On January 24, the 2017 Annual Work Conference of the Chinese Academy of Social Sciences’ Project on Marxist Theoretical Discipline Construction and Theoretical Research Was Convened

On the morning of January 24, 2017, the “2017 Annual Work Conference of the Chinese Academy of Social Sciences’ Project on Marxist Theoretical Discipline Construction and Theoretical Research” was convened at the Chinese Academy of Social Sciences (CASS) headquarters. The academy leaders attending the meeting included Comrade Wang Weiguang, President and Party Group Secretary; Comrade Li Peilin, Vice President and Party Group Member; Comrade Jing Huimin, Party Group Member and Director of the Institute of Contemporary China Studies; and Comrade Li Shenming, former Vice President and Deputy Director of the Internal and Judicial Affairs Committee of the 12th National People’s Congress. The meeting was presided over by Comrade Zhang Jiang, Vice President and Party Group Member.

2017年1月24日上午，“中国社会科学院马克思主义理论学科建设与理论研究工程2017年度工作会议”在中国社科院院部召开。出席会议的院领导有院长、党组书记王伟光同志，副院长、党组成员李培林同志，党组成员、当代中国研究所所长荆惠民同志，原副院长、第十二届全国人大内务司法委员会副主任委员李慎明同志。会议由副院长、党组成员张江同志主持。

Over 70 representatives, including heads of CASS-affiliated units and some scientific research office personnel, attended the meeting.

中国社科院院属各单位负责人和部分科研处的代表70余人参加了会议。

The meeting began with exchange presentations from three units—the Institute of Ethnology and Anthropology, the Institute of Industrial Economics, and the Information Management Office—on their implementation in 2016 of the Academy Party Group’s “Opinions on Strengthening the Party’s Ideological Work and Building a Strong Marxist Position.”

会议首先由民族学与人类学研究所、工业经济研究所、信息化管理办公室三家单位就2016年本单位贯彻落实院党组《关于加强党的意识形态工作 建设马克思主义坚强阵地的意见》的情况作了交流发言。

Subsequently, Comrade Jing Huimin delivered a work report. In the report, Comrade Jing Huimin summarized the implementation of the Project on Marxist Theoretical Discipline Construction and Theoretical Research across the entire CASS in 2016, as well as the implementation of the Academy Party Group’s “Opinions on Strengthening the Party’s Ideological Work and Building a Strong Marxist Position.” He also outlined the work plan for the 2017 Marxist Project and put forward requirements.

随后，荆惠民同志作工作报告。在报告中，荆惠民同志对中国社科院全院2016年开展马克思主义理论学科建设与理论研究工程，贯彻落实院党组《关于加强党的意识形态工作 建设马克思主义坚强阵地的意见》等情况进行了总结；对2017年马工程的工作做了部署，提出了要求。

Finally, Comrade Wang Weiguang put forward three requirements for all units regarding the 2017 Academy Marxist Project and ideological work: 1. Upholding the guiding position of Marxism and strengthening the Party’s ideological work is the primary political task of our academy, and it must be taken with great seriousness. It is necessary to strengthen the “Four Consciousnesses,”[1]1 The Four Consciousnesses (四个意识) refers to the consciousness of the need to maintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership. It is a standard political requirement for CPC cadres. align with the Party Central Committee with Comrade Xi Jinping at its core, and firmly grasp the thread of upholding the guiding position of Marxism and doing a good job of the Party’s ideological work. 2. The Marxist Project must be treated as the number-one project, the soul project, the strategic project, and the foundational project for ensuring Marxism’s guiding position in our academy and in philosophy and social sciences, and for guaranteeing the strengthening of the Party’s ideological work. All units of the academy must attach great importance to it, actively participate, and strive to advance it. They cannot play a supporting role, cannot treat it as optional, and still less as a burden. The top leader must take the lead in grasping it and firmly implement it. 3. In implementing the Marxist Project, on the one hand, we must study the basic principles of Marxism; on the other hand, we must strengthen the study, propaganda, and innovation of adapting Marxism to the Chinese context. At present, the study, research, and propaganda of General Secretary Xi Jinping’s series of important speeches and his new concepts, ideas, and strategies for governing the country must be placed in a position of paramount importance. All disciplines in our academy must integrate Marxist positions, viewpoints, and methods into their disciplinary systems, academic systems, and discourse systems, guiding scientific research in their respective disciplines. 2017 is the third year of our academy’s construction of the three major systems,[2]2 The “three major systems” refers to the disciplinary system, academic system, and discourse system of philosophy and social sciences with Chinese characteristics, a construction project promoted by the CPC. and practical results must be achieved, with substantive outcomes. At the same time, the responsibility system for ideological work must be fully implemented, active ideological struggle must be carried out, forces must be organized to criticize erroneous trends of thought, the Marxist position must be defended, and the guiding position of Marxism in philosophy and social sciences must be consolidated.

最后，王伟光同志就2017年院马工程和意识形态工作对各单位提出了三点要求：1.坚持马克思主义的指导地位，加强党的意识形态工作是我院第一位的政治任务，一定要高度重视。要增强“四个意识”，向以习近平同志为核心的党中央看齐，牢牢抓住坚持马克思主义指导地位、抓好党的意识形态工作这根弦。2.把马工程作为保障马克思主义在我院指导地位、在哲学社会科学指导地位，保证加强党的意识形态工作的一号工程、灵魂工程、战略工程、基础工程，全院各单位都要高度重视、积极参与、努力推进，不能当配角，不能可有可无，更不能当作负担，一把手要带头抓，狠抓落实；3.实施马工程一方面要研究马克思主义的基本原理，另一方面要加强对马克思主义中国化的研究、宣传和创新，当前要把学习、研究、宣传习近平总书记系列重要讲话精神和治国理政新理念新思想新战略放在头等重要的地位；我院各个学科都要把马克思主义立场观点方法贯穿到本学科的学科体系、学术体系和话语体系中，指导本学科的科学研究。2017今年是我院进行三大体系建设的第三年，必须要见到实际成效，要有实质性的成果；同时要全面落实意识形态工作责任制，开展积极的思想斗争，组织力量对错误思潮进行批判，捍卫马克思主义阵地，巩固马克思主义在哲学社会科学中的指导地位。

In his concluding remarks at the meeting, Comrade Zhang Jiang demanded that everyone fully recognize the extreme importance of the Marxist Project work and ideological work. After the meeting, the spirit of the meeting must be promptly and comprehensively conveyed, implementation and enforcement must be carried out well, and work must be grasped, refined, and made concrete, so as to make new and greater contributions to the prosperity and development of the Chinese Academy of Social Sciences and to accelerating the construction of philosophy and social sciences with Chinese characteristics.

在会议最后总结时，张江同志要求大家充分认识马工程工作和意识形态工作的极端重要性，会后要及时全面传达会议精神，做好贯彻落实工作，抓好抓细抓实，为中国社科院的繁荣发展，为加快构建中国特色哲学社会科学做出新的更大贡献。
