Grasping the Methodology of Daring and Skilled Struggle

At the conference celebrating the 105th anniversary of the founding of the Communist Party of China, General Secretary Xi Jinping systematically elaborated on our Party's fine qualities from six aspects, among which is "daring and skilled in struggle, always maintaining firm confidence in victory." General Secretary Xi Jinping issued a great call to the entire Party to strive to create new historical glories, emphasizing that "we must dare to struggle and be skilled at struggle," which greatly inspired the entire Party's high morale to unite as one and tackle difficulties.

在庆祝中国共产党成立105周年大会上，习近平总书记从六个方面对我们党的优秀特质作出系统阐述，“敢于善于斗争，始终保持必胜信心”是其中之一。习近平总书记向全党发出奋力创造新的历史辉煌的伟大号召，强调“务必敢于斗争、善于斗争”，极大鼓舞了全党上下勠力同心、攻坚克难的昂扬斗志。

Only by tackling difficulties can one achieve long-term goals. Looking back, daring and skilled struggle has been our Party's consistent fine tradition. Since the New Era, amid a world undergoing major development, major transformation, and major adjustment, our Party has always maintained the spirit of struggle and enhanced its ability to struggle—fighting epidemics, battling floods, resolving crises, and responding to changing situations, anchoring its direction and forging ahead while braving the wind and waves. Looking forward, the great rejuvenation of the Chinese nation is unstoppable, showing unprecedented bright prospects, while challenges and opportunities always coexist. Only by continuing to carry forward the spirit of struggle, daring to struggle and being skilled at struggle, can we achieve steady and long-term progress toward the future.

犯其难方能图其远。回首过往，敢于善于斗争是我们党一以贯之的优良传统。新时代以来，在世界经历大发展大变革大调整的形势下，我们党始终保持斗争精神、增强斗争本领，抗疫情、战洪水，化危机、应变局，在搏击风浪中锚定方向、砥砺前行。展望未来，中华民族伟大复兴势不可挡，展现出前所未有的光明前景，同时挑战与机遇始终并存。只有继续发扬斗争精神，敢于善于斗争，才能行稳致远向未来。

Daring to struggle embodies the responsibility of stepping forward without fear of sacrifice; being skilled at struggle demonstrates the wisdom of knowing oneself and the enemy and pursuing victory. All things must have their methods before they can succeed. The laws of struggle, methods of struggle, and strategies of struggle are the "bridge and boat" for completing struggle tasks and achieving struggle goals. On the road ahead, we must fully recognize the long-term, complex, and arduous nature of the new great struggle, strengthen bottom-line thinking and extreme thinking, and rely on tenacious struggle to open up new prospects for our cause.

敢于斗争，体现的是挺身而出、不怕牺牲的担当；善于斗争，彰显的是知己知彼、追求胜利的智慧。事必有法，然后可成。斗争规律、斗争方法和斗争策略，是完成斗争任务、实现斗争目标的“桥和船”。前进路上，我们要充分认识进行新的伟大斗争的长期性、复杂性、艰巨性，强化底线思维和极限思维，依靠顽强斗争打开事业发展新天地。

Follow the laws of struggle. Society advances through the movement of contradictions. The movement of social contradictions follows laws, and the struggle that drives society forward also follows laws. At the training class for young and middle-aged cadres at the Central Party School (National Academy of Governance) in the autumn semester of 2019, General Secretary Xi Jinping emphasized: "In various major struggles, we must adhere to the unity of enhancing vigilance and maintaining strategic resolve, the unity of strategic judgment and tactical decision-making, and the unity of the struggle process and the actual effectiveness of struggle." These "three unities" reveal, from the height of law, the basic principles that must be grasped in conducting struggle in the New Era. Adhering to the unity of enhancing vigilance and maintaining strategic resolve means both preparing for the worst and addressing problems early while observing the general trend and considering the overall situation, and maintaining strategic resolve as calm as "clouds flying and mist swirling," being prepared for danger and advancing despite difficulties; adhering to the unity of strategic judgment and tactical decision-making requires us to scientifically foresee the direction of developments and the risks and challenges hidden within, and on this basis dare to make decisions and act decisively, preventing endless discussion without decision, decision without action, and action without results; adhering to the unity of the struggle process and the actual effectiveness of struggle means directing struggle toward solving problems, continuously testing the rationality of goals and tasks and the scientific nature of methods and paths in the course of struggle, and ensuring actual results are achieved. By grasping these "three unities," we can effectively coordinate struggle requirements at different levels amid accurately recognizing changes, scientifically responding to changes, and actively seeking changes, firmly grasping the initiative in struggle.

遵循斗争规律。社会是在矛盾运动中前进的。社会矛盾运动有规律可循，推动社会前进的斗争也是有规律可循的。习近平总书记在2019年秋季学期中央党校（国家行政学院）中青年干部培训班上强调：“在各种重大斗争中，我们要坚持增强忧患意识和保持战略定力相统一、坚持战略判断和战术决断相统一、坚持斗争过程和斗争实效相统一。”这“三个相统一”，从规律高度揭示了新时代进行斗争必须把握的基本原则。坚持增强忧患意识和保持战略定力相统一，就是既要在常观大势、常思大局中做到未雨绸缪、抓早抓小，又要保持“乱云飞渡仍从容”的战略定力，做到有备无患、知难而进；坚持战略判断和战术决断相统一，要求我们科学预见形势发展走势和隐藏其中的风险挑战，在此基础上敢于拍板、果断行动，防止议而不决、决而不行、行而不果；坚持斗争过程和斗争实效相统一，就是使斗争奔着解决问题去，在斗争过程中不断检测目标任务的合理性和方法路径的科学性，确保取得实际成效。把握好这“三个相统一”，我们就能在准确识变、科学应变、主动求变中有效统筹不同层面的斗争要求，牢牢掌握斗争主动权。

Choose good struggle methods. Struggle is not about showing off strength, competing in bravery, or fighting ruthlessly; it has its own tricks and rules. Grasping the principal contradiction and the principal aspect of the contradiction is an important method of struggle. This is because objective things often contain many contradictions, and the nature and development of objective things often depend on the principal contradiction and the principal aspect of the contradiction. For struggle, grasping the principal contradiction and the principal aspect of the contradiction enables us to find those deep-seated and key issues that affect the direction of struggle, and to push the movement of contradictions in a direction favorable to us. At the same time, we must adhere to being reasonable, advantageous, and measured: on major issues of right and wrong, dare to draw the sword and take a clear-cut stand; on matters of principle, yield not an inch and be unambiguous, holding the bottom line of "being reasonable"; face risks and challenges with the historical initiative spirit, fight no battle unprepared and no battle we are not sure of winning, respond to changes as they arise according to the changing situation, and strive for the initiative of "being advantageous"; grasp the boundaries and limits of struggle, achieving struggle without breaking relations, seeking unity and cooperation through struggle, and grasping the measure of "being measured."

选好斗争方法。斗争不是逞强好胜、争勇斗狠，而是有其诀窍和章法。抓主要矛盾、抓矛盾的主要方面是斗争的重要方法。这是因为客观事物中往往包含着许多矛盾，客观事物的性质及其发展往往取决于主要矛盾和矛盾的主要方面。对于斗争来说，抓主要矛盾、抓矛盾的主要方面，就能够找到那些影响斗争走向的深层性、关键性问题，推动矛盾运动向着于我有利的方向发展。同时，要坚持有理有利有节，在大是大非问题上敢于亮剑、旗帜鲜明，在原则问题上寸步不让、毫不含糊，守住“有理”的底线；以历史主动精神直面风险挑战，不打无准备、无把握之仗，根据形势变化见招拆招，争取“有利”的主动；把握斗争的界限和尺度，做到斗而不破，在斗争中争取团结、谋求合作，把握“有节”的分寸。

Pay attention to struggle strategy. All struggle occurs under specific conditions. As the conditions of struggle develop and change, struggle strategy must also change with the times and be employed at the right moment. Looking to the future, we must grasp the timing, degree, and effectiveness according to the needs of the situation and adjust struggle strategy in a timely manner. We must seize favorable opportunities, planning according to the situation, acting in response to the situation, and following the trend; grasp the measure and timing, neither missing opportunities nor acting too hastily, neither being weak and retreating nor being impulsive and rash; take achieving actual results as the starting point and ultimate goal, and flexibly apply methods and means of struggle. At the same time, we must recognize that struggle is not the goal; it is to resolve contradictions, promote unity, and advance development. We must unite all forces that can be united, mobilize all positive factors, adhere to the mass line, enable the people to distinguish right from wrong and understand the direction in struggle, and continuously consolidate the Party's class base and mass base for governance.

讲究斗争策略。任何斗争都是在特定条件下发生的。斗争条件发展、变化，斗争策略也要应时而变、择时而用。面向未来，要根据形势需要，把握时、度、效，及时调整斗争策略。要抓住有利时机，做到因势而谋、应势而动、顺势而为；掌握分寸火候，既不失时机也不操之过急，既不软弱退让也不冲动冒进；以取得实际效果为出发点和落脚点，灵活运用斗争方式方法。同时需要认识到，斗争不是目的，是为了解决矛盾、促进团结、推动发展。要团结一切可以团结的力量，调动一切积极因素，坚持走群众路线，使人民群众在斗争中辨是非、明方向，不断夯实党执政的阶级基础和群众基础。
