Focal Points for Promoting High-Quality Development of Cultural-Ethical Progress

Socialist cultural-ethical progress refers to the progressive state of socialist spiritual production and spiritual life. General Secretary Xi Jinping has pointed out that “on the new journey of the New Era, cultural-ethical progress must take on a new look and achieve new accomplishments” and that “by promoting high-quality development of cultural-ethical progress, we provide strong spiritual strength for building a strong country and achieving national rejuvenation.” [1] The *Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development* [2] requires that “we promote coordinated economic and social development, ensure that material progress and cultural-ethical progress complement each other, and let the fruits of modernization benefit all the people more and more fairly.” This provides scientific guidance for promoting high-quality development of cultural-ethical progress on the new journey of the New Era.

社会主义精神文明意指社会主义精神生产和精神生活的进步状态。习近平总书记指出，“新时代新征程，精神文明建设要有新气象新作为”“通过推动精神文明建设高质量发展，为强国建设、民族复兴提供强大精神力量”。《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》要求，“推动经济和社会协调发展、物质文明和精神文明相得益彰，让现代化建设成果更多更公平惠及全体人民”。这为新时代新征程推动精神文明建设高质量发展提供了科学指引。

Forge the soul with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Adhering to the guidance of Marxism is the fundamental hallmark that distinguishes socialist cultural-ethical progress from the cultural-ethical progress of other social forms. Marxism is the guiding ideology of the Communist Party of China, and communism is the lofty ideal of the Communist Party of China. To promote high-quality development of socialist cultural-ethical progress, we must adhere to the guidance of Marxism, firmly establish the lofty ideal of communism and the common ideal of socialism with Chinese characteristics, use common ideals and beliefs to inspire and unite all the people, and continuously consolidate Marxism’s guiding position in the ideological domain and consolidate the common ideological foundation for the united struggle of the whole Party and the entire people. Promoting high-quality development of cultural-ethical progress must persist in forging the soul with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. General Secretary Xi Jinping’s important discourses on cultural-ethical progress constitute a scientific theoretical system. They reveal the extreme importance of coordinated efforts between material progress and cultural-ethical progress in the historical process of the great rejuvenation of the Chinese nation; they indicate the tasks of building a socialist ideology with strong cohesion and leading power against the backdrop of turbulent international situations and a complex and sensitive surrounding environment; they clarify the paths and methods for consolidating Marxism’s guiding position in the ideological domain and consolidating the common ideological foundation for the united struggle of the whole Party and people of all ethnic groups; they explain the strategic thinking and implementation strategies for using core socialist values to build consensus and gather strength, and for using advanced socialist culture, revolutionary culture, and fine traditional Chinese culture to enlighten the mind and nourish the soul; and so on. On the new journey, we must deeply comprehend the principles, theories, and philosophies contained therein, and take them as the ideological guidance for doing a good job of cultural-ethical progress in the New Era.

用习近平新时代中国特色社会主义思想凝心铸魂。坚持以马克思主义为指导，是社会主义精神文明区别于其他社会形态精神文明的根本标志。马克思主义是中国共产党的指导思想，共产主义是中国共产党的远大理想，推动社会主义精神文明建设高质量发展要坚持以马克思主义为指导，牢固树立共产主义远大理想和中国特色社会主义共同理想，用共同的理想信念激励和团结全体人民，持续巩固马克思主义在意识形态领域的指导地位，巩固全党全国人民团结奋斗的共同思想基础。推动精神文明建设高质量发展必须坚持用习近平新时代中国特色社会主义思想凝心铸魂。习近平总书记关于精神文明建设的重要论述是一个科学的理论体系，揭示了在中华民族伟大复兴历史进程中，物质文明和精神文明协同发力的极端重要性；指明了在国际形势波谲云诡、周边环境复杂敏感的背景下，建设具有强大凝聚力和引领力的社会主义意识形态的工作任务；明确了巩固马克思主义在意识形态领域指导地位，巩固全党全国各族人民团结奋斗的共同思想基础的路径和方法；阐释了用社会主义核心价值观凝聚共识、汇聚力量，用社会主义先进文化、革命文化、中华优秀传统文化启智润心的战略思考和实施策略；等等。新征程上，必须深刻领悟其中蕴含的道理、学理、哲理，将其作为新时代做好精神文明建设的思想指引。

Be people-centered, and continuously enrich the people’s spiritual and cultural life. High-quality development of socialist cultural-ethical progress in the New Era must systematically answer the fundamental question of for whom, relying on whom, and serving whom socialist cultural-ethical progress is carried out. General Secretary Xi Jinping has pointed out that “in promoting cultural-ethical progress, we must do practical things, seek practical results, closely revolve around promoting the people’s well-being, resolutely oppose formalism and bureaucracy, and strive to meet the people’s growing spiritual and cultural needs.” [3] To this end, we should adhere to a people-centered approach, take serving the people as the foothold of cultural-ethical progress, take whether the people are satisfied as the criterion for measuring the effectiveness of cultural-ethical progress, firmly stand on the people’s side, strengthen the sense of purpose, integrate the promotion of high-quality development of the people’s spiritual life throughout the entire process of socialist cultural-ethical progress work, and widely attract all sectors of society to participate in mass cultural-ethical progress creation activities, relying on the masses, serving the masses, and educating the masses. Excavate elements of cultural-ethical progress from grassroots practice and the people, stimulate the people’s initiative, so that cultural-ethical progress has a broader mass base. Through measures that benefit people’s livelihoods and warm people’s hearts, actively create cultural-ethical progress creation projects that the masses are willing to participate in and commonly benefit from, guide the broad masses to consciously participate in cultural-ethical progress practices such as civilization publicity, civilization education, and volunteer services, realize the full participation of all people in cultural-ethical progress, and meet the people’s spiritual and cultural life needs. Go deep among the masses and into the grassroots, summarize and promote advanced experiences in cultural-ethical progress that have local characteristics, meet the needs of the masses, and have significant effects, so that high-quality cultural-ethical progress practices are promoted and high-quality cultural-ethical progress products benefit the masses, promoting common prosperity in the people’s spiritual life. Take the New Era Civilization Practice Centers [4] as the starting point, start from small details, comprehensively strengthen urban and rural cultural-ethical progress, focus on the people’s urgent difficulties and anxieties, promptly discover problems, supervise problems, sort out problems, mobilize the masses to jointly solve problems, strive to meet the common spiritual and cultural needs of the masses, and enhance the people’s sense of gain and happiness.

以人民为中心，不断丰富人民精神文化生活。高质量开展新时代社会主义精神文明建设要系统回答社会主义精神文明建设为了谁、依靠谁、服务谁这一根本性问题。习近平总书记指出，“抓精神文明建设要办实事、讲实效，紧紧围绕促进人民福祉来进行，坚决反对形式主义、官僚主义，努力满足人民群众不断增长的精神文化需求”。为此，应坚持以人民为中心，把一切为了人民作为精神文明建设的立足点，把人民群众是否满意作为衡量精神文明建设成效的标准，站稳人民立场，强化宗旨意识，把推动人民精神生活高质量发展贯穿社会主义精神文明建设工作的全过程，广泛吸引社会各界参与到群众性精神文明创建活动中来，依靠群众、服务群众、教育群众。从基层实践和人民群众中挖掘精神文明建设要素，激发人民主动精神，使精神文明建设拥有更为广泛的群众基础。通过惠民生、暖民心的举措，积极打造群众乐于参与、普遍受惠的精神文明创建项目，引导广大群众自觉参加文明宣传、文明教育、志愿服务等精神文明实践活动，实现精神文明建设的全员参与，满足人民群众精神文化生活需要。深入群众、深入基层，把富有地方特色、符合群众需求、具有显著效果的精神文明建设先进经验总结出来、推广开来，让高质量精神文明建设实践得到推广、高质量精神文明建设产品惠及群众，推动人民群众精神生活共同富裕。以新时代文明实践中心为抓手，细微处着手、全面加强城乡精神文明建设，聚焦人民群众急难愁盼，及时发现问题、督查问题、梳理问题、发动群众共同解决问题，着力满足群众共同的精神文化需求，增强人民群众的获得感、幸福感。

坚持立德铸魂，进一步加强公民道德建设。文明的道德风尚，是人民群众的强烈愿望，也是现代化社会的重要特征。一个社会的现代化程度、一个国家治理体系和治理能力的现代化水平，很大程度上取决于全体社会成员的思想道德素质。促进人的全面发展，推动人与自然和谐共生，促进社会公平正义和维护社会和谐稳定，都必须切实加强精神文明建设，不断提高人民思想觉悟、道德水准、文明素养和全社会文明程度。着力增强先进典型的道德示范引领力。习近平总书记强调，“要统筹推动文明培育、文明实践、文明创建，推进城乡精神文明建设融合发展，加强公民道德建设，发挥先进典型示范作用，进一步形成向上向善的社会风尚”。为此，应持续加强全国道德模范评选表彰活动，用时代楷模、最美人物、身边好人、新时代好少年等鲜活形象、先进事例教育群众、引领群众，充分发挥道德模范的榜样引领力量。开展先进模范关爱行动，通过走访慰问、政策支持、资金补助等方式建立健全道德模范礼遇帮扶机制，形成社会上关心爱戴道德模范、人人争做道德模范的向好向善风气。充分运用网络媒体、新闻报道、公益广告、文艺展演宣讲等多种传播形式，促进道德模范先进典型事迹进一步下沉传播、深入人心。与此同时，中华传统美德是道德建设的不竭源泉，是中华民族在长期社会实践中形成的独特价值理念和道德观念，是保证中华民族凝聚力、向心力，形成中华民族文化自信、文化认同的强大精神纽带。应继承和弘扬中华传统美德，深入开展中华传统美德宣传教育活动，推动传统美德深入人心，引领社会形成尊老爱幼、勤俭节约、诚实守信的良好社会风尚。

Strengthen cultural confidence, and consolidate the cultural foundation for cultural-ethical progress. Culture is the foundation of civilization, and civilization is the manifestation of culture. The building of socialist cultural-ethical progress cannot be separated from the flourishing development of culture and from cultural confidence and self-strengthening. To this end, we should strengthen cultural confidence, cultivate and promote the core socialist values, better meet the people’s cultural-ethical needs, and enhance the spiritual strength for realizing the great rejuvenation of the Chinese nation. Tap into the resources of fine traditional Chinese culture, promote its creative transformation and innovative development, so that the appeal, centripetal force, and cohesion of Chinese culture are fully unleashed, transforming into the spiritual strength of the broad masses of the people to unite their hearts and minds in advancing the building of a strong country. Inherit revolutionary culture, make good use of red resources, continue the red bloodline, and constantly push forward the great practice of striving for lofty ideals. Explore the path to flourishing advanced socialist culture, use cultural development and prosperity to strengthen confidence and self-strengthening, achieve the enlightenment of wisdom and the nourishment of the heart, the cultivation of roots and the forging of the soul, and promote high-quality development of cultural-ethical progress. Adapt to the trend of digitalization, transform traditional cultural business forms, cultivate new cultural forms, promote deep integration of culture and technology, integrate cutting-edge technologies into the entire chain of cultural construction, build a unified and open cultural market, promote high-quality allocation of cultural resources, and transform the advantages of cultural resources into development momentum.

坚定文化自信，筑牢精神文明建设文化根基。文化是文明的基础，文明是文化的呈现。社会主义精神文明建设离不开文化的繁荣发展和自信自强。为此，应坚定文化自信，培育和弘扬社会主义核心价值观，更好地满足人民群众精神文化需求，增强实现中华民族伟大复兴的精神力量。挖掘中华优秀传统文化资源，推动其创造性转化和创新性发展，让中华文化的感召力、向心力和凝聚力充分迸发，转化为广大人民群众凝心聚力推进强国建设的精神力量。传承革命文化，用好红色资源，赓续红色血脉，不断把为崇高理想奋斗的伟大实践推向前进。探索繁荣社会主义先进文化之路，以文化的发展繁荣坚定自信自强，实现启智润心、培根铸魂，推进精神文明建设高质量发展。顺应数字化趋势，改造传统文化业态、培育新型文化形态，推动文化与科技深度融合，将前沿技术融入文化建设全链条，构建统一开放的文化市场，促进文化资源高质量配置，把文化资源优势转化为发展动能。
