General Secretary Xi Jinping has stressed that we must, with the determination and perseverance to fight a tough and protracted battle, unswervingly implement the spirit of the Eight-Point Regulations [1]1 “Double-dealers” (两面人) refers to individuals who feign loyalty to the Party and its policies in public while harboring opposing views or engaging in corrupt activities in private., promote the normalization and long-term effectiveness of work style improvement, gather strength and work hard with a fine work style, and continuously open up new prospects for the development of our cause. Since the beginning of this year, the Party Leadership Group of the Chinese Academy of Social Sciences (hereinafter referred to as the “Party Leadership Group”) has earnestly studied and implemented General Secretary Xi Jinping’s important expositions on strengthening the Party’s work style, carried out education and learning on thoroughly implementing the spirit of the Eight-Point Regulations in an orderly and effective manner, and achieved positive results in improving academic style and the Academy’s work style. The Party Leadership Group regards consolidating and expanding the achievements of education and learning, and normalizing and long-termizing the promotion of work style improvement, as a major political task, highlighting political leadership, persevering with long-term effort, strictly enforcing discipline and rules, and strengthening mission responsibility, so as to build a solid work style barrier for running the Chinese Academy of Social Sciences well in accordance with the requirements of General Secretary Xi Jinping and the Party Central Committee.

The Party Leadership Group issued the *Implementation Measures for the Responsibility System for Discipline Construction Work of the Chinese Academy of Social Sciences (Trial)* and the “Ten Prohibitions” for Strictly Observing Discipline by Staff of the Chinese Academy of Social Sciences, collectively signed letters of commitment by Party member leading cadres to fulfill the responsibility for Party discipline construction, using the rigidity of institutions to regulate the words and actions of researchers, enabling Party members and cadres to work with peace of mind and act boldly within the framework of compliance with rules and discipline.

Persistently promote the normalization and long-term effectiveness of work style construction. Guide Party members and cadres to vigorously promote the Marxist academic style of integrating theory with practice, use a fine academic style to promote clean and upright atmosphere, eliminate unhealthy tendencies, cultivate academic backbone, and defend the dignity of the temple. Regularly organize serious investigation and identification of prominent issues in work style construction, and continuously promote problem rectification and remediation. 持之以恒推进作风建设常态化长效化。引导党员干部大力弘扬理论联系实际的马克思主义学风，以优良学风弘扬清风正气、祛除歪风邪气、涵养学术风骨、捍卫殿堂尊严。对作风建设方面的突出问题定期组织认真查摆，持续推动问题整改整治。深化违规吃喝等问题专项整治，纠治院属企业、期刊杂志、报网媒体、学术社团、非实体研究中心等领域的“四风”问题，规范科研经费管理，切实加强对特殊形态权力的监管。督促院属单位用好作风建设制度成果，常态长效推动作风建设到边到底。

三、严明纪律规矩，打造风清气正的理论学术殿堂

Academic conduct is the cornerstone of academic development; when academic conduct is upright, academia flourishes. The Party Leadership Group integrates strengthening work style construction throughout the entire process of managing the Academy and governing the institutes, guiding all Party members and cadres of the Academy to adhere to the bottom line of integrity and self-discipline, forge a good work style with ironclad rules, and continuously achieve new results in work style construction.

学风是学术发展的基石，学风正则学术兴。院党组把加强作风建设贯穿管院治所全过程，引导全院党员干部坚守廉洁自律底线，以铁规矩锻造好作风，推动作风建设不断取得新成效。

Tighten and consolidate the political responsibility for work style construction. Urge units under the Academy to coordinate the implementation of the responsibility system for Party building, the responsibility system for ideological work, and the responsibility system for discipline construction. Promote research institutes to thoroughly implement the director responsibility system under the leadership of the Party committee, supervise and guide research institutes to formulate rules of procedure for Party committee meetings and director’s office meetings, establish a Party committee standing committee system in units with a large number of Party members, and fundamentally break through the “midway obstruction” [n] problems in the development of research institutes through the rigid constraints of institutions. 压紧压实作风建设政治责任。督促院属单位统筹推进落实党的建设责任制、意识形态工作责任制、纪律建设工作责任制。推动研究所深入贯彻落实党委领导下的所长负责制，督促指导研究所制定党委会议和所长办公会议议事规则，在党员人数较多的单位建立党委常委会制度，通过制度刚性约束，根本性破除研究所发展的“中梗阻”难题。出台深化学部委员制度改革的意见，建立学部委员工作室制度，优化遴选机制，加强日常管理监督，确保学部委员始终坚持正确的政治方向、学术导向和价值取向。打造党建品牌“知行先锋”，进一步加强基层党建工作，形成以高质量党建促进高质量科研的整体合力。

以铁的纪律加强对“关键少数”的监管。坚持严的标准，重点抓好对所局级领导干部等“关键少数”的教育和监管，引导其履行好管党治党、管所治所主体责任。强化机关职能部门“马上就办、办就办好”理念，在财务报销、职称评审等方面，持续优化精简办事程序，切实减轻科研人员行政负担，全链条防治形式主义，不断提高服务意识和管理水平。出台研究室主任管理办法，切实强化纪律规矩意识，推动“一岗双责”要求落实落地。

持续深化正风肃纪反腐。严肃查处违反中央八项规定精神问题，坚决纠正“小事小节论”“地域行业特殊论”“阻碍发展有害论”。持续加强警示教育，举一反三、标本兼治，从源头上防止作风问题反弹回潮。将学风和道德建设摆在理论学术铁军素质的突出位置，定期举办学风和道德建设论坛，落实全院学风和道德建设倡议，常态化开展科研诚信和良好科研作风学风建设宣传教育。开展机关作风测评，巩固深化机关职能部门作风建设成果，持续改进机关作风。
