创造性贯彻落实党中央重大决策部署。习近平总书记指出：“地方在坚决贯彻党中央决策部署的同时，要发挥主观能动性，结合地方实际创造性开展工作。”党中央重大决策部署是立足全党全国发展大局作出的，具有方向性、原则性、纲领性，只有结合实际，认真探索有效方法和途径，才能将其落到实处。现实中，有的地方照本宣科、生搬硬套、机械执行，把红头文件的标题改一改下发了事，或者不顾实际、盲目跟风上马一些热门项目，这些本质上都是不作为、懒作为、乱作为的表现。要深入开展调查研究，认真分析本地区资源要素禀赋和发展实际，结合本地区的经济、政治、社会、历史、地理等现实条件制定有效的落实方案。落实方案要突出针对性、可操作性，在解决经济社会发展的堵点难点问题上拿出真招，在解决群众的急难愁盼问题上拿出实招。在吃透党中央精神、摸清本地区实情的基础上，大胆创新、勇于突破，以舍我其谁的担当精神提出破解问题的新思路新办法，以创造性工作推动党中央重大决策部署落地生根。

Establish and practice a correct outlook on political performance, achieve political performance for the people and through practical work, and transform the major decisions and deployments of the Party Central Committee into development results. General Secretary Xi Jinping pointed out: “Establish a correct outlook on political performance, respect objective reality and the needs of the masses, strengthen systematic thinking and scientific planning, do more practical and good things that benefit the people, and avoid putting on a show, engaging in window dressing, or blindly expanding projects.” Party members and cadres must always adhere to the fundamental purpose of serving the people wholeheartedly, better implement the major decisions and deployments of the Party Central Committee with an accurate grasp of objective reality and with concrete and solid actions, and promote the formation of tangible development results. The period of the 14th Five-Year Plan [3]3 The 14th Five-Year Plan (2021–2025) is China’s national economic and social development plan for that period. is a critical period for laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. The tasks of consolidating and expanding advantages, breaking through bottlenecks, and strengthening weak links are arduous and heavy. In this process, Party members and cadres will inevitably face many situations involving complex interests and deep-seated contradictions. Whether they can stand out, be reliable, and step up at critical moments becomes a touchstone for testing their political sense of responsibility. They must always keep in mind their own responsibilities and missions, guide all work with a correct outlook on political performance, focus all their energy on achieving the Party’s central tasks, concentrate wholeheartedly on advancing reform and promoting development, do practical work and seek practical results, adopt more tangible and perceptible specific measures to meet the people’s needs for a better life, and create political achievements that can stand the test of practice and the people.

树立和践行正确政绩观，为人民出政绩、以实干出政绩，把党中央重大决策部署转化为发展成效。习近平总书记指出：“树立正确政绩观，尊重客观实际和群众需求，强化系统思维和科学谋划，多做为民造福的实事好事，杜绝装样子、搞花架子、盲目铺摊子。”党员干部必须始终坚持全心全意为人民服务的根本宗旨，以对客观实际的准确把握、以真抓实干的行动更好贯彻落实党中央重大决策部署，推动形成实实在在的发展成效。“十五五”时期是基本实现社会主义现代化夯实基础、全面发力的关键时期，巩固拓展优势、破除瓶颈制约、补强短板弱项任务繁重艰巨。在此过程中，党员干部必然会面对许多涉及复杂利益、触及深层次矛盾的情况，而在关键时候能否站得出、靠得住、顶得上就成为检验其政治责任感的试金石。必须始终牢记自身职责使命，以正确政绩观引领各项工作，把全部精力聚焦于实现党的中心任务上来，心无旁骛地抓改革、促发展，办实事、求实效，采取更多可感可及的具体举措满足人民群众的美好生活需要，创造经得起实践和人民检验的政绩。

Focusing on the various tasks and requirements for economic and social development during the 15th Five-Year Plan period [4]4 The 15th Five-Year Plan refers to China’s national economic and social development plan for the period 2026–2030, the formulation of which is currently underway., discipline inspection and supervision organs, as the specialized organs for intra-Party supervision and state supervision, must fulfill their primary and fundamental duty of political supervision, inspect the implementation of the major decisions and deployments of the Party Central Committee in various regions and departments, and promote the effective implementation of these decisions and deployments. It is necessary to closely focus on implementing the new development concept, promoting high-quality development, and accelerating the construction of a new development pattern; to concentrate on tasks and requirements such as building a modern industrial system, developing new quality productive forces in light of local conditions, building a unified national market, expanding high-standard opening up, solidly promoting common prosperity for all the people, regularly preventing a relapse into poverty, resolving implicit local government debt, strengthening ecological and environmental protection, and coordinating development and security; and to conduct in-depth supervision and inspection, specifying matters and individuals, to ensure that supervision and inspection have a basis, follow procedures, and achieve results. Formalism and bureaucratism are the great enemies hindering the implementation of the major decisions and deployments of the Party Central Committee. It is necessary to focus on the prominent problems of formalism and bureaucratism, strengthen supervision over rectification, effectively clear the blockages, stagnation points, and difficulties in implementation, and use forceful and effective supervision to promote the implementation of various policies.

加强具体化、精准化、常态化监督检查，保障党中央重大决策部署落到实处。深化政治监督，是推动贯彻落实党中央重大决策部署的重要保障。着眼“十五五”时期经济社会发展各项任务要求，纪检监察机关作为党内监督和国家监察专责机关，要履行好政治监督首要职责、根本职责，检查党中央重大决策部署在各地区各部门的执行情况，推动党中央重大决策部署落地见效。要紧紧围绕贯彻新发展理念、推动高质量发展、加快构建新发展格局，聚焦建设现代化产业体系、因地制宜发展新质生产力、建设全国统一大市场、扩大高水平对外开放、扎实推进全体人民共同富裕、常态化防止返贫致贫、化解地方政府隐性债务、加强生态环境保护、统筹发展和安全等任务要求，深入进行监督检查，具体到事到人，确保监督检查有依据、有程序、有成效。形式主义、官僚主义是阻碍党中央重大决策部署贯彻落实的大敌。要聚焦形式主义、官僚主义突出问题，强化整改监督，切实打通贯彻执行中的堵点淤点难点，以有力有效的监督促进各项政策落实落地。
