Deeply Grasping the Fourfold Implications of Promoting High-Quality Development

High-quality development is the “master key” to solving all problems and the foundation and key to building a modern socialist country in all respects on the new journey. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping at its core has coordinated the domestic and international situations, based itself on the new historical orientation, fully, accurately and comprehensively implemented the new development philosophy, continuously deepened its understanding of the fundamental characteristics and economic laws of the new stage of development, drawn up the blueprint for high-quality development, and injected strong momentum into Chinese-path modernization. The report to the 19th National Congress of the CPC proposed that “China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.” The report to the 20th National Congress of the CPC emphasized that “high-quality development is the primary task in building a modern socialist country in all respects.” The Third Plenary Session of the 20th Central Committee of the CPC proposed “improving the systems and mechanisms for promoting high-quality development.” The Fourth Plenary Session of the 20th Central Committee of the CPC emphasized “accelerating the building of a high-standard socialist market economy system and enhancing the driving force for high-quality development.” In particular, the proposal for the 15th Five-Year Plan, which is consistent with the 14th Five-Year Plan, continues to identify promoting high-quality development as the theme of economic and social development during the 15th Five-Year Plan period. These major theoretical judgments and important top-level designs fully demonstrate that promoting high-quality development has become a consensus and conscious action of the entire Party and society, and is a major principle that must be followed in China’s economic and social development during the 15th Five-Year Plan period. We must deeply comprehend General Secretary Xi Jinping’s important expositions on high-quality development, comprehensively grasp the “time” and “trend,” the “quality” and “quantity,” the “danger” and “opportunity,” and the “knowledge” and “action” in promoting high-quality development, so as to create new momentum and new advantages for building a great modern socialist country in all respects.

高质量发展是解决一切问题的“总钥匙”，是新征程上全面建设社会主义现代化国家的基础和关键。党的十八大以来，以习近平同志为核心的党中央统筹国内国际两个大局，立足新的时代方位，完整准确全面贯彻新发展理念，不断深化对新发展阶段根本特征和经济规律的认识，擘画高质量发展蓝图，为中国式现代化注入了强劲动能。党的十九大报告提出“我国经济已由高速增长阶段转向高质量发展阶段”，党的二十大报告强调“高质量发展是全面建设社会主义现代化国家的首要任务”，党的二十届三中全会提出“健全推动经济高质量发展体制机制”，党的二十届四中全会强调“加快构建高水平社会主义市场经济体制，增强高质量发展动力”。特别是“十五五”规划建议与“十四五”规划一脉相承，继续把推动高质量发展确定为“十五五”时期经济社会发展的主题，这些重大理论论断和重要顶层设计充分表明，推动高质量发展成为全党全社会的思想共识和自觉行动，是“十五五”时期我国经济社会发展必须遵循的重大原则。我们要深刻领会习近平总书记关于高质量发展的重要论述，全面把握推动高质量发展的“时”与“势”、“质”与“量”、“危”与“机”、“知”与“行”，为全面建成社会主义现代化强国塑造新动能和新优势。

1 Recognizing the “Time” and “Trend”: Clarifying the Task List for High-Quality Development

1 认清“时”与“势”：明确高质量发展的任务书

Only by recognizing the “time” and “trend” can we strengthen confidence and gain strategic initiative. Since the 20th National Congress of the CPC, General Secretary Xi Jinping has successively presided over important meetings to implement regional development strategies, including the symposium on promoting the high-standard and high-quality construction of the Xiong’an New Area, the symposium on deeply advancing the coordinated development of the Beijing-Tianjin-Hebei region, the symposium on promoting the comprehensive revitalization of Northeast China in the New Era, the symposium on promoting the rise of the central region in the New Era, the symposium on promoting the large-scale development of the western region in the New Era, and the symposium on comprehensively promoting the ecological protection and high-quality development of the Yellow River Basin. He has also successively explained the relevant circumstances of the “Decision of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Path to Modernization” and the “Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development.” He scientifically and accurately assessed the “time” and “trend” of high-quality development, insisted on advancing with the times and innovating according to the trend, took high-quality development as an inevitable requirement of Chinese-path modernization, and further clarified the task list for promoting high-quality development. High-quality development is the primary task in building a modern socialist country in all respects. General Secretary Xi Jinping emphasized that “accelerating the achievement of a high level of scientific and technological self-reliance and self-strengthening is the only way to promote high-quality development” and that “currently, the prominent problem facing the promotion of high-quality development is still unbalanced and inadequate development.” These important expositions define the strategic position and historical significance of high-quality development in building a modern socialist country, and clarify that high-quality development is the theme of China’s economic and social development during the 14th Five-Year Plan, the 15th Five-Year Plan, and even longer periods.

认清“时”与“势”，才能坚定信心，赢得战略主动。党的二十大以来，习近平总书记先后主持召开高标准高质量推进雄安新区建设座谈会、深入推进京津冀协同发展座谈会、新时代推动东北全面振兴座谈会、新时代推动中部地区崛起座谈会、新时代推动西部大开发座谈会、全面推动黄河流域生态保护和高质量发展座谈会等推动区域发展战略落实的重要会议，先后就《中共中央关于进一步全面深化改革、推进中国式现代化的决定》和《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》的有关情况作了说明，科学准确研判高质量发展的“时”与“势”，坚持因时而进、因势而新，把高质量发展作为中国式现代化的必然要求，进一步明确了推动高质量发展的任务书。高质量发展是全面建设社会主义现代化国家的首要任务。习近平总书记强调，“加快实现高水平科技自立自强，是推动高质量发展的必由之路”，“当前，推动高质量发展面临的突出问题依然是发展不平衡不充分”。这些重要论述标定了高质量发展在社会主义现代化强国建设中的战略位置和历史意义，明确了高质量发展是“十四五”“十五五”乃至更长时期我国经济社会发展的主题。

On the new journey of the New Era, high-quality development has become the only way for us to cope with the profound adjustments in the global political and economic landscape and their risks and challenges, and it is also a major issue in overcoming various difficulties and obstacles in the process of Chinese-path modernization. Facing a complex external environment, we must strengthen our confidence, unswervingly handle our own affairs well, unswervingly expand high-standard opening up, focus on stabilizing employment, stabilizing enterprises, stabilizing the market, and stabilizing expectations, and respond to various uncertainties with the certainty of high-quality development. The 15th Five-Year Plan period is a critical period for laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. We must comprehensively grasp the “time” and “trend” facing high-quality development, anchor the goals and tasks, promote quality change, efficiency change, and momentum change, and lay a solid foundation for Chinese-path modernization.

新时代新征程，高质量发展已经成为我们应对全球政治经济格局深刻调整及其风险挑战的必由之路，更是战胜中国式现代化进程中各种艰难险阻的重大课题。面对复杂的外部环境，要坚定信心，坚定不移办好自己的事，坚定不移扩大高水平对外开放，着力稳就业、稳企业、稳市场、稳预期，以高质量发展的确定性应对各种不确定性。“十五五”时期是基本实现社会主义现代化夯实基础、全面发力的关键时期，我们要全面把握高质量发展面临的“时”与“势”，锚定目标任务，推进质量变革、效率变革、动力变革，为中国式现代化筑牢坚实基础。

2 Coordinating “Quality” and “Quantity”: Solving the Key Problems of High-Quality Development

2 统筹“质”与“量”：解答高质量发展的攻坚题

Currently, the world is undergoing major changes unseen in a century that are accelerating, relations among major powers are affecting the international situation, and the evolution of the international situation is profoundly impacting domestic development. The turbulent and unpredictable world economic situation fully demonstrates that the development of any economy cannot be smooth sailing. At a critical juncture when China’s development environment is undergoing profound and complex changes, we will encounter various new situations and new problems. In particular, in recent years, “countercurrents” such as unilateralism, protectionism, and anti-globalization sentiments that deviate from the logic of economic globalization have spread, and China’s development has entered a period where strategic opportunities and risks and challenges coexist, and uncertainties and unpredictable factors increase.

当前，世界百年变局加速演进，大国关系牵动国际形势，国际形势演变深刻影响国内发展。世界经济形势的波谲云诡充分说明，任何经济体的发展都不可能是一帆风顺的。在我国发展环境面临深刻复杂变化的关键时期，我们会遇到各种新情况和新问题。特别是近年来，单边主义、保护主义、逆全球化思潮等背离经济全球化发展逻辑的“逆流”蔓延，我国发展进入了战略机遇和风险挑战并存、不确定难预料因素增多的时期。

The Party Central Committee with Comrade Xi Jinping at its core has assessed the situation, scientifically predicted the trends, anchored the direction and overall situation, and clearly pointed out: “Economic development is a spiraling upward process; the rise is not linear. When quantity accumulates to a certain stage, it must turn to qualitative improvement. China’s economic development must also follow this law.” The fundamentals of China’s economy, as well as favorable conditions such as a vast market, strong economic resilience, and great potential, have not changed. High-quality development means conforming to the objective law of economic development from quantitative change to qualitative change. It is necessary to grasp the issue of “whether there is enough” in terms of quantity, and even more so to answer the question of “whether it is good” in terms of quality. That is, we must better coordinate effective qualitative improvement and reasonable quantitative growth, always adhering to quality first and efficiency priority. High-quality development essentially requires coordinating “quality” and “quantity.” It is necessary to rely on scientific and technological innovation to effectively improve the quality of supply, continuously improve quality through “progress,” and strengthen new momentum for development. It is also necessary to maintain reasonable quantitative growth, lay a foundation through “stability,” and consolidate the foundation for achieving high-quality development. At the same time, high-quality development needs to rely on new quality productive forces to increase quantity and improve quality. Accelerating the development of new quality productive forces is the intrinsic requirement and important focus of promoting high-quality development. To promote high-quality development, the most important thing is to accelerate the achievement of a high level of scientific and technological self-reliance and self-strengthening and actively develop new quality productive forces. High-quality development must be guided by the new development philosophy, take the new quality productive forces formed by scientific and technological innovation as a strong driving force and supporting force according to local conditions, and thereby form new industries, new models, and new momentum. Scientific and technological innovation and industrial innovation are the basic paths for developing new quality productive forces. High-quality development is inseparable from innovation-driven and industrial support, from the transformation and upgrading of traditional industries, and from opening up new tracks for strategic emerging industries and future industries. General Secretary Xi Jinping emphasized: “We must unswervingly follow the path of high-quality development, stick to our main business, strengthen the real economy, strengthen independent innovation, transform the development model, continuously improve the quality, efficiency, and core competitiveness of enterprises, and strive to make greater contributions to promoting scientific and technological innovation, cultivating new quality productive forces, building a modern industrial system, comprehensively promoting rural revitalization, promoting coordinated regional development, and ensuring and improving people’s livelihoods.” Therefore, only by dialectically understanding “quality” and “quantity” and organically unifying the “quality” and “quantity” of economic development can we make progress while maintaining stability and achieve sustainable economic development.

以习近平同志为核心的党中央审时度势，科学预判形势，锚定方向大局，鲜明指出：“经济发展是一个螺旋式上升的过程，上升不是线性的，量积累到一定阶段，必须转向质的提升，我国经济发展也要遵循这一规律。”我国经济的基本面及市场广阔、经济韧性强、潜力大等有利条件并未改变，高质量发展就是要顺应经济发展从量变到质变的客观规律，既要在量上把握“有没有”的问题，更要在质上解答“好不好”的问题，即必须更好统筹质的有效提升和量的合理增长，始终坚持质量第一、效益优先。高质量发展在本质上就是要统筹好“质”与“量”，既要依靠科技创新，有效提升供给质量，不断以“进”提质，壮大发展新动能，也要保持量的合理增长，以“稳”筑基，为实现高质量发展夯实基础。同时，高质量发展需要依托新质生产力增量提质，加快发展新质生产力是推动高质量发展的内在要求和重要着力点。推动高质量发展，最重要的是加快高水平科技自立自强，积极发展新质生产力。高质量发展要以新发展理念为引领，因地制宜把科技创新形成的新质生产力作为强劲推动力和支撑力，进而形成新产业、新模式和新动能。科技创新和产业创新，是发展新质生产力的基本路径。高质量发展离不开创新驱动和产业支撑，离不开对传统产业的改造升级，离不开对战略性新兴产业、未来产业新赛道的开辟。习近平总书记强调：“要坚定不移走高质量发展之路，坚守主业、做强实业，加强自主创新，转变发展方式，不断提高企业质量、效益和核心竞争力，努力为推动科技创新、培育新质生产力、建设现代化产业体系、全面推进乡村振兴、促进区域协调发展、保障和改善民生等多作贡献。”所以，只有辩证认识“质”与“量”，把经济发展的“质”和“量”有机统一起来，才能稳中求进，实现经济可持续发展。

3 Discerning “Danger” and “Opportunity”: Smoothing the Dual Circulation of High-Quality Development

3 洞察“危”与“机”：畅通高质量发展的双循环

To firmly grasp high-quality development as the primary task, we need to seize opportunities in the new round of scientific and technological revolution and industrial transformation and accelerate the building of a modern industrial system. Entering the new stage of development, the profound changes in the domestic and international environments have brought both a series of new opportunities and a series of new challenges. In particular, in the face of all-round containment, encirclement, and suppression by external forces, we must take accelerating the building of a new development pattern as the strategic foundation and top priority for promoting high-quality development.

牢牢把握高质量发展这个首要任务，需要在新一轮科技革命和产业变革中抢抓机遇，加快建设现代化产业体系。进入新发展阶段，国内外环境的深刻变化既带来一系列新机遇，也带来一系列新挑战。特别是面对外部势力的全方位遏制、围堵和打压，我们要把加快构建新发展格局作为推动高质量发展的战略基点和重中之重。

We must base ourselves on the new stage of development, fully implement the new development philosophy, and accelerate the creation of a new pattern of development, deeply understanding the new features and new demands brought about by the evolution of the principal contradiction in Chinese society, further strengthening our awareness of potential dangers, opportunities, and risks, being adept at turning crises into opportunities, forging a path of high-quality development suited to ourselves, strengthening the domestic economic cycle, and smoothing the domestic and international dual circulations. The "dual circulation" does not mean closing the country to international engagement; rather, it means that when others exclude, suppress, and blockade us, we can still survive and live better on our own. This is an important aspect of enhancing China's economic resilience and strategic depth. Only by relying on ourselves, smoothing the domestic economic cycle, and striving to forge an invulnerable body immune to all poisons can we weather the vicissitudes of the international situation and always survive and develop with vitality. Promoting high-quality development requires accelerating the achievement of high-level self-reliance and strength in science and technology amid fierce international competition. Only by opening up new fields in economic and social development and shaping new tracks can we activate new drivers and new advantages for development. General Secretary Xi Jinping emphasized: "We must bear in mind that high-quality development is the absolute principle in the New Era, fully, accurately, and comprehensively implement the new development philosophy, accelerate the building of a modernized economic system, promote high-level self-reliance and strength in science and technology, accelerate the creation of a new pattern of development, coordinate the promotion of deeper reform and high-level opening up, coordinate high-quality development and high-level security, and implement other strategic tasks to the letter, improve the assessment and evaluation system for promoting high-quality development, and lay a solid foundation for promoting high-quality development." Therefore, on the new journey, we must target the blockages and sticking points that constrain the creation of a new pattern of development and the promotion of high-quality development, as well as the difficult and painful issues in people's livelihoods, set reform agendas, generate reform plans, and strive to resolve deep-seated contradictions and break down institutional and mechanistic obstacles.

我们要立足新发展阶段、贯彻新发展理念、构建新发展格局，深刻认识我国社会主要矛盾发展变化带来的新特征和新要求，进一步增强忧患意识、机遇意识和风险意识，善于转危为机，走出一条适合自己的高质量发展之路，做强国内大循环，畅通国内国际双循环。“双循环”不是要闭关锁国，而是当他者排挤、打压、封锁我们的时候，我们自己仍能活下去、活得更好，这是增强我国经济韧性和战略纵深的重要方面。我们只有立足自身，把国内大循环畅通起来，努力炼就百毒不侵、金刚不坏之身，才能任由国际风云变幻，始终充满朝气生存和发展下去。推动高质量发展，需要在激烈的国际竞争中加快实现高水平科技自立自强，只有通过开辟经济社会发展中的新领域，塑造新赛道，才能激活发展的新动能和新优势。习近平总书记强调：“我们必须牢记高质量发展是新时代的硬道理，完整、准确、全面贯彻新发展理念，把加快建设现代化经济体系、推进高水平科技自立自强、加快构建新发展格局、统筹推进深层次改革和高水平开放、统筹高质量发展和高水平安全等战略任务落实到位，完善推动高质量发展的考核评价体系，为推动高质量发展打牢基础。”因此，新征程上，我们要瞄准制约构建新发展格局、推动高质量发展的堵点卡点和民生领域的难点痛点问题，设置改革议题、生成改革方案，着力解决深层次矛盾、破除体制机制障碍。

4 Coordinating "Knowledge" and "Action": Mastering the Methodology of High-Quality Development

4 协调“知”与“行”：掌握高质量发展的方法论

Promoting high-quality development is by no means a one-day task; rather, it requires mastering scientific methodological principles, coordinating the relationship between "knowledge" and "action," guided by the concept of "practice first," possessing both the drive to seize opportunities and the tenacity to persevere over the long term. General Secretary Xi Jinping emphasized, "Adhering to high-quality development must become an important part of the outlook on political performance of leading cadres." Therefore, leading cadres at all levels must continuously improve their ability to promote high-quality development, serve the masses, and prevent and defuse risks, using learning as a driving force, insisting on promoting work through learning and revitalizing the country through practical work. We must maintain strategic resolve and patience, make scientific decisions, implement precise policies, and properly handle the relationship between speed and efficiency. Adhere to the people-centered development philosophy, adhere to high-quality development, oppose the pursuit of grandiose and foreign things and blind recklessness; insist on taking practical measures and seeking practical results, oppose flashiness and data fraud; insist on laying a solid foundation for long-term benefits, oppose draining the pond to catch all the fish and exhausting the people and wasting resources. From a long-term and overall perspective, high-quality development is the common cause of hundreds of millions of Chinese people. We must fully mobilize the people's enthusiasm, initiative, and creativity, so that hundreds of millions of people can gather the mighty force to promote high-quality development. In this regard, we must always keep the fundamental interests of the overwhelming majority of the people at heart, unswervingly enhance the well-being of the people, closely integrate high-quality development with meeting the people's needs for a better life, and organically combine and mutually reinforce adhering to ecological priority, promoting high-quality development, and creating a high quality of life. High-quality development is an inevitable requirement for achieving common prosperity for all the people. Leading cadres at all levels must establish an overall concept and a concept of coordinated regional development, focus on the national "one game of chess," respect the characteristic advantages of each region, cultivate more regional economic growth poles and growth belts, adhere to the principle of "pioneering exploration, leading demonstration, and radiating and driving," and cultivate new power sources driving the country's high-quality development. At the same time, promoting high-quality development must proceed from reality, adhere to the methodology of analyzing specific problems in specific situations, and properly handle the relationship between the universality and particularity of contradictions. Different regions have different resource endowments, basic conditions, etc. Promoting high-quality development requires both adhering to the correct direction and adapting measures to local conditions, accurately identifying comparative advantages, highlighting regional characteristics, and playing the "characteristic card" well, without blindly developing in violation of the laws of economic and social development.

推动高质量发展绝非一日之功，而是要掌握科学的方法论原则，统筹协调好“知”与“行”的关系，以“实践第一”的观念为指导，既要有抢抓机遇的干劲，又要有久久为功的韧劲。习近平总书记强调，“坚持高质量发展要成为领导干部政绩观的重要内容”。因此，广大领导干部要不断提高推动高质量发展本领、服务群众本领、防范化解风险本领，以学为牵引，坚持以学促干、实干兴邦。要保持定力和耐心，科学决策，精准施策，处理好速度和效益的关系。坚持以人民为中心的发展思想，坚持高质量发展，反对贪大求洋、盲目蛮干；坚持出实招求实效，反对华而不实、数据造假；坚持打基础利长远，反对竭泽而渔、劳民伤财。从长远和全局来看，高质量发展是亿万中国人民共同的事业，要充分调动人民的积极性、主动性、创造性，使亿万群众凝聚起推动高质量发展的磅礴力量。对此，要始终把最广大人民根本利益放在心上，坚定不移增进民生福祉，把高质量发展同满足人民美好生活需要紧密结合起来，使坚持生态优先、推动高质量发展、创造高品质生活有机结合、相得益彰。高质量发展是实现全体人民共同富裕的必然要求，广大领导干部要树立全局观念和区域协调发展理念，着眼全国“一盘棋”，尊重各区域的特色优势，培育更多区域经济增长极和增长带，坚持“先行探路、引领示范、辐射带动”的原则，厚植带动全国高质量发展的新动力源。同时，推动高质量发展要坚持从实际出发，坚持具体问题具体分析的方法论，处理好矛盾普遍性和矛盾特殊性的关系。各地资源禀赋、基础条件等不同，推动高质量发展既要坚持正确方向，又要坚持因地制宜，找准比较优势，突出地域特色，打好“特色牌”，不能违背经济社会发展规律而盲目发展。

On the new journey of the New Era, we must adapt to new situations and tasks, and strive to improve the Party's ability to lead economic and social development and its own construction level. In particular, facing the main goals of economic and social development during the "15th Five-Year Plan" period, we must firmly grasp high-quality development as the primary task, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping's economic thought, adhere to emancipating the mind, reform and innovation, seeking progress while maintaining stability, establish a correct outlook on values, right and wrong, and political performance, fully implement the various strategic plans for promoting high-quality development, adhere to and improve the basic socialist economic system, better leverage the leading role of economic system reform, improve the macroeconomic governance system, and with a spirit of seizing the day and more pragmatic strategic measures, continuously promote the effective improvement of "quality" and reasonable growth of "quantity" in the economy, ensuring that high-quality development proceeds steadily and far.

新时代新征程，我们要适应新的形势任务，着力提高党领导经济社会发展能力和自身建设水平。要加强党对经济工作的领导，完整准确全面贯彻新发展理念，坚持有效市场和有为政府相结合，加快构建新发展格局，扎实推动高质量发展。特别是面向“十五五”时期经济社会发展的主要目标，我们要牢牢把握高质量发展这个首要任务，坚持以习近平新时代中国特色社会主义思想特别是习近平经济思想为指导，坚持解放思想，改革创新，稳中求进，树立正确的价值观、是非观、政绩观，全面落实推动高质量发展的各项战略规划，坚持和完善社会主义基本经济制度，更好发挥经济体制改革牵引作用，完善宏观经济治理体系，以只争朝夕的实干精神和更加务实的战略举措，持续推动经济实现“质”的有效提升和“量”的合理增长，确保高质量发展行稳致远。
