑、指导实践、推动工作。

Sun Jingxin, Vice President of the Academy of Contemporary China and World Studies under the China International Communications Group, stated that by carefully studying Volume V, we can concretely feel the important expositions and governance ideas of the Party Central Committee with Comrade Xi Jinping at its core in aspects such as further comprehensively deepening reform, developing new quality productive forces according to local conditions, developing socialist culture with Chinese characteristics for the New Era, and comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-path modernization. These theoretical achievements can also help overseas readers more truly and profoundly feel China’s concepts, China’s proposals, and China’s wisdom, especially the more pragmatic and effective measures and methods China has put forward in implementing the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative.

The study of ideological theory is not a matter of a single day’s effort, nor is it a response to an emergency or a temporary task; rather, it requires long-term, sustained, and in-depth study. Only in this way can one grasp the general picture, comprehend the principles, and understand the profound meaning. Yuwen Li indicated that in the process of in-depth study of the fifth volume, we should combine it with the actual conditions of China’s economic and social development, and through insight into thought and theory, grasp the reasoning, academic principles, and philosophical principles contained therein. In particular, we should systematically connect the important ideological texts from the first to the fifth volumes, study them by category, and engage in comparison, analysis, and synthesis, so as to understand the meaning upon reading the words and comprehend by analogy, thereby grasping the truth-based ideological propositions, scientific worldview, and methodology of contemporary Chinese Marxism contained within. We must be adept at transforming the gains from studying ideological theory into the ideological and practical driving forces for comprehensively implementing the new development philosophy, promoting high-quality development, and advancing reform and innovation, thereby using the “arrow” of the Party’s innovative theory to hit the “target” of specific industries, specific fields, and specific practices in the great cause of building a strong country and rejuvenating the Chinese nation.

思想理论的学习不是一朝一夕之功，也不是应急应景之事，而是要长期学、持续学、深入学。只有这样，方能通晓大体、悟出道理、明白深义。宇文利表示，在深入学习第五卷的过程中，应结合我国经济社会发展的现实情况，通过对思想和理论的洞察，把握蕴含其中的道理、学理和哲理，尤其是要把第一卷至第五卷的重要思想文本系统化地贯通起来，分门别类地研读，有比较、有分析、有综合，做到思言知义、触类旁通，从中悟得其蕴含的当代中国马克思主义真理性的思想主张、科学的世界观和方法论。要善于把思想理论上的学习所得，转化为全面贯彻新发展理念、推动高质量发展和改革创新的思想动力和实践动力，实现以党的创新理论之“矢”射中强国建设、民族复兴伟业中各具体行业、具体领域、具体做法之“的”。

Scholars believe that, in conjunction with the study of the fifth volume, we should profoundly reveal the scientific worldview and ideological methodology contained within it. Yuwen Li proposed that constructing an independent knowledge system for China is the great mission of the field of philosophy and social sciences. In conjunction with the study of the fifth volume, we should scientifically handle the relationship between ideological theory and policy, and between political theory and academic expression; discern the essence through phenomena; explore academic principles through texts; and enhance our ability and capacity for panoramic research, theoretical elucidation, and systematic expression, thereby elevating our understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Party’s innovative theory, to the levels of history, science, and philosophy.

学者们认为，应结合第五卷学习，深刻揭示蕴含其中的科学世界观和思想方法论。宇文利提出，构建中国自主知识体系是哲学社会科学界的伟大使命，结合第五卷的学习，我们应科学地处理好思想理论与政策、政治理论与学术表达的关系，透过现象发现本质，通过文本探究学理，提高全景式研究、学理化阐释和体系化表达的能力与水平，使对习近平新时代中国特色社会主义思想这一党的创新理论的认识上升到历史、科学和哲学层面。

Centered on the core task of “promoting the great rejuvenation of the Chinese nation through Chinese-path modernization,” the fifth volume systematically elaborates on major issues such as how to further deepen reform comprehensively, expand high-standard opening up, and achieve high-quality development, presenting a panoramic view of the grand strategy for building a strong country and rejuvenating the Chinese nation. He Husheng believes that the fifth volume opens up a “new realm” of theoretical innovation, outlines a “new blueprint” for Chinese-path modernization, focuses on the perspective of “new drivers” for high-quality development, contributes “new solutions” for global governance, and deepens the “new understanding” of the Party’s self-revolution. It provides broad perspectives and ideas for studying, researching, and elucidating Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and serves as an important basis for advancing the systematic and theoretical research and elucidation of the Party’s innovative theory.

围绕“以中国式现代化全面推进中华民族伟大复兴”的中心任务，第五卷系统阐述了如何进一步全面深化改革、扩大高水平对外开放、实现高质量发展等重大问题，全景式地展现了强国建设、民族复兴的宏伟方略。何虎生认为，第五卷开辟了理论创新的“新境界”，擘画中国式现代化“新蓝图”，聚焦高质量发展“新动能”的视角，贡献全球治理“新方案”，深化党的自我革命“新认识”，为学习研究阐释习近平新时代中国特色社会主义思想提供了广阔视角和思路，是推进党的创新理论体系化学理化的重要依据。

Hu Guosheng believes that the fifth volume comprehensively elaborates on “the Two Integrations,” especially “the Second Integration” and the “Six Musts,”[n] broadening the horizons of scientific research and providing ideas for scientific research. “We must deeply study and thoroughly comprehend the fifth volume, and unremittingly use the latest achievements in adapting Marxism to the Chinese context and the needs of the times to consolidate the soul, build the mind, and guide practice,” he said.

胡国胜认为，第五卷对“两个结合”，特别是“第二个结合”“六个必须坚持”等作了全面阐述，拓宽了科学研究视野，提供了科学研究思路。“我们要深学细悟第五卷，坚持不懈用马克思主义中国化时代化的最新成果凝心铸魂、武装头脑、指导实践。”他说。

Li Jianguo stated that we must grasp the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to and apply the positions, viewpoints, and methods that run through it. We must uphold putting the people first, uphold self-confidence and self-reliance, uphold upholding fundamental principles and breaking new ground, uphold a problem-oriented approach, uphold a systems perspective, and uphold keeping an open mind. We must continue to advance theoretical innovation on the basis of practice, and constantly write new chapters in adapting Marxism to the Chinese context and the needs of the times.

李建国表示，我们要把握好习近平新时代中国特色社会主义思想的世界观和方法论，坚持好、运用好贯穿其中的立场观点方法，必须坚持人民至上、必须坚持自信自立、必须坚持守正创新、必须坚持问题导向、必须坚持系统观念、必须坚持胸怀天下，继续推进实践基础上的理论创新，不断谱写马克思主义中国化时代化新篇章。

In Sun Jingxin’s view, the academic community should make efforts and work hard in three aspects: systematic “leading study,” propaganda “teaching study,” and external publicity “lecturing study.” He elaborated specifically: Compared with the fragmented learning of other groups, the academic community is best positioned and should most diligently engage in “comprehensive, systematic, and in-depth” learning. Systematically master the formation and development trajectory of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and comprehensively grasp its core essence, spiritual substance, rich connotations, and practical requirements. In addition to their own learning, the academic community also bears the task of enabling the Party’s innovative theory to “fly into the homes of ordinary people.”[n] Experts and scholars in various fields can, based on their own disciplinary advantages, conduct specialized research and popularized expression of this important thought, producing more popular reading materials and multi-form knowledge products that the people are happy to see and hear. In recent years, the international community has paid close attention to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The academic community must also do a good job in external publicity and interpretation, actively speaking at international academic seminars and writing articles in international journals to voice their views. Targeting the concerns and interests of the outside world, they should provide precise interpretation and explanation, continuously expanding the influence and coverage of this thought.

在孙敬鑫看来，学术界要在系统“领学”、宣讲“教学”、外宣“讲学”三方面做功课、下功夫。他具体谈道，相比其他群体的碎片化学习，学术界最有条件也最应该在“全面系统深入”学习上下功夫。系统掌握习近平新时代中国特色社会主义思想的形成和发展脉络，全面把握其核心要义、精神实质、丰富内涵和实践要求。除了自身学习外，学术界还承担着让党的创新理论“飞入寻常百姓家”的任务。各领域专家学者可结合自身学科优势，对这一重要思想做专业化研究和通俗化表达，多推出老百姓喜闻乐见的通俗读物和多形态的知识产品。近年来，国际社会高度关注习近平新时代中国特色社会主义思想。学术界还要做好对外宣介工作，积极在国际学术研讨会发言、在国际期刊撰文发声，针对外界关注点、兴趣点，做好精准化的阐释和解读，持续扩大这一思想的影响力和覆盖面。

The academic community unanimously stated that, with a high degree of political consciousness, a full mental state, and a solid work style, they will deeply study the fifth volume, profoundly grasp the essence and essential meaning of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and effectively transform the learning outcomes into a powerful driving force and concrete actions to advance work, striving hard to comprehensively promote the great rejuvenation of the Chinese nation through Chinese-path modernization.
