The recent commemorative meeting in Beijing marking the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War, together with the Shanghai Cooperation Organization summit held in Tianjin, constitute an organic linkage of China’s host diplomacy this year. They not only generate a powerful diplomatic voice, drawing global attention to China, but also, at a critical moment of transformation in the international system and order, demonstrate China’s profound reflection on and important contribution to the future of all humanity. President Xi Jinping emphasized: “A major country should behave like a major country, with the breadth of vision and sense of responsibility befitting its status.” As China increasingly moves toward the center of the world stage, the strategic autonomy and initiative of Chinese diplomacy have been significantly enhanced. Head-of-state diplomacy is the highest form of Chinese diplomacy and plays a decisive role in major-country diplomacy with Chinese characteristics. Host diplomacy is an important component of head-of-state diplomacy, serving as its home-field and enhanced version. In host diplomacy activities, President Xi Jinping, with a global perspective, discerns the trends of the world, orchestrates the overall diplomatic landscape with visionary top-level design, engages in candid dialogue with foreign dignitaries, witnesses the signing of bilateral and multilateral cooperation agreements, promotes the implementation of major cooperation projects, injects impetus into international cooperation with scientific decision-making and pragmatic measures, demonstrating the wisdom and decisiveness to navigate complex international situations. He integrates major-country responsibility, strategic wisdom, and humanistic care, embodying the demeanor of a major-country leader and broadly consolidating consensus among countries worldwide to safeguard peace and promote development.

In host diplomacy activities, China leverages its natural “home-field discursive power” as the host to accurately articulate to the international community its development path, development philosophy, value pursuits, and policy propositions, enabling the international community to form a more complete and comprehensive understanding of China, thereby avoiding passive silence in the international public opinion arena caused by one-sided editing, second-hand dissemination, or even malicious distortion. From the CICA Shanghai Summit, the APEC Beijing Meeting, the G20 Hangzhou Summit, the BRICS Xiamen Summit, the SCO Qingdao Summit, to the China-Central Asia Xi’an Summit, the 10th Ministerial Conference of the China-Arab States Cooperation Forum, the FOCAC Beijing Summit, the 4th Ministerial Meeting of the China-CELAC Forum, and others, a series of host diplomacy activities have transmitted China’s voice and propositions to the international community, guiding the concepts and direction of international cooperation. For example, at the 2014 CICA Shanghai Summit, President Xi Jinping proposed a common, comprehensive, cooperative, and sustainable security concept for Asia, providing a Chinese solution for regional security cooperation in Asia; at the 2022 Boao Forum for Asia Annual Conference, he proposed the Global Security Initiative, providing another important public good for the international community and offering feasible ideas for achieving lasting peace and security in the world; and so on.

Guided by Xi Jinping Thought on Diplomacy, China’s host diplomacy activities have put forward initiatives and propositions of far-reaching significance in multiple key areas such as governance, security, development, and civilization, playing an irreplaceable and important role in revitalizing the world economy, promoting reform of the global governance system, and fostering exchanges and mutual learning among civilizations. For instance, during its tenure as rotating chair of regional organizations, China has continuously contributed to strengthening regional organizations and improving regional cooperation mechanisms. The 2014 APEC Beijing Meeting made the major decision to launch the process of the Free Trade Area of the Asia-Pacific, approving the “APEC Roadmap for Advancing the Realization of the FTAAP” and outlining a new blueprint for building an Asia-Pacific interconnected network. The 2016 G20 Hangzhou Summit contributed Chinese solutions to the problems facing the world economy, enriching the international consensus on global economic governance and international economic cooperation. The 2017 BRICS Xiamen Summit proposed the “BRICS Plus” cooperation concept. In 2022, President Xi Jinping chaired the 14th BRICS Summit via video link in Beijing, and “support for advancing the process of BRICS expansion through discussions” was written into the “Beijing Declaration of the 14th BRICS Summit,” leading the development direction of “Greater BRICS” and enhancing the representation and voice of the Global South in international affairs.

Currently, the international situation is intertwined with turmoil and change. Hegemonism and power politics hinder the just and reasonable development of the international order, and economic sanctions and political pressure in the international economic sphere severely undermine the basic norms of international relations, posing severe challenges to world peace and development. As a responsible major country, China consistently safeguards its own sovereignty, security, and development interests, while also always standing on the right side of history and actively assuming the responsibilities that a major country should bear. Fully leveraging the role and advantages of host diplomacy is an important requirement for major-country diplomacy with Chinese characteristics to grasp strategic initiative and continuously open up new horizons. We must, under the unified leadership of the Party Central Committee, summarize the successful experiences of host diplomacy, improve operational mechanisms, continuously enhance China’s international influence, appeal, and shaping power, and promote the building of a more just and reasonable global governance system.

当前，国际形势变乱交织，霸权主义和强权政治阻碍国际秩序公正合理发展，国际经济领域的经济制裁和政治施压严重破坏国际关系基本准则，给世界和平与发展带来严峻挑战。中国作为负责任大国，既始终维护本国主权、安全和发展利益，也始终站在历史正确的一边，积极承担大国应当担负的责任。充分发挥主场外交作用和优势，是新时代中国特色大国外交掌握战略主动、不断开辟新境界的重要要求。我们要在党中央集中统一领导下，总结主场外交成功经验，健全运作机制，不断提升中国的国际影响力、感召力、塑造力，推动构建更加公正合理的全球治理体系。

Build a host diplomacy system. As host diplomacy activities continue to increase, we need to strengthen systematic planning and overall advancement, effectively utilize home-field advantages, enhance agenda-setting capabilities, strengthen discursive power in the transformation of meeting outcomes, and promote the construction of a host diplomacy system. Strengthen the connection and co-building of regional multilateral mechanisms, fully utilize multilateral mechanisms such as the Shanghai Cooperation Organization, the BRICS cooperation mechanism, and the China-Arab States Cooperation Forum and the Forum on China-Africa Cooperation, mobilize resources from all sides, consolidate and expand the Global South “circle of friends,” gather the mighty force of emerging economies and developing countries, and raise a louder voice in promoting the construction and reform of the global governance system. Practice true multilateralism, converge the “greatest common divisor” of all parties, innovate models of exchange and action ideas on issues concerning the future and destiny of humanity and the direction of world development, and promote world peace, development, stability, and prosperity with more forceful actions.

构建主场外交体系。随着主场外交活动不断增多，我们需要加强系统谋划、整体推进，有效运筹主场优势，提升议程设置能力，增强在会议成果转化中的话语权，推动构建主场外交体系。加强区域多边机制的衔接和共建，充分利用上海合作组织、金砖合作机制，以及中阿、中非合作论坛等多边机制，调动各方资源，巩固和扩大全球南方“朋友圈”，汇聚新兴经济体和广大发展中国家磅礴力量，在推动全球治理体系建设和改革中发出更响亮的声音。践行真正的多边主义，汇聚各方“最大公约数”，在关乎人类前途命运和世界发展方向的重大问题上创新交流模式和行动思路，以更有力的行动促进世界和平与发展、稳定和繁荣。

Expand the functions of host diplomacy. While centering on major topics of multilateral meetings and strengthening the basic support of multilateral mechanisms, China’s host diplomacy continuously promotes practical cooperation in multiple fields. For example, during its tenure as the rotating chair of the Shanghai Cooperation Organization for 2024–2025, China has carried out a rich array of activities. In addition to hosting the summit and multiple institutional meetings, it has also organized a series of forums and a wide range of cooperative activities, conducting extensive cooperation in security, economy, energy, culture and other areas, involving emerging fields such as the digital economy and smart cities. This serves as an innovative demonstration of host diplomacy efficiently advancing international cooperation. The functions of host diplomacy can be further expanded, and the chain of host diplomacy extended, to create more platforms and provide more opportunities for equal and mutually beneficial cooperation.

拓展主场外交功能。中国主场外交在围绕多边会议重大议题、强化多边机制基本支撑的同时，不断推动多领域务实合作。比如，中国在担任上海合作组织2024至2025年轮值主席国期间开展了内容丰富的活动，除主办峰会及多场机制性会议之外，还举办系列论坛活动和大范围的合作活动，在安全、经济、能源、人文等多方面开展广泛合作，涉及数字经济、智慧城市等新兴领域，成为主场外交高效推动国际合作的创新示范。可以进一步拓展主场外交功能，延伸主场外交链条，为平等互利合作打造更多平台、提供更多机遇。

Enhance the shaping power of host diplomacy. Continuously polish the iconic forum brands such as the Boao Forum for Asia, the World Internet Conference, and the Belt and Road Forum for International Cooperation, so that these host diplomacy activities continue to play an important role in the reform of the global governance system. Further strengthen the functions of exhibitions such as the China International Import Expo, the China International Fair for Trade in Services, the Canton Fair, the China International Consumer Products Expo, and the China-ASEAN Expo, shape more exhibition brands that lead international cooperation, and form a strong matrix of host activity brands, continuously enhancing the innovative leadership, international influence, and moral appeal of China’s diplomacy. At the same time, through rich and varied host diplomacy practices, continuously enhance the leadership, cohesion, shaping power, and radiating power of China’s discourse.
